        The purpose of present research was to study relationship model of policies, priorities, supportives, and evaluation researches projects with perceived commercialization researches projects. The method of research was correlation all of the statistical community selected as sampling(155). The Instrument of research include of tree types:1. made questionnaire of efficiency  factors influencing developing the researches projects(=α 0.94),2. made questionnaire of strategies  for developing relationship between university and industry(=α 0.86),3. made questionnaire of the commercilization researches projects(=α 0.92). The validity of  all of the questionnaires provided by specialists. The data analyzed by multiple regression test, pearson correlation test and structural model. The total results showed that there were relationship between policies, priorities, supportives, and evaluation researches projects with perceived commercialization researches projects(p < 0.05 ).Also the results showed that the relationship between university and industry mediated the forth factors influencing the perceived commercialization researches.         The purpose of  this research was study of relationships between the talent management and social capital in NIOC. Research type was descriptive correlative. Statistical population of research included all personnels who were 220. Statistical sample was 110 who were selected by random simple sampling method. To gather data, two questionnaires were used: talent management questionnaire with 24 items and social capital questionnaire with 24 items in terms of 5 scales likert. Questionnaires content validity confirmed by experts.The reliability coefficients of questionnaires were obtained through Cronbach alpha as 0.81 for social capital and 0.87 for talent management. Collected data was analyzed at level of inferential statistics (Pearson correlation coefficient, one sample t-test and regression) by spss software. Research findings revealed that mean of talent management components and social capital was higher than average. The biggest mean in talent management related to talent Recruitment (3/93).         The purpose of this study was the evaluation of e-learning in Iran higher education by using benchmarking approach. The population was all of students in four universities which presented e-learning. By multistage clustered sampling method, 702 students were selected. The research instrument was a researcher made questionnaire included e-learning (organization and management affair, technology, educational aspects, interface design, support services, evaluation and ethical and legal considerations). After calculating validity and reliability, the questionnaires were distributed among sample students and data was analyzed by ANOVA and Scheffe post hoc. Results showed: the university D with higher mean in all of seven dimensions had the best position among three other universities. Furthermore, the university B in five dimensions and the university C in two dimensions was the best. Method: This is a review article that information retrieval evaluation literature surveyed with analysis approach by means of library method. Results:  Result of this research showed that evaluation of search engine conducted whit one of the quantitative, qualitative and composite approaches. Goals of quantitative approach research is to determine the performance of search engines; that in these researches any of search engine components studied separately in one research. Researches of quantitative approach are categorized in coverage and overlap, qualitative of indexing and abstracting, retrieval algorithm, interface, suggestion’s system and ranking of document.  Two kinds of research were observed in the qualitative approach, which are ethnography and grounded theory. In the Ethnography research, information retrieval behavior of users is described, so these researches present useful information to design information retrieval system optimality.         Higher education in Iran has faced with two important challenges after Islamic revolution. Firestone is the historical underdevelopment in quantitative expansion of higher education and the second is rapid population growth, which caused high demand for enhancement of higher education. Of course, other factors such as cultural context and lack of job opportunities for secondary school graduates had also have played important role in demand for providing more places for university applicants. This situation caused the quantitative expansion of higher education to be considered as the first priority of the Ministry of Science, Research and Technology. Foundation of Payame-Nour University (distance learning), private higher education institutions, Islamic Azad University, e-learning courses, evening courses and joint diplomas with International universities were among higher education policies in recent years. As a result students’ population increased from 150,000 in 1978 to 3,500,000 in 2008. In Particular, increase in the post graduate studies, besides human resources development caused a great advancement in the research status of the country.         Recognizing and determining the suitability and talent of the earth is one of the primary measures in spatial and environmental planning for physical and urban development. The aim of this research is to identify and determine the spatial distribution of suitable areas for physical development in Guilan province. Land suitability was determined by hierarchical process analysis (AHP) method and using seven natural criteria including gradient, altitude, cover, rainfall, distance from fault, rock, soil. The land suitability for physical development was divided into three large, moderate and low classes, and its zoning map was prepared. The results showed that, regardless of the protected areas and the wetland, about 62% of the study area is located in the class with a high proportion. With the consideration of other parameters, these areas can be considered for developmental planning by planners and policy makers. Manuscript profile

        In this study Data envelopment analysis is used for the assessment of enterprise resources planning systems of 18 manufacturing companies, to determine whether the defined goals for ERP systems have been able to affect the performance after the implementation of the system. Considering the identification of effective factors in implementing ERP systems and using the previous researches, the performance evaluation criteria of this system were identified. Then, using experts’ views the most important input indicators were ranked by fuzzy DEMATEL and output indicators by ANP. In this ranking, time spent on implementation, the implementation infrastructure, training and user support were identified as top input indicators, and three indicators of productivity increase, proper resource management and user satisfaction were selected as top output indicators. Using selected indicators, the performance of ERP systems of selected companies was evaluated. The results of this research will be useful in identifying the strengths and weaknesses of companies compared to top ones and making their ERP system even better. Manuscript profile

        The purpose of this paper is to provide a framework for detecting vulnerabilities in SIP (Session Initiation Protocol) networks. We try to find weaknesses in SIP enabled entities that an attacker by exploiting them is able to attack the system and affect it. This framework is provided by the concept of penetration testing and is designed to be flexible and extensible, and has the capability to customize for other similar session based protocols. To satisfy the above objectives, the framework is designed with five main modules for discovery, information modeling, operation, evaluation and report. After setting up a test-bed as a typical VoIP system to show the validity of the proposed framework, this system has been implemented as a SIP vulnerability scanner. We also defined appropriate metrics for gathering the performance statistics of SIP components.         Automatic modulation classification (AMC) in detected signals is an intermediate step between signal detection and demodulation, and is also an essential task for an intelligent receiver in various civil and military applications. In this paper, we propose a semi-supervised Large margin AMC and evaluate it on tracking the received signal to noise ratio (SNR) changes to classify all forms of signals in a cognitive radio environment. To achieve this objective, two structures for self-training of large margin classifiers were developed in additive white Gaussian noise (AWGN) channels with priori unknown SNR. A suitable combination of the higher order statistics and instantaneous characteristics of digital modulation are selected as effective features. Simulation results show that adding unlabeled input samples to the training set, improve the tracking capacity of the presented system to robust against environmental SNR changes. Manuscript profile

        The application of mobile ad hoc networks (MANET) in emergency and critical cases needs a precise and formal performance evaluation of these networks. Traditional simulation-based performance evaluators like NS-2 and OPNET usually need a considerable time for producing high level performance metrics. Also there is no theoretical background for mentioned simulators, too. In this research, we propose a framework for performance evaluation of mobile ad hoc networks. The presented framework points to the network layer of MANETs using SRN (Stochastic Reward Nets) modeling tool as variation of generalized stochastic Petri net (GSPN). Based on decomposition technique it encompasses two separate models: one for analysis of data flowing process and the other for modeling routing process ; supposing AODV as a routing protocol that is worked out. To verify the presented model, an equivalence-based method is applied. The proposed SRN model has been quantified by deriving two performances metrics as Packet Delivery Ratio (PDR) and End-to-end Delay. Both metrics are also compared to the value obtained from NS-2 simulator versus different number of nodes and four packet generation rates. The results show the obtained values from presented SRN model well matched to the values generated from NS-2 simulator with a considerable lesser execution time. Manuscript profile

        Organizations are increasingly in search of ways to derive more business values from IT investments and the need for IT capabilities (ITC) is surging. ITC is critical significant to build enterprise agility and promote organizational performance. However, IT capability is always treated as the causal factor already existing and there are few studies on how IT capability is created and evaluated. Appropriate evaluation is necessary for an organization to measure, manage and improve enterprise ITC. This research aims to identify and map the dimensions of an organization's ITC. Using a mixed research method, this paper comprises two sections. The qualitative section adopts a systematic literature review (SLR) approach to identify the dimensions of ITC. The quantitative section employs factor analysis to validate identified ITC dimensions and their indicators in an attempt to develop a more precise model for ITC evaluation. The proposed ITC model includes IT management, IT human resources, IT infrastructure, and implementation of IT solutions dimensions as well as the 25 related indicators.         The field of electronic content is one of the most influential pillars of digital transformation. For proper planning to develop or modify the process of social, economic and cultural influences in the digital transformation trend, it is necessary to provide a proper assessment of the position of electronic content and its status. Considering the various components of electronic content and also the areas affected by it, determining the status of native electronic content in the country requires having a suitable model to cover all dimensions and thus its evaluation. The purpose of this paper is to present an appropriate and local model to assess the electronic content in the country in terms of setting up programs and policies in this area, the effectiveness of the indices offered in the proposed model for different actors and stakeholders could be traceable based on the value chain. In this paper, with regard to the importance of explaining the basic concepts of electronic content, as well as review of upstream documents and existing policies, the focus group research method has been used to determine the model elements and indices of different parts of value chain.         Information and Communication Technology (ICT) is one of the key determinants for today’s organizational success. Therefore, companies spend a significant amount of money each year on ICT, while not being sure that they will get a good result. The purpose of this study is to identify the dimensions and indicators of ICT performance evaluation and suggesting a model for assessing it in organizations. This research is mainly a qualitative study with a meta-synthesis approach which uses the seven-stage qualitative method of Sandelowski and Barroso to systematically review the literature to find sub-indices (codes), indices (themes) and dimensions (categories) of ICT performance evaluation. The search of scientific databases with appropriate keywords found 516 articles, among them, 89 articles were chosen finally and used for analysis. Moreover, a questionnaire has been designed and answered by ICT experts and managers to determine the importance of each of the indicators of the model. Based on data analysis, the proposed ICT performance evaluation model has three dimensions: strategic, quality, and sustainability. The strategic dimension includes indicators of organization strategy, IT strategy, and alignment. The quality dimension includes maturity, and performance indicators; and finally, the sustainability dimension includes environmental, economic, and social indicators. Accordingly, the purpose of this study is to evaluate the impact of the level of disclosure of social responsibility on the financial performance of banks. For the purpose of this study, the data of 10 banks listed in Tehran Stock Exchange during the period 2011-2011 were analyzed using Eviews software. The findings show that the level of disclosure of social responsibility of banks has a positive and significant effect on EBITDA, as well as the level of disclosure of social responsibility of banks has a negative effect. And has a significant effect on the market value to book value (MTB) ratio.         The importance of knowledge-based companies in the economies of the countries and their role in GNP has increased in recent years, and many efforts have been made to develop a comprehensive and consistent indicators for evaluating these companies. The issue of performance evaluation of these companies is still new in Iran, and in the past, many studies have not been conducted on suitable examples of these companies. Therefore, the purpose of this research is to identify and categorize the most important and effective indicators in the performance of knowledge-based companies, in line with the industry conditions in Iran. Initial indicators are extracted from literature review, related documents and initial interviews with experts in this field. Then, final indicators are determined through designing and distributing questionnaires, structured interviews with experts and analyzing the results of received questionnaires. After validating the final indices, 22 indicators are verified and categorized into 5 groups, and finally, by computing the coefficients of variance (CV), the indexes are arranged from the most important to the least significant. Accordingly, the added value resulting from the technology used in the product, the level of education of the employees and the number of R & D staff are the most important, respectively. Due to the fact that these results are directly related to the experts in this field, it is expected that using the data of knowledgeable companies and implementation on one of the appropriate models of performance evaluation will result in meaningful result. Given the increasing number of SPs that are being set out both in highly industrialized as well as developing countries, the problem of measuring the performance of science parks is becoming paramount both in practiontoners and academicians agenda. The present work is aimed at evaluating Iranian SPs that are members of IASP based on criteria the repercussion of the science park in the territory. Performance criteria that used are networking, convention and collaboration stipulated between science park lab’s and local firms, new products and processes adopted by local firms and developed by the collaboration with the science park, number of firms born by the collaboration with the science park within re-industrializations programmes of abandoned industrial areas, number of workers employed in firms originated from the collaboration with science park and number of environmental improvement carried out in collaboration with science park’s lab. In This study these criteria are localized based on Iranian SPs circumstances. FAHP is applied to determine the relative weights of the evaluation criteria and FTOPSIS is applied to rank the alternatives. At the start of a business, failure to identify an appropriate business model, leads to the failure of organizations to achieving its goals. Despite the importance of this issue, there is no standard for the definitions and components of business models. Hence, in this study, definitions and components of business models are discussed, according to the different approaches in modeling business models. However, merely having a good business model at the inception of a company is not enough; what is more important is utilizing and maintaining a proper business model over the life of the institution.The power of a business model is such that it can be a powerful tool for analyzing, testing, and evaluating organization's strategic options. Then a set of appropriate indicators have been determined and classified by expert panelists to measure core components and supportive components of proposed conceptual model.         Business incubators are now recognized in both developed and developing countries as important instruments for promoting entrepreneurship development and technological innovation, specialy at the small and medium enterprise level. Development and proliferation of business incubators has generated an intense debate around their performance and usefulness between opponents and advocates of these organizations. Differing in perspectives, researchers have used different groups point of view to evaluate incubators performance. They have also limited their studies to particular type of incubators. Reviewing relevant literature in Iran and the world, this article has provided an integrated multidimensional framework to evaluation of incubators performance. The proposed framework suggests the performance of incubators can be evaluated in four areas: Management and staff, infrastructure, services and outputs. Performance in management and staff can be assessed in terms of management functions and learning and growth, in infrastructure in terms of location and space, and facilities, in service area in terms of business start up and business assistance, and performance in output can be evaluated in terms of business (companies), products (and/or services) and people. To evaluate each area of performance, generic measures have been derived from literature. The proposed framework can be used as a useful tool and a guideline to evaluate incubators performance by their managers, stakeholders and sponsors, particularly in Iran, in order to internal and external benchmarking and rising competition among and promoting competitiveness of incubators. They assist their clients through their value-adding services and a wide range of support services and facilities that cannot be easily procured from other sources. The content of these services and the way they are supplied will have important effects on the success of the incubators, and thereby, on the incubators’ performance. Introducing improved incubation models, informing incubators of their distance from acceptable performance norms and models, and disseminating incubators’ success stories among those involved in the industry will be tools that are expected to assist incubator managers to make more informed and enlightened decisions. The use of composite indicators is a simple method of comparing a wide variety of systems under evaluation such as countries and organizations dealing with a multitude of complicated and wide issues including environmental, economic, social, and technological. Normally, the main objective in defining composite indicators is to compare the performance of a group of subjects evaluated along a given dimension. These indicators can also function as useful tools in analyzing policies and in communication of information to the public. In this paper, first, a state-of-the-art account of constructing composite indicators will be presented and then a number of tentative composite indicators will be introduced. The need of organizations to the phenomenon of entrepreneurship has been led to the creation of a certain territory of this concept that is called organizational entrepreneurship. As far as organizational entrepreneurship are transformed to one of the strategic approaches in organizations, to achieve high performance and great success. Choose this approach is effective for organizations when we can evaluate the results and provide organizational goals with proper management. So, having appropriate indicators to be used for the assessment of organizational entrepreneurship is very important. Therefore, this study seeks to identify appropriate indicators to evaluate the performance organizational entrepreneurship. For this purpose, after reviewing research literature, were extracted performance evaluation indicators, and with the help of the framework of EFQM Excellence Model, were classified in 9 categories. After refining the extracted indicators and removal of repetitive indicators, the 63 index that had remained, to determining the most important indicators, was placed in the hands of experts in the format of a questionnaire and Finally, by analyzing data obtained, were identified appropriate indicators to evaluate the performance.         According to the global approach of knowledge base economy in most countries, the creation of organizations such as science and technology parks seems to be necessary considering to their influence on the development of science and technology. The main purpose of this study, is to evaluate the impact quality of the service provided by science and technology parks on growth and innovative performance of firms located in these parks. This research is an applied one which was conducted as a survey in Pardis Technology Park, as the biggest and most important science and technology park of the country, and with the help of more than 30 managers in active firms of this park. In this research, the Cronbach's alpha and Average Variance Extracted was used to measure reliability and validation. Also, Confirmatory Factor Analysis (First and Second stage), correlation test and path analysis was used for answering the questions. Innovation aspect of the study is a new look to the impact of service quality provided by science and technology parks on growth and innovative performance of independent firms located in these parks. The performance evaluation of technology companies will help them to improve their performance and make the park supportive services more effective and helpful. Performance evaluation is one of the most important priorities of Yazd Science and Technology Park. Therefore, the purpose of this paper is to design and explain a performance evaluation model of technology companies in this Park and analyze the results of its implementation. The evaluation model of Park is based on various performance evaluation models and theories, as well as through brainstorming with park managers and technology companies. This model evaluates the technology companies in four areas: nature of the company, structure and human resources, main idea and technology, and market. The evaluation process is designed according to both quantitative (documents and non-confrontational??) and qualitative (face to - face interviews) indicators. Then, based on this model, information of technology companies are collected and analyzed by an evaluation system. The results of evaluation showed that although the status of companies is far from the park's expectations and goals, it is acceptable in comparison with the community (province and the average of country) in terms of the value-added of manpower and the cost of employment.         Science and Technology Parks (STPs) and incubators, as major contributors to the economic development of the regional business enterprises, are committed to provide targeted support for entrepreneurs, improve manufacturing efficiency, and create economic growth in the community. In order to improve the impact of these supports, STPs and incubators periodically evaluate the activities of residents and, after identifying strengths and weaknesses, provide services tailored to each company's needs. However, it is worthy to ask, what indicators should the evaluation system include that can reflect a true and more comprehensive picture of the company's condition with presenting the company's core needs to the incubator manager? Therefore, in this research some general models of performance evaluation have been reviewed, and because of the benefits of BSC model, especially its compatibility to manufacturing SMEs, this system has been used for the principle of the current study. Then, based on 17 years experience of Khorasan Science and Technology Park in unlocking the region's manufacturing potential, and the opinions of experts in other incubators in the country and around the world, 104 critical indicators have been identified in evaluating the manufacturing SMEs. These indicators also were ranked using U Mann Whitney and Friedman statistical tests. The results showed that the "customer and market" is more important than the other three perspectives in BSC model, and "Market research" and "CEO capability and expertise" are the most important indicators and sub-indicators, respectively. But there are two important points in between First of all is what components need to come together to form ecosystem and do its best and Second, what should be the evaluation framework of these ecosystems in order to examine the activities of the actors of this ecosystem. Therefore, the purpose of this study is to find a framework for better assessing the ecosystem of startups and helping the local economy. For this purpose, after reviewing the research background and using library studies, the initial framework was designed and the final framework was adjusted through interviews with relevant experts and implemented in a case study in Bushehr province. Finally a framework with 7 main components and 68 indices was developed.         The purpose of this research is to identify and prioritize the criteria of knowledge management systems using BSC. The research method is descriptive-survey and the type of applied developmental research is Friedman and AHP ranking tracking method. Statistical population included all experts and top managers of Pars Khodro Company (157 people) and sample size was 111 people based on Cochran formula. Data were collected using a questionnaire designed by previous studies and expert opinions. Content validity index (CVR) was used to determine the validity of the questionnaire and Cranach’s alpha coefficient of 0.728 was used to determine its reliability. Data were analyzed using SPSS and EXPERT CHOICE statistical software. The results showed that: BSC's vision is financial, customer, growth and learning and internal processes respectively. From the financial point of view, the CEO's financial knowledge is the highest and avoidance of duplication of costs is the lowest, and from the customer's perspective, the highest priority is to improve the quality of customer service and the customer's least. And change in the system is the least important of the improvements, and lastly, the internal process view has the least degree of effectiveness of the system in achieving the most desirable organizational objectives and document size.         The aim of this study was to compare the effectiveness of group cognitive behavioral therapy and psychodrama on reducing cognitive symptoms of social anxiety. This research is a quasi-experimental pretest-posttest design with a control group. In this study, 60 students who met the criteria of social anxiety were randomly divided into three groups of 20, including two experimental groups and a control group. All three groups were assessed with Social Anxiety Questionnaire of Connor (2000), Fear of Negative Evaluation Scale-Brief Form of Leary (1983), Focus of Attention Questionnaire of Woody & et al (1997) and Levels of Self-Criticism Scale of Thompson & Zuroff (2004). After 12 sessions of 2 hours of cognitive-behavioral group therapy and psychodrama intervention separately in the experimental groups and nonintervention in the control group, Cognitive variables were assessed again. Findings showed that cognitive-behavioral intervention and psychodrama both significantly reduced the fear of negative evaluation, self-focused attention and self- Criticism in experimental groups compared to the control group.         Rice is a group of basic cereal products that has a special role in feeding people in society. The purpose of this paper is to evaluate the changes in total productivity of rice production factors in Iran by experimental analysis based on Farperimont index. Therefore, for this purpose, using the data of the sample census plan in the Ministry of Jihad Agriculture in a 30-year period from 1988-2017 and using non-parametric method and experimental analysis based on Farprimont index. To calculate changes and interest growth. ¬In the above-mentioned index and using DPIN software has been used. The results of calculations show that the average change in productivity of total Iranian rice production in the mentioned period for the Farperimont index has (10% increase). According to the analysis of the above data and the average increase in total productivity changes in this index, has been due to increased technological changes. Therefore, by using the new technology in all stages of planting, holding, harvesting rice and also in the optimal use of agricultural inputs to increase rice production, he tried to improve the productivity of this strategic product. However, many of these plans are in dire need of rigorous study and evaluation. Accordingly, we have tried to provide a theoretical-methodical model for evaluating and improving the performance of urban plans,based on existing theoretical approaches and also results of research in this area. Our proposed model evaluates the performance of urban plans by measuring three main variables, i.e. effectiveness, justification and sustainability of results, each of which follows a different measurement and evaluation process. This model explores the origins and causes of success or failure of a plan in three areas, namely policy making, implementation, and participation, and the resultedmanagementsystem is based on two key mechanisms: structure and approach.         ABSTRACT The present paper aims at presenting an incorporative fuzzy approach towards evaluating of performance using Balanced Scorecard (BSC). To do so, first, based on the data collected from evaluating the components of strategic management, main objectives, key factors of success, and performance evaluation indices are identified. Next, using TOPSIS fuzzy method, the indices are prioritized and ranked so the indices with the highest impact on performance evaluation are identified and classified in the form of balanced scorecards. 29 people from among the elite, chiefs and key experts filled out a questionnaire, in order to achieve the goals of the study. The validity of the questionnaire was confirmed through the experts, and its reliability was defined using Cronbach's alpha (0.89%). At the end, the proposed model was executed in a branch of Saderat Bank in Tehran. The application of the improvisations resulted in the improvement in almost all defined indices, i.e., the Total Performance Index for the studied organization was 72.38% by April, 2015 (based on the last three months prior to that), which was raised to reach 79.16% three months after executing the model (the end of July, same year).         The important role of food industries in promotion of the various health and economic indicators in the countries persuaded the industries involved in this affair to enforce fundamental reviews in the management approaches to enable them to perform the most efficient methods for utilizing the limited available recourses to improve the society’s health and economic growth. The balanced scorecard, as one of the successful tools in performance evaluation system, does not show the importance degree for the perspectives and the indicators under each perspective. To eliminate this deficiency the fuzzy analytic hierarchy process method is used in this research for weighting the perspectives and balanced scorecard indicators. In this study, first a list of performance evaluation indicators based on balanced scorecard approach was prepared and then the pairwise comparison was gained through field study and the standard AHP questionnaire with compatibility rate lower than 0.1. At the end the rate of balanced realization was evaluated for each. Regarding the pairwise comparison among perspectives done by the experts the customer perspective weighting 0.328 showed the maximum importance degree among other perspectives. The finance perspective weighting 0.290, the internal business process perspective weighting 0.239, and the learning and growth perspective weighting 0.143 were ranked as second to forth level respectively. According to the obtained certain weights, the added income comparison to the previous year weighing 0.121 was ranked in first level. The number of customer complains weighting 0.094, the customer satisfaction weighting 0.086 were ranked in second to fifth levels respectively. Manuscript profile

        The aim of this study is to identify the causes of failure in financial and administrative management and control systems: A Case Study of Iran University of Science and Technology. This descriptive and correlation study was conducted on the staff of the University of Science and Technology, with a sample size of 200 people. In this study, to assess the causes of failure in financial and administrative management and control systems, a pre-validated questionnaire was used with an alpha coefficient of α= 0.83. Factors affecting failure are divided into three categories. In addition to descriptive statistics, correlation and regression analysis were used. The results show that accounting systems, human factors and legal deficiencies in the administrative and financial control are, respectively, the most important causes of failure in financial and administrative management and control systems at Iran University of Science and Technology.         The role of effective and efficient management is becoming more important in today’s competitive world which is undoubtedly full of complexity, ambiguity, and uncertainty in challenging situations, competitions, and conflicts. People associate power with many advantages; therefore, they make many efforts to gain it in organizations. Battling for power raises the discussion of political behaviors in organizations. The aim of this study was to present a multi-index decision-making fuzzy hybrid model of qualitative analysis to identify the dimensions and indices of political behavior occurrence among CAOs at the branches of Bank Maskan in Tehran by using a fuzzy Delphi technique. Moreover, the decision-making trial and evaluation laboratory (DEMATEL) technique was employed to determine how influential and influenceable the indices were. The statistical population included 20 CAOs (Bank Maskan) with at least 10 years of executive and management experience. The research results indicated that Personal Characteristics became known as the most influential dimension with the highest value of (R-J) (1.244) among the evaluation criteria for political behaviors of CAOs at Bank Maskan. Moreover, Occupational Attitudes became identified as the most influenceable dimension according to the lowest value of (R-J) (1.358).         Each organization and in general each state, regardless of its activity, size and structure, is trying to improve its performance to the best of its ability to maintain its existence. Many of the criticisms of traditional performance evaluation systems are due to their failure to measure and monitor multiple performance dimensions due to the over-concentration of indices that are lacking in efficiency. In this paper, attention has been paid to the effective components in mapping out the road for improving organizational performance with a special look at the balanced scorecard approach based on resistance policies. Accordingly, a study was conducted to identify the indicators that affect the performance of organizations, and one hundred and fifty identifiers were identified and in the structure of the balanced scorecard developed in the dimensions: 1- Customerism and customer needs 2. Financial empowerment and business Income 3. Main Processes and Support 4. Growth and Learning 5. Effectiveness and Impact on Society 6. Leadership and engagement with business. Then, using the factor analysis method, we reduced the indexes, which resulted in the index output dropping by 91% to 43 indexes. In the next step, after identifying the strategic factors affecting the future conditions of the industrial organizations, we developed the scenarios using the Wizard scenario software.         In this ever-changing world, information technology (IT) is a must for the survival of a company, and the functions of IT department is becoming increasingly important. The assessment of IT department is critical to understand how the department contributes to organizational and strategic goals. Because IT department performs many tasks that cannot simply be measured by monetary units, evaluation methods that solely rely on financial measures are not adequate. The objective of this study is to construct an approach based on the fuzzy analytic hierarchy process (FAHP) and balanced scorecard (BSC) for evaluating an IT department in the company studied. The BSC concept is applied to define the hierarchy with four major perspectives (i.e. financial, customer, internal business process, and learning and growth), and performance indicators are selected for each perspective. A fuzzy AHP (FAHP) approach is then proposed in order to tolerate vagueness and ambiguity of information. A FAHP information system is finally constructed to facilitate the solving process. The results provide guidance to IT departments in the Industry Case Study regarding strategies for improving department performance.         Startup accelerator program is a new incubation model to accelerate venture creation providing specialized mentorship, networking opportunities and financing growth driven businesses. Since emergence of the first accelerator in US in 2005, the number of seed accelerating programs has quickly grown worldwide. Performance evaluation of these emerging programs not only could clarify relative success of this new incubation approach but also help out Iranian emerging accelerators to benchmark from pioneers of the industry. The evaluation could also assist startups and entrepreneurs to find out which of the existing accelerators are well-performed and thus ease decision making to select them as their incubator. So in this paper we aim to measure the performance of US top accelerators using a DEA method combined with goal programing approach. The inputs of the evaluation consist of numbers of mentors and startups, investment on each startup in average and in general, and the share of accelerator in startup company. The outputs in turn are different and include number and value of exits, and fund raising. Comparison of the final result with Seed Accelerator Ranking Project (SARP), shows different sorting and it is due the distinct evaluation approach.         The main objective of this research was to identify the dimensions and components and provide a model for assessing the implementation of human resources development policies of the Government of the Islamic Republic of Iran.The research was descriptive in terms of the type of hybrid, and in terms of approach, it was inductive. The research data included documents, documents and the results of interviews with 12 people, and a questionnaire was presented in three stages using Delphi's ethodology. A total of 20 academic and executive experts were selected through purposeful sampling. Qualitative data collection was used to examine relevant documents and literature, and a deep semi-structured interview tool. The research questions were analyzed using Attride and Sterling theme analysis technique Based on this, four main themes (15 themes) were arranged (later) from 89 themes (components) related to the model for evaluating the implementation of human resources development policies of the Government of the Islamic Republic of Iran. To validate the extraction factors Of the three stages of Delphi, 76 of the components were confirmed and 13 of them were rejected Two cases were added to the experts' opinion. The model was evaluated using SmartPLS2 software and after correction and removal of 14 other questions, the model was fitted and confirmed. The Balanced Scorecard which focuses on four aspects, such as financial, as a result of performance in the past (past indexes) and the three aspects of, processes, customer, growth and learning and centers on the (future indexes), is considered as a comprehensive framework for assessing performance and the progress of strategy. Moreover, we are aware that many factors have an influence on organizations and some from the viewpoint of control get out of domain, and it is vital that from this angle, the amount of impact is assessed. The Data Envelopment Analysis (DEA) is one of the best mathematical methods to compute the efficiency of organizations. In that, the Balance Scorecard method proves to be of high standing for the evaluation of performance, one of its weak points is that, it lacks a quantitative measurement in respect to the organization’s performance in utilizing a mathematical mode. To solve this problem, DEA has been adopted. Methodology: The population of the present study consisted of all experts and experts in the field of social security, managers, staff and clients of social security agencies of Isfahan province, which reported about 10,300 people in 1398. The research sample was determined using the Morgan table of 373 individuals. Data were gathered by field method and a researcher-made questionnaire was used for data collection. SmartPLS software was used for data analysis and analysis. Results:The findings showed that customers'viewpoint had a significant effect on the evaluation of the overall performance of the brokerage (t=2.291,p<0.01). Also, the effect of headline managers'view on evaluating the overall performance of the brokerage firm (t=1.988,p<0.05) is significant. However, the effect of employee's view on performance evaluation (t=0.242) wasn't significant. Conclusion: According to the results of the research, it can be said that in evaluating the performance of the organization, in addition to employees and management, customers have a significant role. The aim of this study was to identify and prioritize service outsourcing criteria in the General Administration of Roads and Urban Development of Mazandaran. The present study is fundamental-applied in terms of purpose and descriptive-survey in terms of method. The statistical population of the study was the managers and experts of the General Directorate of Roads and Urban Development and the experts of the companies providing services to this General Directorate in 2019. Questionnaires made by the researcher were used to collect data. The face and content validity of this tool was confirmed by experts and its reliability was analyzed based on incompatibility coefficient less than 0.1. The data of this study were collected after distributing paired questionnaires among individuals and then analyzed using Expert Choice software. The results showed that the outsourcing criteria of services include: evaluation and management, decision making and planning, and also the evaluation and management criteria had nine sub-criteria and the decision-making and management criteria each had eight sub-criteria that the weight and importance of outsourcing criteria. However, there is no accurate information on the green marketing situation in the country's insurance industry. This research has been tried to identify the main criteria of green marketing evaluation to provide a model for a green marketing audit. In this regard, first, the main criteria were identified and approved by experts through a questionnaire. The final framework consists of 24 sub-criteria that are classified into ten criteria. Then, by using the fuzzy DEMATEL method, the internal relationships between the criteria and the hierarchical analysis method, each criterion and sub-criteria's final weight are obtained. According to the results, among the causes, the criterion of mission has the greatest effect on all criteria and takes the least effect from other criteria. So, this criterion has the most stimulus role, and by optimizing it, we can expect the optimization of other factors. The green sales factor is also strongly influenced by other factors and is optimized by optimizing other factors.         Regarding the full-scale economic warfare against the Islamic Republic of Iran and, consequently, the threat of multiple impacts on Iranian organizations, the general policies of resistive economy should be considered as a road map for Confronting crises and economic capability of organizations. Therefore, the attention and focus of this research is on designing a model for assessing the extent to which general policies of resistive economy are realized at the level of government production organizations. In addition to evaluating the performance of a production organization in order to meet the requirements of a resilient economy and identify the status quo, the model can be used to strategically select programs and improvement projects to meet the requirements, based on performance gaps and the pattern of relationships between function and conductor criteria in order to achieve requirements of resistance economics. In this research, the data were collected through reviewing and studying library resources, documents, and using the focus group technique as a complementary method, the method of analysis of the subject was used and the base codes, sub-criteria (basic themes), and the criteria for the model (organizing content) were specified. In the following, using the Structural-Interpretative Modeling (ISM) approach, the main criteria identified were addressed to 25 members of the statistical population in the form of a questionnaire and based on which relations between the criteria and severity of influence or dependence of each criterion were determined. Although e-government emphasizes providing services to stakeholders by internet, e-governance emphasizes the need to change the way the government communicates democratically with its citizens. Identifying the components of e-government evaluation In addition to identifying the important aspects for the development of e-government in the executive apparatus, it is a tool to know the status of progress of the executive apparatus and identify strengths and areas for improvement in the development of e-government. The main purpose of this study is to study the criteria and identify the components of evaluating the progress of government executive bodies in the development of e-government under the title of e-government evaluation framework. Accordingly, the initial criteria have been identified based on a literature study. Then, with the help of expert opinions, the criteria are reviewed and defined. With the help of a questionnaire, the importance of each criterion in the development of e-government in the country's executive apparatus has been questioned through random sampling. After measuring the importance of the criteria from the perspective of experts, effective criteria have been categorized using exploratory factor analysis. The results of factor analysis show 27 criteria identified in six components; e-governance quality, e-governance leadership and motivation, productivity and facilitation, support, e-services management, and e-legislation are summarized.         In this paper, four scenarios of energy supply for consumers are compared using the proposed objective function and the most appropriate energy methods have been identified. Four energy scenarios are: energy only by the network, the networks and distributed resources, micro-grid systems only and micro grid connected to the upstream network. The objective function for these energy scenarios are calculated and compared for two different load connections, all loads on one feeder and each load on individual feeders. Proposed objective function for each scenario consists of two dimensions, cost and reliability. Cost dimension includes constant cost, current cost and reliability dimension includes non delivered energy for consumers. After conversion into one dimension, the objective function is solved using linear programming. The proposed method at first, elicits the problems threatening the system's success. Then based on the analysis of the problems and probable defects which could cause the problems, tests are designed and applied to the system in order to find the real defects specially the architectural ones. Results show that the proposed method could be use to find those architectural defects which may be remained covered after applying the other methods. Therefore, it could be used as a mean to SA testing and also as a complementary mechanism along with well-known SA evaluation methods. The proposed method and its components are presented in a systematic form.         Distributed Generation (DG) resources can effect a lot on the reliability parameters in industrial microgrids. So, reliability evaluation of industrial microgrids is presented in this paper using a proposed composite index in the presence of DG resources and demand response (DR). This procedure of the reliability assessment is based on sequential Monte Carlo method with respect to the time varying load model. In this paper, wind and photovoltaic generations those are useful renewable generations are used. Since, the output power of these DGs depends on wind speed and solar radiation that are stochastic variables, therefore a number of scenarios have been considered in order to determine the output power per hour for each of them. According to the large number of generated scenarios, scenario reduction method is used based on two conditions that consist of power generation of DGs and load. Here the new composite index represents changes in the SAIFI, SAIDI and EENS indices per each KW of installed DGs. With considering to industrial load growth in the microgrid, a ten-year period is studied and the scheduling is performed in both islanding and grid connected operational modes. The concept of DR is also used in the islanding operational mode. To demonstrate the effectiveness of the proposed method, the approach is applied on a standard IEEE RBTS BUS2 system in the presence of DG resources and the results in different conditions are achieved. The quantity evaluation and analysis of this effectiveness rate result in the selection of the most appropriate style for designing the architecture. In this paper, a method based on the Colored Petri Net is proposed to quantitatively evaluate three candidate attributes of the software architectural styles called the quality attributes, performance, reliability, and security in three candidate styles named shared-data, object-oriented, and pipe-and-filter software architectural styles. This method has not limitations of the previous-ones in evaluating the quality attributes. In this method, the candidate styles are firstly modeled by using the Colored Petri Net; then, considering the evaluation rules, CPN tools are used to analyze the networks and calculate the exact value of the candidate attributes. At the end, the best candidate style is chosen for implementation through ranking the styles in terms of the satisfaction level of the candidate quality attributes. This method is based on using the superposition and projection method which needs the norton equivalent circuit of loads and supply network. Also in the proposed method, a two-stage adaptive linear neuron is used for determining the interharmonic components of a signal. The effectiveness of the proposed method has been shown through simulation studies in the MATLAB/SIMULINK software. In some articles, the result will be evaluated with MSE. In this standard error the difference between the final images’ pixels color with first image will be considered as a failure in which is not a suitable technique for evaluating of color reduction methods. In images color reduction, if a color completely be replaced by a color closed to the original color it wouldn’t be considered as a failure. If these replacements don’t happen for all of those specific color pixels, then an error has happened in color reduction. The disintegration of the resulted colors from color reduction algorithm with desired colors should be considered in presenting the evaluation criteria since this will not be considered in MSE. In some of color reduction applications such as color reduction in the carpet cartoons, the final desired pixel color is specified and presenting the wrong color will be an error. Therefore, in such applications, the quantitative evaluation based on final color of each pixel is possible. By presenting criteria for quantitative evaluation, viewer trends wouldn't be considered in evaluation and the possibility of accurate comparison of color reduction algorithms would take place. In this article, we have presented a technique of quantitative evaluation for color reduction algorithms. When the final desired color for pixels are specified, this criteria would work out. To demonstrate the functionality of this quantitative evaluation technique, one of the applications of color reduction which is color reduction in carpet cartoons would be discussed.         Reinforcement learning is atype of machine learning methods in which the agent uses its transactions with the environment to recognize the environment and to improve its behavior.One of the main problems of standard reinforcement learning algorithms like Q-learning is that they are not able to solve large scale problems in a reasonable time. Acquiring skills helps to decompose the problem to a set of sub-problems and to solve it with hierarchical methods. In spite of the promising results of using skills in hierarchical reinforcement learning, it has been shown in some previous studies that based on the imposed task, the effect of skills on learning performance can be quite positive. On the contrary, if they are not properly selected, they can increase the complexity of problem-solving. Hence, one of the weaknesses of previous methods proposed for automatically acquiring skills is the lack of a systematic evaluation method for each acquired skill. In this paper, we propose new methods based on graph clustering for subgoal extraction and acquisition of skills. Also, we present new criteria for evaluating skills, with the help of which, inappropriate skills for solving the problem are eliminated. Most of the studies that have been carried out on K-coverage evaluation have used binary sensing model. In this paper, we propose a grid-based K-coverage evaluation technique using probabilistic sensing model to increase evaluation accuracy and decrease evaluation time. The proposed technique is implemented using NS-2 simulator, and its results are compared to probabilistic perimeter-based and binary grid-based techniques. The results indicate that the proposed technique improved accuracy by 14% and 24% compared to the mentioned techniques respectively. In this study, decentralized operation of electricity and gas networks is modeled on a real-world case study in Khorasan province of Iran. Information architecture is a discipline which can be used to design user interface in order to achieve desirable user experience based on user and content analysis. In this research, the impact of information architecture on the software usability is evaluated by a quantitative approach. By selecting a mobile application, logging the users’ interaction automatically, and analyzing the log, usage problems are discovered. Afterward, navigation system is redesigned by using information architecture. Then, the usability of the new version of the application is evaluated. In this experience, 8 metrics are measured in 11 functionalities for each version of the application. Comparing the results show that among 88 measurements, 74 have been improved, 10 have been decreased and 4 have been unchanged.         Nowadays, with the increasing share of wind power in electrical energy sector, performance evaluation indices are of great importance. Such indices can lead to optimal utilization of invested capital and effective development of existing wind farms. Despite having some of the required characteristics, the capacity factor based on traditional definition has some limitation. This study aims to extend the concept of capacity factor and presents a comprehensive formulation in order to calculate this index using measured and simulated data for one turbine, all turbines connected to a feeder or a busbar, and all turbines of a wind farm. This formulation also provides a framework for calculating the capacity factor in various time periods (annual, seasonal, monthly, etc.) and different time slots (all hours, special hours, hourly, etc.). As a case study, performance of the installed wind turbines in Manjil wind farm is investigated over an operation period using both measured and simulated data. Performance evaluation of the farm is also carried out with a newer variable speed type. Moreover, capacity factors of the feeders, busbars, and the entire farm are calculated using the turbines simulated data as well as measured data of the feeders over an operation period, and various results of exploring the obtained capacity factors are presented. Numerical results demonstrate the effectiveness of newly presented method for the performance evaluation of wind turbines and wind farms based on extended concept of capacity factor.         In the twenty-first century along with the development of educational systems, the subject of education quality has been raised as an issue. Continuous improvement in the quality of staffs’ in-service training, is an essential factor in improving the competitiveness of educational institutions. Based on the quality of services approach, this study aims to assess the quality of in-service training using cross-correlation method. As for the statistical population of this study, 140 participants of training courses in Shahid Sattari University of Science and Technology were selected. Using a simple random sampling method, 92 people from these participants have been selected to receive questionnaire. The obtained data were analyzed using single-sample T-student test and Pearson and Friedman correlation methods. The results indicated that from learners’ perspective, the various components of in-service training seemed eligible and there was a meaningful and positive correlation between the satisfactions of participants from training with the overall quality of training and training’s components. Among the factors affecting the in-service training, the respondents chose staff as the most important factor. Manuscript profile

        This research aims to evaluate the effectiveness of MBA programs that were held in National Iranian Oil Company from 1392 to 1393. In order to achieve the aim, first three levels of the Kirk Patrick’s Model (Reaction, Learning, and Behavior) have been selected as the evaluation basis of this study. The mixed method approach with triangulation research design has been used; this design consisted of two simultaneous processes, described here as collecting qualitative and quantitative data at the same time by use of different research tools. Research Participants were 30 high-ranked managers of NIOC who attended in oil mini MBA Programs. Research data gathered by different tools: quantitative data was derived from three questionnaires of Attitude Scale, Learning Self-evaluation, and Behavior Rating Scale; qualitative data was gained through a protocol which designed for doing semi-structured interviews. The collected data have been analyzed through quantitative/qualitative methods: Quantitative data has been examined by Effectiveness Rate and Pearson’s Correlation Coefficient; and qualitative information has been explored and interpreted through the procedure of Thematic Analysis. It is worth noting that the results validation has been done by Peer Review Audit (member checking). The overall findings show that the MBA programs of NIOC were not been effective and successful: effectiveness rate of level 1 (Reaction) is below desired point; for level 2 (Learning) it is a little above the desired point; and in level 3 (Behavior), like level 2, is below desired point. We definitely conclude that the MBA programs have not been successfully adapted to company context and needs, so not been accepted among top-level managers for whom the courses been developed. Therefore, transformation of learning (level 2) to behavior (level 3) was not occurred. It is also true that the participants’ dissatisfaction (level 1) with curricular aspects of programs led to insignificant learning. Manuscript profile

It is an applied research and in terms of data collection, it’s among the survey research. For studying pathology of in-service training courses according “CIPP” model, various studies have examined and components that experts had expected a greater emphasis on, have been chosen. Thus, four aspects are measured using a researcher-made questionnaire: context, input, process and output. The study population included all OTC group employees who have participated in 1393 in-service training courses, that their total number are 1770 persons and the sample is 317 persons, using Morgan (sampling) method. To analyze the data, descriptive statistics, including frequency percent, the mean and standard deviation and inferential statistics including Chi-Squared Test, Umann Whitney, Kruskal-Wallis were used. Research results suggest that the quality of in-service training courses in four dimensions of CIPP evaluation model in context, input, process and output may have caused the participants to provide satisfaction. Hence, six seasoned training experts with a notable background in energy industry and seven assessment and evaluation experts were selected purposefully by criterion sampling strategy. To gather required data, semi-structured interviews were used and the data were analyzed thematically. The data were organized systematically into Bodies of Knowledge for developing training evaluators at three levels, namely beginner, middle and expert. To establish credibility of findings, member check and peer debriefing strategies were used and data were modified and reanalyzed continuously. The method of this research is descriptive as survey type and in terms of purpose it is considered as an applied research. The statistical population are the managers of Tehran municipality. Sample selection was done by random sampling method that included 15 senior managers, 45 middle managers, and 62 executive managers. To collect the research data, we used a questionnaire based on Robert-El-Katz's theory that made by researchers. The questionnaire had 66 questions and was in accordance with Likert scale. Validity of the questionnaire was confirmed by the professors and experts of the field and its reliability coefficient was estimated using Cronbach's alpha (0/964). In order to analyze the collected data, One Sample T-Test and Friedman Test were used. The results of the analysis of data indicate identification of criteria and indicators of each of the instructional competencies of managers as well as the conceptual model of instructional competencies of municipality managers. In addition, the results showed that all indicators of perceived, human and technical competence evaluation at all levels of managers including senior managers, middle and executives are optimal, Except for the perceived competency of mid-level managers who have been moderately evaluated.         The purpose of this study was to design and validat an individual development plan in Ansar Bank. The research method was a mixed approach. The statistical society of this research includes all administrators and employees of Ansar Bank, as well as human resource development experts working in different organizations with writings and experiences in the field of individual development planning. Sampling in the qualitative part of the research was done purposefully, and in the quantitative section, it was done randomly. Semi-structured interviews and self-designed questionnaires were used to collect data. Content validity of the questionnaire was confirmed by experts and its reliability was assessed by Cronbach's alpha test. To analyze the findings of the qualitative section, open and axial qualitative analysis was used and a single-sample T-test was used to analyze the quantitative data. In total, qualitative findings were classified into 14 main themes: development strategy; comprehensive human resources management system; audience analysis (identification of individual needs); appraisal and merit analysis; goal setting; identification of organizational needs; organizational managers; outcomes; Feedback; the determination of education and development methods; the existence of timing; the development of culture; the elaboration of an executive mechanism; and the evaluation of the results. The fourteen themes extracted from the data analysis were eventually divided into three general categories: executive components, supportive components, and outcomes. The findings of the quantitative section showed that the various components of the model are valid from the perspective of the employees and managers of Ansar Bank and have the ability to implement in the bank.         The purpose of this study was to analyze the current status of training evaluation in private banks and identify the challenges in it. The present study was carried out qualitatively with the case study method. In this regard, the statistical population of the present study consisted of all training experts and specialists working in Private Banks that were selected non-randomly and purposefully. Semi-structured interviews were used to collect the research data. Also, for analyzing qualitative data, Graneheim and Lundman's method was used. To determine the validity and reliability of the data collected, the guidelines provided by Creswell and Poth was used. The results showed that per 1,000 Employee 2/6 training staff are in the training unit of the organizations. Also, 78% of the staff in the training unit in organizations have university education unrelated to their career. Another finding was that all private banks use Kirkpatrick's model to evaluate their training courses, and only three of the organizations have used other models to evaluate their training courses.         Education is a very complex and sensitive issue, and the sustainability of a society depends largely on the efficiency and effectiveness of the education system. If the education system can properly fulfill its mission of individual and social development, it will also provide a favorable environment for cultural, economic, political and social development in society. It goes without saying that a great deal of the complexity and sensitivity of the education system goes back to the competencies of senior education managers. One of the challenges of HRM in organizations, especially in education, is how to select and promote managers. In this regard, the evaluation process process is used as a guideline for evaluating and effectively developing competencies in workplace-like conditions. Therefore, the present study was designed to identify the competencies of higher education managers and to present managers' competency models for use in evaluation centers. Mixed research approach was used to conduct the study. The research population in the qualitative section was all experts, professors and senior managers in the field of education, who were interviewed with 17 experts using snowball based sampling and the statistical population was all of the education managers in Tehran. 462 individuals were selected using cluster sampling method. The research instrument was a researcher-made questionnaire in the quantitative phase. Its validity was confirmed by experts and its reliability was confirmed by Cronbach's alpha test. Semi-structured interviews were used in the qualitative part. In the second step, quantitative method was used in descriptive-analytical method. Based on this, competencies of education managers for use in evaluation center were identified and then the model of competency of higher education managers for use in evaluation center was presented. To estimate the validity of the proposed model, second-order confirmatory factor analysis and structural equation modeling with partial least squares method were used. The results showed that the components of the model of education managers competency for use in the evaluation center are: knowledge competence, professional competence, personality competence, executive performance competence, leadership and guidance competence, communication competence and perceptual competence.         The purpose of this paper is to validate the Return on Expectations Evaluation Model (ROE). The study population was the stakeholders of training program at IRIB which 465 of them were selected by proportional stratified random sampling. The content validity of the measurement tool was based on the expert's view, and CVI and CVR forms, and its reliability was based on the Cronbach's alpha coefficient of 0.975. Collected data were analyzed using the structural equation modeling and LIZREL software. The results of the first-order confirmatory factor analysis indicated that path coefficients between all variables were significant at P<0.01 level. The results of the second-order factor analysis and path analysis, while fitting the model, showed that 17 path coefficients of the hypothesized between the different variables of the model were significant at p<0.05 level. The ROE model adapt to the latest developments in the field of training evaluation. It is result and process-oriented model, provides a new definition of the training effectiveness concept based on stakeholder expectations for training programs, and can evaluate the effectiveness of IRIB training programs based on that organization stakeholders' expectations.         The purpose of this study was to study the evaluation and effectiveness system in private banks in order to propose an integrated model for evaluation and effectiveness in private banks. The present study was carried out mixed method. In the qualitative section, the inductive content analysis method was used and a quantitative part of the survey design was used. The statistical population of this study was all employees of the Private Banking in Training and Development unit, and training and development experts who were selected randomly in a randomized, non-randomized, simple and descriptive manner. A semi-structured interview and a researcher-made questionnaire were used to collect data. Validity and reliability of the tools used in the research were confirmed. Also, for analyzing qualitative data, Graneheim and Lundman's method was used and for analyzing quantitative data one sample T test was used. The results showed that the evaluation and effectiveness system in private banks is not well-suited and it is not done in a coherent, organized and integrated way. The findings also showed that the components of the integrated evaluation and effectiveness model of training and development can be classified into 8 main categories.         A sophisticated and accurate probabilistic computational procedure for the calculation of lightning failures and evaluation of MCA performance for reduction of failures is implemented in this paper. Calculation of induced overvoltage caused by indirect lightning is implemented based on the Agarwal method with consideration of lossy ground. The Monte Carlo method with backward scenario reduction is implemented to take into account the uncertainty of lightning flash parameters including peak current and front time with the distance of the striking point from the distribution line with applying a proper model for simulation of MCA in ATP-EMTP software. A link is developed between MATLAB and ATP-EMTP software to simulate the numerous generated scenarios and analyze the output results. Different conditions including the insulation strength of the line, the earth conductivity, and the shielding factor of the adjacent objects to the line are also taken into account in calculations. The results are presented in a proper way to make them useful for the determination of lightning-related failure rates and also accurate evaluation of the effectiveness of MCA installation in different conditions of distribution feeders.         The aim of this study was to investigate the interactions of the central bank supervision department with the audit and internal inspection units of banks and to evaluate its impact on the efficiency and effectiveness of banking supervision. This research is applied in terms of purpose, and in terms of descriptive-survey approach. In this study, all senior managers of bank branches in Tehran were considered as a statistical population of 150 people. According to Krejcie and Morgan's table, a society of this size required at least 108 statistical samples. In this study, simple random sampling method was used to select statistical samples. The main tool used in this study was a questionnaire based on experts' opinions which contained 22 items. In this questionnaire, the answers were designed based on a five-point Likert scale (from strongly disagree to strongly agree). The validity and reliability of this questionnaire were evaluated and confirmed in different ways. After distributing and collecting questionnaires and extracting data, descriptive and inferential analyzes through SPSS and LISREL software were on the agenda.         Network-on-chip provides an efficient communication platform for Systems-on-chip. The static power consumption is an important issue in these networks. Switching the power supply on virtual channels during idle time is a common method for reducing the network power consumption. The traffic load at the network level and non-continuous idle period of virtual channel have caused the sources to be switched on and off continuously, which leads to increase in power consumption and other overheads. This will be more important, in partially connected 3D chip networks in which a limited number of vertical connections has been used. In this paper, a routing algorithm is proposed who employs an appropriate policy for packet distribution, and reduces the load distribution in the network and creates a continuous idle time for the resources, result in suitable power management in the network. In this routing scheme the network is divided to north and south region and some restriction applied in usage of elevators in each region and try to increase the utilization of the used resources as well as the ideal time of low traffic paths. The simulation results, derived by BookSim, show the proposed method improve the network power consumption by 18% to 30% comparing previous algorithms, and the network delay has been reduced by 32%.         The Early Triassic Kangan Formation is the main reservoir in the Persian Gulf. In this study reservoir rock types were recognized according to lithology, rock fabric, geometry and amount of porosity. Therefore, 7 reservoir rock types were determined: - Anhydrite without reservoir quality, - limy– dolomite with mud dominated fabric without reservoir quality, - limy– dolomite with mud dominated fabric and an average reservoir quality, -limy– dolomite with mud dominated fabric and good reservoir quality, - dolomite with crystalline fabric and low reservoir quality, - limestone with grain dominated fabric with an average reservoir quality and - dolomite with crystaline fabric with a good reservoir quality. Based on petrophysical logs(Gamma ray, sonic, neutron & density), 5 reservoir units and 6 non – reservoir units were identified. Reservoir units are mainly formed of porous grain dominated limestone ,crystalline dolomite and mud dominated fabric dolomite, and non – reservoir units include anhydrite and limy dolomite without porosity. Petrophysical and petrographical studies indicate that moldic, intercrystaline and interparticle porosities are the most effective porosities in the reservoir units of this formation, whereas others like vuggy , fracture and intraparticle porosities have minor role in reservoir quality.         Investigating potential source rocks in oilfields is important. In this study, in addition to evaluating the hydrocarbon potential, the Arrhenius kinetic model was used to more accurately assess the source rock maturity status as well as the percentage of oil generation in the Parsi oilfield. In the Arrhenius model, the rate of kerogen decomposition is very important. In this research, some source rocks that have been tested by thermal pyrolysis were kinetically analyzed and the source rock conversion ratio (TR) was determined. Based on the results of burial history and thermal modeling, it was found that Kazhdumi and Pabdeh formations were in the oil window well while Gurpi formation did not enter the oil window due to poor organic matter content (TR = 0). Therefore, among the Kazhdomi, Gurpi and Pabdeh formations in the Parsi oilfield, Kazhdumi formation is considered as the main and most effective source rock of this oilfield with high TTI and TR = 100.         The growing trend of construction projects, including water supply and sewerage lines, as well as the willingness of employers and investors to use new technologies requires careful technical evaluation and economics in accepting new materials and technologies before implementation, because this can avoid negative risks that lead to costs. One of the new materials that is used in water supply, sewerage and water transmission lines with high acidity has significantly increased GRP pipe, which due to the important characteristics of the pipe index, the position against corrosion, no need for Internal and external coatings and cathode protection and light weight have provided the acceptance of this pipe for a suitable replacement of pipes (steel, concrete, asbestos and diameters larger than 400 mm polyethylene). The cost of drilling and placement of the pipe in the drilling method is higher than the cost of preparing and purchasing the pipe for pipe check due to GRP reinforcement for use in the pipe jacking method is more than the open drilling method. The use of GRP pipes is a very good solution, considering that the country produces special GRP pipes, so the use of trenchless drilling can be economical in reducing the social and environmental problems that we see open drilling.         The main purpose of the present study is providing a critique and a critical strategic evaluation of a set of social policies adopted by the Iranian decision-making system and executive power in the past few decades. For reaching this purpose, these policies including decisions and actions regarding issues, problems, harms and crimes were identified in five categories. Then the basics of confrontation policy and policy selection, implementation, and evaluation have been reviewed. The method is meta-synthesis which uses the existing analyses, assessments and critiques of Iranian scholars and researchers, as well as the author's lived experience. After a brief review of the current status of social issues, which indicates failures and lack of success, and also a brief overview of the policies adopted, the findings show that the identification of issues has been untimely and delayed. As for the general principles, there has been a kind of uncertainty, a biological and individualistic approach, and an indifference to the basic solutions. In the field of policy review and selection, there is a lack of learning and inattention to policy experiences, centralism, sentimentality, lack of audience recognition, lack of transparency, and disregard for marginalized groups and indigenous-local conditions. As to the implementation, we see the lack or inadequate distribution of financial resources, disregard for policies, lack of infrastructure, mismatch and the problem of human resources. In the field of execution, we face the weakness of the executive power, the ceremonial/ritual confrontation, and the lack of matrix thinking and haste. As to the monitoring phase, the lack of a monitoring system and the weak participation of civil society organizations in the evaluation process are among the most important weaknesses.         The purpose of this study is “to design a model for evaluating the performance of educational centers of one of the government organizations in the country using artificial neural network”. This is an evaluation study to evaluate the performance of public organizational educational centers. The information required for this research was collected through parallel information channels such as using the documents of educational centers under the organization and referring to their documents while maintaining the classification level. The statistical population of this study was five educational centers, one of the government organizations that hold educational courses for about 10 thousand personnel between 2013 and 2020; Based on the opinion of experts and the results of related studies, the inputs and outputs of the research were selected and determined. In order to reduce the input and output variables, the structural equation modeling method - partial least squares were used. In order to train the MLP bilayer neural network, the training method was used. After the teaching of neural network. The performance of neural network was examined through test patterns. The value (mean square error) of the MSE corresponds to 13 equal test patterns and 74/7413, which indicated the high accuracy of the trained network.         Today’s tourists are more dependent on the Internet than ever before to search for travel information. They share their travel experiences in cyberspace. The goal of this study is to investigate the effects of travel stimulus variables, information search and the quality of electronic tourism services on the behavior of young consumers, aged 20 to 40 years. Participants included 182 young people from Tehran (46 male, 105 female), and were selected based on random sampling. Data were analyzed using the structural equation model with LISREL software. The findings showed that the motivation of travel had a significant indirect effect, through the quality of services, on the behavior of the users of electronic tourism services. The study found that the motivation to travel and search information indirectly and through the quality of service could affect the behavior of the consumer of electronic tourism services. This study, therefore, sought to investigate the willingness of toursits visiting the villages of Shandiz city in Binalood town to pay for tourism services offered there. Being a descriptive-analytic research, the study used conditional evaluation method and logit model to measure the pay willingness rate. Vikor model was also employed to identify the spatial differences among the tourists in terms of their willingness to pay for the services they received. The population of the study comprised of eleven villages which were visited throughout 2018 by 96 visitors who were selected as the participants of the study according to Cochran formula with 0.1 error rate. The results of the stusy indicate that tourists tends to spend an average of 776540 Rials (equal to 6 USD) in the villages they visit. Taking the the total willingness of the visiting tourists to pay for the services for a full day into account, commercial facilities, catering, recreation, and residential facilities were the most willingly paid services respectively. Moreover, based on the Vikor model, tourists spend more money in Virani village as more services are offered there in terms of restaurant, catering, and residential facilities. Manuscript profile

In this research, first the maturity level of project management in the Gas Turbine Institute is evaluated and then the improvement strategies are identified and presented as a model. Based on the development and maturity model upgrade of the Crawford project management solutions were evaluated by a researcher-made questionnaire in 5 levels (the lowest one being PMBOK, and the highest one being continuous improvement). According to the research findings, the result of the project management maturity was obtained in the third level (the stage of standard institutionalizations and project management process). After identifying project management level development approaches through interviews and analyzing the questionnaire data, for the importance of making optimal use of organizational resources, approaches were prioritized using the utility function based on time, required resources, and their significance. According to experts, the main priorities are: holding daily meetings of project teams - clarifying stakeholder expectations and documenting them - holding regular meetings of project stakeholders with project models - determining indicators and control areas - minute budgeting.         The present study was conducted to investigate the quality of educational services on the campus of the technical faculties of the University of Tehran from the perspective of graduate students based on the Headperf model. The research method was applied in terms of purpose and descriptive in terms of data collection method. The statistical population includes all graduate students of the campus of technical faculties of the University of Tehran in the academic year 1398-99, which according to the latest statistics and available information is 3527 people; Using Cochran's sampling formula, 346 people were selected as the sample. Sampling method in this research is the sampling method of categories proportional to the volume. In order to collect the data, a researcher-made questionnaire on the quality of educational services based on the Headporf model was used. Content and structure validity were used to determine the validity of the questionnaire. The reliability of the questionnaire was also evaluated using Cronbach's alpha coefficient of "0.79". The statistical population of the study is the managers of small and medium industries, which was designed after studying the theoretical literature on the subject of the initial model. After designing the questionnaire, the opinions of experts were collected and the components and indicators of organizational ethics evaluation were prioritized using Choice Expert software using AHP and ISM techniques. Findings showed that to design a model for evaluating organizational ethics in small and medium industries, a total of 5 components and 17 indicators should be considered. The components are individual factors, organizational factors, environmental factors, structural factors, contextual factors, each of which has indicators, which were compiled by weighting and scoring the organizational ethics evaluation form with a total of 1000 points, obtained from the total points of each index.         Policy evaluation is the guarantor of their control, direction and perfection. But in the field of tourism industry, less attention has been paid to this important matter. The current research, with the aim of identifying the main elements related to the evaluation of tourism policies in Iran, is a step to partially cover this knowledge gap. To answer this main research question: What are the basic elements (dimensions, categories and concepts) to evaluate the general policies of tourism in Iran? The method of conducting this research is mixed (qualitative and quantitative). The research data included documents, texts related to the subject, the results of interviews with seven experts and the answers to the questionnaires of 21 experts who were selected by purposive sampling. Qualitative data was obtained from the review of related documents and literature, interview tool and Delphi method. In the initial stage, 18 categories and 59 basic concepts related to the evaluation model of public policies in Iranian tourism were identified and extracted and related to these 5 comprehensive dimensions of tourism policy evaluation: Diagnosing the problem, formulating the policy, legitimizing the policy, implementing the policy, evaluating the policy. For validation, the factors extracted during three rounds of the Delphi method were given to 21 experts. The research with applied approach and descriptive and analytical research method, using field and library information collection, examines the patterns of schools in these periods. The technique of collecting information by means of a questionnaire depending on the answers of the researchers and analyzing the data collected with SPSS descriptive statistics method of skewness and kurtosis and histogram chart to compare the schools of Qajar and Pahlavi period, using statistical analysis and correlation and The test of received indicators was done, and finally the results were extracted. The numerical value of Cronbach's alpha coefficient is equal to 0.707 considering the 9 questions of the questionnaire, which shows that the reliability of the questionnaire is average. For the comparative study of schools, Tabriz Dar al-Funun School, Rushdieh Tabriz, Ferdowsi Tabriz, Anoushirvan Tabriz, Chamran Urmia, Teb Urmia, Tawheed Tabriz (Parvin Etisami) were selected from Qajar and Pahlavi schools. Then, the desired indicators were determined and checked for comparison. Based on this, the most important result of this research is benefiting from suitable design patterns such as centrality, layering, overlapping courtyards, reflection and diversity in school architecture and stretching of plans and entrance in the center, the importance of setting environmental conditions, stretching east and west. And being sunny is important on the one hand, and on the other hand, the era was the neoclassical era, buildings were mostly symmetrical in Europe, and influence from the West was important both in school education and in the shape and body of schools. As a result, the educational spaces from the school mosque with a central courtyard pattern later changed to schools with an elongated plan pattern, and the educational evolution in the Qajar period followed the concept of physical-shape continuity of the traditional Iranian architectural format and items such as the central courtyard, module and frame The arrangement of views and symmetry, introversion and appropriate geometry, etc. can be seen.         In our country we face the fact that many faculty members of the universities have not received formal teacher training but they teach and this has been one major concerns in the field of education. On the other hand, many courses that are held in person or virtual with the purpose of training teaching to the professors do not serve the expected effectiveness. Hence, this study was conducted with the aim of examining the effectiveness of an electronic off-line course for development of faculty members which was held in one of the high-rank universities of Iran. This course titled "Teaching Competencies in the Virtual Classroom" was designed and implemented in order to improve the competencies of the professors in the three fields of teaching, assessment and electronic content development in the virtual classroom. The current research design was quantitative and the research strategy was a quasi-experiment of the pre-test and post-test type. The participants of this course were 33 university faculty members who completed the course in 5 weeks. In order to collect data, several self-report questionnaires were used, which were designed based on the level one and two components of Kirkpatrick's model. The results of the research showed that the reaction of the participants (satisfaction, involvement and relationship with the job) was positive towards the course and also this course had a significant effect on the perceived knowledge and skills of the participants. However, in the dimension of attitude, it had a negative effect on the attitude of the participants towards teaching. In addition, the self-confidence and commitment of the participants did not show any significant changes. These results have been discussed in relation to the eight pedagogical and andragogical features of the course, and the reasons this course has not been able to have the expected effects on the attitude, self-confidence and commitment of the professors has also been discussed. The present study is applied according to its purpose, and based on descriptive-causal method. The statistical sample of the study consisted of 30 experts and specialists related to rural management. In order to achieve the research goal, fuzzy dimethyl technique was used. Findings of the study showed that among the four criteria of modern rural management, the criterion of responsibility was the most effective and the criterion of initiative was the most effective criterion of modern rural management.         <p>One of the major challenges in modern societies caused by the industrial lifestyle is inefficient evaluations when facing challenges and tensions, leading to stress. Therefore, identifying stress-inducing factors in various diseases is clinically significant. This study aimed to examine the relationship between cognitive evaluation, self-compassion, and stress habits among women with multiple sclerosis (MS). It is a cross-sectional applied study categorized as descriptive-correlational research. The participants consisted of 130 women with MS. Data analysis was performed using regression tests and SPSS software. Data were collected using the Self-Compassion Questionnaire, the standard Kooadrun stress measurement, and the Gross and John cognitive evaluation test. Variables such as stress habits, cognitive evaluation, and self-compassion significantly influenced the regression equation (p&le;0.01), explaining 43.5% of the variance in stress habits. The prediction of stress habits based on a lack of self-kindness showed a direct relationship with a beta coefficient of 0.637. Additionally, self-kindness was positively related to stress habits, while self-compassion showed a negative significant relationship at the 0.01 level. Cognitive evaluation and its dimensions were also significant at the 0.05 level. It is recommended to implement compassion-based therapies, emotional management training, mindfulness exercises, relaxation techniques, identification of negative automatic thoughts, replacement with positive thoughts, and social support networks effective in stress management and emotional regulation training in cognitive evaluations to control stress among people with MS.</p> Manuscript profile
