        Introduction and goal: universities spend large sums of money and resources on scientific research which short terms results are often difficult to predict, medium term achievements are uncertain, and long term returns may prove disappointing. In a policy making view, these expenses should be justified for society that are the real investors. The goal of this paper is to investigate comparative impact of Iran’s polytechnics on industry and technology. Method: This paper use Bibliometrics methods and indicators. 17 polytechnics are evaluated based on their patent’s citations to scientific articles, innovative knowledge, technological impacts, Joint research publications with industry and number of patents in 4 patents databases including General Office of Industrial Property patent database, Us patent and EPO. Findings: Among Iran’s polytechnics and based on innovative knowledge, number of Us patents citations and University-industry research cooperation Sharif university is first. In technological impacts Isfahan University of Technology is first and this university is jointly first with K.N.Toosi University of Technology based on PCT patents. Amirkabir University based on intramural patents is in first place. Iran’s polytechnics haven’t good position relative to world class universities. Manuscript profile

        Today, the role and importance of innovation in the domestic and international developments of the countries is so obvious. Evaluation of innovation at the national level is crucial for policymaking in this area. For this reason, extensive studies have been conducted in this area. In the Islamic republic of Iran, by determining the "innovation and development" as the slogan of the year 2008 and public announcement by the Supreme Leader and the mobilization of internal capacity to develop the infrastructure for innovation, the importance of the above-mentioned issue has been shown more than before. In the next years, this strategic slogan was stressed in a statement by Supreme Leader with phrases such as "This is a true slogan and innovation is a need for current movement of the country". In recent years, the "resistance economy" has been noticed as a strategy in macro policies of the Islamic Republic of Iran, which is the most important pillar of the knowledge-based economy. Therefore targeted guidance of innovation at the national level as a critical need is desired at present. Development of the National Innovation is possible by purposeful interaction of some institutions. This institution can promote and develop innovation in the form of a dynamic and productive system in case of targeted integration and communication among themselves.         The purpose of  this research was study of relationships between the talent management and social capital in NIOC. Research type was descriptive correlative. Statistical population of research included all personnels who were 220. Statistical sample was 110 who were selected by random simple sampling method. To gather data, two questionnaires were used: talent management questionnaire with 24 items and social capital questionnaire with 24 items in terms of 5 scales likert. Questionnaires content validity confirmed by experts.The reliability coefficients of questionnaires were obtained through Cronbach alpha as 0.81 for social capital and 0.87 for talent management. Collected data was analyzed at level of inferential statistics (Pearson correlation coefficient, one sample t-test and regression) by spss software. Research findings revealed that mean of talent management components and social capital was higher than average. The biggest mean in talent management related to talent Recruitment (3/93). The Session Initiation Protocol (SIP) is an end to end application level protocol for establishing, terminating and modifying sessions and has experienced widespread use in IP networks due to its distinguished features such as being text based, independence from the underlying network, and more importantly supporting various types of mobility. In fact these features have lead SIP to be used as the core signaling protocol in the IP Multimedia Subsystem, which is the control plane proposed for next generation networks by the 3GPP community. Nevertheless, the performance of SIP servers when used by the millions of users of the next generation networks is not well established. In this paper we evaluate the performance of SIP servers using a test bed developed at the Iran University of Science & Technology. We consider eight different configurations for SIP server and also study the effect of using TCP and UDP as the transport protocol for SIP packets. We measure several parameters including call setup delay, call failure rate and SIP server throughput. Our results suggest that using SIP in large networks require using special techniques for balancing the load of SIP servers as well as mitigating temporary overloads.  Manuscript profile

        This study was aimed to evaluate the effectiveness of information technology in monitoring and evaluating public service providers and institutions in order to extract managerial knowledge. This research is a descriptive survey. Data collection tool was a questionnaire including demographic information and questions about measuring variables. The statistical population of the present study consisted of employees of executive agencies located in Mazandaran province. The sample size was obtained using the Cochran formula, 346 people. The sampling method is simple random. Data were collected and classified by SPSS V. 21 and LISREL 8.8 software. The results of this study showed that speed, accuracy, reliability and ease of use of information technology have a significant effect on the monitoring and evaluation of services and facilities (p <0.001). In fact, rapid access to information, accelerated data processing, information provision through automation, and information security can lead to better monitoring and evaluation of service providers and institutions. This attention has been up to the point that many managers and organizations consider the existence of up-to-date infrastructure and technologies as a sign of the maturity of the organization's information technology.         Life Cycle Assessment method is an accepted approach for assessing the environmental impacts of a product's life cycle, which is calculated on the basis of two components: the amount of consuming resources and the release of pollutants to the environment. In this study, the environmental impact assessment of pistachio production from the beginning of planting to the field door was estimated using Life Cycle Assessment (LCA) method in Rafsanjan. Initial data were collected through questionnaire method and interview with local farmers. The collected data were analyzed using Ecoinvent®3.0 database and Simapro8.0.4.30 software. The system boundary, field and work unit were considered as a ton of pistachios in this study. The results of this study showed that the use of diesel and electricity as energy sources lead to the release of CO2, NOx, SOx and heavy metals into the environment. Analysis of the pistachio data showed that emissions from fertilizers in the layers had the highest role in source reduction, global warming, toxicity to humans, toxicity to marine aquatics and chemical photooxidation. Emissions from fuel consumption had the greatest effect on ozone layer depletion. Manuscript profile

In this research , by using the multi criteria techniques and analytic hierarchy process of geo – environmental evaluation for urban land planning with use of geographical information system of zone of 22 has been used .according to this research, effective criteria of land suitability of land planning is divided in to 9 criteria , slop, height , geology , land use , land unit , distance from river, distance from fault , distance from road .the 5 main land uses are high rise building , multistory building , low rise building natural conservation, recreate . the results show that the results show that 19.3 percent area of zone is suitable for high rise building, and 15.28 percent suitable for low rise building. the spatial distribution is of these zones is from north to south and southeast. Suitable area for natural conservation is about 17.6 percent, and 23.33 percent area appropriated for recreation. The conformity of existing building with the suitability maps for the 5 main land uses shows that there are some areas of conformity, but in the other areas, there is unconformity. Manuscript profile

        In this study Data envelopment analysis is used for the assessment of enterprise resources planning systems of 18 manufacturing companies, to determine whether the defined goals for ERP systems have been able to affect the performance after the implementation of the system. Considering the identification of effective factors in implementing ERP systems and using the previous researches, the performance evaluation criteria of this system were identified. Then, using experts’ views the most important input indicators were ranked by fuzzy DEMATEL and output indicators by ANP. In this ranking, time spent on implementation, the implementation infrastructure, training and user support were identified as top input indicators, and three indicators of productivity increase, proper resource management and user satisfaction were selected as top output indicators. Using selected indicators, the performance of ERP systems of selected companies was evaluated. The results of this research will be useful in identifying the strengths and weaknesses of companies compared to top ones and making their ERP system even better. Manuscript profile

        The field of electronic content is one of the most influential pillars of digital transformation. For proper planning to develop or modify the process of social, economic and cultural influences in the digital transformation trend, it is necessary to provide a proper assessment of the position of electronic content and its status. Considering the various components of electronic content and also the areas affected by it, determining the status of native electronic content in the country requires having a suitable model to cover all dimensions and thus its evaluation. The purpose of this paper is to present an appropriate and local model to assess the electronic content in the country in terms of setting up programs and policies in this area, the effectiveness of the indices offered in the proposed model for different actors and stakeholders could be traceable based on the value chain. In this paper, with regard to the importance of explaining the basic concepts of electronic content, as well as review of upstream documents and existing policies, the focus group research method has been used to determine the model elements and indices of different parts of value chain. Given the increasing number of SPs that are being set out both in highly industrialized as well as developing countries, the problem of measuring the performance of science parks is becoming paramount both in practiontoners and academicians agenda. The present work is aimed at evaluating Iranian SPs that are members of IASP based on criteria the repercussion of the science park in the territory. Performance criteria that used are networking, convention and collaboration stipulated between science park lab’s and local firms, new products and processes adopted by local firms and developed by the collaboration with the science park, number of firms born by the collaboration with the science park within re-industrializations programmes of abandoned industrial areas, number of workers employed in firms originated from the collaboration with science park and number of environmental improvement carried out in collaboration with science park’s lab. In This study these criteria are localized based on Iranian SPs circumstances. FAHP is applied to determine the relative weights of the evaluation criteria and FTOPSIS is applied to rank the alternatives. A successful business model indicates a better option so that it can offer greater value to a distinct group of customers and bring greater benefits to the company. At the start of a business, failure to identify an appropriate business model, leads to the failure of organizations to achieving its goals. Despite the importance of this issue, there is no standard for the definitions and components of business models. Hence, in this study, definitions and components of business models are discussed, according to the different approaches in modeling business models. However, merely having a good business model at the inception of a company is not enough; what is more important is utilizing and maintaining a proper business model over the life of the institution.The power of a business model is such that it can be a powerful tool for analyzing, testing, and evaluating organization's strategic options. In the last decade, Business intelligence has evolved as one of the critical applications in organizations to provide useful insight, support decision-making, and drive organizational performance. However, to avoid the ineffective experiences during the deployment, it is important to clarify the impact factors of a BI system and find out a Suitable assessment method to evaluate the performance of BI systems. Evaluating the effectiveness of business intelligence systems is vital to our understanding of the value and efficacy of management actions and investments. This research is a descriptive survey. We construct an Assessment model to assess the performance of business intelligence systems based on the outcomes of previous researches. Furthermore, an expert questionnaire using fuzzy analytic hierarchy process (AHP) was used to filter out useful performance indicators. The analytic hierarchy process is a structured technique for organizing and analyzing complex decisions. Finally, we analyze a real case by using the constructed assessment model for Business Intelligence systems. We choose an automotive parts manufacturer as a case. The survey sample population consisted of 66 randomly taken employees and managers of the case. The results indicate that the performance of Business Intelligence system in our case was suitable.         The main objective of this paper is employing main components of technology management to analyze and evaluate ICT sector situation in Iran compared with 35 selected countries. To this end, a conceptual model for technology management in ICT sector has been developed. Then a set of appropriate indicators have been determined and classified by expert panelists to measure core components and supportive components of proposed conceptual model. Considering proposed conceptual model and selected indicators, the cross section data was collected for 35 selected countries from official and widely accepted international reports and datasets such as WDI, ITU, etc. Finally, technology management components in ICT sector of Iran have been compared with 34 selected countries in terms of policy-making issues, facilitating innovation, research and development activities, human resources training, financial support, entrepreneurship enhancement and technology diffusion.         Evaluating the performance of the knowledge-based companies settled in science and technology parks is one of the criteria for determining the success rate of these STPs. Promoting the necessary skills in STP managers through the implementation of real and operational performance assessment systems is the best way for fulfilling this goal. The STPs mission could be achieved through a n integrated chain from research to production. Removing the gap between scientific and research ideas into products and services, directing the knowledge-based companies, meeting the actual needs and providing value-added services to the commercialization stage are the major missions of technology parks. The existence of a model for analyzing the role and the status of effective factors through assessment process is considered as one of the important measures for developing science and technology which has been paid less attention in Iran today. The need of organizations to the phenomenon of entrepreneurship has been led to the creation of a certain territory of this concept that is called organizational entrepreneurship. As far as organizational entrepreneurship are transformed to one of the strategic approaches in organizations, to achieve high performance and great success. Choose this approach is effective for organizations when we can evaluate the results and provide organizational goals with proper management. So, having appropriate indicators to be used for the assessment of organizational entrepreneurship is very important. Therefore, this study seeks to identify appropriate indicators to evaluate the performance organizational entrepreneurship. For this purpose, after reviewing research literature, were extracted performance evaluation indicators, and with the help of the framework of EFQM Excellence Model, were classified in 9 categories. After refining the extracted indicators and removal of repetitive indicators, the 63 index that had remained, to determining the most important indicators, was placed in the hands of experts in the format of a questionnaire and Finally, by analyzing data obtained, were identified appropriate indicators to evaluate the performance. The performance evaluation of technology companies will help them to improve their performance and make the park supportive services more effective and helpful. Performance evaluation is one of the most important priorities of Yazd Science and Technology Park. Therefore, the purpose of this paper is to design and explain a performance evaluation model of technology companies in this Park and analyze the results of its implementation. The evaluation model of Park is based on various performance evaluation models and theories, as well as through brainstorming with park managers and technology companies. This model evaluates the technology companies in four areas: nature of the company, structure and human resources, main idea and technology, and market. The evaluation process is designed according to both quantitative (documents and non-confrontational??) and qualitative (face to - face interviews) indicators. Then, based on this model, information of technology companies are collected and analyzed by an evaluation system. The results of evaluation showed that although the status of companies is far from the park's expectations and goals, it is acceptable in comparison with the community (province and the average of country) in terms of the value-added of manpower and the cost of employment. Therefore, the purpose of this study is to find a framework for better assessing the ecosystem of startups and helping the local economy. For this purpose, after reviewing the research background and using library studies, the initial framework was designed and the final framework was adjusted through interviews with relevant experts and implemented in a case study in Bushehr province. Finally a framework with 7 main components and 68 indices was developed.         The purpose of this research is to identify and prioritize the criteria of knowledge management systems using BSC. The research method is descriptive-survey and the type of applied developmental research is Friedman and AHP ranking tracking method. Statistical population included all experts and top managers of Pars Khodro Company (157 people) and sample size was 111 people based on Cochran formula. Data were collected using a questionnaire designed by previous studies and expert opinions. Content validity index (CVR) was used to determine the validity of the questionnaire and Cranach’s alpha coefficient of 0.728 was used to determine its reliability. Data were analyzed using SPSS and EXPERT CHOICE statistical software. The results showed that: BSC's vision is financial, customer, growth and learning and internal processes respectively. From the financial point of view, the CEO's financial knowledge is the highest and avoidance of duplication of costs is the lowest, and from the customer's perspective, the highest priority is to improve the quality of customer service and the customer's least. And change in the system is the least important of the improvements, and lastly, the internal process view has the least degree of effectiveness of the system in achieving the most desirable organizational objectives and document size.         Promoting the well-being of children around the world and defending their rights is the objective of the International Convention on the Rights of the Child, and the countries committed to it, have made extensive efforts to achieve this goal. However, making sure that this is done requires an evaluation of performance - how well governments adhere to their commitments and how successful they are in enforcing its provisions. In this paper, the status of child rights is based on 20 quantitative and qualitative indicators in five domains. The purpose of this article is to provide an analytical overview of the 2019 evaluation report and to identify implications for improving children's rights performance in Iran. Based on the analysis of the findings and the interpretation of the results of this report, it can be deduced that most countries have followed a similar pattern over the years, but the overall findings indicate a profound gap between the scope of action and international child rights policies in the world. Iran is ranked 100th out of 181 countries, which is not favorable. While in Iran quantitative indicators are above average, but in qualitative indicators related to "enabling environment for children's rights“ the results are very poor. This finding underscores the need to pay attention to proper legislation and enforcement in the country, to determine the best budget available for children's rights, to develop government and civil society cooperation, to focus on child participation and non-discrimination between specific groups.         The aim of present study was to investigate the relationship between the quality of classroom instruction and cognitive appraisals with academic emotions and their motivational outcomes, based on Pekrun’s control- value theory. The participants were 586 nine grade students (male and female) in Tehran that selected using multistage cluster sampling method. The participants completed five questionnaires, Academic Emotions Questionnaire (AEQ), Academic Motivation Scale (AMS), Academic Control Scale, Cognitive Activation Questionnaires and Perceived Teacher Feedback, Questionnaire and four scales, task difficulty, task value, mastery evaluation and Teacher’s Quality of Teaching Scale. The relation between variables were examined by a structural equation modeling and tested with path analysis method that the model was confirmed. The results of path analysis showed that cognitive activation, task difficulty, mastery evaluation and achievement feedback had significant and direct effects on cognitive evaluations. Cognitive activation and task difficulty had direct and indirect significant effects on positive and negative emotions and self-determined motivation, through mediatory variables. Achievement feedback had a significant direct effect on positive emotions and it had indirect significant effects on negative emotions and self-determined motivation. However teacher instruction quality had only a direct effect on negative emotions and an indirect effect on self-determined motivation. Also academic control and task value had significant effects on positive and negative emotions and self-determined motivation, and this emotions had significant effect on self-determined motivation. Therefore instructional quality as classroom environmental factor affect on cognitive appraisals and they are both determinants of positive and negative emotions experienced in classroom, And these emotions affect on self-determined motivation of students Manuscript profile

        The aim of this study was to compare the effectiveness of group cognitive behavioral therapy and psychodrama on reducing cognitive symptoms of social anxiety. This research is a quasi-experimental pretest-posttest design with a control group. In this study, 60 students who met the criteria of social anxiety were randomly divided into three groups of 20, including two experimental groups and a control group. All three groups were assessed with Social Anxiety Questionnaire of Connor (2000), Fear of Negative Evaluation Scale-Brief Form of Leary (1983), Focus of Attention Questionnaire of Woody & et al (1997) and Levels of Self-Criticism Scale of Thompson & Zuroff (2004). After 12 sessions of 2 hours of cognitive-behavioral group therapy and psychodrama intervention separately in the experimental groups and nonintervention in the control group, Cognitive variables were assessed again. Findings showed that cognitive-behavioral intervention and psychodrama both significantly reduced the fear of negative evaluation, self-focused attention and self- Criticism in experimental groups compared to the control group. This difference was not significant between the experimental groups. However, many of these plans are in dire need of rigorous study and evaluation. Accordingly, we have tried to provide a theoretical-methodical model for evaluating and improving the performance of urban plans,based on existing theoretical approaches and also results of research in this area. Our proposed model evaluates the performance of urban plans by measuring three main variables, i.e. effectiveness, justification and sustainability of results, each of which follows a different measurement and evaluation process. This model explores the origins and causes of success or failure of a plan in three areas, namely policy making, implementation, and participation, and the resultedmanagementsystem is based on two key mechanisms: structure and approach.         A lot of methodologies for evaluation of the lean transformation have been proposed in the literature, but just a few of them explicit relations among the components of the lean enterprise transformation, with focusing on the priority and identification of the relative weight of each element on the lean transformation have been considered. Therefore, we try to quantify those relations in this study. So, to structural investigate the relationships among the elements, a model is proposed that presents a novel comprehensive insight to the lean transformation process. This study proposed an analytic modeling approach in the lean enterprise transformation to identify the weights of the elements. The goal is to operationalize the highly qualitative relationships among the lean transformation components. In this paper 32 effective factors in lean enterprise transformation, identified as "sub sub criterion" were grouped into eight categories classified as "sub criterion". These eight sub criteria classified through 3 criteria in the higher level which are “organizational asset development”, “quick adaptation to markets and competitive superiority acquisition” and “supply and distribution network optimization These three criteria were proposed as the major criteria involved in "delivery value maximizing", and ultimately, the value maximizing recognized as the main target of the lean transformation in companies. Fuzzy DEMATEL technique and fuzzy analytic network process modeling are used to determine the relationships and the relative weights of each component and then with fuzzy VIKOR method, 25 identified solutions related to conceptual model were ranked for implementing the lean transformation which regard the organizational purposes and the weights of the end level parameters of the conceptual model in a proposal framework.         A lot of methodologies for evaluation of the lean transformation have been proposed in the literature, but just a few of them explicit relations among the components of the lean enterprise transformation, with focusing on the priority and identification of the relative weight of each element on the lean transformation have been considered. Therefore, we try to quantify those relations in this study. So, to structural investigate the relationships among the elements, a model is proposed that presents a novel comprehensive insight to the lean transformation process. This study proposed an analytic modeling approach in the lean enterprise transformation to identify the weights of the elements. The goal is to operationalize the highly qualitative relationships among the lean transformation components. In this paper 32 effective factors in lean enterprise transformation, identified as "sub sub criterion" were grouped into eight categories classified as "sub criterion". These eight sub criteria classified through 3 criteria in the higher level which are “organizational asset development”, “quick adaptation to markets and competitive superiority acquisition” and “supply and distribution network optimization These three criteria were proposed as the major criteria involved in "delivery value maximizing", and ultimately, the value maximizing recognized as the main target of the lean transformation in companies. Fuzzy DEMATEL technique and fuzzy analytic network process modeling are used to determine the relationships and the relative weights of each component and then with fuzzy VIKOR method, 25 identified solutions related to conceptual model were ranked for implementing the lean transformation which regard the organizational purposes and the weights of the end level parameters of the conceptual model in a proposal framework.         This study has been implemented aimed to investigate the effect of training on quality of work life and work performance among employees Iran University of Science and Technology. In order to achieve this target statistical population (all employees Iran University of Science and Technology) which were 1180, have divided into 3 groups; service staff, administrative staff and professors. And of these, 500 employees that randomly selected from a list of employees, responded to the survey questionnaire. Research method is Correlation and questionnaires used in the survey includes: Quality of work life questionnaire (with 27 questions) components are designed based on the quality of work life, Casio Merton’s and Training questionnaire (with 19 questions) and performance assessment questionnaire (with 12 questions). To assess the reliability are used Cronbach's alpha and SPSS software, Where was obtained; reliability coefficient of performance assessment questionnaire 0/84, Reliability coefficients quality of work life questionnaire 0/88 and Reliability coefficient of training method 0/79. In order to analyze data and determine the relationship between the three variables, we used correlation test and to check whether or not a significant difference was used analysis of variance. This study indicates that "the relationship between quality of work life and performance of staff is significant in level of 0/014 with training staff. By considering the importance of assessment and supervision and aiming to fill this gap, this paper will architecture the healthcare assessment system in Iran. Based on investigating of different performance evaluation models, the performance measurement system was designed through Balanced Scorecard (BSC). Prioritization of Balanced Scorecard perspectives and indicators was also conducted using Analysis Network Process (ANP) and questionnaires collected from the expert team. Nominal group technique was used by the expert’s team to determine and confirm the results. In addition, to determine performance evaluation indicators, related literature, general policies, successful experiences and scientific breakthroughs were considered and the opinions of experts were extracted in consecutive meetings. The aim of this study was to identify and prioritize service outsourcing criteria in the General Administration of Roads and Urban Development of Mazandaran. The present study is fundamental-applied in terms of purpose and descriptive-survey in terms of method. The statistical population of the study was the managers and experts of the General Directorate of Roads and Urban Development and the experts of the companies providing services to this General Directorate in 2019. Questionnaires made by the researcher were used to collect data. The face and content validity of this tool was confirmed by experts and its reliability was analyzed based on incompatibility coefficient less than 0.1. The data of this study were collected after distributing paired questionnaires among individuals and then analyzed using Expert Choice software. The results showed that the outsourcing criteria of services include: evaluation and management, decision making and planning, and also the evaluation and management criteria had nine sub-criteria and the decision-making and management criteria each had eight sub-criteria that the weight and importance of outsourcing criteria. With this awareness, opportunities are provided for the growth and development of the automotive industry and suggestions can be made to get out of the crisis and recession in this industry.         The insurance industry is vital in the country that is affected by green marketing. However, there is no accurate information on the green marketing situation in the country's insurance industry. This research has been tried to identify the main criteria of green marketing evaluation to provide a model for a green marketing audit. In this regard, first, the main criteria were identified and approved by experts through a questionnaire. The final framework consists of 24 sub-criteria that are classified into ten criteria. Then, by using the fuzzy DEMATEL method, the internal relationships between the criteria and the hierarchical analysis method, each criterion and sub-criteria's final weight are obtained. According to the results, among the causes, the criterion of mission has the greatest effect on all criteria and takes the least effect from other criteria. So, this criterion has the most stimulus role, and by optimizing it, we can expect the optimization of other factors. The green sales factor is also strongly influenced by other factors and is optimized by optimizing other factors.         Regarding the full-scale economic warfare against the Islamic Republic of Iran and, consequently, the threat of multiple impacts on Iranian organizations, the general policies of resistive economy should be considered as a road map for Confronting crises and economic capability of organizations. Therefore, the attention and focus of this research is on designing a model for assessing the extent to which general policies of resistive economy are realized at the level of government production organizations. In addition to evaluating the performance of a production organization in order to meet the requirements of a resilient economy and identify the status quo, the model can be used to strategically select programs and improvement projects to meet the requirements, based on performance gaps and the pattern of relationships between function and conductor criteria in order to achieve requirements of resistance economics. In this research, the data were collected through reviewing and studying library resources, documents, and using the focus group technique as a complementary method, the method of analysis of the subject was used and the base codes, sub-criteria (basic themes), and the criteria for the model (organizing content) were specified. In the following, using the Structural-Interpretative Modeling (ISM) approach, the main criteria identified were addressed to 25 members of the statistical population in the form of a questionnaire and based on which relations between the criteria and severity of influence or dependence of each criterion were determined. Identifying the components of e-government evaluation In addition to identifying the important aspects for the development of e-government in the executive apparatus, it is a tool to know the status of progress of the executive apparatus and identify strengths and areas for improvement in the development of e-government. The main purpose of this study is to study the criteria and identify the components of evaluating the progress of government executive bodies in the development of e-government under the title of e-government evaluation framework. Accordingly, the initial criteria have been identified based on a literature study. Then, with the help of expert opinions, the criteria are reviewed and defined. With the help of a questionnaire, the importance of each criterion in the development of e-government in the country's executive apparatus has been questioned through random sampling. After measuring the importance of the criteria from the perspective of experts, effective criteria have been categorized using exploratory factor analysis. The results of factor analysis show 27 criteria identified in six components; e-governance quality, e-governance leadership and motivation, productivity and facilitation, support, e-services management, and e-legislation are summarized.         Nowadays, with the increasing share of wind power in electrical energy sector, performance evaluation indices are of great importance. Such indices can lead to optimal utilization of invested capital and effective development of existing wind farms. Despite having some of the required characteristics, the capacity factor based on traditional definition has some limitation. This study aims to extend the concept of capacity factor and presents a comprehensive formulation in order to calculate this index using measured and simulated data for one turbine, all turbines connected to a feeder or a busbar, and all turbines of a wind farm. This formulation also provides a framework for calculating the capacity factor in various time periods (annual, seasonal, monthly, etc.) and different time slots (all hours, special hours, hourly, etc.). As a case study, performance of the installed wind turbines in Manjil wind farm is investigated over an operation period using both measured and simulated data. Performance evaluation of the farm is also carried out with a newer variable speed type. Moreover, capacity factors of the feeders, busbars, and the entire farm are calculated using the turbines simulated data as well as measured data of the feeders over an operation period, and various results of exploring the obtained capacity factors are presented. Numerical results demonstrate the effectiveness of newly presented method for the performance evaluation of wind turbines and wind farms based on extended concept of capacity factor. The data collection tools were semi-constructed interviews and researcher-made questionnaires which their reliability and validity were confirmed. In order to analyze the data, one-sample t-test, chi-square test and Friedman test (for quantitative data) and content analysis method (for qualitative data) have been applied. Findings show that a high proportion of respondents satisfied with the design, content, teacher and organization training courses and learning through "informal discussions" are almost used in the workplace. Also Findings show a correlation between the results of the holding period, with results expected from predetermined exists. Therefore it can be concluded that MBA course has been effective. In terms of purpose this study is an applied research, and research evaluation for data collection. A researcher-made questionnaire consisted of 20 closed questions was used to collect data. The validity of this was reviewed and approved by using view point of university professors and its reliability was calculated 94/5% by using Cronbach's alpha. After gathering and summarizing data, were used descriptive and inferential statistics to analyze and interpret the research questions. The results showed that from the organization's employees point of views the situation of talent based development process is in a favorable level. Moreover, the results indicate a significant gap between the current situation and the desired situation in all components of talent based development process. Continuous improvement in the quality of staffs’ in-service training, is an essential factor in improving the competitiveness of educational institutions. Based on the quality of services approach, this study aims to assess the quality of in-service training using cross-correlation method. As for the statistical population of this study, 140 participants of training courses in Shahid Sattari University of Science and Technology were selected. Using a simple random sampling method, 92 people from these participants have been selected to receive questionnaire. The obtained data were analyzed using single-sample T-student test and Pearson and Friedman correlation methods. The results indicated that from learners’ perspective, the various components of in-service training seemed eligible and there was a meaningful and positive correlation between the satisfactions of participants from training with the overall quality of training and training’s components. Among the factors affecting the in-service training, the respondents chose staff as the most important factor. Manuscript profile

        The purpose of this research is to study and prioritize factors which are effective on succession planning success in banking industry. This is an applied and descriptive research. Statistical sample of research is 15 persons including Refah Bank managers and experts. Data gathering was done by Delphi method, asking experts’ opinions. Opinions were gathered by a researcher-made questionnaire including factors affecting the success of succession planning. After that, data were analyzed using Spss and Excel software and also fuzzy TOPSIS method for prioritizing factors, which is one of the multi-criteria decision making methods. Results showed that “support and participation of senior managers” and “justice” are the most important factors in the success of succession planning with the approach of assessment and development center.         The purpose of this study was to identify and explain the dimensions, components and indicators of the electronic learning management system in the Maskan Bank. The research method is applied in terms of purpose, and in terms of how information is collected, it is qualitative. In this research, after the purposeful sampling, the process of interviewing with key and informed experts until the identification and full description of the dimensions, components and indicators, and the achievement of theoretical saturation persisted. To determine the logical framework of the total collected data, the steps were taken to identify, note and classify the concepts. For this purpose, the collected data were aggregated and the texts were re-examined and categorized as major categories. Finally, the categories were reviewed, repetitive deletions, similar and smaller mergers, and the dimensions of the specified topic were ranked within the framework of the components and indicators. Based on the results, the extracted model has 4 dimensions, 5 components and 30 indicators for assessing the electronic learning management system. After finalizing the data analysis and extracting the conceptual model, in order to measure the validity of the model with 10 experts and experts of the bank in the form of a focal group about the dimensions, components and indicators of the model of consensus and agreement.         Education is a very complex and sensitive issue, and the sustainability of a society depends largely on the efficiency and effectiveness of the education system. If the education system can properly fulfill its mission of individual and social development, it will also provide a favorable environment for cultural, economic, political and social development in society. It goes without saying that a great deal of the complexity and sensitivity of the education system goes back to the competencies of senior education managers. One of the challenges of HRM in organizations, especially in education, is how to select and promote managers. In this regard, the evaluation process process is used as a guideline for evaluating and effectively developing competencies in workplace-like conditions. Therefore, the present study was designed to identify the competencies of higher education managers and to present managers' competency models for use in evaluation centers. Mixed research approach was used to conduct the study. The research population in the qualitative section was all experts, professors and senior managers in the field of education, who were interviewed with 17 experts using snowball based sampling and the statistical population was all of the education managers in Tehran. 462 individuals were selected using cluster sampling method. The research instrument was a researcher-made questionnaire in the quantitative phase. Its validity was confirmed by experts and its reliability was confirmed by Cronbach's alpha test. Semi-structured interviews were used in the qualitative part. In the second step, quantitative method was used in descriptive-analytical method. Based on this, competencies of education managers for use in evaluation center were identified and then the model of competency of higher education managers for use in evaluation center was presented. To estimate the validity of the proposed model, second-order confirmatory factor analysis and structural equation modeling with partial least squares method were used. The results showed that the components of the model of education managers competency for use in the evaluation center are: knowledge competence, professional competence, personality competence, executive performance competence, leadership and guidance competence, communication competence and perceptual competence.         Understanding and managing the unique talent, capability and characteristics of leaders who guide employees to achieve organizational goals is so important; because the leadership style they adopt is based on their personal preferences and characteristics. The purpose of this study was to investigate the relationship between Myers-Briggs type indicator (MBTI) and transformational leadership style. The sample of this study was selected through simple random sampling from all the managers of the National Iranian Oil Company (NIOC) who participated in the talent management process in the assessment center, between 2011 and 2019, and finally, 1045 people were selected as the sample. The research method was descriptive and correlational and Myers-Briggs Type Indicator (MBTI) scores were used with transformational leadership scores in interview process and game group process for perform the required analyzes. Cronbach's alpha method were used to evaluate the reliability of instruments. Findings showed that Myers-Briggs types indicator had a significant relationship with transformational leadership style so that the more extroversion, thinking and intuitive scores, the higher the leadership score.         The present study was conducted to evaluate the effects of the construction of sidewalks in the area of Imamzadeh Hassan Boulevard in Karaj. This sidewalk is about 300 meters long and is located between the holy shrine of Imamzadeh Hassan and Quds Square in the agenda of Karaj Municipality. The theoretical model of the research is based on the concept of “sidewalk as an urban public space” inorder to use the opinions of experts in various fields as well as field observations has been used. The theoretical model of the research is based on the concept of “sidewalk as urban public space”.In order to evaluate the consequences of the action, various quantitative and qualitative methods, including surveying in the field of project intervention, interviews with various stakeholders, using the opinions of experts in various fields, and field observations have been performed. Consequences assessment has been done in the form of two scenarios, including passive scenario (status quo) and minimum scenario (status quo adjustment) and in assessing each of the scenarios, the consequences of the action in three areas including traffic, social and institutional context has examined. The results show that the area under study in the current situation has many problems including traffic, social and institutional issues. If the first scenario is realized and this situation continues in all three areas, we will see the complete dominance of negative effects on the positive effects, including traffic issues, opposition and dissatisfaction of residents and increasing social harms. If the first scenario is realized (adopting a passive approach) in any of the three areas of traffic, institutional and social, the favorable situation for the study area is not predicted. In other words, the area in question in the current situation faces challenges that necessitate a change in this area. While, the results show that the implementation of any maximum action in the area under review is also far from expected due to the lack of legal, operational and financial contexts. Therefore, the proposed plan of Ataf introduces the adoption of a minimal approach in the implementation of the road construction project as a desirable option. If the city managers approve and decide on the implementation of the road construction project, this plan is based on the idea that this project will be designed and implemented in two independent phases but with common goals. In the first phase, a set of pre-implementation corrective measures is considered and in the second phase, undergraduate and specialized studies are on the agenda.         The aim of this study was to investigate the interactions of the central bank supervision department with the audit and internal inspection units of banks and to evaluate its impact on the efficiency and effectiveness of banking supervision. This research is applied in terms of purpose, and in terms of descriptive-survey approach. In this study, all senior managers of bank branches in Tehran were considered as a statistical population of 150 people. According to Krejcie and Morgan's table, a society of this size required at least 108 statistical samples. In this study, simple random sampling method was used to select statistical samples. The main tool used in this study was a questionnaire based on experts' opinions which contained 22 items. In this questionnaire, the answers were designed based on a five-point Likert scale (from strongly disagree to strongly agree). The validity and reliability of this questionnaire were evaluated and confirmed in different ways. After distributing and collecting questionnaires and extracting data, descriptive and inferential analyzes through SPSS and LISREL software were on the agenda. In this process, descriptive analyzes were performed on the research variables, KMO test, Kolmograph-Smirnov test, confirmatory factor analysis and path analysis. Finally, the results showed that the interaction of the central bank supervision department with the internal audit units of banks has a strong and significant positive effect on the efficiency and effectiveness of banking supervision.         Process management in the organization requires the creation of process insights throughout the organization. In this regard, organizations need a comprehensive method to evaluate the implementation of organizational processes that determine the factors affecting the implementation of organizational programs. For this purpose, it is a responsive way for organizations that, in addition to creating awareness of the effective factors, provide a roadmap to improve the realization of the organization's plans and visions. In the present article, to facilitate the management of processes in the East Azerbaijan Province Gas Co., a Hybrid Process Maturity Model has been developed. This model has been presented and implemented with a combined approach of selected maturity models, considering the limitations of maturity models, which makes the models not comprehensive enough. The capability of the proposed model framework, unlike other models, is that the above model can be evaluated in detail. In this regard, first, the key processes of the company have been identified. Then by collecting the required information on how to implement the processes, the maturity levels of the key processes of the organization have been evaluated according to the proposed model and current level, the desired level of maturity is set. Implementing solutions also have been proposed to improve the processes. According to the collected information, 16 of the 26 Key Processes of the East Azerbaijan Gas Co. are at level zero or incomplete process implementation, eight processes are at level one or planned and two processes are at level two or controlled.         Network-on-chip provides an efficient communication platform for Systems-on-chip. The static power consumption is an important issue in these networks. Switching the power supply on virtual channels during idle time is a common method for reducing the network power consumption. The traffic load at the network level and non-continuous idle period of virtual channel have caused the sources to be switched on and off continuously, which leads to increase in power consumption and other overheads. This will be more important, in partially connected 3D chip networks in which a limited number of vertical connections has been used. In this paper, a routing algorithm is proposed who employs an appropriate policy for packet distribution, and reduces the load distribution in the network and creates a continuous idle time for the resources, result in suitable power management in the network. In this routing scheme the network is divided to north and south region and some restriction applied in usage of elevators in each region and try to increase the utilization of the used resources as well as the ideal time of low traffic paths. The simulation results, derived by BookSim, show the proposed method improve the network power consumption by 18% to 30% comparing previous algorithms, and the network delay has been reduced by 32%. The research was done using descriptive (correlational) method. 285 female students were selected through random cluster sampling as the research sample. The Foreign Language Classroom Anxiety Scale (FLCAS), and students’ first semester scores in English as the measure for academic achievement were used. The results of the study revealed there were negative significant relationships between the components of English Language Classroom Anxiety Scale and academic achievement in English language. The results of regression analysis show that fear of negative evaluation; negative attitudes toward the English class, and Comm-unication apprehension can predict %60 of the academic achievement in English language.         Abstract: The purpose of this study was to assess the ideal and actual affective states of opiate-dependent addicts and non-addict group and their relationship to personality characteristics. The retrospective research method was used in the present study .The statistical population consisted of all opiate-dependent individuals who themselves had referred to rehabilitation centers in Tehran in 2012. A sample of 30 opiate-dependents was chosen. Also, 30 non-addicts were selected by convenience sampling who were matched on age. The two groups filled out Affect Valuation Index (AVI) and Temperament and Character Inventory (TCI). Analyzing the data showed that there was a significant difference between the two groups in all subscales of the AVI (ideal) except for the subscale of HA. Also, significant differences were observed between the two groups in the subscales of P, LA, and N of actual AVI. Furthermore, there were significant differences in the NS, RD, and SD subscales of TCI. Regarding the differences between the addict and non-addict groups, significant differences existed in all subscales of actual AVI and ideal AVI except for the LAN and HAN subscales. In short, in terms of ideal and actual affective states and personality characteristics, there were differences between opiate-dependent individuals and non-addict groups. Manuscript profile

        In the architectural design process, the site is analyzed by different factors. These analyses require a complete assessment system and full knowledge. This research mainly looked to assess a parametric simulation of components affecting the site plan analysis in Khoi and the Shams Tabrizi Shrine using an environmental impacts assessment matrix. This quantitative research uses modeling and simulation techniques. To accurately assess the effects of the parameters, credible architectural software, Rhino and Grasshopper, were used. In order to analyze the site, such factors as the site bed, topography, accessibility, vision, perspective, noise pollution, and sunlight were considered. Results indicate that two factors, topography and surrounding buildings, contributed most to site calculations. According to algorithm calculations of environmental impacts assessment matrix, findings show that the cells with scores of higher than 5 were suitable areas for design and construction. Analytical components of the site can be used directly and more effectively in the design process using design algorithms and parametric methods, provided that the analysis step is an integrated method, unlike traditional methods. This research offers two takeaways. First, it provides an assessment of available plans. Second, a productive context for new plans; i.e., in addition to being a productive context for the final design, the site analysis components also serve as a vehicle to assess the final plans (both administered or unadministered ones).         Kilorkarim oilfield is located in 40 Km North of the Persian Gulf and in the vicinity of Siah Makan, Golkhari, Bibi Hakeemeh oilfields. The present study focuses on geochemical evaluation of probable source rocks in this oilfield. For this purpose, source rock samples that selected from three wells were evaluated using Rock-Eval pyrolysis and reconstruction of burial history modeling. The results show that organic matter of these source rocks are mostly a mixture of Kerogen types II and III. Also organic petrography study showed that Vitrinite, Detrovitrinite, Hominite and Fuzinite macerals in Pabdeh, Gurpi and Kazhdomi Formations, and reworked Bitumen in some sections of the Pabdeh Formation. Based on Vitrinite Reflectance measurments in well#1, Pabdeh and Gurpi Formations aren’t interred in oil window and Kazhdumi Formation interred in oil window. In well#2 Pabdeh and Gurpi Formations are in the beginning and in oil window, respectively. In well#4 Vitrinite Reflectance is emphasized the entrance of Kazhdumi Formation into oil window. Reconstruction of Burial history and thermal modeling was performed by PBM 1D software. Modeling showed that Pabdeh Formation in well #1 and 4a interred in oil window but the opposite is true for middle section of well #2. Because of more deposition of Aghajari Formation in the south part, oil window occurs in shallower depth and therefore the maturity is higher in the south toward north of the oilfield.         Today, we face numerous and diverse indicators in the discussion of sustainability. These indicators link sustainability to other concepts such as welfare, health, social cohesion, and they are also considered in the activities of design and planning time, construction, and operation. So, designing a sustainability assessment system for different regions of Iran is necessary and helpful to develop this country. The purpose is to show "the non-generalizability of international systems for use in different regions and climates and" the need to localize evaluation systems " and also emphasize the need to design an evaluation system according to the problems and facilities of the context, Attention to spatial capacities, modeling of traditional sustainable climate architecture as well as cold and dry climate ecological studies of Iran. This study first tries to prove the nature of these systems by analyzing the basis of production of stability assessment systems and the roots of the weighting of international, indigenous, and regional systems. Then, compile the structure and architectural elements of the hot and dry climate according to the basic stability indicators. To meet the aim, first, studying the existing evaluation systems as a case study shows that in all systems, even systems are known as international, regional coefficients are effective in weighting the indicators. Also, they are designed based on a regional context. Based on the research findings and the reviewed systems, the coefficients of headings and indicators are mainly based on regional indicators. Therefore, this system cannot be generalized to other regions, despite the claim of international design. By analyzing the findings from the Delphi technique and examining the climatic and social situation of the cold and dry climate of Iran, the proposed indicators for the cold and dry climate were introduced.         The growing trend of construction projects, including water supply and sewerage lines, as well as the willingness of employers and investors to use new technologies requires careful technical evaluation and economics in accepting new materials and technologies before implementation, because this can avoid negative risks that lead to costs. One of the new materials that is used in water supply, sewerage and water transmission lines with high acidity has significantly increased GRP pipe, which due to the important characteristics of the pipe index, the position against corrosion, no need for Internal and external coatings and cathode protection and light weight have provided the acceptance of this pipe for a suitable replacement of pipes (steel, concrete, asbestos and diameters larger than 400 mm polyethylene). The cost of drilling and placement of the pipe in the drilling method is higher than the cost of preparing and purchasing the pipe for pipe check due to GRP reinforcement for use in the pipe jacking method is more than the open drilling method. The use of GRP pipes is a very good solution, considering that the country produces special GRP pipes, so the use of trenchless drilling can be economical in reducing the social and environmental problems that we see open drilling.         The main purpose of the present study is providing a critique and a critical strategic evaluation of a set of social policies adopted by the Iranian decision-making system and executive power in the past few decades. For reaching this purpose, these policies including decisions and actions regarding issues, problems, harms and crimes were identified in five categories. Then the basics of confrontation policy and policy selection, implementation, and evaluation have been reviewed. The method is meta-synthesis which uses the existing analyses, assessments and critiques of Iranian scholars and researchers, as well as the author's lived experience. After a brief review of the current status of social issues, which indicates failures and lack of success, and also a brief overview of the policies adopted, the findings show that the identification of issues has been untimely and delayed. As for the general principles, there has been a kind of uncertainty, a biological and individualistic approach, and an indifference to the basic solutions. In the field of policy review and selection, there is a lack of learning and inattention to policy experiences, centralism, sentimentality, lack of audience recognition, lack of transparency, and disregard for marginalized groups and indigenous-local conditions. As to the implementation, we see the lack or inadequate distribution of financial resources, disregard for policies, lack of infrastructure, mismatch and the problem of human resources. In the field of execution, we face the weakness of the executive power, the ceremonial/ritual confrontation, and the lack of matrix thinking and haste. As to the monitoring phase, the lack of a monitoring system and the weak participation of civil society organizations in the evaluation process are among the most important weaknesses.         This study sought to investigate how by-standing tourists evaluate other tourists' misbehavior in a shared service environment and how this evaluation may influence a tourist's overall experience. The required data were obtained through conducting interviews and administering a questionnaire on 411 tourists who visited Mashhad in 2019. Hypothesis testing was performed by structural equation modeling. This study revealed that tourists went through an evaluative process of primary and secondary appraisals that ended in active or passive coping behaviors. It was also found that perceived powerlessness, perceived betrayal, and perceived identity threat were the main cognitive factors in this process. Perceived betrayal exerted a significant effect on passive coping strategies, making the tourists unwilling to solve the problem with the service provider, and thus the customer-to-business relationship was terminated silently. Perceived identity threat positively affected switching intentions. On the other hand, perceived powerlessness discouraged tourists from seeking an immediate solution, while negative emotions led to immediate coping. Tourists' negative emotions were also found to have negatively influenced their evaluation of the overall experience. Therefore, it could be argued that service providers should pay attention to the importance of tourist-to-tourist interaction (TTI) management and take its impact on the overall tourist experience seriously.         Considering the dependence of tourism on its host community and thus the interdependence of tourists and local residents, it could be argued that the culture and viewpoints of the local people may influence tourism activities. Therefore, the local community must be actively involved in the development process to ensure the success of feasibility studies, proper assessment of investments made in tourism, and the extension of tourism projects’ lifespan. In this regard, this study sought to perform a feasibility analysis of tourism activities, focusing on running a coffee shop in a representative tourist destination in Kermanshah Province, Iran. To this end, the tourism development project during the years 2019-2023 was examined in terms of financial and economic assessments, and the evaluation of its effects from the viewpoint of the local community. The financial and economic data were collected from the Statistical Center of Iran, and the data concerning the evaluation of the project’s effects from the local community’s perspective were gathered through a questionnaire. The results of the financial and economic feasibility study indicated that setting up the coffee shop was financially and economically viable and justified. On the other hand, the evaluation of the local residents’ viewpoint in this regard revealed that tourism could contribute to economic prosperity, the introduction of the region to others, feeling the sense of pride by the local people, and the restoration and reconstruction of historical buildings. This study attempted to identify the factors involved in the feasibility study of tourism and assess the local community's viewpoint regarding the effects of tourism. The findings of the study suggested that financial and economic feasibility studies along with an evaluation of the effects of tourism could contribute to the success of investment projects. Due to the fact that it is necessary to provide a method to assess the level of organizational maturity in project management and provide solutions to improve it. In this research, first the maturity level of project management in the Gas Turbine Institute is evaluated and then the improvement strategies are identified and presented as a model. Based on the development and maturity model upgrade of the Crawford project management solutions were evaluated by a researcher-made questionnaire in 5 levels (the lowest one being PMBOK, and the highest one being continuous improvement). According to the research findings, the result of the project management maturity was obtained in the third level (the stage of standard institutionalizations and project management process). After identifying project management level development approaches through interviews and analyzing the questionnaire data, for the importance of making optimal use of organizational resources, approaches were prioritized using the utility function based on time, required resources, and their significance. According to experts, the main priorities are: holding daily meetings of project teams - clarifying stakeholder expectations and documenting them - holding regular meetings of project stakeholders with project models - determining indicators and control areas - minute budgeting. This paper aims to study the social and cultural impacts of this intervention on the social life of Mowlavi Street in accordance with the stakeholders’ needs, situations, and opinions. The main methodology of this research is based on qualitative approach and phenomenological method using in-depth interview and focus group techniques. Accordingly, relying on the theoretical framework of livability. several concepts such as sustainability, sustainable transportation, quality of life and safety have been brought forth. The findings indicate that the displacement of Mowlavi BRT line can increase street safety; however, this requires a high level of organizational cooperation of Traffic Police on this street. On the other hand, one-way to two-way street conversion which is also aligned with the local residents’ and businesses’ social and economic benefits in Harandi and Takhti neighborhoods, can increase the transportation demand for Mowlavi Street.         In this research, in order to investigate the scope of the effect of two types of fire, Flash Fire and Jet Fire, and to determine the individual and collective risk related to the gas tanks of South Pars refineries, the quantitative risk assessment method was used using PHAST software. To obtain reproducibility for the inlet and outlet valve flange leakage scenario, all connections in the path were examined separately for each scenario and their reproducibility was calculated. The results related to the gas tanks of South Pars refineries showed that among the leaks, the leakage related to the inlet valve flange and the outlet valve flange, according to their location (close to the car parking lot and vehicle traffic road as well as the traffic route) people and buildings around it) is more important. The individual risk contour diagram is the result of the combination of two scenarios, inlet valve and outlet valve, which shows the amount of deaths per year within the specified limits. This means that the collective risk of the area under investigation is high. Considering the conditions in the South Pars Refinery in terms of regional weather conditions, wind speed and direction, prevailing wind direction, the location of the buildings in the station and its population distribution, we come to the conclusion that in the event of a leakage incident, the consequences It is in the form of release of flammable gas and two possible types of fire, Jet Fire and Flash Fire. Quoting from Elsevier's valid scientific journals such as Sustainable Futures and Cleaner Production in 2022 and 2023, the negative environmental impacts of hotels are greater than the impacts of buildings with different uses of the same size and scale. On the other hand, hotels in the pilgrimage city of Mashhad are one of the most important uses, which is ranked first in Iran. Undoubtedly, the approach of optimal use and energy saving is very important in this industry. Therefore, this article aims to improve the quality of urban construction and reduce the use of resources and energy in hotels in Mashhad and using a descriptive-analytical method to identify the principles and criteria of green building and analyze the status of hotels in three sections: hotels, apartment hotels And hosts. The statistical population of this research includes all hotels of Mashhad and sample size with cluster sampling method of 169 cases. The international LEED standard has been used to evaluate green building indicators. The results show that hotels reveal many weaknesses that can be traced back to the early stages of design to construction and after implementation. These buildings do not benefit from the basics of green building principles and are buildings with high energy and water consumption, and none of them have obtained the minimum score required to obtain LEED certification (40 points). This is while the existence of smooth and safe transportation is one of the most fundamental infrastructures for development and increasing the level of well-being and social welfare in any country. On the other hand, the rapid growth of emerging technologies that play a driving role in various industries and economic sectors and guide the transportation industry towards becoming intelligent, increasing efficiency, and raising the level of service quality has attracted the attention of policymakers and planners in the country to use these emerging technologies to solve the serious problems in this field. Due to the limitations of resources, naturally, a comprehensive understanding and then prioritization of these technologies can be a step towards getting out of the current situation. In this research, an attempt has been made to identify emerging technologies in road transportation by conducting library studies and then prioritizing them using the multi-criteria decision-making method (TOPSIS).         Today, issues such as population growth and climate change have greatly affected societies in the optimal use of natural resources while maintaining and improving the quality of life. Meanwhile, infrastructures are at the heart of this challenge. In such conditions, building infrastructure facilities and improving the quality of existing infrastructures is a critical issue, and Iran is not exempt from these conditions. In this regard, it is necessary to find ways to minimize the negative effects of development on the environment and affected communities. Sustainability rating and evaluation systems can play an important role in moving towards sustainability. Therefore, the current research aims to respond to the need to extend the life span and improve the performance quality of the infrastructure in Iran, and has sought to evaluate the infrastructure of the inter-city transportation sector from the perspective of sustainability. The evaluation is based on the Envision evaluation system for the projects of the Khorasan Razavi Department of Roads and Urban Development. The collected data were analyzed using SPSS. According to the results, 5 indicators of quality of life, project management, resource allocation, natural environment and climate and resilience are important. The analysis of the obtained data showed that among the 14 sub-indicators of the evaluation system, for the projects of the General Administration of Roads and Urbanization of Khorasan Razavi, the sub-indicators of economy and society have the most impact and the sub-indicator of pollutants have the least impact.         Policy evaluation is the guarantor of their control, direction and perfection. But in the field of tourism industry, less attention has been paid to this important matter. The current research, with the aim of identifying the main elements related to the evaluation of tourism policies in Iran, is a step to partially cover this knowledge gap. To answer this main research question: What are the basic elements (dimensions, categories and concepts) to evaluate the general policies of tourism in Iran? The method of conducting this research is mixed (qualitative and quantitative). The research data included documents, texts related to the subject, the results of interviews with seven experts and the answers to the questionnaires of 21 experts who were selected by purposive sampling. Qualitative data was obtained from the review of related documents and literature, interview tool and Delphi method. In the initial stage, 18 categories and 59 basic concepts related to the evaluation model of public policies in Iranian tourism were identified and extracted and related to these 5 comprehensive dimensions of tourism policy evaluation: Diagnosing the problem, formulating the policy, legitimizing the policy, implementing the policy, evaluating the policy. For validation, the factors extracted during three rounds of the Delphi method were given to 21 experts. One of these equipment is fault current limiters (FCLs) based on variable reactor that they have simple structure and effective performance. This paper presents an optimal design of new fault current limiter based on variable series reactor. It is very important to obtain the optimal dimensions of the proposed FCL to achieve the best performance with considering parameters of the FCL such as performance time, initial inductance and final inductance. Hence, at the first, the proposed plan is introduced and then an analytical modeling based on equations of the reactor is used to evaluate and optimize the proposed FCL. Finally, the results of optimization are compared with results of primary design. These results confirm that the performance of optimal plan is much better than the primary plan. Manuscript profile

Due to the prevalence of Islam and Shia religion in Iran, one of the most used buildings are religious-pilgrimage buildings, the number of which is significant and influential in terms of sustainability. However, until now, these buildings have not been reviewed from the point of view of achieving sustainable development goals, and criteria for this review have not been defined. Therefore, it is absolutely necessary to provide special criteria for evaluating a sustainable pilgrimage building and then upgrade and improve these holy places based on these criteria. The purpose of the research: The aim of the current research is to design a model to evaluate pilgrimage buildings in achieving the goals of sustainable development in the building sector in Iran. research method: The research is in the stage of collecting information by survey method. In order to increase the validity of the questionnaire, the initial questionnaires were designed and approved by studying similar questionnaires in researches and consulting professors and a number of elite board membersof Delphi method. Then, a number of questionnaires were distributed among each part of the statistical population and all identified ambiguities were resolved and the final questionnaire was distributed. The consistency rate of less than 0.1 of the questionnaires confirmed the reliability of the questionnaires. In the step of data analysis, Delphi method and Analytic Hierarchy Process (AHP) were used. Research result and suggestion: The results of Delphi analysis were the introduction of a model consisting of 10 headings and 94 criteria. According to the results of the AHP method, among the criteria introduced to achieve a sustainable pilgrimage building in Iran, the first three priorities are: "sustainable management and processes", "technical and functional quality" and "water". Based on these results, an evaluation system and a special weighting system for sustainable pilgrimage buildings in Iran were proposed. The suggestions of the research are preparation of special management annexes, self-sufficient design of energy and water and sewage infrastructures and more serious pursuit of water consumption optimization.         In recent decades, the outlook for economic activities in the tourism and hospitality industries has been increasingly unstable. Despite the high number of articles published in sustainability science with different approaches and topics, it has been extremely scattered. The purpose of the preliminary review is to provide a structured overview of published articles related to the evaluation of sustainability performance in the tourism and hospitality industry and documentation in terms of the current state of the literature, categorization of published articles, analysis and linking to the studied trends. and also, to highlight gaps and provide scientific research recommendations. The method and investigation in this proposed research include two consecutive methodological steps. First, how to identify articles as a data collection approach and then how to analyze these articles. In this article, the results show that the sustainability assessment models in the tourism and hospitality industry should be more balanced, criteria and relationships should be defined in an appropriate way, and the subjectivity of subjective criteria inherent in sustainability indicators should be considered. To deal with this mentality, other analytical methods and group decision-making techniques can be used that can deal with uncertainty, conflicting indicators and linguistic evaluations and can be used in future works. By presenting research gaps, this review encourages researchers to develop practically applicable sustainability performance assessment frameworks to help assess and compare the degree of sustainability and lead to more sustainable business practices.         Organizational training could play a significant role in keeping the knowledge, skills and attitudes of employees updated, if it is conducted based on scientific principles and methods and considered as an empowering factor. In this regard, the present study seeks to evaluate and identify the limitations of the organizational training of engineers in the water and electricity industry. To this aim a mixed method was used including survey method in the quantitative phase and phenomenology in the qualitative phase. The research tool in the quantitative part was a researcher-made questionnaire and in the qualitative part it was a semi-structured interview. The participants in the quantitative part included trained engineers, 900 individuals in the year 2021, and in the qualitative part there were teachers and employers in the water and electricity industry. In the quantitative section, 269 individuals were selected by simple random sampling using Morgan's table, and in the qualitative section, 20 individuals were interviewed based on the theoretical saturation level. For analyzing the quantitative data, SPSS software was used and for qualitative data analysis, thematic analysis method was used. According to the findings of the quantitative part of the research, the current state of organizational training of engineers in the water and electricity industry in all 5 dimensions of education is at the average and below average levels. On the other hand, based on the findings of the qualitative part, the main limitations of the organizational occupational training system include process limitations, motivational, cultural and administrative structure. The results revealed that the organizational training of the water and electricity industry does not meet the desired quality levels; cultural problems and inattention to the academic degrees, lack of motivational incentives, structural-administrative problems and process problems and non-compliance of organizational trainings with scientific and logical approaches could be mentioned as some of the factors leading to the current situation. Therefore, according to the importance of the subject and to extract and diagnose the intelligence indexes of citizens in Iran, in this research, after document, with the conceptualization method, the indexes and sub-indexes of citizen evaluation have been extracted and then in the stage of survey studies, electronic questionnaires have been designed to measure the mentioned indexes and distributed among about 270 citizens of Tehran (as the capital and the leader in the field of intelligence in the country). In the next stage, quantitative and qualitative analyses have been carried out. By using multivariate regression and beta test, related indicators have been ranked and interpreted. Finally, the results show that the participation index is the most important element in the field of smart citizens, and this indicates that the promotion of the role of the citizens does not necessarily depend on the provision of infrastructure and the introduction of new technologies in cities.         The residues of Moinfos and Ethion pesticides in 20 samples of apples and 12 samples of grapes, in two treatments, unwashed and washed, after extraction with a convenient, fast, effective, and safe analytical method (QuEChERS) were analyzed using gas chromatography and mass spectrometry (GC/MS). Also, the health risk assessment of pesticide residues in apple and grape samples was done using the hazard quotient (HQ) and based on the Monte Carlo simulation for two age groups of adults and children. The results showed that the average residue of ethion in unwashed apple and grape samples was lower than the maximum residue levels of the MRLs of Iran. While, the average residue of Moinphos in unwashed apple and grape samples was higher than the MRLs of Iran. Also, the pesticide residues of Ethion and Moinfos in 100% of the apple and grape samples were higher than the MRL of the European Union. After washing, the average residue of Moinfos and Ethion pesticides decreased by 47 and 45% in apple samples and 44 and 42% in grape samples, respectively. The results of risk assessment based on Monte Carlo simulation showed that the HQ value is less than one with 100% certainty in the age groups of children and adults. Therefore, the consumption of apples and grapes with these two pesticides does not pose any significant risk to the health of consumers. However, due to the use of numerous pesticides, continuous and accurate monitoring and strict regulations regarding the quality and safety of fruits are recommended. Manuscript profile

Findings of the study showed that among the four criteria of modern rural management, the criterion of responsibility was the most effective and the criterion of initiative was the most effective criterion of modern rural management. Considering that the quality of the data has a direct effect on the success of the linked data project and the realization of the semantic web, it is better to evaluate the quality of each of the data sets in the early stages of publication. In this paper, a learning-based method for evaluating linked datasets is presented. For this purpose, first, the base quality model is selected and the quality features of the model are mapped to the field under study (which is the field of linked data in this article). Then, based on the mapping done, the important qualitative features in the study area are identified and described in detail by defining sub-features. In the third stage, based on past studies, the measurement metrics of each of the sub-features are extracted or defined. Then, measurement metrics should be implemented based on the type of data in the studied domain. In the next step, by selecting several data sets, the metric values ​​are automatically calculated on the tested data sets. To use observational learning methods, it is necessary to evaluate the quality of data experimentally by experts. At this stage, the accuracy of each of the data sets is evaluated by experts, and based on the correlation study tests, the relationship between the quantitative values ​​of the proposed metrics and the accuracy of the data is investigated. Then, by using learning methods, the effective metrics in the accuracy evaluation that have an acceptable predictability are identified. In the end, using learning methods, a quality prediction model based on the proposed criteria is presented.         <p>One of the major challenges in modern societies caused by the industrial lifestyle is inefficient evaluations when facing challenges and tensions, leading to stress. Therefore, identifying stress-inducing factors in various diseases is clinically significant. This study aimed to examine the relationship between cognitive evaluation, self-compassion, and stress habits among women with multiple sclerosis (MS). It is a cross-sectional applied study categorized as descriptive-correlational research. The participants consisted of 130 women with MS. Data analysis was performed using regression tests and SPSS software. Data were collected using the Self-Compassion Questionnaire, the standard Kooadrun stress measurement, and the Gross and John cognitive evaluation test. Variables such as stress habits, cognitive evaluation, and self-compassion significantly influenced the regression equation (p&le;0.01), explaining 43.5% of the variance in stress habits. The prediction of stress habits based on a lack of self-kindness showed a direct relationship with a beta coefficient of 0.637. Additionally, self-kindness was positively related to stress habits, while self-compassion showed a negative significant relationship at the 0.01 level. Cognitive evaluation and its dimensions were also significant at the 0.05 level. It is recommended to implement compassion-based therapies, emotional management training, mindfulness exercises, relaxation techniques, identification of negative automatic thoughts, replacement with positive thoughts, and social support networks effective in stress management and emotional regulation training in cognitive evaluations to control stress among people with MS.</p> Manuscript profile
