Abstract :
Achieving knowledge-based development is one of the long-term objectives which are pursued by 1404 Vision Document and National Development Plans of Government in Iran. This objective needs developing government–university–industry relationships and national (global) innovation system based on Triple Helix model. There have not been much effective government–university–industry interactions in our country so far. Fostering entrepreneurial culture is one of the essential elements in developing government–university–industry relationships and national innovation system. This article has been prepared as an attempt to introduce the reader to the role of the entrepreneurial culture in developing government–university–industry relationships and national innovation system in line with knowledge - based development
