        In this study, in order to assess the e-service quality of Payame Noor University based on E-SERVQUAL model, the service superiority gap score was measured. The research methodology was quantitative, in terms of main strategy applied, in terms of research objective descriptive–survey, in terms of analytical technique and library and field study, in terms of implementation strategy. The research population consisted of about 20000 undergraduate and postgraduate sophomores and above studying in Payame Noor University of Ardebil during spring semester of academic year 2010-2011. A multi-stage cluster sampling method was used for the study. Among the universities, the Payame Noor University of Ardebil, another university and a unit were selected randomly. According to Krjci-Morgan table, assuming error α = 0.05 and using cluster method of sampling, the overall sample size was determined 500 and 476 questionnaires were finally analyzable. For data collection, the e-service quality questionnaire (E-SERVQUAL with alpha reliability coefficient .97 for the perceptional level and .95 in for the expectation level) was used. Results from Kolmogorov-Smirnov test (z = .704, p = .703 > 0.05) showed that the data distribution is normal. Data collected was analyzed by using single-sample t-test. Results showed that e-service quality was significantly low in all aspects and components of services. In other words, there was a service superiority gap in electronic service in Payam Noor University and students were unsatisfied with the quality of electronic services. Manuscript profile

This is due to the point that many managers in organizations believe that existence of IT infrastructure and technology by itself is a sign of maturity of an organization. Although technical facilities and infrastructure such as networks, hardware, software etc., is essential for providing appropriate services and optimal performance, but these features cannot provide a competitive advantage and increase the maturity of the organization. The missing link in these organizations, which have been less considered, is how to use these features to achieve organizational goals. In different areas, there are several standards and optimal methods for defining and optimizing processes.         Mobile Government Ecosystem is one of the emerging ecosystems in Iran. The purpose of this paper is to identify and analyze the structure and identifying the role of each of the key stakeholders of this ecosystem. In order to achieve this purpose, by studying the related literatures and the models presented in these literatures, a mobile government ecosystem conceptual model is proposed, where four new key stakeholders are introduced: new trends in over the top (OTT) services, innovation and innovators, advertisement and advertisers, and mediators. Then, a questionnaire is designed to verify the factors identified in the model and to examine the effects of these factors on the mobile government ecosystem. The questionnaire was distributed to a random sample of 400 experts, where 363 responses were collected, and analyzed based on structural equation modeling.         Service quality is a concept that, due to difficulties in defining and measuring the considerable debate in the literature, no general consensus, aroused. Often, customer satisfaction and service quality as a function of perceptions and customer expectations, and research has shown that the quality of the services plays an important role in its profitability. The purpose of this study is to provide a framework for identifying and ranking criteria for evaluating the quality of services. The results showed that, all parameters of quality of service are important. Response Time is an important indicator of the rest. The trustiness, informativeness, ease of use, empathy and visual appeal are next important factors. The users are satisfied with the trustiness and informativeness, but not with empathy.         The aim of this study is to investigate the effect of using variety of marketing strategies in social networks to build customers’ trust. Marketing through social networks has made appropriate opportunities for companies to attract more customers. Building customers' trust and attracting the customers can be mentioned as marketing challenges on these networks. So, in order to create competitive advantages, companies need to use appropriate strategies of building trust. The population of this study consists of all Iranian users of social networking sites that affected by companies advertisements. Also the sample size by using snowball sampling method is 446. The research method is descriptive survey research and data collection tool is questionnaire. To test hypotheses the partial least squares (PLS) technique and SmartPLS 3 software has been used. The results show that all four variables include: transactional, relationship, database and knowledge-based marketing strategies in social networks have a significant impact to build customers’ trust. Indeed, transactional strategy has negative impact on trust so the relation between this variable and dependent variable is reverse. knowledge-based marketing strategy has the most positive impact on customers’ trust.         Economical valuation of environmental services help the decision makers to make decision about receasion, conservation and sustainability of water resources. Contingent Valuation Method (CVM) is used to evaluate conservation of water resources value of Khalkaei River located in Masal in Guilan Province at the north of Iran. This method tries to define individual’s willingness to pay (WTP) under suggested prices of given hypothetical market. Among the variables of the model presented, monthly cost, monthly income and environmental viwepoint (P<0.01) and landscape (P<0.1) are effective variables on willing to pay.. The average monthly WTP per family was calculated as 36766 Rls of Iran. The annual conservation value in terms of WTP for the conservation of Khalkaei River was estimated as 208 million Rls of Iran.         Today one of the most important issues in urban planning, discussion of balanced and proportionate development in cities having a population of urban services is appropriate. The urban planners to collect and analyze local and spatial data and reflect the results to urban managers are trying in achieving this goal is the distribution of urban facilities and services will lead to a way that will benefit all social groups in society and lead to social and spatial justice in cities. This study aimed to investigate the relationship between population distribution and the distribution of urban services in urban regions, 37 urban regions of Tabriz and evaluation its urban areas and its population; the civil service has been made. In this study, to assess the distribution of population of the relative entropy model and to assess distribution of services have been used TOPSIS model. The method of this study is descriptive-analytical. The results of entropy model indicates that the distribution of population is proportionate in Tabriz; Also, the evaluation results the distribution of urban services in urban regions indicate that regions of zone 9,10 Tabriz which have the lowest utility and region 1 of zone 2 and zone 3 in the TOPSIS model are having the greatest enjoyment of civil service. Also, the evaluation results correlation between population rank and to its impact on the enjoyment of civil service pay, by using of the Spearman model about (0.4991) shows a high correlation between population rank and access to urban services exist.         In recent years, following the main political, economical and social changes, cities and towns have expanded which resulted in lack of sufficient housing and proper lands for urban development. Therefore, governments have always been focusing on housing projects. One of these projects is the social housing designed by governments for the low-income classes. For this purpose, the present research study was carried out with the aim of studying the social housing situation in Eslamshahr and the effective factors, by means of a questionnaire, one-sample t-test and structural equation modeling. The findings demonstrate that the social housing policy couldn’t solve the housing problem of the low-income classes in Eslamshahr and the satisfaction level of the people with the social housing is low. Findings of the study show that social houses in Eslamshahr aren’t in favored conditions. These houses are not well-conditioned in terms of the four criteria of interior construction, safety, environmental situation, and access to municipal services. However, by accurate categorization of the low-income classes, allocation of sufficient and necessary funds, careful studies to choose a place to build the houses, proper design of interior space of the houses, improvement of service providing, and taking environmental factors into consideration, we can take a big step to improve and remove the housing problem of low-income classes in Eslamshahr. Various measures have been taken by related organizations in order to provide villagers with welfare and physical services. In order to establish a comprehensive correlation between rural development services and the creation of a support institution for rural managers, a co-opment of the diner with the aim of intellectual and financial support from the Dehairan was formed in 2009. The formation of cooperatives in rural areas can contribute to the comprehensive development of villages and accelerate them more rapidly. The formation phase of cooperatives, income generation, self-sufficiency, and lowering the cost of production and increasing the quality of the project and, in general, participation in the development and services sectors. The main objective of this research is to investigate the role of cooperatives in the development of spatial physical services in rural areas of central part of Gorgan city. This research was done in the field of field studies and applied in practice. The community of this research includes rural diners and rural influences. The main instrument of the research is self-made questionnaire by the researcher. The reliability and validity of the questionnaire were confirmed by experts and through the Cronbach alpha coefficient (alpha = 0.82). Correlation and meaningful correlations such as Friedman, Kruskal Wallis and Mann Whitney were used to assess the public satisfaction of the spatial physical services of the cooperative. The results of the findings showed that the cooperatives in the areas of infrastructure and welfare services have managed to achieve success, but in the areas of space and rural development, they have not achieved much success, on the other hand, the lack of the enumeration of councils and cooperative members of the dormitories It is for such cooperatives to be one of the most important problems in relation to their duties.         The aim of this study was to evaluate the role of facilities of incubators in growth of new technology based firms (NTBF's). Statistical population is the NTBF's located on incubators and technology parks in Mashhad city. Data collecting tools is questionnaire made by the researcher. For data analysis, correlation and stepwise regression were used. The results showed that an increase in facilities of incubators, NTBF's will be more growth oriented. There is a significant and positive correlation between the facilities of incubators and growth of NTBF's (r=.871). As well as, all components of incubators (establishment in the center, advice provided, benefits of being in the center and services and facilities of the existing infrastructure) with the growth of new technology-based firms (growth in sales, employment and profitability) have a significant positive relationship. The results of stepwise regression analysis show that components of establishment, advice provided, benefits of being in the center and the services and facilities of the existing infrastructure in the incubators, together jointly explained 0.914 of the variance of performance Manuscript profile

        Outsourcing, if done right, has numerous benefits for the organization, and if the principles of outsourcing are not properly observed and hasty decisions are made, irreparable damages will follow.This research identification and prioritization of the key factors for the success of outsourcing maintenance and repair services using the Fuzzy approach in Semnan University, during the period of October to December 2019. Therefore, this study identified 6 main factors and 39 sub-factors for key success factors of outsourcing activities of semnan university net services by studying different research literature. The statistical population of the study includes all managers in the field of technical and civil engineering and financial and administrative vice chancellor of Semnan University and the samples have been selected as a purposeful and accessible judgment. Out of the eight indicators, access to health services, education, transportation, law enforcement, parks, facilities and equipment, religious and commercial use has been used. The present research is applied and its method is descriptive-analytic. AHP (Hierarchical Analysis) method is used for spatial analysis of urban poverty. The results of the research show that poverty is concentrated in the central and eastern parts of the neighborhood and shows a lack of uniformity in the distribution of urban public services in this neighborhood. Therefore, the findings of this study emphasize the identification of poor neighborhoods and the importance of mapping poverty maps and, on the other hand, how to access urban services at the neighborhood level.         Globalization and high-tech processes, through information technology, have doubled the pressure on service organizations in the private and public sectors to compete in new services. In developed economies, the service sector is responsible for most employment and value-added growth. As a result, more extensive studies on the development of new services and the factors influencing it are becoming more important. On the other hand, value creation is a new concept in business, marketing and innovation of organizations that has been considered with the aim of creating a competitive advantage to maintain the survival of organizations. Sharing value creation is actually the process of creating value through the interactions of organizations with other organizations, employees, customers and other partners in the market and today is the focus of managers of service organizations including the banking and insurance industry, which are central pillars of economies. In this paper, based on a hierarchical analysis approach, customer satisfaction is formulated based on indicators after sale services, sale process, initial quality study, initial quality study, automotive performance execution and layout of the automobile industry.         The purpose of this study is to investigate the effect of services provided by employees on customers' behavioral goals with the mediating role of their satisfaction among Razi Insurance customers in Qazvin. A questionnaire with a five-point Likert scale was used to collect data, Cronbach's alpha coefficient and combined reliability were used to measure its reliability, and the extracted mean variance (AVE) was used to measure its validity. The statistical population of the study is Razi Insurance customers in Qazvin. The available sampling method and statistical sample size using Cochran's formula is 384 people. In order to describe the findings, the frequency distribution table as well as bar graphs and central indicators such as mean as well as dispersion indices such as standard deviation and variance have been used. To answer the research questions and conclude from statistical methods and different tests using SPSS22 and LISREL8.54 software, to check the normality of the data from Kolmogorov-Smirnov test, confirmatory factor analysis test to confirm Validity of the questions and structural equation modeling technique were used to evaluate the fit of the research model with the collected data. The results showed that the main services provided by employees at a rate of 0.23 on customer satisfaction, communication services provided by employees at a rate of 0.42 on customer satisfaction and also 0.36 customer on the behavioral intention of customers (behavioral intentions). .         Estimating the number of basic telephony services (fixed and mobile) and also residential users and enterprise subscribers of data services for the next years (up to 1389), is the goal of this paper. To predict the number of basic telephony services, the Cobb-Douglas model, which uses the two important factors (the subscriber’s income and charge of service), is utilized. An increase of 18.48 and 27.18 million subscribers for fixed and mobile telephony services is predicted, respectively (in the time interval of 1385-89). The accuracy of estimates is also validated by comparing the results with actual numbers of subscription in the past years and also with global norms in the world (published by International Telecommunication Union). The potential number of residential users of data services is estimated to be about 14.43 million (or penetration rate of 19.6 percent for internet users), and enterprise subscribers about 217 thousand (in addition to governmental organizations) at the end of 1389. Finally, a range of demanded data services along with their required bit rates are identified in order to be used in bandwidth forecast and allocation in the next generation networks. The proposed bidding strategy model is non-equilibrium based on security-constrained price-based unit commitment (SCPBUC), which considers the VPP supply-demand balancing and security constraints. The model is a non-convex mixed-integer nonlinear optimization problem with inter-temporal constraints. In the proposed approach, a two-layer and data-centric middleware is presented to manage orchestration of Rich Services. Therefore, the issue of choosing a web service with the best quality for enterprises is important. On the other hand, enterprises with only one web service cannot meet the complex requirements of customers; therefore, they need to composite multiple web services together.         Today, the rapid growth in cloud computing resources usage has increased energy consumption in data centers. Green cloud computing goal is to decrease the energy consumption of data centers. In the meantime, service aggregation is a good method to reduce energy consumption in these systems. Existing aggregation methods with unnecessary migration, the unbalanced workload of hosts, and ignoring the relationship between services may reduce the quality of service and increase energy consumption. Therefore, in this study, by migrating the necessary services based on priority (including the number of children, the level and communication cost of each service), from hosts with the unbalanced workload to hosts that contain partner services, the productivity of available resources is improved and the energy consumption is decreased. Live services migration based on prioritizing and minimizing the number of migrations can also lead to response time decrease and system efficiency increase. The proposed method can lead to an 11.79% decrease in energy consumption, a 12.15% reduction in the number of service migrations, and a 1.55% increase in the number of hosts that have been shut down.         In the twenty-first century along with the development of educational systems, the subject of education quality has been raised as an issue. Continuous improvement in the quality of staffs’ in-service training, is an essential factor in improving the competitiveness of educational institutions. Based on the quality of services approach, this study aims to assess the quality of in-service training using cross-correlation method. As for the statistical population of this study, 140 participants of training courses in Shahid Sattari University of Science and Technology were selected. Using a simple random sampling method, 92 people from these participants have been selected to receive questionnaire. The obtained data were analyzed using single-sample T-student test and Pearson and Friedman correlation methods. The results indicated that from learners’ perspective, the various components of in-service training seemed eligible and there was a meaningful and positive correlation between the satisfactions of participants from training with the overall quality of training and training’s components. Among the factors affecting the in-service training, the respondents chose staff as the most important factor. Manuscript profile

        This study sought to investigate the influence of newly-emerged leadership styles, that is, servant leadership, authentic leadership, and patriarchal leadership on the psychological capital and occupational behavior of hotel staff in the Iranian cities of Sareyn and Ardabil. To this end, the population of the study comprised 312 hotel staff, out of whom 255 people were selected via convenient sampling. The required data were collected through a standard questionnaire which was administered online. The collected data were then analyzed through SPSS software and LISREL software using the structural equation method. The findings proved that all three leadership styles investigated in this study influenced the hotel staff’s psychological capital and occupational behavior. Furthermore, the staff’s occupational participation was found to be effective in the provision of extra-role services to the customers. It can thus be argued that the intended novel styles of leadership increase individuals’ psychological capital and occupational participation.         The present study was conducted to investigate the quality of educational services on the campus of the technical faculties of the University of Tehran from the perspective of graduate students based on the Headperf model. The research method was applied in terms of purpose and descriptive in terms of data collection method. The statistical population includes all graduate students of the campus of technical faculties of the University of Tehran in the academic year 1398-99, which according to the latest statistics and available information is 3527 people; Using Cochran's sampling formula, 346 people were selected as the sample. Sampling method in this research is the sampling method of categories proportional to the volume.         As most researchers agree and acknowledge, Iranian administration is transitioning from a new public affairs administration and evolving into a new public service provider. However, a number of traditional viewpoints and opinions are yet to achieve some necessary revision, as the quality and quantity of services remain vague and ineffective for the audience and recipients of these services. The present research attempts to study the existing public services and welfare policies, in comparison with the ideal situation and conditions, in order to reveal the inconsistency between them, from a pathologic perspective. To this end, among the qualitative research approaches, the content analysis method was adopted, and the meta-synthesis method was used to extract the necessary key concepts and content codes from 32 papers. Peer-reviewed research and analysis papers were used as references and inspected to collect information and data. After extracting the content codes, a focus group consisting of 15 participants was consulted and deliberated with, until validity was confirmed and the necessary indicators were obtained. Regarding the desirable range of these indicators, 31 elite field members of the Ministry of Cooperatives, Labour, and Social Welfare, were queried. On the other hand, 350 questionnaires were distributed among a ministry clientele to determine the status quo regarding the quality and quantity of service provision and reception. Findings indicate disagreement between elite members and managers of the ministry versus service recipients and people. The research method was descriptive-applied and its statistical population includes the resources and expenditures of all education departments, financial managers and experts and budget officials in the education units of Semnan province. In order to collect the initial data, the documentary or library and field method has been used. Then, with the Activity Based Costing approach, the cost of current and future activities is estimated. The results are estimated during 2017 to 2020. Thus, in 2020, the highest cost price of a student among the selected cities belonged to Amirabadi city with a figure of eighty-two million five hundred thousand Rials (81,500,000) and the lowest cost price of a student unit belonged to Bastam city, which amounted to It is four million and six hundred and thirty thousand Rials (4,630,000). This requirement comes from the divine commands to preserve the dignity of human beings, from the law and social motivations, as well as from the necessity of providing organizational benefits to obtain appropriate profits. The purpose of this research is to compare the opinions of clients and non-governmental recruitment managers regarding the relationship between service factors and location in order to improve the performance of non-governmental recruitment to obtain more satisfaction from clients and attract more of them. The research sample includes managers and clients of non-governmental employment agencies in Khuzestan province (N=260), according to available sources and special questionnaires on the effect of mixed marketing factors. The service by attracting customers and the characteristics of non-governmental employment services, a researcher-made questionnaire has been used. In this research, two types of tests have been used, the sum of ranks test and the Faridman test, considering that there were two types of independent statistical population (statistical population of managers and statistical population of customers), these tests were used to test the hypotheses. .         The purpose of this study is to investigate the role of intention to use electronic banking services on the actual behavior of using these services and the moderating role of economic risk and perceived aesthetics on the relationship between intention and behavior in the future bank.The descriptive research method is an applied goal,and in terms of implementation method,a descriptive survey and a questionnaire were used to collect data.In the present study,the statistical population includes customers and depositors of Ayandeh Bank who use the electronic services on the Internet of this bank. Data analysis of250 questionnaires collected from Ayandeh Bank customers in Mashhad was performed using structural equation modeling technique and PLS statistical software. The results showed that the structural model of the present study has sufficient predictive power.It was also found that the intention to use e-services affected their behavior of such services.The results showed that the perceived economic risk negatively affects consumers' intention to use the e-services of Ayandeh bank on their usage behavior.It was finally determined that perceived aesthetics risk does not affect the relationship between our sample's intention to use e-banking services' behavior.In general,the intention to use motivational factors affects the behavior of actual use of technology, and this study depicts e-banking and shows the number of efforts people are willing to make Manuscript profile

        The increase in population and the need to supply foodstuffs have raised the importance of animal health and veterinary activities more than ever before in the country's food security and development. In this paper, which focuses on veterinary activities in the field of food-producing livestock, the concepts of need, supply, and demand are defined, and the methods of determining and prioritizing health needs in the livestock population of the country are presented. In the context of problems in setting priorities, there are also important points such as livestock population statistics, lack of human resources, rapid management changes, economic factors, management considerations, the traditional structure of animal husbandry, insufficient training of producers, and technical health officials of livestock farms, lack of inter-sectoral cooperation and necessary support. From the country's veterinary organization, the lack of sufficient information about diseases and animal health status in neighboring countries, especially Iraq and Afghanistan, and the weakness of border and interprovincial quarantine systems have been noted.
