Mobile Government Ecosystem is one of the emerging ecosystems in Iran. The purpose of this paper is to identify and analyze the structure and identifying the role of each of the key stakeholders of this ecosystem. In order to achieve this purpose, by studying the related literatures and the models presented in these literatures, a mobile government ecosystem conceptual model is proposed, where four new key stakeholders are introduced: new trends in over the top (OTT) services, innovation and innovators, advertisement and advertisers, and mediators. Then, a questionnaire is designed to verify the factors identified in the model and to examine the effects of these factors on the mobile government ecosystem. The questionnaire was distributed to a random sample of 400 experts, where 363 responses were collected, and analyzed based on structural equation modeling. The results show that with the exception of advertisement and advertisers, the three other key stakeholders have significant coefficients in the model. Manuscript profile

Last decades, the dynamic and efficient relationship between government, university and industry has been the main purpose of governers, universities and industrians and despite numerous conducted studies, programs and initiatives, the gaps remained. But due to lack of over sectorial approach to these centers and parallel works of their main sponsers- ministries of science, research & technology and industries & mines- despite the spread of these centers, the goals and missions particularly about strengthening the relation between government, university and industry are ambiguous. So it is recommended to review and rethink the goals, missions and mechanisms of these centers in their second decade of their activity Manuscript profile

The category of compound verbs is one of the most interesting, subtle and yet complex part of syntactic researches that has attracted the attentions of many linguists and teachers teaching a second/ foreign language. Analyzing the structure of compound verbs in spoken standard Farsi language in terms of Government and binding theory, and using a new scientific method of teaching language and vocabulary, the present research tries to provide a new practical and effective way of teaching Farsi compound verbs to the speakers of languages other than Farsi. According to the finding of the research, the compound verbs can be divided into two groups: one-argument verbs and multi-argument verbs. At elementary levels, it is better to start teaching with the first group. The second group should be taught at higher levels. Moreover, it seems appropriate to use spoken materials that have already been recorded in real communication contexts. Manuscript profile

Mirza Mohammad Farokhi Yazdi is considered one of the famous poets of Persian proletarian literature. In the present article, we analyze Farokhi’s ideal governmtal system, show the changes of his political thought in different periods of his life, and study his ideal constitutional government, its foundations and principles, and the causes of its failure from the view of the poet himself. This will be followed by a survey to the motivations of Farokhi’s inclination to the thought of Constitutional Revolution, and his critical standpoint against authoritarianism or ‘authoritarian government’ and introducing republicanism. At last, we evaluate the causes and motivations of his advocacy of communist ideas and its various dimensions by reference to his written works, specially his poetrry. To show the depth of his political thoughts, we also study and analyze his use of the national-religious symbols, and the way he employs them in line with the realization of his thoughts. Saadi’ s point of view about the establishment of a desirable society specially the role of the government and its members have been the center of attention in “Gulistan”, and “Bustan”. the topic has been addressed in the first chapter of these two books. Among the ten chapters of Bustan, the first chapter “On Justice, council and administration of government” was selected for the analysis of the governmental discourse because many stories and anecdotes mentioned in this chapter are about the administration of government and social relationships while in the other eight chapters just a few number of stories address government and relations between the essential elements of the society. The data gathered (stories in the first chapter of Bustan) is analyzed based on a critical discourse analysis approach. Among the critical discourse analysis theories, the methodology introduced by Norman Fairclough is chosen according to which the analysis of the three dimensions of text, discourse and society is based on Halliday’s Systemic Functional Grammar. The results of this research can be summarized as follows: Although Saadi’s Bustan is considered a book written to support the government of that time, and it’s not an anti-government text, Saadi’s point of view towards the government which is accompanied by the emphasis on the welfare of the poor, and the development of the country is very interesting. This can be perceived by considering both the discourse analysis data and the social conditions of that era. Manuscript profile

This article studies the basics of forming powerful government and the relationship between people with government in Ghazali and Hobbes thought. Special view of both of the thinkers to nature of human is intellectual foundation of forming authoritative government. According to the four human traits, Ghazali tries to educate the divine human that acts passively under divine governance. Since religion and politics don’t separate from each other in Ghazali’s view, so in government, divinity of these traits joins to politics and powerful government. But Hobbes believed that human have power demand and warrior nature in addition, in primary and natural human condition, the war has been going on against each other. And human try to rescue themselves according to their wisdom. So, they established an authoritative government with their foresight. Therefore, the subject of both of them is largely same, but their processing is different. It means that both of these intellectuals lived in restless period, and the necessity of security causes them to resort to authoritative government. On the other hand, both of these intellectuals assign passive roles for people; however, Ghazali’s argumentation method is canonical and Hobbes’s method is rational. Moreover it seems that the rational theory of Hobbes – accepting the possibility of insurgence-paves the way for going beyond the authoritative government, although the canonical theory of Hobbes leads to one type of reproduction of authoritative government. Morover, the differences between two eras show how neo-proxy war challenges most presuppositions of main current of international relations including the effects of plurarity of actors involving in war, fading the boundary between onshore and offshore, and interwoven analytic levels. Furthermore, the variety of attitudes in clarification of proxy war shows that how this phenomenon provides the new ground for more theoretical richness for main theories of international affairs at least potentially. . Civic institutions play an important role in the efficiency of governments. The World Bank data and the emphasis of global theorists on the role of civic institutions demonstrate the importance of these institutions. In Iran, too, civil society organizations are more or less active in various fields and can play an effective role in government efficiency. But for effective rolling, we need to fully understand the obstacles and factors affecting this rolling according to the experience of civil society activists. In this article, using the available documentary sources, the existing civil institutions with national scope were identified. Then, with the opinion of experts in this field and using the Delphi technique, eleven civil institutions were selected in three groups: cultural, social and economic. In the next stage, eleven focus group meetings were held with at least five activists from each of the civil institutions and government experts in the relevant field and academic experts. In these meetings, the effective factors and obstacles of the role of civic institutions in the efficiency of the government were discussed, and the discussions were put on paper and coded, and the coding went to the stage of saturation. According to the data obtained in the previous stage, the key points of the focus meetings were extracted, which finally in a separate category of effective factors and effective barriers, 23 effective factors and 46 effective barriers in the rolling of civic institutions on government efficiency were extracted. According to the results of the previous stage, it was found that the most important factor in the role of civic institutions in government efficiency is the government itself and the government is not interested in playing an effective role of civic institutions and if the government allows, civil institutions will play a very effective role in government efficiency. Also, according to the results of this study, barriers affecting the role of civic institutions in government efficiency are more important than effective factors. This shows a kind of distrust and pessimism of the government towards civil institutions. Manuscript profile

Productive investment is one of the main variables of macroeconomics. Creating favorable conditions for formation and growth of productive investment is one of the essential requirements for the achievement of the country's economic goals, to fix issues and economic problems and increasing the political and economic power of the Islamic Republic of Iran. In this study, using Hodgson's institutional approach, the main problems and obstacles in the political system and governance structure in the process of formation of productive investment by the private sector is identified and analyzed. In Hodgson's theoretical approach, the existence of dichotomies and contradictions is the factor for the formation of social evolution and economic change. The institutional and environmental conditions of community indicates that these dualities lead to the development or rebound of the community. In this study, four institutional contradictions in Iranian economy have been investigated. These are the preference for short-term programs on long-term plans, the existence of contradictions in the structure of bureaucracy and sovereignty, the value-ideological decision-making and the destructive competition of the commercial sector with the industry sector. Then, their role and influence on economic productive investment are investigated. The study of the contradictions formed in political background and governance structure of the Iranian economy shows that the investment climate in the Iranian economy is inadequate and this has led to the continued economic downturn. The inefficiency and backwardness in structure of the political system ruling Iran during the Qajar era led to poverty, illness, humiliation and defeat for the people. This means that the metaphysical model of governance has not been able to meet the needs and requirements of that time. Therefore, the political elites sought to inspire Western civilization to change the paradigm of the ideas governing the political structure of the traditional Iranian system and to adopt a new way of organizing the political matters. Examining the thoughts of these elites indicates an important change in the field of Iranian thoughts, because it was the first time that we were heard concepts such as law, limited power, parliament, justice, and people's government. This approach proves that Iranian society and political structure are moving toward a modern type of government. Among the elites in this field, Mohammad Ali Foroughi has coherent and thoughtful theories about the proper form of government in Iran's political body. Thus, the purpose of this research is to examine the effects of his ideas, to focus on his notion of government, and to answer the question that what kind of government is suitable for the Iran's political structure in his thought. What are the characteristics and components of this government? How was the crystallization of his mental structure about the state in his actions? The research hypothesis is that Foroughi appears to be a constitutionalist with techniques such as constitutional government, the separation of powers, a powerful parliament, the judiciary, and the recognition of civil rights such as freedom of expression and opinion, housing, employment. We have tested the research hypothesis in the context of Skinner's hermeneutical framework. Manuscript profile

This article provides a theoretical analytical framework for understanding the corruptive functioning of political systems in the form of the idea of prebendalism, which has received little attention at the local political science literature. The concept of prebendalism and prebendal government is closely linked to the political corruption which itself has various dimensions and specific roots and consequences both at the community and the state level. Based on Joseph's views, the present paper provides a theoretical framework for understanding the issue of political corruption. The Prebendal government describes how elites and brokers operate at the political system level, indicating that the elites, because of their historical-political role and their performance in political positions, enjoy additional special privileges beyond legal ones at the state level and their major goal is further access to economic and political resources. The main question of the article is, what are the characteristics, foundations, and components for the formation of the Prebendal State? Inspired by Joseph's views and use of library resources and applying a historical-descriptive approach, this paper has found that the Prebendal government incorporates a variety of factors such as patrimonialism, clientalism, perception of the state as a market, the lack of a legitimated ideology, leadership weakness, which ultimately lead to outcomes such as permanent conflict at the political system level and deep social inequalities. One of the most controversial issues about the political thought of the founder of the Islamic Republic is the difference between his political thought in the 20s and 30s with 40s AH onwards. Especially in the two books of "Kashf e Asrar", that he believes in a kind of supervision of the Faqih over the political structure and in the book "Velayat-e-Faqih", that he proves the necessity of an Islamic government led by a Fqih. Based on this, an important question arises. Should we not follow the idea of the Islamic government in the book " Kashf e Asrar " in the sense explained in the book "Velayat-e-Faqih"? Many researchers have answered this question in the affirmative from different perspectives. But the findings of the present study, which are mainly based on the study of theoretical and historical contexts, show that, in fact, it has not occurred a fundamental change in the political thought of Ayatollah Khomeini and the idea of Islamic government, which is explained in the book "Velayat-e-Faqih", can also be found in the book " Kashf e Asrar ", of course not explicitly. This lack of explicitness has been mainly due to historical, political and religious reasons. Manuscript profile

The purpose of this article is to discuss the political ups and downs of the “Reform era” in Iran (1997-2005). To analyze the “Islamic Republic of Iran” as a political regime and its dynamics, “Hybrid Regimes” theories have been used in current work. Such theories reject the duality of Democracy-Authoritarianism and try to provide essential concepts for analyzing the regimes which are in the middle of the spectrum. Those regimes have unique features in comparison to Democratic or Authoritarian regimes. To analyze the Islamic Republic of Iran as a political regime and to explain the ups and downs of the “Reform era” in Iran, the studies of four researchers on “hybrid Regimes” have been used here. Some of the keynotes which have been applied to the current study to discuss the political ups and downs of that specific period are as follows: the importance of political competition, social and political backgrounds of creation of the Islamic Republic of Iran as a hybrid regime, and finally, the relation between such a regime and rentier economy in Iran. Finally, the article has concluded that the reformist’s earlier progress and their later withdraw and defeat could be considered as “inner dynamics of a hybrid regime” instead of the “the defeated transition to democracy”. This article explains the developmentalist status of political rule in the period of the Islamic Republic of Iran using the institutional theory of open and limited access "Douglas North". According to North, the elites and political rulers (ruling coalition) in a society have two ways of forming social order and controlling violence. On the one hand, the open access system, which has impersonal rules and regulations, the rule of law and productive rent-seeking, which guarantees public access to society's resources and assets. And, on the other hand, the limited access system, which seeks to establish personal and private relationships and rules, sheikh and disciple (Murid &Morad) networks, unproductive rent-seeking and restricting the access of others to the resources and assets of society. Empirical evidence shows that open access systems guarantee and accelerate the achievement of economic development. Restricted access systems are not inherently developmental because economic development conflicts with the personal and group interests of the ruling coalition. Hence, political rule does not make a serious effort to address the problems and shortcomings in the path of economic development. In Iran, with the formation of the Islamic Revolution, the ground was opened for further opening of the social access system. But over time, with the occurrence of various internal and external events, political rule tended to limit the country's social system. This led to a special group of Islamists (traditional and fundamentalist right) becoming the dominant coalition of the country and using various strategies and policies to try to gain access to the sources of power and assets of the country in a centralized and exclusive way. Under these institutional conditions, the behavior of the country's political rulers is shaped in such a way that their main goal is to maintain the current political system in order to guarantee monopoly and centralized power and maximum access to the country's resources and assets. Therefore, increasing and allocating unproductive rents from oil revenues and government monopolies to groups affiliated with the ruling coalition, establishing personal and private relations and organizations, and restricting the participation and access of other groups to the economic and political resources of the country are the dominant coalition strategies. These strategies hinder the continuation and acceleration of economic development in the country. Thus, the behavior and plans of political rulers are not developmental. Manuscript profile

The civil responsibility of the state is a challenge that has been challenged since the formation of modern-day local governments and has experienced many downs and downsides. One of the relatively newer arenas in this area is civil liability due to government financial policies. These policies have greatly influenced the fate of the people and economic activists, and occasionally caused a lot of damage to them. Accordingly, it is necessary to examine the nature of these policies in terms of the category of governance or business, the possibility of compensating for the damage and the basis for this compensation. At the end of this research, it will be clear that the application of financial policies can lead to civil liability of the state, if it is due to the heavy fault of the government or its agents. The basis for this compensation is based on the general theory of fault. Therefore, in the examples of the government's heavy blame for financial policies, such as the application of financial policies, regardless of the state of the country or the lack of monitoring of the implementation of policies and the like, should not cost the government such actions. All around the world, there has been love for power, competition and hatred; and the mean people have enjoyed observing the suffering of others. When the prophets of God sought to correct the people and their societies, bring reconciliation and peace and guide people, a great number of people of that time disagreed with them; because, their guidance was contrary to the superficial and common aspirations of those societies and their people. In this regard, one of the most controversial issues among the nations and governments is states crimes, which affect the physical, psychological, ethical, social and individual well-being of the citizens. No Jurisdiction, institution, or law has placed this behavior in the banned area of conduct and does not impose any liability, especially criminal liability, on the states. In the system of the Islamic Republic of Iran, the most important area of oversight is the oversight of the rulers, since the harmful effects of leaving it far outweigh the effects of the abandonment of people's control over the people. Obviously, if we consider the government responsible for public order, the government's oversight of the people is more important than the other one. Legally, the oversight of the state and the governments is the duty of all citizens, and everyone is obliged to do the duty of good and forbidding the wrong both to the brokers and to the laws and regulations if they violate the rights of the people. These teachings should be accompanied by a precise explanation of the theoretical and practical boundaries so that it can produce a very useful and fruitful function. In Islam and the Islamic Republic, responsible government officials, orbital ethics, trustworthiness of power, error and inerrancy, and acceptance of republicanism, are the reasons for the oversight of power. This oversight does not accept any restrictions on government and government officials; rulers, governors, and Muslims with all of their high status are not excluded from this monitoring; in spite of this, Islam has established its social method and laws based on morality. It has focused on educating people based on ethical standards. The enforcement of laws has also led to moral education. This executive guarantee, like the internal police, is constantly and completely hidden in secret, unobtrusive, and inaccessible to human beings and prevents misconduct and error. Among the principles of supervision of people in the government in the constitution of the Islamic Republic is based on the principle of the eighth commandment to the famous and non-denominator, which is one of the social laws of the Islamic religion, which is obligatory on the basis of society, and the basis for the prevention and acceptance of this jurisprudence Islamic holy religion is the creation of a sense of public responsibility and universal supervision, in order to ensure the implementation of religious standards and to avoid the prevalence of corruption in society and the reform of affairs. The Islamic Consultative Assembly in its most important task, that is, legislation in accordance with Article 71 of the Constitution, has general jurisdiction and can legislate in general matters. Nonetheless, the parliament has a constraint on this role, which is set out in various constitutional principles. Article 72, for example, states: "The Islamic Consultative Assembly can not legislate to comply with the principles and rules of the official religion of the country or the constitution ..."All laws must be approved by the Guardian Council. Without a Guardian Council, the Islamic Consultative Assembly has no statutory authority, except in the case of approval of the credentials of the representatives, and the election of six lawyers of members of the Guardian Council. In cases where the Assembly of the Islamic Consultative Assembly considers the Council of Guardians to be in violation of the Shari'a or the Constitution, and the Assembly shall not provide the Guardian Council with due consideration to the expediency of the system. The Expediency Council adopts the necessary decisions. In US law, the three executive powers, the judiciary and the legislature are completely independent of each other. The president will not vote for confidence from Congress, but for his ministers, he needs two-thirds of the senators to vote. Manuscript profile

Obviously, obtaining the legal claims of the claimant or government apparatus of the claimant requires the submission of the necessary documents and documents to give a clear vote of authority from the competent authority, which in turn requires the important procedures of the hearing, especially the process of exchange of bills with the party to the dispute. In this case, the question arises, what are the conditions for the handling of litigation and disputes between individuals and the government, or the lawsuits and disputes of government agencies? And what are the principles behind it? In the cases and disputes of individuals with the state, the question of whether the person seeking and being heard complies with all the lawsuits brought before the Administrative Court by a single procedure and that the order in the Tribunal's case includes claims against non-governmental organizations, In this research, one can conclude that the results of this research reveal that the personality is different from each other and demands that every person is a natural and legal person of private law, and that the reader is composed of both governmental units and their agents and revolutionary institutions and institutions, and In the Tribunal's case, the reader must also include officials and NGOs. But sometimes there may be disagreements between government agencies, in which case we will examine the regulations and approvals that all disputes of executive agencies are referred to the legal assistants of the devices. Unless the cause of the problem is due to the lack of knowledge of the laws, regulations and unconditional legal principles, the issue will be resolved by agreeing on the existence of a specific ruling in the abovementioned sources, and if resolution of the dispute is not possible, The issues will be discussed and decided by a commission composed of the Legal and Legal Affairs deputies and the deputies of the Ministry of Economic Affairs and Finance of the Organization for Management and Planning of the country, and the principles governing the procedures of judicial proceedings do not address these differences. The constitution is the supreme norm of the legal system, and the coherence of this system requires compliance with the rules below the supreme rules. Defending the constitution is certainly one of the great achievements of public law in the last century. The value and validity of a constitution is maintained when all elements of the legal system are in harmony with it and the constitution is the dominant element in that system. The Administrative Justice Tribunal, which, under Article 173 of the Constitution, is the authority to deal with administrative disputes and to monitor the compliance of administrative regulations with Islamic law and the law; It opposes ordinary law and primarily the constitution and, by issuing judicial opinions as constitutional norms, has provided a valuable resource, namely judicial practice in the field. The present paper examines the theoretical analysis of the relationship between government and society. In contemporary Iranian history, the state has a different basis with European societies for its independent and extracurricular nature both in terms of its origin and in its nature and function. Given the socio-political developments of contemporary Iran, especially since the history of oil revenues, the Iranian state has evolved as a superior power over the classes in its particular evolution. In other words, the independence of the state was possible in the context of the competition of social forces and class balance but in the context of the weakness of classes and social groups. In these circumstances, various theories have been formed in examining the structure of government in Iran and its relation to society. Applying a financial sociology approach to examining the nature of government in Iran, not only will government-society relations be better elucidated, but attention to these findings will give reasons for Iran's underdevelopment not in the distant past but in economic, political and social realities. In examining the relationship between government and society as they form the state and social structures, it is important to examine the enduring patterns of the internal and external structure of government relations. This paper aims to argue that the theoretical framework of research suggests that a better financial sociology approach can explain the relationship between government and society in contemporary Iran. The government's responsibilities towards involuntary civil responsibilities are important and fundamental issues that have not been addressed much. At the same time, the government's duties in this regard, given the growing importance of citizens' rights, are important and necessary issues for discussion. The main question that has been raised and examined in this article in the present article is what is the responsibility of the government from events from its moral and legal point of view? What are the jurisprudential principles, moral and legal principles, conditions and duties of the government towards responsibilities beyond its control? The present article is descriptive-analytical and examines the mentioned questions using the library method. The results of the article indicate that in Iranian law, the government is committed to responsibilities beyond its control. The theory of equality of citizens, the theory of distributive justice, the theory of guarantee of rights, the observance of the rule of justice and the theory of the insuring state are the moral and legal foundations of the government's responsibility for unintentional events. Lack of reason or his inability to pay the ransom, the judge's mistake in judging the government's duty in the event of an accident, and the government's obligation to pay the ransom for traffic accidents (bodily injury insurance fund). One of the most important examples is the responsibility of the government towards responsibilities beyond its control. Manuscript profile

In today's world, the survival of every organization or company depends on its ability to compete with other organizations, and since innovation is one of the most important drivers of companies' competitiveness, is able to create dynamism, maintaining the survival of organizations; On the other hand, one of the challenges for every organization to innovate is financing, and since governments around the world have programs to support the small and medium enterprises and knowledge-based, the purpose of this paper is investigating the impact of government financial supports on the innovation of knowledge-based firms. In order to analyze this issue, the data of Iran Innovation Survey from 2012 to 2014 has been used. The implementation of the National Innovation Survey Plan has been carried out by the Vice President for Science and Technology in order to promote innovative and technological capacities in the country and transfer to a knowledge-based economy. The number of knowledge-based firms in this period was 1300 firms, of which 306 firms were selected from a random sample. The method of the present study is modeling of structural equations based on variance. SPSS and PLS software were used to analyze the data. The research findings show that government financial support has a positive effect on the process, marketing, and organizational innovations of knowledge-based firms, while these conditions do not exist for product innovation. Children as the recipients of the right to health and the future of any society need the support of the government, their parents and legal guardians while entering adulthood. The Convention on the Rights of the Child has referred to the issue of child health in several articles and the Committee on the Rights of the Child has called on governments to consider childhood conditions and children's evolving capacities when fulfilling their obligations toward them. Thus, the Convention on the Rights of the Child has four core principles that underpin all children's rights: the right to life and survival, non-discrimination, the right to be heard and consideration of child’s best interests such as all human rights. Since children's right to health is a general right and encounters various challenges from the time of birth and even before that to adolescence, some principles are added to the basic principles in order to supplement the content of their right to health and complete them. The right to education, protection from abuse and misbehavior and prohibition from harmful practices and threats of the digital world are specific principles governing the definition of children's right to health. Governments need to consider this right of children in all areas and recognize children as individuals possessing rights. Manuscript profile

Happiness is one of the key terms used by philosophers, in general, and by Islamic sages, in particular. From ancient Greek philosophers to the thinkers advocating monotheistic religions and Islamic philosophers, all have dealt with the issue of human happiness. In the view of the majority of philosophers, the ultimate goal of politics and establishing a government is attaining happiness. However, this concept has been defined differently by different thinkers. In this paper, the author has tried to explore the place of happiness in the philosophy of ‘Allamah Tabataba’i, the distinguished contemporary philosopher and interpreter of the Qur’an. In his view, a society attains happiness when it moves in the line of human primordial nature (fitrah) and the system of creation. A religion which has been sanctioned by God is the extension of a detailed primordial nature which exists in our nature. Thus religion – Islam – is the criterion for distinguishing faith and good deed. Accordingly, a society will attain worldly and otherworldly happiness if it is ruled by a religion which conforms to Man’s primordial nature. Manuscript profile

Hobbes and Spinoza are among the philosophers who believe in the necessity of dealing with political philosophy. They maintain that their political philosophies are systematically related to metaphysics and the anthropology that originates in it. In this regard, their views are clearly different from those of their predecessors and even from those of Descartes, who is almost contemporary with them. Spinoza has been influenced by Hobbes in some respects; however, because of the differences between the logic and general philosophy of each of them, there are some noteworthy differences between these two philosophers’ anthropological interpretations and the functions of their political philosophy. The main purpose of the present paper is to highlight the historical background of political philosophy in ancient Greece, particularly during the Middle Ages. While challenging this historical background, it also aims to discover the explicit and implicit metaphysical and anthropological principles and assumptions underlying the views of Hobbes and Spinoza regarding a desirable government and report the differences and similarities between them. The authors intend to demonstrate that Spinoza’s political philosophy is based on ethics and reason. The distinctive feature of his philosophy is its love of human beings and reason. On the other hand, Hobbes’ political philosophy is based on the senses, and its distinctive feature is having a pessimistic view of human beings and presenting a material interpretation of their nature. Accordingly, the principle of preserving the essence in Hobbes’ view is limited to preserving the body, and a superior government means absolute monarchy, the sole purpose of which is protecting the lives of its citizens and establishing security in society. Nevertheless, in Spinoza’s view, protecting the essence is beyond the protection of the body and extends to reason, perhaps even more than the body, because human essence mainly depends on their reason rather than their body. Hence a superior government in Spinoza’s view is of a democratic nature. He also emphasizes the role of government in promoting the human culture and the necessity of educational and ethical policy-making. Manuscript profile

Several studies have been conducted on Naqsh-e Jahān Square so far. However, there is still much to explore regarding the reasons behind its construction and development. Some of the many questions that require further research target the present sizes of its dimensions, the setting of its elements, and the philosophy of using different colors and designs in the various corners of this square. Following two descriptive-analytic and historical-interpretive methods, this study investigated the thoughts and motives behind the architectural design and construction of Naqsh-e Jahān Square. The required data for this study was collected and analyzed through library and content analysis methods. The findings of the study indicate that, in addition to being the Safavid House of Government, this square functioned as a religious-political statement presenting the gnostic-Shi‘ite thoughts which had been hidden in Iranians’ unconscious mind. This square allegorizes the Holy Prophet’s night of ascension and visualizes gnostic wayfaring for wayfarers through reminding them of the different stations of the four-fold journeys. Since the time of Ibn ‘Arabī onwards and, particularly, in Mullā Ṣadrā’s philosophy, four stations have been referred to for this mystic journey called the four-fold journeys. The findings of this study show the correspondence between these four journeys with the four main elements of the square. The four journeys represent an allegory and visualization of the Holy Prophet’s journey on the night of ascension, when he travelled from Mecca to Jerusalem and then to heaven. The 1300-m2 circumference of Naqsh-e Jahān Square allegorizes the 1300 km distance between Mecca and Jerusalem. The designs of Qeysarriyah Bazar symbolize the different aspects of daily and worldly life. Sheikh Lotfollah Mosque has no courtyard and bed chamber, and the wayfarer only witnesses the manifestations of Almighty Truth by standing under the dome of the mosque. The Abbasi jām‘ Mosque is the symbol of the station of “jam‘ (reunion)” in gnostic journey. The second journey begins with traveling at the khafi (secret) and akhfi (most secret) levels, at which the wayfarer is mortalized. The third stage of wayfaring, which embodies a kind of shari‘at, is a confirmation of the idea of guardianship. At the end of the journey, the wayfarer returns to the threshold of Qeysarriyah again. However, this is not a vicious circle because the wayfarer returns to his true self through experiencing the previous stages. Manuscript profile

Abstract: The present study aimed to investigate the impact of demand management policies uncertainty on Tehran Stock Exchange output. The uncertainty in money supply and government expenses variables on stock exchange output has been studied using monthly data over the period of 1387-1392. The results indicated that money supply variable has the problem of uncertainty while government expenses don't. The results of MSEGARCH model on money supply variable showed that uncertainty in money supply variable in both high and low volatility has a significant negative impact on stock exchange output. The results of MS-VAR model represent the fact that government expenses have a significant impact on stock exchange index in both upswing and stagnation phases. Accordingly, it is observed that the uncertainty in demand management policies is influencing stock exchange output and these influences are in conflict with each other, so it is suggested that the government managers and policy makers (government expenses) and Central bank (money supply) implement the policies with more coordination in order to decrease the amount of these conflicting impacts. Abstract Unexpected changes in oil prices on international unstable markets, impact on economic development (Due to budget dependence on oil and the high proportion of government in the economy). Financial management and economic planning in applying a policy, always consider other conditions constant but in action, macro-economic variables such as income and government expenditure are affected by unexpected internal and external shocks and this factor impairs economic development and the effectiveness of the policies intended are disrupted. Therefore, Iran's official policy has always been faced with the challenge of managing the oil income shocks. Considering the importance, in this study, by using models of TVP and TVPFAVAR, using software econometric MATLAB and EViews and using quarterly data over the period 1367 to 1394 has been paid to the effects of the oil shock on the relationship of income - expenditure the Iranian government. Considering that, the exchange rate is a channel for oil income to the economy, the effect of exchange rate shocks is estimated this relationship. Based on the results, oil income shocks increase the relationship of income - government spending. This means that oil shocks increase government expenditure in each period. However, the effects of increasing it during, is decreasing. Also, government spending relative to negative income shocks, was inflexible. Thus, the dependence of the budget oil revenue, through time, has not diminished. As a result, it is proposed that: managers and government policy makers, to improve the relationship between income and expenses, Avoid from policies of discretionary and temporary treatment and take action to prevent and systematic policies. Also, exchange rate shocks have caused the relationship between income and expenditure, reduced. In other words, the increase in the exchange rate through time is not a revenue source for the government to finance its expenditure. Manuscript profile

The role of the state in political society is the most important discussion of political philosophy about the state. However, whether we consider the origin of the state as a contract or the state as a natural phenomenon, the mission we ascribe to it can be raised to some extent independently of the discussion of its origin. Theories related to the role of government can be divided into two main groups. The first group, which considers the limited intervention of the government in society, includes the school of liberalism and its different tendencies and perceptions. In this group, the role of the government is basically negative and deterrent, and government intervention in citizens' rights has an exceptional aspect that must be justified based on the basic concepts of freedom, justice and equality. It is the government. In these theories, the starting point of the discussion is society and the individual is considered a subject of society. However, in this group, too, there is a lot of respect for freedom. However, the provision of freedom is not possible except in the shadow of justice (especially distributive justice) and equality. The most prominent representative of this group is the school of socialism, which is very common in the political systems of Europe today. These roles of governments from a moral point of view have significantly affected the fate of individuals and economic actors and have sometimes caused great damage to them. Accordingly, it is necessary to examine the nature of the policies of these two groups in terms of being in the category of governance or enterprise, from a moral perspective, to examine the possibility of compensation and the basis of this compensation. Violence is one of the most important aspects of the history of human political life which appears in the form of physical and mental suffering in a person. Political thinkers and theorists have tried to explain the phenomenon of violence within their political theory. Carl Schmitt is one of the most important political and legal theorists of the twentieth century who has explained the concept of violence. Schmitt divides human life into diverse and relatively independent realms of thought and action, including ethics, aesthetics, economics, etc. The realm of politics and "political" is one of these realms with the criterion of friend-enemy distinction. The political premise of the state and the state is the manifestation of the nature of politics. Politics is also the decision of the ruling person in an exceptional situation. The ruler is the one who decides in exceptional circumstances. The government, or the ruling person, has a complete monopoly on the use of violence. The ruler, who decides and assigns tasks for it from outside the legal system, is forced to use violence, which is called sovereign violence. This article attempts to explain the theory of violence in Carl Schmitt political thought. Manuscript profile

One of the most important issues in the divine government is following a just ruler who is based on the Islamic Shari'ah. So the people are obliged to obey him and observe the laws that are announced for implementation after their approval. The same basis exists in the Holy Quran and especially in the rule of Hazrat Yusuf and the rule of Imam Ali (peace be upon her). According to verse 21 of Surah Al-Imran and many other verses of the Holy Quran, the result of disobeying the just ruler will be the limitation of a rebellious person's actions in this world and the punishment of the hereafter. One of the other important issues that is considered in this article is the duty of the people to the government for work and activities. In the life and rule of Hazrat Yusuf and especially Imam Ali peace be upon him, government officials and people were given special attention in performing their duties. With the responsibility that is given to Hazrat Yusuf (peace be upon him), due to the arrival of famine and readiness to deal with it, he puts himself and all the people of Egypt to work. Many experts believe that the legitimacy of governments depends on the amount of providing quality "public services". Public services are performed with the aim of providing public benefits, and if the government does not have the power to perform this task, it loses its competence. The legitimacy of governments depends not only on the nature of the services they provide, but also on how they are provided. (Vaazi, Reza; Sohrabi, Shahla, 2017). There is strong evidence that the private sector provides better quality services than the public sector. However, the public sector must always review and review its services; Because today's clients do not accept the slightest dissatisfaction. In this regard, according to the notification of the executive policies of Article 44 of the Constitution, government organizations must improve the quality of their services and seek the satisfaction of the clients in order to remain in the field of competition. In today's world, customers are at the center of attention of companies, and their satisfaction is the main factor in gaining a competitive advantage of organizations. Accurate identification of their expectations, tendencies, abilities and limitations in purchasing products has been more and more noticed by companies. In order to manage public services, obtain satisfaction and communicate with customers, a deep study and research should be done to examine and explain the concept of public service marketing, and this article is also compiled to investigate this general goal. Therefore, in this research, an effort has been made to identify, explain and investigate the methods, basic assumptions and basic concepts of public service marketing in the form of a set of opportunities, challenges and solutions. Despite the existence of a legal regime to deal with climate change in the current era, the various consequences of climate change are increasing rapidly and the most negative effects are on the poor and marginalized people around the world. Considering the ineffectiveness of the government's legal responsibility institution in meeting climate commitments, what practical solutions can be considered to deal with this challenge? It seems that considering the uneven path of the legal system of international responsibility to deal with climate change, from the Structural Convention to Paris, it is possible to resort to the moral responsibility of governments by validating moral principles. In this article, with a descriptive and analytical method, after examining the legal regime of climate change and its challenges, ethical principles and its relationship with obligations related to climate change are discussed as a practical solution to deal with climate change. In the world, most of the national economies have experienced economic stagnation after the financial crisis. This has raised the need to examine the impact of financial innovation and economic growth to protect countries from problems that may arise from financial sector market failures. With the growth in the global economy, it is one of the basic factors of financial innovation that is observed in developed and developing countries and creates fruitful results for the economy. The relationship between financial innovation and economic growth during the last few decades is one of the topics of concern for economists. In this study, using the PMG test, we test the effect of financial innovation indicators on economic growth in developed and developing countries for the period from 2000 to 2022. Three proxy variables have been used to calculate financial innovation: liquidity to the volume of money in circulation (M2/M1), bank credit to the private sector, and a proxy with mobile phone penetration is used to calculate the number of active internet subscribers to the population. In developed countries, in the long run, all the coefficients except the inflation rate are significant at the level of 5%. The effect of government spending, gross capital formation and trade liberalization on economic growth has been positive. The coefficients of M2/M1 and mobile phone penetration are negative and the reliability coefficient is positive. In developing countries, coefficients of M2/M1 and mobile phone penetration are negative and credits are positive. Financial innovation indicators M2/M1 and mobile phone penetration rate (MB) have a negative effect on economic growth.
