        In the recent years, developments in the field of information and telecommunications are pursued by major changes in different areas of human life. Human has constantly employed the technology and track record of human life is abundant with innovation in information and communication technologies (ICT) which are called as new or high- technology. Therefore, ICT Development Indices (IDI) are remarkably important. This research purports to design a model of system dynamics (SD) on the policy of upgrading indices of Iran ICT network. Accordingly, after investigating the IDI and mining the indices, the causal loops and flowchart are depicted through using the SD (system dynamics). The results of simulation show that the behavior of studied key variables, after performing enhancing economic growth policies, improved the quality and quantity of ICT infrastructure, social indices, the culture of employing ICT, and the technical knowledge of ICT operators and the enhancing process has accelerated.         Information and communication technology (ICT) has been able to offer significant flexibility in entrepreneurship with various features and capabilities. Increasing speed and accuracy, reducing the physical volume of information storage systems, transparency in processes, the possibility of remote work and reducing costs are examples of these features. In this regard, the main purpose of paper is to examine the impact of information and communication technology on entrepreneurship in middle-income countries and high-income countries. This articl is an applied research, causal and inferential research by methodology. The results of the models estimation are presented by fix effect method.         Proccess of quality of service (Qos) evaluation and optimization for mobile telecommunication networks is consisted of daily collection of key performance indicators (KPI) reports, determination and fixing of defects, and network testing to ensure the omission of the defects. Drive test is common approach of testing which is time-consuming and expensive dut to necessity for expertists and equipment. To overcome these limitations, this paper proposes a new software-based testing method using OPTIMA software. Performace of this proposed methed together with drive test approach have been studied and evaluated for the 70 BTS sites of Kerman GSM network as the statistical society. The results demonstrate that the proposed method provides performance similar to that of drive test for measurement of defect fixing. However, this software method not only removes the dependency to expertists and equipment, but also reduces the testing time about one-third comparied to the drive test.   Manuscript profile

         The purpose of this study is to identify and determine the effect of information and communication technology education model on staff empowerment of the Ministry of Education headquarters. The research method is quasi-experimental and pre-test and post-test with control group. The statistical population of the study is employees of the headquarters of the Ministry of Education in the academic year of 2016-2017. Using a random sampling method and Cocrhan formula, the sample size is determined to be 280 people who answered the information and communication technology and empowerment questionnaire. Thoes experts whose empowerment scores were lower than the average were determined, and 60 of them were randomly selected and divided into two equal groups of control and experiment each constituing of 30 people. The data gathering tool is theresearcher-made information and communication technology questionnaire and a pre-made empowerment questionnaire. Using the Cronbach's alpha, the validities of these toolswere estimated as 0.89 and 0.89, respectively.In the next step, the ICT training program isexecutedon the experimental group during eight sessions, and we did not give any trainings to the control group. Subsequently, both groups take the post-test. To analyze the data, covariance analysis and t-test are used. The results of the research shows that ICT training has an impact on empowerment of employees.In fact, ICT trainingwill increase the senses of significance, competency, the right to choose, the feelings of effectiveness and cooperation with others in jobs.In the follow up phase, to evaluate sustainability, the subjects take the same test one month after being trained. As a result, it is concluded that the mean of the pre-test scores and the post-test scores taken after one month have insignificant difference which demonstrates the sustainability of the training.   Manuscript profile

        The main objective of this study is to investigate the impact of Information and Communication Technology (ICT) on Human Development Index (HDI) in D-8 countries over the 1990-2015 period. In this regard, GDP, openness and gross capital formation are used as control variables, and model estimation has been done in the framework of panel cointegration technique. The results show that there is a long-run relationship between variables. Also, all variables have a positive and significant impact on human development index. Therefore, the most important policy recommendation is that D-8 countries, will further increase their human development levels with additional investments in modern information and communication technologies, along with investment in health and education.   Manuscript profile

        The purpose of this study was to investigate the impact of information technology on empowerment of employees through knowledge sharing. The statistical population consisted of the employees of the University of Urmia. The sample size was 139 by simple random sampling method using Morgan-Krejcy table. Questionnaires were used to collect information, knowledge sharing, information technology and staff empowerment. Validity of the questionnaires was approved by the experts. The internal consistency of the questionnaire questionnaire was confirmed using the Cronbach alpha coefficient. For data analysis, partial least squares method or variance-axis method was used.         Minimizing the outage probability and maximizing throughput are two important aspects in device to device (D2D) communications, which are greatly related to each other. In this paper, first, the exact formulas of the outage probability for D2D communications underlaying or overlaying cellular network are derived which jointly experience Additive White Gaussian Noise (AWGN) and Rayleigh multipath fading. Then, simulation results of the exact formulas and previously respected approximate formulas are compared in MATLAB for both underlay and overlay scenarios. It is shown that the approximate formula in underlay scenario is a good estimate for exact one while approximate formula for overlaying scenario is a good approximation when the average distance between the transmit/receive nodes of D2D pair is less than half of the maximum distance between these nodes or variance of multipath fading is greater than 1.5. In addition, the probability density functions of Signal to Interference plus Noise Ratio (SINR) for underlay and overlay scenarios are found. Moreover, a new scenario is proposed which jointly considers overlay and underlay scenarios. Furthermore, exact and approximate formulas for outage probability and throughput of D2D users in the proposed scenario are derived.         In recent years, the emergence of extensive changes in the field of information and communication, has led to major changes in various fields. Humans have always used technology and the record of human life is full of the invention of information and communication technologies, which are referred to as new or excellent technologies. Therefore, the development of information and communication technology indicators has become of considerable importance. The purpose of this study is to design a system dynamics model for policy-making to improve the characteristics of Iran's information and communication technology network. For this purpose, after examining different models of ICT indicators and extracting the mentioned indicators, cause and effect loops and flow diagrams using the system dynamics method are presented.         The research is done to study the influence of information and communication technology on psychological empowerment of farmers in rural areas. This research is practical in its target and descriptive-analytical in nature. The statistical society of rural farmers is the central district of koohdasht city that 27 villages and 380 people were selected as samples between them. To collect data library and field methods were used. In order to analyze the subject, a framework of eight indicators of information and communication technology and psychological empowerment in the form of 59 items were selected. The results of research findings indicate that there is a positive and significant relationship between information and communication technology and psychological empowerment. Also the results of multivariate regression showed that the components of information and communication technology explain 0/491 of the changes in psychological empowerment.         The purpose of the present article is to examine the different functions of silence as a part of linguistic communication as well as the absence of any kind of linguistic element. Based on the Organon-Model by Karl Buhler, Roman Jacobson (1956) distinguishes six communication functions, each associated with a dimension of the communication process. Michael Ephratt (2008) has revised the same model, considering (Eloquent) silence as a linguistic sign which conveys information in the referential, emotive, conative, phatic, metalinguistic functions. To shed light on the issue, we study several literary texts to show how communicational silence, which is a new issue in literary linguistics, and its functions are applied to transferring a message or narrating a story. It can be considered as a narrative technique in order to say something through blank, absent or deferred elements. The question of the article is how six communication functions of silence could apply to expressing something.         Underwater acoustic sensor networks (UASNs) have gained growing importance due to their desirable features and wide spread practical applications in many communication fields. Due to the high cost of underwater sensor nodes as well as implementation complexity, increasing the lifetime of UASNs is an important issue. Although relay nodes have an important role in reducing the transmission distance and energy consumption. But the efficient RNP (Relay Node Placement) to avoid the critical sensor nodes' elimination is the main problem, i.e., to preserve the connected network. For this aim this paper presents an innovative solution called an Efficient Relay node Setting (ERS) algorithm, which involves formulating the Relay Node Placement (RNP) as a non-convex optimization problem. Actually, due to the Difference Convex (DC) constraints the proposed RNP problem is a non-convex problem and finding an optimal solution is complicated. However, a novel transformation can be applied to DC constraints which converts the problem into its convex programming equivalent. Application of the convex programming offers the advantage of readily computing a global optimal solution. Simulation results confirm the superiority of the proposed scheme over the competing RA method in terms of network lifetime and efficiency. Manuscript profile

        In this paper, a downlink network with two users as transmitter and relay, respectively, and a central station as a receiver is considered. The aim is to determine the optimal coefficient of non-orthogonal signal symbols and the optimal power allocation in the source-relay in order to maximize the average total rate in a cooperative communication system using the non-orthogonal multiple access technique. To achieve these goals, the average total rate of the cooperative communication system with non-orthogonal multiple access with decode and forward relay in the independent Rayleigh channel was calculated. Then, in the first step, the optimization problem of the non-orthogonal symbols coefficient is mathematically expressed for each power allocation and a closed form solution is proposed. In the second step, the power allocation optimization for the source-relay was introduced and solved. Finally, the joint optimization problem of the non-orthogonal symbols coefficient and power allocation is investigated and an algorithm proposed for the joint optimization problem. The proposed algorithm shows that the joint optimization of the non-orthogonal symbols coefficient and power allocation achieve a higher average rate than the separate optimization of each of these parameters. Also, simulations and numerical results are presented to confirm the theoretical equation, where the simulations show the 3 dB gain for the optimized system using the proposed algorithm compared to the non-optimized system.         Today, ICT is considered as one of the most important indicators of development and plays a key role in the transformation of societies. Therefore, spatial analysis of this index is one of the basic necessities to understand the geographical changes of societies that must be carefully examined. The purpose of this article, which is applied in terms of research, is to investigate the use of ICT indicators in the cities of Khuzestan province according to the extent to which they have development indicators. The technique of collecting statistics and information in this article is using documentary and library methods and studying the official publications of the country. The statistical population of the study is 24 cities of Khuzestan province and the indicators studied in this research are 18 information technology indicators and also 31 indicators to determine the levels of their development. In this study, due to development inequalities between the cities of the province, first the cities were divided into three groups based on the indicators of development: privileged, semi-privileged and deprived. To determine the amount of digital divide between cities in each group based on the degree of ICT indicators, the PROMTEHEE technique was used. The AHP method was used to weight the indicators used in the grading. The research results show that Ahvaz and Haftkol counties have the highest and lowest levels of development indicators, respectively, and Izeh, Shadegan and Indika counties have the highest counties and Abadan, Ramhormoz and Bavi counties are the most deprived in terms of ICT indicators among other counties.         This paper addresses the performance of MIMO-OFDM communication system in environments where the interfering noise exhibits non-Gaussian behavior due to impulsive phenomena. It presents the design and simulation of an iterative technique that aims to minimize the effect of impulsive noise on the performance of the MIMO-OFDM communication system under Additive White Gaussian Noise (AWGN) channel. This is a new method to recover the signals corrupted by impulsive noise in MIMO-OFDM systems over In-home Power Line Channel. The location and amplitude Impulsive noise at the receiver using an adaptive threshold to be determined. Reduced Impulsive noise effects using the mask based on the soft decision method. By iteration, the original signal estimation can be used to improve the impulsive noise estimation. This continuous loop impulsive noise detection and mitigation a better estimate of the original signal is obtained. The Bit Error Rate (BER) performance of the MIMO-OFDM system in an impulsive noise environment was evaluated. The results show the superiority and robustness of the proposed method.         An effective cooperative cognitive radio system is proposed, when the wireless channels are highly correlated. The system model consists of two multi-antenna secondary users (SU TX and SU RX), constituting the desired link and some single-antenna primary and secondary users. The objective is the maximization of the data rates of the desired SU link subject to the interference constraints on the primary users. An effective system, exploiting Transmit Beamforming (TB) at SU TX, cooperation of some single-antenna SUs and Cooperative Beamforming (CB) at them and the antenna selection at SU RX to reduce the costs associated with RF-chains at the radio front end at SU RX, is proposed. Due to the issue of MIMO channels with correlated fading, some problems arise such as inapplicability of the well-known Grassmanian Beamforming as TB scheme at SU TX. We then propose a method to overcome this problem. After formulating the problem, a novel iterative scheme is proposed to find the best TB weight vector in SU TX and best subset of antennas at SU RX, considering the correlated channel.         In this work, the issue of joint relay selection and power allocation in Underlay MIMO Cooperative Cognitive Radio Networks (U-MIMO-CCRN) is addressed. The system consists of a number of secondary users (SUs) in the secondary network and a primary user (PU) in the primary network. We consider the communications in the link between two selected SUs, referred to as the desired link which is enhanced using the cooperation of one of the existing SUs. The core aim of this work is to maximize the achievable data rate in the desired link, using the cooperation of one of the SUs which is chosen opportunistically out of existing SUs. Meanwhile, the interference due to the secondary transmission on the PU should not exceed the tolerable amount. The approach to determine the optimal power allocation, i.e. the optimal transmits covariance and amplification matrices of the SUs, and also the optimal cooperating SU is proposed. Since the proposed optimal approach is a highly complex method, a low complexity approach is further proposed and its performance is evaluated using simulations. The simulation results reveal that the performance loss due to the low complexity approach is only about 14%, while the complexity of the algorithm is greatly reduced. Manuscript profile

        An efficient space data management is imperative in guaranteeing the best performance with a fair distribution of next generation satellite networks. Therefore, one of the major challenges of implementing this kind of future satellite networks is evaluation any untrusted error for the best Quality of Service (QoS). Therefore, Bit Error Rate (BER) criteria based on the type of space channel which it can be defined prefect or imperfect state between satellites and ground stations seems to be a major challenge for space communication. In this paper, the authors provide a bandwidth sharing algorithm for a proposed future satellite networks under multi-beam prototype. This structure has many antennas in transmitter and receiver sides (satellite and ground stations) which they will be communication together based on space data. Using the above framework, the coverage probability and MIMO capacity for a typical multi-beam satellite system is compared with a single antenna for satellite and multi-antenna for area side coverage based on input parameters such as path loss and Signal to Noise Ratio (SNR), respectively. One of these organizations in Iran is telecommunication Infrastructure Company. Because any implementation need a model which clarify the structural and contextual components, therefore, the current research is conducted to provide a model for developing the necessary infrastructure for implementation of intelligent technologies in the communication and telecommunication mechanisms of Ilam Province. To achieve the goal, a qualitative approach and thematic analysis method were used. The research population consisted of all experts in the field of ICT in Ilam province Infrastructure Communications Company that using purposeful sampling method and relying on theoretical data saturation, 10 of them were selected as sample. Semi-structured interviews were used to collect the data. The data were analyzed through theme analysis. Based on the method, 4 themes, 10 main categories and 153 open codes were extracted. The findings of the study showed that to transform communication mechanisms into intelligent technologies, there must be technological, management, marketing and cultural infrastructure. Technological infrastructure consisted of intelligent software and hardware; management infrastructure consisted of knowledge and belief; marketing infrastructure included attracting intelligent technology to audiences, encouraging ideas, physical and virtual channels; and finally, cultural infrastructure, it was staff training and public awareness.         Nowadays, with attention to soar in the number of network users, it is necessary to find new approaches to revolutionize network operation. Vehicular ad-hoc networks are bound to play a pivotal role in communication, therefore raising the traffic in the network, using only WiFi is unlikely to address this problem. Vehicles could use SDN and other networks such as 4G as well as 5G to distribute traffic to different networks. Moreover, many approaches for handling different data types are inappropriate due to the lack of attention to the data separation idea. In this paper, we proposed a control scheme called Improve Quality of Service in DTN and Non-DTN (IQDN) which works based on vehicle communication infrastructure using SDN idea. IQDN separates data to Delay-Tolerant Data (DTD), and Delay-Intolerant Data (DID) where the former buffers in a vehicle till the vehicle enters an RSU range and sends DTD using IEEE 802.11p. DID packets are sent by cellular networks and LTE. To transmit DTD via IEEE 802.11p, the network capacity is evaluated by SDN. If that network has room to transmit the data, SDN sends a control message to inform the vehicle.         Near Field Communication (NFC), as a short-range wireless connectivity technology, makes it easier for electronic devices to stay in touch. This technology, due to its advantages such as secure access, compatibility, and ease of use, can be utilized in multiple applications in various domains such as banking, file transferring reservations, booking tickets, redeeming, entry/exit passes, and payment. In this survey paper, various aspects of this technology, including operating modes, their protocol stacks, and standard message format are investigated. Moreover, future direction of NFC in terms of design, improvement, and user-friendliness is presented for further research. In addition, due to the disadvantages of banknote-based payment methods such as the high temptation to steal and the need for a safe, mobile payments, which include mobile wallets and mobile money transfers, are explored as a new alternative to these methods. In addition, the traditional payment methods and their limitations are surveyed along with NFC payment as a prominent application of this technology. Furthermore, security threats of NFC payment along with future research directions for NFC payment and its challenges, including protocols and standards, and NFC payment security requirements are addressed in this paper.         Nowadays, investing in information and communication technology (ICT) is inevitable, because it affects various aspects of human life, including the economy. Due to the rapid growth of population, increasing energy demand, and limited energy resources, one of the basic measures to achieve sustainable development in countries, is optimization and reform of energy consumption structures. Given that the home sector is one of the main sectors of energy consumption, one of the effective approaches in reducing and managing household energy expenditures is to use ICT capabilities. In this regard, in this study, the effect of ICT expansion on energy consumption of urban households in Iran using the Panel Data method and GLS model during the period 2008-2015 and in the form of provincial data has been analyzed. The results indicate that in some models, a significant reducing effect of ICT on energy expenditure was observed. However, in most of the estimated models, there is no significant reducing effect of ICT on household energy expenditure. It seems that the main reasons for this are the subsidy structure governing energy prices, the low share of energy in total household consumption expenditures, the lack of proper consumption culture.         Information and Communication Technology (ICT) is one of the key determinants for today’s organizational success. Therefore, companies spend a significant amount of money each year on ICT, while not being sure that they will get a good result. The purpose of this study is to identify the dimensions and indicators of ICT performance evaluation and suggesting a model for assessing it in organizations. This research is mainly a qualitative study with a meta-synthesis approach which uses the seven-stage qualitative method of Sandelowski and Barroso to systematically review the literature to find sub-indices (codes), indices (themes) and dimensions (categories) of ICT performance evaluation. The search of scientific databases with appropriate keywords found 516 articles, among them, 89 articles were chosen finally and used for analysis. Moreover, a questionnaire has been designed and answered by ICT experts and managers to determine the importance of each of the indicators of the model. Based on data analysis, the proposed ICT performance evaluation model has three dimensions: strategic, quality, and sustainability. The strategic dimension includes indicators of organization strategy, IT strategy, and alignment. The quality dimension includes maturity, and performance indicators; and finally, the sustainability dimension includes environmental, economic, and social indicators. For each of these indicators detailed list of sub-indices (104), which are substantial for evaluation of ICT performance in organizations, were identified and explained. Manuscript profile

New generation technology with the emergence of creative destruction context, left the organizations by two compulsory alternatives, compliance with new system and success or destruction of the systems will be the result. Unlike many articles that considered the structural and functional analysis individually to assess the technological innovation system, the integrated process by considering structural analysis as a prerequisite of functional analysis have been applied. Literature review and industry related analysis is applied to gather eight functional factors, and also a questionnaire is designed. After data gathering, the phase of technological development analysis as a tools for prioritizing and analyzing the dependencies between the blocking functions are deployed that was rarely used in the literature. The high efficiency of such technologies has led to increasing tendencies to invest in this field and to place it within the framework of development plans and the emergence of knowledge-based development plans. Therefore, the present study aims to investigate information and communication technology on empowerment by considering social capital and self-efficacy. The statistical population of the study consists of 130 employees of Isfahan Steel Company during the period 1398 to 1399. Using Morgan table, a sample of 97 people was examined using a questionnaire and the data obtained using statistical software spss 25 and Smart pls were analyzed. The research is descriptive-correlational in terms of practical purpose and in terms of data collection. Data analysis algorithm by partial least squares method which includes: review of measurement models (Cronbach's alpha, hybrid reliability, convergent validity) and structural model fit (factor load coefficients, significance of path coefficients and determination coefficient, model prediction index, good fit), direction The four components of information and communication technology, social capital, self-efficacy and empowerment were evaluated. Fitting of both parts of the data algorithm with combined reliability values equal to 0.894, 0.881, 0.864, 0.821 and convergent validity equal to 0.661, 0.702, 0.631 and 0.689, respectively, also indicates the desirability and The acceptability of the latent structure was at the level of indicators and components, so the final model was able to properly express the relationships between the questions describing the variable. Also, the findings of this study showed that information and communication technology is effective on empowerment by considering social capital and self-efficacy in Isfahan Steel Company. Participants were 572 high school students (290 boys and 282 girls) in Shiraz city selected through multistage cluster sampling method. Structural equation modeling using AMOS software revealed that conversation orientation and conformity orientation can positively predict motivational regulation. However conversation orientation was much stronger than conformity orientation. Conformity orientation predicted motivational regulation directly but the association between conversation orientation and motivational regulation was indirect and mediated by resilience.         The purpose of this study was to present a conceptual model and test it for communication skills based on anger rumination and alexithymia. The method of this study was descriptive and the statistical population of this study included all students of the Hamedan in the academic year 1397-1398, among these students, 270 persons were selected through an accessible sampling method. The research tools included alexithymia scale, communication skills scale, and anger rumination scale. The relationships of variables were examined by the structural equation. Results showed that the alexithymia has a direct correlation with anger rumination and communication skills dissatisfaction and has indirect relationship with communication skills through anger rumination. Anger rumination also has a direct relation with communication skills. In general, communication skills are influenced by emotions in relationships in this way, there is a negative correlation with the anger rumination and alexithymia and these variables can have a role in reducing the amount of communication skills of individuals by affecting interpersonal interactions. So the creation of contexts for commercialization, not only provides significant economic value for organization, but also leads to economic and technical growth of community. In this study, the challenges and success factors of commercialization for research achievements will be identified and ranked. This research in terms of the objective is applied research, and in terms of how to gathering data, is descriptive survey. First, by the literature review and use of expert’s opinions in the Institute of Communications and Information Technology and using the Delphi technique, 11 challenges and 19 success factors for commercialization of research achievements were identified. For measuring the consensus, Kendall's Coefficient and for ranking the factor the Friedman test are used. In the early stages, theoretical literature and studies on the subject of research were studied and the literature section of the research was compiled using the information collected. The statistical population of this research is the directors and employees of the companies of the automobile industry sub company (Iran Khodro). In total, the statistical population of this research is approximately roughly 1,400 to 1,500 managers and employees of the company. In this study, based on the sample size table for a given community, which was presented by Kerjesai and Morgan in 1970, the sample size is 300 in the study.         The aim of this paper is to provide research results using descriptive-analytical research method and qualitative-quantitative data obtained from questionnaire. Some factors such as reaching effectiveness of tax system functions, establishing social justice, taxpayers dissatisfaction and especially the culture of tax fraud, motived us to investigate effective agents on attaining a favorite future in social relationships with taxpayers from organizational expert's point of view. Regarding limitation of the numbers of experts in Iranian National Tax Administration, available sample was used. Therefore, utilizing organizational documentation and experts, some components were recognized and extracted then they were prioritized by analytical Network Process .Afterwards, based on Dymtel Technique, the intensity of impression and being impressed as well as relationship network of relevant factors were examined by futurology method. Following assessment of these factors by experts, prioritizing of subordinate criterions was done as well. Results show that experts anticipated that individual oriented resources organization and social responsibilities as the most important priority in integration relationships in social marketing in Tax Affairs System, furthermore, motivation tendency, addressees' cooperation and economic needs were the most important priorities in subordinate criterions. The result of this research can be used to explain social marketing strategies and designing of integration relationship of social marketing model in Iranian National Tax Administration.         The purpose of this study is to investigate the effect of services provided by employees on customers' behavioral goals with the mediating role of their satisfaction among Razi Insurance customers in Qazvin. A questionnaire with a five-point Likert scale was used to collect data, Cronbach's alpha coefficient and combined reliability were used to measure its reliability, and the extracted mean variance (AVE) was used to measure its validity. The statistical population of the study is Razi Insurance customers in Qazvin. The available sampling method and statistical sample size using Cochran's formula is 384 people. In order to describe the findings, the frequency distribution table as well as bar graphs and central indicators such as mean as well as dispersion indices such as standard deviation and variance have been used. To answer the research questions and conclude from statistical methods and different tests using SPSS22 and LISREL8.54 software, to check the normality of the data from Kolmogorov-Smirnov test, confirmatory factor analysis test to confirm Validity of the questions and structural equation modeling technique were used to evaluate the fit of the research model with the collected data. The results showed that the main services provided by employees at a rate of 0.23 on customer satisfaction, communication services provided by employees at a rate of 0.42 on customer satisfaction and also 0.36 customer on the behavioral intention of customers (behavioral intentions). . Also, 14.5% of the total effect of the main services provided by employees on customer behavioral goals and 28.5% of the total effect of communication services provided by employees on customer behavioral goals are indirectly explained by the mediating variable of customer satisfaction. There are two categories for development plan writing policies: diffusion-oriented and mission-oriented. So, prioritization in using an effective combination of the them is necessary. The purpose of this study is to determine the gap of upstream documents and propose policies to develop the seventh plan of ICT-sector. This research is descriptive-analytical in nature and it uses content analysis and documentary review. The population of resaerch are 67 meta-documents that have been selected as a purposeful and accessible sample for study. Analytical-descriptive method has been used to interpret and analyze the data. Based on the research findings, main policies were examined with a two-dimensional framework: 1) technological issues, which used the OECD classification, and 2) functional innovations, which presented in the 7-scale Hekkert classification. Then, the xial coding of each category was done in three levels of government, legislative and executive, and finally, based on the SWOT analysis of existing documents and its compliance with the claimed performance, principles were presented to develop the seventh ICT development plan. The methodology of this study was qualitative and the data were collected through observation and interview techniques with a focus on the interpretations of the participants. The data collection process continued until it reached a theoretical saturation. In this process, 47 technical experts, officials, key informants and local residents were interviewed both in person and within a discussions group. The Findingsrevealed that not only the effectiveness of this construction project but also the manageability of its impacts depend on consideration of socio-economic status of Yaftabad neighborhood residents.         For location updating of mobile users, two compression algorithms, namely, LZ78 and proposed compression algorithm (modified LZ78) are introduced in this paper to be used in PCS networks. Some problems related to using these algorithm are the usage of memory of dictionary in mobile users and HLR data base as well as the ambiguity about the last location of mobile users due to delay in location updating caused by the compression algorithm. The advantage of these algorithms is reduction at the number of location updatings for a mobile user. With some modifications in the LZ78 algorithm, its problems in implementation are reduced and its usage for PCS networks is enhanced. These changes result from combining this algorithm with distance based location updating algorithm and sending symbols corresponding to some limited neighborhoods identity instead of cell number by compression algorithm For comparison between LZ78 and proposed modified algorithm, we use simulation technique. The simulation program have two structures for PCS network, namely, square cells and hexagon cell networks. For mobile users, we considered two movement pattern: one is directional and the other is omnidirectional movement pattern. The outputs of the simulation program are the number of location updating, the maximum ambiguity of user location and size of dictionary for compression algorithms. Comparing the two algorithms by simulation, we observe that in the modified LZ78 algorithm the parameters of location updating number, maximum user ambiguity and size of dictionary are lower than those in the LZ78 algorithm. At the end of the article, cost of location management of mobile user versus call to mobility ratio (the average number of call toward user to the average number of its movement) is calculated. By comparing location management for LZ78 algorithm, modified LZ78 and distance based location updating algorithm, we observe that the cost of location management is reduced for modified LZ78 compression algorithm. This paper describes a project designed to investigate and demonstrate underwater communication system in Persian Gulf for speech transmission in a real channel. At first, transmitter is designed, then channel with real data is simulated by neural network and at last receiver is designed. Transmitted data is speech signal that for more secure transmission and low frequency bandwidth, a cryptography algorithm and speech coding algorithm is applied in transmitter. Quadrature phase shift keying (QPSK) signaling is employed to make efficient use of the available channel bandwidth. In the receiver, linear equalizer and decision feedback equalizer (DFE) are tested and the best scheme is applied.         In recent years, chaotic signals have created a new area in the designation of wideband communication systems. Most of the activity has focused on DS-CDMA systems, in which the conventional pseudo-noise sequences will be replaced by binary chaotic sequences. Unfortunately, despite the advantages of chaotic systems such as aperiodicity, low cost generation and noise-like spectrum, the performance of most of such designs is not still suitable for multiuser wireless channels. In this paper, we propose a novel method based on singular value decomposition for adaptive multiuser detection in chaos-based DS-CDMA systems. We also propose a new genetic algorithm-based method for the optimal generation of chaotic sequences in such systems. Simulation results show that our proposed nonlinear receiver with optimized chaotic sequences outperforms the conventional DS-CDMA systems with “maximal length” codes as well as non-optimized chaos-based DS-CDMA systems in all channel condition, particularly for under-loaded CDMA condition, which the number of active users is less than processing gain.         Spatial diversity is one of the most effective techniques to combat fading in wireless channels that can be implemented through antenna arrays. In this paper the hybrid decode-amplify-forward protocol with best relay selection (HDAF-S)in a cooperative system with multiple parallel relays with independent non-identically channels is considered and tight upper and lower bounds on bit error rate (BER) of this protocol is derived. It is shown that the BER of this protocol outperforms the BER of amplify and forward (AF) protocol but cannot exceeds the performance of decode and forward (DF) protocol. Then through asymptotic analysis for high SNR regime, it is shown that the HDAF-S protocol achieves full diversity order. Then the BER performance of HDAF protocol with n-th best relay selection (HDAF-nS) in independent and identically distributed channels is analyzed and tight upper and lower bounds on the BER are derived. Asymptotic analysis shows that this protocol cannot achieve full diversity order and it is shown that the diversity order decreases as n increases. In this paper, we investigate the online resource allocation for a large class of objective functions in the EH communication systems, which are asymptotically optimal. It is shown that the solution is obtained by only considering the average EH pattern, irrespective of its stochastic dynamics. This optimal solution neither has the complexity of dynamic programming solutions, nor uses the non-causal knowledge about EH pattern. Also, some practical numerical examples for objective functions, which are utilized in communication systems, are considered and general results are derived for them. Moreover, simulation results validate our theoretical findings and show the accuracy of asymptotic theoretical curves for the transmission periods, which are used in practice. Manuscript profile

According to recent research, a significant share of these pollutions is produced by the local area computer networks. A mobile ad-hoc network (MANET) is one of the widely used local area networks. The energy efficiency is important in MANETs not only from the green communication point of view, but also due to the network limitations in terms of battery lifetime. Of course, MANETs characterization such as distributed nature and lack of administration, nodes mobility, frequent topology changes and scare resources makes the greening trend a challenging task in such a context. In this paper, we propose and implement a green routing protocol for MANET which solves the idle energy consumption by allowing the necessary nodes and switching off the other un-utilized nodes.         Heterogeneous networks have been regarded as an integral part of fifth generation communication networks in order to respond to the unprecedented growth of required data rates. In such networks, the existence of a variety of cells with base stations of varying capacities and transmit powers has enabled the repeated use of available bandwidth. Moreover, the excess load on the central base station can be directed to the sub-cell base stations. In the current work, a novel approach is proposed for such a load balancing problem in which some nodes previously connected to the main base station can be served by sub-cells through the use of some D2D relays. This will increase the overall network capacity, improve the quality of service (QoS) of cell edge users, and increase covered users. In this design, the maximization of the capacity of D2D links is formulated as an optimization problem which is not convex in general. To tackle this, the main problem is divided into two sub-problems of optimal resource allocation and user-relay pairing problems with much lower complexity.         One of the major challenges in the heterogeneous networks, where different base stations with different capabilities serve users, is the access policy for establishing a communication link between the user and its serving node. To overcome this challenge in a heterogeneous network which also suffers from the backhaul constraint, a special kind of “decoupled uplink and downlink access” policy is proposed in this paper, which let users to be served by different base stations in uplink and downlink communications. More precisely, in order to efficiently utilize the system resources, increase the users’ throughput, and guarantee the users’ fairness, a special load balancing association policy is considered in the uplink transmission and a problem which maximizes the weighted sum of users’ effective rates is solved. Simulation results show that using this association policy for the considered scenario, significantly improves the load balancing index, energy efficiency, and also users’ effective rate compared to the scenario which considers the criterion of the maximum received power of the downlink connection for both uplink and downlink transmissions. In addition we propose an algorithm which further improves the load balancing considering the backhaul constraint of the base stations and evaluate its efficiency. Manuscript profile

By considering the nonlinear behavior of energy harvester in system design and aiming to maximize the sum of the rates, we propose an optimal method for designing energy pre-coding matrices, user information pre-coding matrices, and time devoted to the downlink and uplink phases. For this purpose, we rewrite the problem as a convex optimization problem by appropriate change of variables and propose a method to solve it. The simulation results show that in practical scenarios, employing the nonlinear energy harvesting model in the system design could reduce the transmitted energy, increase and the sum rate of the users. In this study, we examined semi-quantum protocols that allow users to access a secret message directly without distributing the key. An important factor used to analyze the performance of secure quantum direct communication protocols is efficiency. In this study, the proposed semi-quantum secure communication protocol against various quantum attacks has been investigated. In the proposed scheme for decoding the confidential message by the receiver, a sequence of single photons is required, which is first generated by the controller. According to the numerous advantages of e-coaching, the aim of this study is to provide an e-coaching model for IT service providers companies by applying comparative study and measuring the factors related to acceptance of the provided model. The population consists of 258 coaches in the field of information technology in Tehran, which has led to 104 fully answered questionnaires. For validity, the opinions of faculty members and experts in the field were examined. The reliability of the questionnaire also was measured by Cronbach's alpha, led to the ratio between 0.74 and 0.91 for various factors. For data analysis, structural equation modeling, descriptive statistics and inferential statistics (analysis of variance (ANOVA) and t-test) were used.         The present study investigates the role of factors affecting the success of technological cooperation between academic and industrial reproductive companies in the field of information and communication technology with the mediating role of intermediary institutions. The present study is applied in terms of purpose and quantitative in terms of type. Among parks and growth centers, 13 parks and growth centers were selected as a statistical sample; In addition, in each of the selected samples, the CEO or a knowledgeable person was selected as the respondent. Therefore, 341 questionnaires were distributed and 317 usable questionnaires were collected. After confirming the validity and reliability of the research, the data were analyzed by SPSS and LISREL software. The results indicate that factors related to industry and academia have a positive and significant effect on the success of technological cooperation. The research was done using descriptive (correlational) method. 285 female students were selected through random cluster sampling as the research sample. The Foreign Language Classroom Anxiety Scale (FLCAS), and students’ first semester scores in English as the measure for academic achievement were used. The results of the study revealed there were negative significant relationships between the components of English Language Classroom Anxiety Scale and academic achievement in English language. The results of regression analysis show that fear of negative evaluation; negative attitudes toward the English class, and Comm-unication apprehension can predict %60 of the academic achievement in English language.         The aim of this research was to investigate the relationship between dimensions of family communication patterns(conversation and conformity)and the meaning in life(presence of meaning and search for meaning).The research sample included 120 first period high school students in Shiraz(60 girls and 60 boys)who were selected by multi-stage cluster random sampling. The data collected by questionnaire of family communication patterns (Fitzpatrick and Ritchie, 1990) and the meaning in life questionnaire (Steger, 2010). Cronbach's Alpha was calculated to examine reliability of the measures. The power of dimensions of family communication patterns (conversation and conformity) was examined in predicting the meaning in life (presence of meaning and search for meaning) by using correlation test and simultaneous regression analysis. According to the results of this study, the dimensions of family communication patterns were able to predict the search for meaning and the strongest prediction was related to the conversation dimension (p <0.05), but the presence of meaning was not predictable by the dimensions of family communication patterns. Whereas, proper communication of family members plays an important role in creating a search for meaning in children, it can be strengthened to increase meaning in life. Manuscript profile

In other words, the performance of employees in the service sector, especially the tourism industry, is becoming increasingly important. On the other hand, tourism industry employees contribute significantly to creating a competitive advantage, with organizations with better-performing employees experiencing better business growth. Therefore, this study sought to investigate the influence of internal marketing on the employees’ job performance mediated by knowledge sharing and the moderating role of communication. The current study is applied in terms of purpose and descriptive survey in terms of method. The statistical population of the study comprised the 390 employees of four and five-star hotels in Mashhad. The required data were collected from the administered questionnaires, which were then analyzed via structural equation modeling using the AMOS software. The findings of the study indicated that internal marketing exerted a positive significant influence on knowledge sharing and staff performance. Moreover, knowledge sharing was found to have a positive effect on employees' job performance. Furthermore, the positive effects of the moderating role of organizational communication and knowledge sharing were also confirmed. The present research is descriptive-survey in terms of applied purpose and method of work. The statistical population of the study includes the staff of hotels in Mashhad. The collected data from 390 questionnaires were analyzed by structural equation modeling with AMOS software. Findings showed that internal marketing has a positive and significant effect on knowledge sharing and employee performance. At the same time, knowledge sharing has a positive effect on employees' job performance. Another result was that the moderator role of organizational communication was also confirmed.         This study sought to identify and describe social communication methods used in terms of cultural signification by tourists and the host community in Chaharbagh Avenue, Isfahan, Iran. To this end, a qualitative approach was adopted, using the meaning coordination management model as the theoretical framework. The population of the study comprised the residents of Isfahan City, among whom thirty people were selected through purposive sampling until theoretical saturation was achieved. The required data were collected via participatory observation and semi-structured interviews, which were then analyzed through content analysis, and open and axial coding. The study’s findings indicated that while the majority of Isfahani people expressed a positive attitude concerning the presence of tourists and establishing communication with them in Chaharbagh Avenue, poor creative hardware and software infrastructure in street communication, lack of coordination among policymakers, planners, and operational units in establishing effective communication and failing to consider creativity in redefining the third generation tourism products have prevented the avenue to gain a desired position in terms of tourism success. However, it could generally be argued that the residents of Isfahan City (as the host community) had a favorable attitude towards making effective communications with tourists in Chaharbagh Avenue.         In today’s modern world, tourism has turned into an effective way to access the environment and culture through intercultural communication. However, despite its significance in long-term economic development, intercultural communication is neglected in the planning stages of tourism development projects. Therefore, this study sought to investigate the factors that influence intercultural communication in tourism using a grounded theory approach. To this end, the required data were collected through detailed semi-structured interviews with fifteen experts and professionals in the tourism industry of Hamedan City who were selected via snowball sampling. The collected data were then analyzed, and the results were organized under six main categories with twenty-six sub-categories. Finally, the theoretical model of the study was developed using the Atlas-Ti software. Accordingly, the main six categories of the model included personal characteristics, socio-cultural characteristics, education, producing materials and creating knowledge on intercultural issues in tourism, management and planning, the health and safety of the environment, and media and information technology in intercultural tourism communication. The results of this study propose an integrated approach for tourism managers and entrepreneurs so that they can develop a high level of intercultural communication and competence for tourists.         In today's competitive environment, companies have to use a variety of new communication methods to maintain profitable relationships with their customers. Therefore, this cross-sectional study which was based on the principles of interpretivism (social constructivism), sought to develop a paradigm model for integrated marketing communication in travel agencies and tourism offices using grounded theory. The study period lasted from the beginning of 2020 to June 2020 and used interviews for collecting the required data. To this end, 12 detailed non-structured interviews were conducted on scientific-practical experts, including job experts in the tourism industry and university professors using the judgmental method. The collected data were then divided into fifty-two primary codes, fifteen sub-categories, and six core categories according to the open, axial, and selective coding using MAXQDA qualitative data analysis software. The study's results indicated that integrated marketing communications in travel agencies were derived from integrated analysis (causal conditions) and were influenced by contextual requirements (technical-individual), being able to produce the required outputs (purchasing, repurchasing, and creating the integrated marketing communications' recommended value in the travel and tourism industry) for realizing the central phenomenon if suitable strategies are adopted (aligning hardware and software tools in terms of optimal use of advertisement's mixed communication tools). Moreover, the intervening factors were determined by identifying environmental conditions-related categories using the textual data collected from the interviewees.         This study aimed to investigate the effectiveness of couple therapy based on Stair’s family therapy approach on physical burnout, psychological burnout and emotional burnout among divorce application couple tabriz City. The method of the present study was quasi-experimental with pre-test, post-test, and control groups with 3-month follow-up periods. The statistical population all of divorce application couple Tabriz City year 2021 who referred to the justice. Using the purposive sampling method, 40 people were selected and randomly divided into experimental (20 people) and control (20 people) groups. Intervention program Stair’s (8sessions of 70 minutes) trained in the sample group. The research tools were the Marital Burnout Questionnaire (CBM) Pines (1996). Data were analyzed using repeated measures variance. The results showed that couple therapy based on Stair’s family therapy approach effective on components marital burnout, physical burnout, psychological burnout and emotional burnout couples applying for divorce there is a significant difference in the two experimental and control groups in the post-test stage (P<0/001). also this effectiveness was stable at the follow-up 3-month stag.         The aim of this study was determining the efficacy of self-advocacy training on communication skills of adolescents with chemotherapy/ radiotherapy induced alopecia. The method of present study was quasi experimental single-subject with pre-test, post-test and two-week and one-month follow-ups. The statistical population of the study consisted of all adolescents aged 12-15 years with chemotherapy/ radiotherapy alopecia in Tehran in 1400. The sample group consisted of 4 adolescents with chemotherapy/ radiotherapy alopecia, who were selected by available sampling method and taking into account the inclusion criteria. The self-advocacy training intervention program was implemented in 5 sessions and the participants responded to the communication skills questionnaire (Attarha, 2007) in two stages, the baseline (A) and the experimental stage (B). SPSS and T test were used for data analysis, and t-test results illustrated the significant effect of self-advocacy training on communication skills and its subscales in adolescents with alopecia due to chemotherapy/ radiotherapy. Therefore, it can be concluded that self-advocacy training due to self-awareness, communication skills and leadership training can lead to the promotion of communication skills of adolescents with alopecia due to chemotherapy/ radiotherapy.         This study aimed to investigate the prediction of marital conflicts based on marital quality of life and communication patterns during coronavirus quarantine (Covid-19). The descriptive-correlation method was used. According to the random convenience sampling method, 385 married women in Shiraz were selected by the Cochran formula as the statistical population. The selected population was asked to answer the Marital Conflict Questionnaire (MCQ) (Barati and Sanaee, 1372- solar calendar), Dyadic Adjustment Scale (DAS)(Busby etal, 1995), and Communication Patterns Questionnaire (CPQ)(Christensen and Sullaway, 1984). The data were analyzed by Pearson correlation coefficient and multivariate regression. Findings showed a significant correlation between marital life quality and communication patterns with marital conflicts (P<0/01). Regression analyses also revealed that %27.4 of the variance of marital conflicts was explained by the marital life quality and communication patterns. This study demonstrates that marital life quality and communication patterns significantly contributed to marital conflicts prediction during quarantine (Covid-19). Manuscript profile

        Recently there have been a focus on the development of faculty members with the aim of meeting the challenging needs of society, university, faculty members and students. In this regard, technology includes the potential to create new opportunities in this field. The current research was conducted with the purpose of identifying the elements and designing a model for the development programs for faculty members based on FAVA. The research method was applied and with the approach of qualitative data collection and analysis, which was done with the comparative, inductive, and qualitative content analysis method. The method involved semi-structured interviews with 20 experts in the field of education and technology with a snowball method until theoretical saturation was reached. According to the findings 6 main concepts and 42 subcategories were extracted. The research results emphasize the design of the 6 elements of goal, content, time, space, interactions and evaluation, considering the capacities and challenges of adding FAVA to these elements. Finally, a pattern of programs was presented based on FAVA for developing the capacities of faculty members. In addition, some recommendations were offered based on the findings of the study such as designing an integrated system including various educational and research systems based on individual and organizational needs; active, experimental, personalization, informal and transferable approaches in a safe environment in accordance with the rules; considering simulation of face-to-face situations in a flexible and optimal time with active interaction of the audience, instructor and content with a clear and selective approach along with a growing and valid assessment.         This study was aimed to investigate the mediating role of couples' communication styles in the relationship between safe and insecure attachment styles and family forgiveness in married women. This study was a descriptive correlational study based on path analysis. The statistical population included all married women in Shiraz. The sample of this statistical population was selected by the available sampling method, 202 people. Research instruments included attachment style questionnaires (Bartolomio and Horotiz, 1991), couples' communication styles (Mabler Nanali and Ekman, 2006), and family forgiveness (Pollard et al., 1998). Findings from this study indicate that attachment styles were a direct and significant predictor of forgiveness in the family. Also, couples' communication styles were able to predict forgiveness in the family. In addition, attachment styles were also significant predictors of couples' communication styles. Finally, the results showed that couples' communication styles could play a mediating role in the relationship between attachment and forgiveness styles in family. The results show that safe and insecure attachment styles and communication styles between couples are among the variables affecting forgiveness in the family and need to be considered by experts and specialists in the field of family.         The purpose of this study was to investigate the relationship between family communication patterns and academic vitality: the mediating role of self-regulated learning strategies. The research method was correlation and structural equations. Participants in this study were 240 ninth grade male students in Behbahan, who were selected by multi-stage (relative) random sampling. The instruments used in this study were a revised version of the Fitzpatrick and Ritchie family communication patterns, the Martin and Marsh Vital Life Questionnaire, and the Pintrich and De Groot self-regulatory, cognitive, and metacognitive learning strategies scale. Confirmatory factor analysis and Cronbach's alpha coefficient were used to evaluate the validity and reliability of these instruments. The evaluation of the proposed model was performed using the structural equation method. Bootstrap method was used to test indirect relationships. The results showed that the direction of dialogue has a direct positive and significant relationship with academic vitality and self-regulated learning strategies. Also, the orientation of dialogue with academic vitality through self-regulated learning strategies has a significant indirect relationship. But compliance orientation was not directly related to academic vitality and self-regulated learning strategies and this relationship was indirectly insignificant with the mediation of self-regulated learning strategies (cognitive and metacognitive) with academic vitality. Finally, self-regulated learning strategies have a significant relationship with academic vitality. Better fit of the model was achieved by eliminating non-significant paths of compliance orientation to academic vitality and compliance orientation to self-regulated learning strategies (cognitive and metacognitive). Also, in order to find a suitable answer to the type of questions mentioned above, education is trying to determine a charter to guide the reforms in the country's education, which emphasizes the use of Fawa as one of its pillars. In other words, due to the increase in interactions that people have with each other in various ways, including through the online social network, these interactions cause people to be culturally and socially close to each other, and consequently these commonalities create interests and choices. This research is applied in terms of purpose and in terms of method is among the descriptive-survey research. The research community is Vitex brand customers located in Mashhad. The sampling of this research is using Morgan table and 384 customers that the data were collected through the questionnaire of Parmita et al. (2021). In order to analyze the data, structural equation modeling was done with pls software. The results showed that the brand experience has a great effect on the social interactions of Vitex brand consumers. Also, the general trend towards online social interaction has had a positive and significant effect on social interaction. General tendency towards online social interaction moderates the effect of brand experience on social interaction, and finally, consumers' social interactions did not have a significant effect on their Verbal communication.         Covert Communication technique is developed for LPD communication in military and civil applications. Artificial Noise (AN) is the method to confuse eavesdropper and assure data transmission. But, generating AN in wide range of frequencies and times is very challenging. Furthermore, it reveals the transmitter or challenges it for synchronization to confuse eavesdropper about environmental noise. This paper proposes a method based on Spread Spectrum as well as self-jamming as AN to solve the problems. By spreading the spectrum, we can generate AN in wide range of frequencies and times, at low power and cost-effective manner. Consequently, there is no need to synchronization. Simulation and numerical results indicate, partial band jammer, effectively confuse the eavesdropper by 1.8 dB margin at JSR = -5 dB. In the situations, transmitter and receiver may communicate at BER = 10^-3 for Eb/N > 8.3 dB. The paper simulates the proposed method for various types of jamming and reports the results where, multitone jamming is rejected for this application as artificial noise. Single-tone jammer also can confuse the eavesdropper by 2.6 dB margin at JSR = -5 dB and TRX communications quality equal to BER = 10-3 for Eb/N > 10.9 dB Manuscript profile

        Generally, in performing technical projects, especially in the field of information and communication technology, the most important criterion for handing over the project is having technical capabilities, and less attention is paid to the communication skills of project managers, such as having emotional intelligence. Lack of attention to this issue seems to reduce the effectiveness of team communication and thus lead to project failure. The aim of this study was to measure the effect of emotional intelligence of project managers on the effectiveness of team communication in the projects of the Institute of Communication and Information Technology. The method of the present research is descriptive-analytical of correlation type, the statistical population of which consists of project managers and members of the project teams of the Research Institute of Communication and Information Technology. The statistical population includes 19 project teams that have been selected by census method. Data collection tools are Bar-On Emotional Intelligence Questionnaire and Senior Questionnaire to evaluate the effectiveness of project team communication. Pearson correlation coefficient, multivariate regression and imaginary variable regression and dependent t-test were used to analyze the data. The results show that the emotional intelligence of project managers affects effective communication in the project team. However, only interpersonal skills, interpersonal skills, and adaptability can predict effective communication within the project team, and the dimensions of general mood and stress management do not affect these relationships Manuscript profile

        Based on the purpose, this research is an applied-developmental research, because it seeks to find a suitable model for new intelligent communication technologies in the development of urban management. On the other hand, based on the method and time period of data collection, it is a descriptive (non-experimental) research that was conducted with a cross-sectional survey method. Also, this study is based on a qualitative approach from the perspective of the nature of the data. In the first part, based on library studies and then expert interviews, the indicators of new intelligent communication technologies in the development of urban management have been identified. After the qualitative analysis stage, questionnaires were distributed and data was collected from experts in the field of media and urban management. The statistical population in the qualitative section includes 17experts in the field of study and media activists and urban management of the country. The qualitative results of this research showed that the optimal pattern of new intelligent communication technologies includes the categories of causal conditions (digital world, virtual world technology), contextual conditions (urban management), central phenomenon (new technologies), intervening conditions ( governments and citizens), strategies and actions (smart city), consequences smart transportation and environment, smart government and economy, smart people and life, (smart city).         It is inevitable to properly manage the implementation of information and communication technology policies in a planned way in order to improve the country's position in the fields of science and technology. The purpose of this research is to provide a model of the effective factors on the implementation of Iran's ICT policies by the neural network technique and based on Giddens' constructive theory. From the point of view of conducting it, this research is of a survey type and based on the purpose, it is of an applied type because it is trying to use the results of the research in the Ministry of Communication and Information Technology and the Iranian Telecommunications Company. Data collection is based on library and field method. The tool for collecting information is researcher-made questionnaire. The statistical population of the research is ICT experts at the headquarters of Iran Telecommunication Company (810 people), of which 260 people were randomly selected as a sample based on Cochran's formula. MATLAB software was used for data analysis. According to the findings, the best combination for development is when all input variables are considered at the same time, and the worst case is when the infrastructure development variable is ignored, and the most important based on network sensitivity analysis is related to infrastructure development and the least important is related to content supply.         In the recent years, the emergence and increase of interest in remote working has brought organizational communication into a new field. Therefore, the purpose of this research is to provide a model of organizational communication in the context of remote work. The method of this research is thematic analysis. At first, 90 scientific works were identified in reliable scientific databases, and after reviewing the content related to the research, finally 30 works were directly used to determine the primary codes. To measure the validity of the research, two methods of researcher self-review and transferability were used, and for reliability, two methods of retesting and between two coders were used. Based on the analysis, a complete set of final themes including 32 primary codes, 21 basic themes, and 9 organizing themes was provided. Therefore, the factors affecting organizational communication include internal states, communication skills and social intelligence of the individual along with the level of formality and organizational complexity. In the field of organizational communication methods in the context of remote working, working from home, hybrid work and selective methods were extracted as operational methods, and open communication and interaction were extracted as communication methods. Also, two groups of individual requirements including home communication atmosphere and remote work skills and organizational requirements including human resources, political and technical factors have been proposed. Its consequences include organizational citizenship behavior, employee support behaviors, organizational identity, organizational commitment, and employee job satisfaction.
