Comparative Review and Evaluation of Cyber Space Policies at International and National Level; A Comparative Study of the International Cyber Space Strategy Document of the Netherlands and the Strategic Document of the Islamic Republic of Iran in the Cyber Space

Abstract :
The growth of technology, especially the nascence of cyberspace in all aspects of human life and governance at the global, national, organizational, and individual levels, has had tremendous effects. Rapid advances in technology affect people's lives, making timely, effective, and feasible policies necessary. Continuous evaluation and improvement in cyberspace are needed more than ever. The maturity level of cyberspace policies can place a country in geopolitical isolation, geopolitical challenge, or geopolitical evolution in the geopolitical world of cyberspace, all of which show the necessity of comparative review and continuous evaluation of national and international policies. Therefore, in this research, while using comparative studies with the method of George F. Brady, we studied and evaluated the strategic policies of the international cyberspace strategy of the Netherlands and the strategic document on cyberspace of the Islamic Republic of Iran. The predominance of the objectivist and bottom-up approach, limited and specific goals, short-term time frames, and writing goals based on the challenges identified in the strategic document of the Netherlands have increased the implementability of this document, and in order to include the expected results, the evaluation of the rate of achieving goals has become clearer. Therefore, to achieve the goals written in the document, it is proposed to design a comprehensive model for the evaluation of cyberspace policies in order to continuously improve policies in this area and reduce the digital divide.
