There is a National Innovation System in countries which includes network of different institutions, that their interactions provide appropriate ground for production and development of science and technology. This system forms value chain from idea to product and market and provides innovation climate and innovative activities throughout this chain. Higher education sector is one of the core elements of national innovation system (NIS). Then quality concept in higher education can be analyzed in this system, which now changed to national open innovation system (NOIS). Actually, by systemic approach, higher education quality is influenced by NOIS in one hand and impacts on it from other hand. Therefore, quality in higher education is a multidimensional concept which needs a quality plan and quality management. This paper aims by stating the higher education position in the NIS and with focusing on developments of its mission, to reflect the role of Technology management on quality issue with systemic approach. Then, it defines quality by considering the position and mission of higher education sector along with offering a conceptual model. Nowadays, the importance of nobility has cumulatively grown among increasing competition between corporations and myriad of researchers and managers gravitate towards business model innovation as the guarantor of profitability and persistence. In spite of various models and frameworks related to business model innovation, no comprehensive model has been proposed so far to recognize and priority characteristics of business model innovation. In order to proposed a framework by systematic literature review of articles indexed in WOS and SCOPUS have been collected and 42 selected articles have been examined, interpreted and eventually combined by means of meta-synthesis method. It was found that the characteristics of business model innovation can be categorized as the overall four frames of innovation in content (including 2 macro-definitions of 1.value chain activities, 2.intra-organizational activities), innovation in structure, innovation in governance and innovation in value capture. Then the importance and priority of characteristics was determined using Shanon method. Eventually, requisite suggestions according to the findings of research have been presented. Manuscript profile

The foundations of a knowledge-based economy are innovation, technology research and development, which is a costly and risky activity. Given the high cost and risk of technology development, the private sector alone can not do this, and therefore, governments in different countries have developed various institutions and mechanisms to finance innovation. In Iran, about 10 years ago, the discussion of the formation and development of the knowledge-based economy began with the adoption of the "Law on Protection of Companies and Knowledge-Based Institutions and Commercialization of Innovations and Inventions" and an Innovation and Prosperity Fund was set up to finance these companies. In this article, we take a look at the legal basis for the formation of the Innovation and Prosperity Fund and the various approaches and services of this fund in order to support innovation and technology development and thus the realization of the knowledge-based economy in the country. The innovation ecosystem plays a valuable role in the development of innovation and entrepreneurship. And the first step to its formation is theoretical and experimental knowledge of this field. Therefore, this paper aims to analyze the dimensions and components of the innovation ecosystem in order to design a framework in this field using the Meta-synthesis of Sandlowski and Barroso models. 438 related articles were purposefully reviewed based on inclusion criteria and finally 42 articles were selected for final analysis. Findings show that Innovation ecosystem framework consists of five dimensions consisting of actors (at the macro level: government, universities, policy makers, geographical and regional environment. At the micro level: micro research institutions, entrepreneurs, customers and investors). Structure (at two levels: 1- Process: life cycle, feedback systems, collaborative competition, dynamic capabilities, environmental and regional factors. 2- Operational: networking, market-oriented, open innovation, multiple innovation models) Relationships and Interactions (relationships: formal and informal networks. Interactions: attracting specialized and complementary capabilities, entrepreneurial orientation to create value) Mode of operation and consequences (strategic: environmental and infrastructure preparation, formulation of policies and strategies based on knowledge Operations: feedback and strengthening of the regulatory system, active leadership, organization of all key elements by a central platform, knowledge flow management, flexibility, transfer of marketing and sales technology) and results (at the macro level: economic growth and development, comprehensive value Proposed, sustainable development .at the micro level: creating a competitive advantage, increasing efficiency, commercialization and increasing profits).. The proposed framework can provide valuable insights for the development of research in this area Manuscript profile

A review of the research literature shows that a similar structure can not be observed for the models presented in the field of innovation ecosystem in the conducted researches; Therefore, in order to increase innovation in companies, an appropriate model of innovation ecosystem should be designed based on local characteristics and constraints. Therefore, the purpose of this study was to design a conceptual model of innovation ecosystem in small and medium enterprises using ISM-SEM. The method of work was descriptive-causal. The statistical population of this study included two sections of experts and managers of small and medium companies in East Azerbaijan province. In this research, 11 experts participated in the first part and 335 managers of small and medium companies in the second part of the research answered the questionnaires. Two questionnaires were used to collect data, which were distributed among the members of the statistical sample after determining their validity and reliability. For data analysis, interpretive structural modeling (ISM) and structural path modeling (SEM) have been used. The findings of the structural-interpretive modeling section show that the dimensions of the innovation ecosystem in small and medium industries are in five levels, each of which has direct and indirect relations with other levels. Also, the test of the developed model among companies has shown the appropriate validity and reliability of the developed model and the confirmation of direct and indirect relationships between the dimensions of the innovation ecosystem in small and medium enterprises. National innovation system (NIS) as a system approach to innovation is composed of institutions that interact with each other for creation, dissemination and application of new knowledge commercially, acting within the boundaries of a country. One of these institutions is research and technology organizations (RTOs). In most countries, such organizations exist independently and non-corporate. In the innovation system, the role of intermediaries (especially RTOs) in the innovation process is an important element of successful innovation. RTOs in developing countries are, therefore, important actors in NIS, since they contribute significantly in the intensive learning process, which enabled these countries to successfully catch up with developed ones and, subsequently, shape their economy into a Knowledge Based Economy. The most prominent of such organizations in the innovation system of Iran, is the academic center for Education, Culture and Research (ACECR). This article reviews and explains the research and technology organizations in the National Innovation System and studies ACECR as an example. Also, this article reviews reasons of formation for, distinguishing features, functions and domains of activity and position of research and technology organizations in National innovation system. Furthermore, the position of ACECR is explained as a Research and Technology Organization in Iran’s innovation system and finally some recommendations related to the role of ACECR in the innovation system of Iran and it’s domains of activity are made. knowledge-based economy based on acquisition, production, distribution and utilization of knowledge in all economic activities. In this economy the need for innovative companies are very obvious because these companies are the main source of wealth and employment in the knowledge-based economy. Knowledge-based economy is the current need for all countries in the world. In this regard, one of the strategies for a successful experience of developed countries based on knowledge-based economy has led to the formation and development of the science and technology corridors. Science and technology corridor is the coordinated and coherent set of universities, science and technology parks, research centers and in a geographic region with a centralized management structure and the particular legal for knowledge based products and services. In this paper, the requirements for the formation of the science and technology corridors will be discussed. The main components of science and technology corridors are: national innovation system, science and technology parks, universities and research centers, venture capital and entrepreneurship, human capital, special infrastructure, market, high technology firms and proximity to urban areas. As long as the country does not acquire these requirements, access to science and technology corridor and the knowledge economy would be impossible. Manuscript profile

Of all the aspects of management of technological innovation (MTI), innovation strategy is the most challenging. Appropriate MTI, leads to value delivery, sustaining competitiveness, profit making, refreshing working environments, maintaining and retaining productive labor. Successful MTI occurs solely when a broad set of elements and organizational activities are well managed and integrated within innovation strategy of organization. Firms can be very good at the various activities involved in MTI, such as R&D or operations, but this accounts for little unless it is supported by a well-grounded innovation strategy that guides firms’ choices, prioritizations, and sequences. One of the concepts in the field of innovation strategy is innovative capabilities. Innovative capabilities are defined as bundles and patterns of skills used by firms to formulate and implement an innovation strategy involving the creation, extension, and modification of those resources and skills used for innovation. In each phase of the innovation strategy formulation, different tools may be used. Choosing the right tool depends on various criteria. Some of the criteria are as follows: Is firm new or well established, large or small, centralized or dispersed in its organization, deals in simple or complex products and services, operates within well-defined or uncertain technological and market circumstances, with a major or minor impact on society, safety, and the environment. In the article, using an integrated approach of innovative method and innovative decision-making method based on engineering technical innovation, and innovative capabilities, right tools in each phase of innovative capabilities, which finally leads to strategy formulation, is recognized. Some of the most practical tools are SWOT analysis and Delphi. Manuscript profile

High speed changes and evolutions in technological environment are among the important subjects in business which has made the ability to plan and decide in this area impossible without a proper perception of the present and future situation of technology. Therefore, determination, creation and development of the industrial and research co-workers network using the open innovation and employing the technology intelligence in order to observe the technological evolutions for technology-based organizations and also the technology and science progress that has a direct effect on the business area of these organizations are very important. On the other hand, since the increasing growth of the internet in increasing the input resources for technology intelligence has a key effect, the appropriate employment and use of information technology tools for accessing and analyzing these inputs has also been changed into a key point in technology intelligence creation. Thus, the organization`s strategy in determination and acquisition of the appropriate process of technology intelligence has become very important so that organization requires to merger the innovation and idea from out of the organization with main advantages from inside the organization. As a result, establishing a systematic framework, the organizations, creating a connection between the technology intelligence and open innovation, can help their purpose and increase the technology intelligence value. In other words, technology intelligence as an open innovation approach tool creates a relation between knowledge and idea from out of the organization and main advantages from inside the organization results in creating a competitive advantage for the organization. Ideation, research, and technological innovation is valuable when leads to wealth creation. Commercialization is a way for linking science to economy and create wealth from innovation. Several factors, such as creative thinking, appropriate know-how, entrepreneurial thinking and spirit, and financial resources, need to get together to gain success in technology development and commercialization. But rarely an individual can have all these features. So the best solution for successful commercialization is formation of a team of four different characters with the above properties: These characters are inventor/innovator, investor, technologist and entrepreneure. This paper implies definition and concepts of commercialization, and thirteen steps in commercialization process, from ideation to success development and growth. Then introduces “innovation team” as one of the solutions for successful commercialization and describes the characteristics of team members and their roles at different stages of commercialization. In order to achieve more and better results in the area of commercialization, at the end of the paper there are recommendations with regard to Iran’s conditions. Manuscript profile

The importance of investment on Research and Development (R&D) has been assumed as a clear and obvious matter in advanced industrial countries, and today it is the R&D that will determine how to allocate the budget and financial issues. Now, investment in R&D units is considered as a competitive advantage. Nowadays, only those countries are able to participate and survive on competitive challenges at the international levels which are determined consistently to employ the latest technologies and it cannot be obtained unless they possess dynamic and globally-adjusted R&D centers. In this paper, overviewing the literature of this regard, we go through the analysis and description of R&D success factors and its position in Iran and some developed countries such as Japan, USA, and China. Following an adaptive comparison, some solutions are portrayed to improve the place of research in Iran. In the first step, is the government via providing financial support, facilities, and encouraging and promising environment for the researchers, and in the second step, researchers should engage in innovation and service to our country via strengthening national loyalty and learning about the latest scientific methods in the world,. Especially universities -as thinker entities and society’s great scientific and cultural sources- must establish science-based approach as the dominant thought and endeavor toward applying the researches in the country. This will obtain through constant and proper communication between institutions and academic research centers, and spreading the culture of science and research among the public. Manuscript profile

Competitiveness is an issue that in recent decade has shifted the attention of many researchers and policymakers to its side. In today's world of expanding globalization, countries are employing all their efforts and use all of their capacities to be able to gain more shares of international markets by improving the competitiveness. Among the factors that increase the competitiveness of the countries, the basic needs indicators, efficiency-driven and innovation-driven can be noted that all of them have been considered in Global Competitiveness Report of the World Economic Forum as one of the most reliable sources of competitiveness at the national level. In this paper, we try to investigate the status of overall index of competitiveness and innovation and basic factors influencing the competitiveness among OPEC members according to the Global Competitiveness Report 2010-2011. The results show that the state of competitiveness among countries is not so appropriate, also it should be noted that their competitive power is largely dependent on infrastructure and macroeconomic environment which themselves function from oil exports and foreign exchange revenues. Beside, the innovation components of their competitiveness are poor. Thus, it should be noted that the economic decision- makers in these countries are recommended to push their competitive power toward relying on innovation-driven components which have more flexibility and seek higher value-added for them. The influence of the intellectual property rights on the innovation and economical performance is of a complicated type and it is necessary to be precise while designing the IPR system which might be applicable for the economic development as an effective instrumental policy. While designing such systems, different countries go through different paths depending on the local context and the global environment. Thus, comparative assessment and benchmarking is widely used in most studies of policy-making. This article deals with case study evaluation of evolution procedures of IPR in Japan and at the end, it encompasses some suggestions for strategic design of this system in Iran. Japan has greatly benefited from its preliminary phases of development of the IPR. Technological learning in Japan has been established in support of a fragile system of IPR. This system paved all the way for absorbing innovation and beyond boundaries knowledge by the local firms. Some initiates such as “profitable models" and “the industrial designs” not only developed the patent culture in this country, but also it turned into a strong driving force for the incremental innovations and partial improvements based on the foreign ones. When the technological capabilities of the local agencies increased, and the firms were requesting for a stronger protective regime for their own inventions, Japan intellectual property rights system was reinforced in such a manner that presently it is considered as one of the most strict and complete IPR systems in the globe. Innovation is the capability of identifying opportunities and using their advantages. These opportunities are not just opening new markets but include the innovative processes and ways for existing markets. Actually, innovation is not just production of goods, and examples of innovation can be seen in the service sector and public and private sectors. Innovation intrinsically is a risky project and even developed firms cannot accept infinite risks. In fact, the question is not that if innovation should be done or not, but rather how this innovation can be successful and which feedback could be gained from its success and failure and reaching a pattern that can be applied in future activities. Always the main question has been "whether or not we can control and manage what is known as innovation". At first glance, it might seem that managing innovation is impossible and a complex process. But we believe that despite the uncertain and apparently random-nature of the innovation, it is possible to find an underlying pattern of success. Innovation is a "management" issue because there are decisions to be made about resources, disposition, composition and coordination among them. In this paper after expressing concepts of innovation and managing innovation, a conceptual model and its usage structure is presented in order to concentrate on key aspects of managing innovation. Next, creation and maintenance of an innovative organizational context will be discussed and finally a comparative analysis of managing innovation between Japanese and Korean firms will be reflected. For improving a technology it is essential to enactive NIS to help technology to be grown. It is same for Aviation industry too. Aviation industry is one of the seven major industries in the world in future. And improvement in this field can cause improvement in other industrial fields. On the other hand one of the most important way for technology catch-up is Benchmarking. Benchmarking help us to see how can be successful. Three factors act major roles in air industry: first, economies of scale. Second, airframe manufacturing .Third, in the case of airplanes, development, modification and maintenance require extremely intimate manufacturer-customer relations or user-active innovation. In this sense, every passenger jet that takes-off, is in fact a customized product rather than a homogenous commodity. These three are the most important things to pay attention in air industry in this article .here we compare NIS in Japan, Russia, Brazil and analyze what they have done for improving aviation industry. And see which of them is more successful. Then choose the most suitable and compare Iranian air industry with the prosperous country. And suggest a NIS model for IRAN. Manuscript profile

We are living in a world where the complexity of cause and effect relations is in a continuous increase. The owners of the new ideas, their supporters and the beneficiaries encounter different questions for starting a new business activity. The questions such as Will this idea become successful or not? or What kinds of supports and considerations are necessary for this idea to be successful? are some examples. The idea assessment process is an important and interesting subject for both innovators and incubators managers so that it make the former familiar with the probable strengths and weaknesses and for the latter i.e. the managers of incubators the significance is in admitting the owners of ideas in incubators and starting to support them based on their needs in the early stages of the innovation process. The Innovation Development Early Assessment System has been developed for the assessment of the possibility of commercializing the ideas in the early stages of innovation. This paper will introduce this system and it further addresses the method of improving and developing it as a tool in the hands of the incubators managers helping them in the admission process of companies and helping them to recognize the support services required by their tenants during their residency in the incubator. It will also look at this system as a tool for making the owners of ideas familiar with the probable barriers and obstacles that may lead to their failure. The improvement method proposed for this system has been defined with regard to the existing conditions of the applicants of settlement in the incubator. A case study and the analysis of the results obtained through this system will come at the final part of this paper. Manuscript profile

Digital communication industries with high growth rates in innovation have globally advanced and rapidly expanded. The industry has been extensively changing in the worldwide. Hence, it significantly changes the business models according to the technology of new generation in digital communication. New generation technology with the emergence of creative destruction context, left the organizations by two compulsory alternatives, compliance with new system and success or destruction of the systems will be the result. Unlike many articles that considered the structural and functional analysis individually to assess the technological innovation system, the integrated process by considering structural analysis as a prerequisite of functional analysis have been applied. Literature review and industry related analysis is applied to gather eight functional factors, and also a questionnaire is designed. After data gathering, the phase of technological development analysis as a tools for prioritizing and analyzing the dependencies between the blocking functions are deployed that was rarely used in the literature. Therefore, the blocking and deriving factors are analysed and appropriate policies are made. Results show that the studied process is an appropriate framework for functional analysis and by the number of policies represented at the end, further researches are suggested. Manuscript profile

Open innovation represents an emergent paradigm, which organizations must become familiar with and apply it in practice sooner or later in order to survive and prevent their failure. Factors such as diffusion of knowledge, increasing costs and complexity of R&D, the shortening of the technology life cycles, the growth of venture capital and presence of knowledgeable suppliers and clients, have weakened the close innovation paradigm. So, self-sufficient, inward focus, monopoly of knowledge and capital investment on internal research, does not create competitive advantages for organizations any more. In open innovation era, organizations make use of both internal and external resource of knowledge to drive their innovation processes, also search different internal and external ways to develop their markets. With regard to inescapable deployment of open innovation, now the question is what items should be considered by organizations in the shift from close innovation to open innovation? In other words, what are the requirements for implementing open innovation approach in organizations? This paper will answer the question by review of pervious research to identify and describe dimensions which could lead organizations in order to implement open innovation. These dimensions which named “the requirements to shift from close innovation into open innovation” and presented in conceptual framework of paper, are: networking, open innovation processes, organizational structures and knowledge management systems. Organizations should notice these dimensions interact each other, so change along one dimension will impact on the others. Manuscript profile

The paradox of open innovation lies in the conflict between the practical desire to reap the benefits of open innovation and concern over the risk that others will misappropriate those benefits. Open innovation models bring changes in the firm's approach to strategic management of technology. Over the years, as a response to emerges at significant improvements in the competitive environment. Open innovation that we can always make progress because all ideas are good ideas, Also all ideas can be developed, if the idea is worth thinking about, it is worth telling. We are creative and we can get more creative. Stakeholder theory and recent developments in value creation through stakeholder engagement can assist with reconciliation of this inherent structural risk. The limitations of existing open innovation typologies are identified, and a process-based model of open innovation is proposed. The model is then expanded to include stakeholder engagement. When integrated with stakeholder engagement, open innovation processes can be understood to generate benefits beyond the acquisition of specific information sought from external experts. The addition of stakeholder engagement to the open innovation model allows for greater understanding and easier acceptance of the risks inherent in the open innovation process. Therefore this application article uses library overview and in addition to this, it focuses on open innovation literature and some of its models. Innovation is a key element for the success of companies in a competitive environment. Innovations begin with innovative ideas that form in the early stages of the innovation process, called the front-end of innovation (FEI). Therefore, to access information from different sources, especially external sources, the early activities of the innovation process should be organized as a systematic approach. Customers are as the most important source of innovative ideas in new product process that companies can use them. To benefit from the idea of customers, there needs to be a model for integrating them with internal organization resources. In this paper, a model is presented for integration of customers derived from open innovation paradigm in the FEI based on simultaneous integration of customers, competitors, fringe industries in order to Increase creativity and innovation success. This proposed model is obtained by development of Ulwick’s model that implemented in Agricultural implements industry for “drip irrigation system”. The main objective of this paper is to generate innovative product ideas and then selection of more innovative idea (real and unmet need) of customers in the FEI phase by proposed model, in order to reduce the failure rate of new products in the market. Data were obtained from a survey of 30 customers, as a research sample. The results suggest that opening the FEI phase and the subsequent integration of different customers in this phase, in order to generate innovative ideas, will have a positive impact on the success of the new product. In the current decade, knowledge based economy is a popular term in the scientific circles of the country. This word has attracted the attention of many scholars and experts. The global index of knowledge based economy has four foundations, and innovation is one of these bases. In the area of innovation, Iran has less privilege than the global average. In order to promote the level of innovation and, consequently, the level of knowledge-based economy, using the global statistics in the field of knowledge based economy and innovation, in this paper first of all, we recognize the important input factors influencing the innovation and then we compare the status of these inputs with the global average. After identifying the weaknesses in the inputs, the status of these measures is reviewed in the Sixth Development Plan document. According to the findings, it was found that in the sixth program of development, only gross domestic product (GDP) per unit of energy consumption was pointed out, and no direct reference was made to other measures. Comparison of measures with the global average showed that in order to improve the output of innovation, the country needs to improve the level of research and development, knowledge workers, ICT and the political environment. In this study, a qualitative and quantitative mixed method was used. Researchers identified key factors in creating the innovation hub by library studies and interviews with experts. These factors included six dimensions of network and social interaction, infrastructure and resources, the existence of innovative and knowledge-based companies, institutional factors, team and structure. In this study, using Interpretive Structural Modeling (ISM) method, the factors affecting the creation of the Technology Innovation Hub were superficially prioritized and the relationships between the factors were calculated. The results showed that the management team factor and the structure with high degree of permeability and low dependence have had the greatest impact on the relationships between the factors. Over the past three decades, research has focused on how and under what conditions latecomers have been able to become major producers of new technologies, such as renewable energy, and make technological catch-up in this area. This is emphasized for developing countries because, on the one hand, the greatest growth in energy demand in the coming years will be in these countries, and on the other hand, it is a green window of opportunity for other developing countries to learn and work towards catching-up in these areas. In this research, from the perspective of global innovation networks, the technological approach was investigated by analyzing the structure and evolution of the solar energy innovation network using patent citation analysis. For this purpose, patents in this field were extracted and cleared from the Derwent Innovation over a period 1980-2017. Then, a citation network was formed and the topological structure and country-level indicator were examined using social network analysis methods. The results showed that countries that were able to gradually increase their absorption capacity by joining the global innovation network and moving in the path of technology of leading countries by increasing citations to their patents, could able to be producers of knowledge and granted high quality patents which have been increasingly cited by other countries. These countries found a special place in the network as intermediaries for the diffusion of technology and succeeded in technological catch-up. Manuscript profile

Firms try to increase their innovative performance to survive in a turbulent market and improve their competitive position. Combining these efforts does not necessarily lead to profit and increase their market share. To understand this shortcoming, researchers look at the factors that affect innovation performance and how to measure it. However, the subject that needs to be addressed is the firm's innovative behavior, which can affect innovation performance. By borrowing from the concept of dynamic capabilities, the present study has tried to classify the possible types of capabilities to create new products, services, and processes into three general categories: innovation capabilities, collaboration-based capabilities, and complementary capabilities, and by presenting different hypotheses for the effectiveness of these capabilities. Test the firm in innovative performance. For this purpose,180 questionnaires were distributed among firms to report the number of new products/services, the number of new processes, their financial performance, and the types of measures taken in their field of innovation from 1392 to 1394. After confirming their validity and reliability and creating structural equations using the partial least squares (PLS) method, results showed that innovation capabilities and collaboration-based capabilities significantly positively affect innovation performance. Also, research and development, training of human resources, design, collaborative research and development, and purchase of technical knowledge have significant path coefficients in the resulting PLS model and significantly affect innovation. In addition, the purchase of machinery and tools only significantly affects the creation of innovation. Manuscript profile

If universities functioned in a stable environment, the demands for leadership would be modest. Mission, vision, programs, strategies, and policies could simply be put on automatic pilot. Automatic pilots don’t work for universities. Environment is in continual context, and the results and consequences of these changes for the future of universities are profound. Sound, creative and empowering leadership is indispensable, and it spells the difference between productive, sustainable universities and those that are in continual crisis and failing. One need only reflect on the change that has come about in university over the last century. The very mission and scale of universities have been transformed. Universities are altering the ways and means of teaching and learning. New directions and methods in research and service to society are evolving. The costs-benefits of the academic enterprise are in continual fluctuation and open to challenge. The roles of faculty are different, as are campus cultures. The very definition of precisely who is served and touched by universities is in transition. Leading change is clearly the most difficult and taxing challenge faced by university managers and leaders. Occupying a position of leadership and exercising the role of manager and leader are entirely different.Too many positions of leadership are filled by those who occupy the chair and carry the title but fail to lead universities in ways that enable them to adapt to a demanding environment, optimize their mission, align with values, and produce a lasting contribution to society. It does not speak to the position of leadership, to title, or to mere survival skills; rather it speaks to the creative act, the behavior, the hard work, and the skill and competency of leadership and management Manuscript profile

In recent years, "technology-based start-ups" have attracted the attention of many researchers and policymakers in various countries as the engine of rapid economic growth. The high growth rate of job creation, sales, exports and capital of these companies, and especially their role in creating high-quality job opportunities, has put these companies in the spotlight of policymakers in many countries around the world. Banks are recognized as an important institution in financing, which will help improve the financing and credit process of technology-based companies by providing banking facilities and will somehow survive them. However, in recent years, despite the economic problems of banks, financing companies has faced many challenges, so considering the importance of financing technology companies in the country, as well as the diversity and range of experts involved, in this article in order to deal with conflicting perspectives and achieve common vision to organize and manage more effectively and efficiently, a combination of soft systems (SSM) methodology and a critical innovation systems (CSH) approach has been used. After explaining the common points of the two approaches, we will reach a common and radical definition of the problems of the credit network in the country's banking system by conducting in-depth interviews with specialists and experts in this field. After reviewing the processes governing the credit system of technology companies in the banking industry using the approach of critical innovative systems and after criticizing the situation and the state of "is" and "should" and new requirements to improve the current situation, the criteria for improving the process should be extracted. In this research, while briefly getting acquainted with the automotive industry and the principles and indicators of innovation in a car manufacturing company, it was tried to determine the innovation capability gap between the desired level and the current situation. With this awareness, opportunities are provided for the growth and development of the automotive industry and suggestions can be made to get out of the crisis and recession in this industry. It should be noted that different industrial sectors, while having similarities, have different characteristics and coordinates, and innovation studies in industrial sectors should be done taking into account these differences. This research is applied in terms of objectives and according to the presence of the researcher in this industry and the use of questionnaires within the organization in terms of survey method and field type and case study. The researcher seeks to conceptualize and answer this question that "What are the indicators of innovation capability in the automotive industry and what is the distance between these indicators and the desired level?" The results of this study show that in recent years, the trend of applying innovation in this automotive industry in Iran is Has decreased and the level of organizational innovation is not effective. Today, due to the rapid changes in innovation and technology in the business and governance environment, the design of appropriate governance policies has faced complexities. In proportion to this growth, the prevailing changes will also require common intelligence and proportionate institutional changes. Based on the existing complexities, Institutionalization and Institutional Innovation is one of the most important measures taken by different societies to regulate functions and achieve specific goals. These institutions are sometimes completely new and innovative, and sometimes are modifications of previous institutions that can all be categorized as institutional innovation with a wide range. In developing societies, due to its dysfunctions and weaknesses, institutional innovation faces many obstacles and problems. Recognition of these barriers can be helpful in predicting complementary institutional innovation measures for their implementation, and the purpose of this study is to identify these barriers. In this study, field studies and interviews with focus group were used to collect data, and by content analysis method, institutional innovation barriers were counted, and finally, based on complexity theory, the results of the research were validated. Obstacles to institutional innovation were identified in three categories: knowledge, determination, and capability. Due to the inequality of policy makers and implementers, these barriers were counted separately from the perspectives of these two main stakeholders. Manuscript profile

The innovation ecosystem consists of a group of actors and dynamic processes that provide innovative solutions to new challenges. The main purpose of this research is to design a university-centered innovation ecosystem. For this purpose, ecosystem functions were first identified through literature review. Due to the limitation of As-Is data in Iran, interviews with stakeholders were chosen as a complementary technique. The second round of interviews were developed to identify the rules and processes of the ecosystem. The results of this study led to the choose Triple Layers core-periphery framework of innovation ecosystem called "Core-Platform-Development & Application". In this framework, the Institute of Health Technological Innovations is placed at the core layer, which is associated with these six platforms: Work Integrated Learning, Idea Generation, Entrepreneurship, Innovation, Shared Services, and Investment and Financing. Each of these platforms communicates with actors in that field at the Development & Application layer. After confirming the conceptual architecture with a triangulation technique, the ecosystem interaction model was designed & the results of the architecture in the case study were simulated by system dynamics method. For validation, the simulation results of the model under the two scenarios of continuation of the existing conditions and the establishment of the proposed architecture showed that the proposed architecture will clearly have a positive effect on the model variables in the future. Generally, the results obtained from the implementation of the model in favor of the implementation of architecture in the environment of innovation are studied in UT & TUMS Manuscript profile

The concept of ecosystem, after entering the field of management has created many concepts such as” innovation ecosystem” which is one of the most widely used. These concepts have not reached a consensus in definition and function, and before the metaphors become clear, have been considered specific functions, goals and tasks without considering its relationship with other similar concepts. In this paper, the innovation ecosystem metaphor is specifically discussed, which is of great interest in Iran, and its existing structure is also related to the business, knowledge and entrepreneurship ecosystems. Since in fact, the expectations of the policymakers have not been met, it is necessary to study its relationship with the rest of the ecosystems and change the approach in the definition and dimension of the structure and adopted policies. Accordingly, in this paper, after studying the relationships between the innovation, knowledge and business ecosystems, the ecotone metaphor, which is one of the main attachments of the ecosystem in its origin - biological sciences - has been neglected in non-biological sciences, is proposed for innovation. Innovation is the bridge between knowledge and business, and innovation ecotone is the border between the two ecosystems of business and knowledge. Based on this, principles have been proposed for policy makers to improve innovation in Iran Manuscript profile

By increasing the role of innovation in the economy of countries and turning it into the most important competitive advantage, attention to this concept has increased. Analysis and design of systems that foster innovation have thus been the focus of science and technology policymakers in recent years. One of these systems that have generated many debates in the scientific and professional communities in the field of innovation over the past decade is the innovation ecosystem. Iran’s power and water industry, including numerous companies, research and technology organizations, technological and knowledge-based companies, and supporting institutions can be considered an innovation ecosystem whose elements interact with each other to exchange value to reach the goal of providing reliable and sustainable water and electricity for the society. This article is the result of a project to analyze, design, and establish the energy innovation ecosystem. In this direction and based on soft modeling methods, role analysis and mapping workshops were held with stakeholders and key players of the energy innovation ecosystem. The approach of complex adaptive systems was used to identify and analyze the dynamics of this ecosystem. Based on the obtained results, the roles and duties of each of the actors of Niro's innovation ecosystem were obtained in the form of an aligned structure including two levels of counter and support elements in the scope of the commercialization process. The results of this article can provide researchers and activists in this field with a new perspective on the policy-making of innovation ecosystems. Manuscript profile

Today, many countries look at the phenomenon of innovation as a tool for economic growth and development. The existence of many complexities in the path of creation to the application of innovation has caused many scholars to consider innovation in the form of an ecosystem. One of the reports that measures the innovation ecosystem in detail is the Global Innovation Index. This index examines different aspects of innovation by using seven pillars, each of these pillars has three sub-pillars and each sub-pillar has a number of indicators. With a history of 12 years in the report, Iran has gone through a growing trend, so that it has reached from the 120th rank in 2014 to the 53rd rank in 2022. The study of Iran's situation in various indicators shows that the country has a very favorable situation in the world in the education of university graduates, scholarly publications and domestic patents, while it has an unfavorable situation in the indicators related to the business environment and innovation collaborations. Due to the lack of data or not being up-to-date, Iran's situation in some indicators and sub-columns cannot be accurately cited. This point clearly shows that the policy maker must have an up-to-date internal database to evaluate the innovation ecosystem in order to adopt effective and flexible policies. Manuscript profile

Today, innovation, flexibility and readiness for change are the most important factors for economic development in different countries. Examining the experiences of other countries and the new approaches of the world regarding sustainable development based on innovation, points out that moving towards a knowledge-based economy requires the recognition of innovation as the main factor. On the other hand, innovation is a complex process, and in order to achieve an innovative and sustainable business environment, a set of actors, stakeholders, infrastructures, policies, as well as a set of norms and rules must exist together and be able to interact well with each other as a network. Such a complex environment has a behavior similar to natural ecosystems, where component interacts with each other. Therefore, in recent years, a model has been introduced to describe innovation ecosystems, which is called the rainforest model. In this article, an attempt has been made to describe the behavior of innovation ecosystems from the perspective of this model. This model provides a tool called the rainforest scorecard, which is a suitable measure for evaluating and analyzing innovation ecosystems. In the second half of this article, the evaluation and analysis of two innovation ecosystems of Yazd and Mazandaran provinces have been done using this model. The results of this survey show that the Yazd innovation ecosystem is in a much better condition in terms of hardware than the software aspect and the culture that dominates the ecosystem. But in Mazandaran, both the hardware and software parameters of the ecosystem are more or less similar to each other and need to be strengthened. Manuscript profile
