This paper explores several characteristics of patents in the biotechnology field, comparing and contrasting them to patents in other fields of research. We find that biotechnology patents face a longer lag between application and grant date, and their secrecy would be heavily affected if legislation were to permit publication 18 months after application. They are highly concentrated geographically, as well as in industrial origin, and are used most heavily in the health sector, but have a wider spread in use than in origin. They use many more (and much more recent) references than the average patent, with a special weight on academic or scientific literature, foreign patents, and a tight circle of research fields. While they are not cited frequently on average, their use as germplasm is rising. Future research should focus on the questions that have been uncovered Manuscript profile

ABSTRACT Cooperation between university and industry is not a new topic. Although there are some tested and used models for characterizing and analyzing this cooperation, these models have proven to be inefficient and unsuccessful in some countries. Therefore in this study we developed a model to analyze the level of university – industry cooperation in Iran. Furthermore we identified and ranked the barriers hampering and blocking this cooperation. In order to do so we used Interpretive Structural modeling (ISM) and Friedman test. Since ISM is based on the views of scholars we asked 33 experts both from university and industry to provide their views and comments about the present condition of university – industry cooperation. Using research findings we ranked barriers that hamper university – industry cooperation respectively as: 1- lack of trust between industry sector and academia; 2- lack of demand – centered research and dissertations; and 3-motivational issues.   Manuscript profile

Due to the recent advances in electronic government (e-government) and given the fact that universities are recognized as the Leading of innovation and progress in society, the expectation of electronic-government maturity levels in universities is higher than other governmental agencies. Given the high human capital capacity, universities are able to adapt themselves to e-government faster than other governmental organizations. In order to meet these expectations, e-government in universities and higher education institutions must be continuously evaluated. In this paper, we developed a model for assessing e-government readiness at university level, which includes "university-affiliated" indicators and "university-independent" indicators; university affiliates indicators are: " Trust "," Executive Policy and Laws "," Human Resources "," Integrity "," Budget "," Technological Infrastructure "," Digital Culture" and "Supervision, Support and Coordination ", as well as the "National Infrastructure" indicator is an independent indicator of the university. Moving on the path of innovation and entrepreneurship (value-creating) and fulfilling the desired social responsibility is one of the axes of the evolution of universities in recent years, especially in the last two decades. Innovative and value-creating university, for which various definitions have been proposed and various dimensions and criteria have been proposed for its introduction and creation, is one of the new initiatives and ideas for transformation in university systems. Despite identifying and introducing various components and criteria for an innovative and value-creating university, creating this type of university and purposeful and managed movement in the path of innovation and entrepreneurship requires a comprehensive roadmap and a balanced action guide. In order to evolve and achieve a comprehensive model, a guideline framework consisting of eight dimensions, as an action plan and operational model of an innovative and value-creating university by the European Commission and OECD, design and more than 600 universities and higher education institutes in Europe and OECD has evaluated this model. In this paper, through a review of documents, the guide to innovative and value-creating university is introduced as a guide for mainly European programs, for the gradual and systematic transformation of existing universities into innovative and value-creating universities with local considerations. All Iranian universities and higher education institutions with any mission, by learning and adapting actively and productively from this framework and gradually adapting their conditions to its dimensions and criteria, can take fundamental steps in the path of innovation and entrepreneurship and become an innovative and value-creating university in the Relation of Industry and University, Innovative and Entrepreneurial University, Value-creating University, Third Generation University, Guiding Framework for Innovative Higher Education Institute (HEInnovative)true and actual word. The author of this research is an experienced investor with a long-standing and established presence in the industry and has a dynamic relationship with local universities. He considers the first step as clearly defining the goals of academic self-governance, followed by a thorough identification of incentives for self-governance at higher education institutions. Why should universities be self-governed?What measures need to be taken to achieve “self-governance” at universities?Below, the underlying reasons for progressing towards “self-governance” in higher education institutions will be explained in detail: -The need for investment to develop infrastructure pertinent to universities. -The Government’s limited and arguably insufficient funding for universities. -The need to foster financial and income diversity among universities. -Benefiting from the process of financing as a tool for transformation. -The need to increase welfare benefits and enhance general standards of living for academics through wealth creation by universities themselves. -The need for quantitative and qualitative enhancement of resources made available to university researchers, specialists, and consultants in the field of Industry and Economy. -Helping mitigate the “brain drain” crisis . -The need for improved standards of accountability with respect to university stakeholders. (Through a more prominent involvement of universities in the nation’s development process). -The need for innovation in the field of technology. -Increasing the competitiveness of local universities in accordance with international standards. -The need for independence and financial autonomy of universities to grow and evade restrictions. In this section, we will attempt to clarify our definition of "self-governance at universities" as financial self-governance – aiming to minimize reliance on public funds as the main source of endowments. By emphasizing on the lawful self-governance of universities, in line with their institutional missions, the potential of universities will no longer be constrained by the “what ifs” and “only ifs” commonly heard at academic institutions dependent on public funds. The need for self-governance (financial self-sufficiency) can also be traced in the Constitution. Finally, it is essential to note that by paving the way for self-governance at universities through the allocation of responsibilities among academia as their “national commitment”, we can help transform the industry and promote the sustainable development of the country. Addressing the methods of achieving self-governance, we should reevaluate our perception of universities by looking through a different lens. Perceiving universities as “enterprises” or “firms” reveals the nuanced dimensions of the issue and allows for greater emphasis to be put on "industry" as the main customer of universities. At the third and final stage of the quest, the deviser of the Bridge plan suggests that there will be a systematic yet creative connection between the notion of academic self-governance and the Bridge plan itself. The wagons of academic self-governance will fit perfectly on the railway tracks of the Bridge plan, and the train will head for the destination. In this part, we will provide a brief overview of the Bridge plan for those not familiar with it. The Bridge Plan: The metaphorical use of the term “bridge” is meant to describe the dynamic relationship between the industry and universities, as the driving forces behind the economic development of the country. It should be noted that the Bridge plan is a trnasformational progress towards tackling the most fundamental issues in the national economy–through a process-oriented and purposeful act of “bridgin Manuscript profile

In the last few decades, the challenge of "industry-university relationship" has been the most important current issue in the country. "Standard and standard attitude" is a kind of practical thinking that is organized from the integration of global experiences and public knowledge. One of the most important words in all standards developed at the international, national and organizational levels is the word "root cause". Ensuring the dynamism and reliability of the industry is the full observance of the necessary standards. Industrial culture grows by accepting and applying the standard in various dimensions of production and service, and expresses its impact beautifully. Those involved in the field of planning and implementation in the issue of the relationship between university and industry, should pay more attention to the observance of "professional and engineering ethics".At the heart of this is a commitment to honesty and belief in effectiveness. Knowing and applying engineering ethics charters around the world not only deepens the perspective but also expands the scope of action commitment. Ethics is a basic necessity for sustainable scientific development. Reproducing the issue of education and training at the university level is a very important challenge. University education is theoretical and does not have a skill or professional approach. The goal of the human resources industry is to train skilled craftsmen to do the job. The bridge between the university and industry is reliable with the aim of applying the lessons learned and the experiences gained. Manuscript profile

The change in the role of the university due to the change in economic-political orientations at the end of the Cold War, led to a change in attitudes toward research in academic centers. Given the new economic orientations that have shifted the role of economic management from government to market and have led to a change in attitudes toward research in universities and research centers, the demand has emerged that universities should minimize the public resources used in research. To compensate and play a more active role in the growth and development of society. At the same time, the formation of the knowledge-based economy has highlighted the role of knowledge as a more prominent factor in creating added value, wealth creation than the traditional factors of production in the economy, namely land, labor and capital. In addition to research and education, the university has another third role, which is to participate in the socio-economic development of society. These changes in the approach to resource allocation and the role of knowledge in wealth creation and the change in the direction of economic management have led to growing attention to the commercialization approach to research results in universities and research centers in developed countries. He concluded that research results should be sold to private and public sector companies in order to create other sources of revenue for these centers while funding research activities.Commercialization means turning research results into products, services, and processes that can be sold. Thus, this process emphasizes the application of research results and the creation of economic value for these results. As a result, fostering entrepreneurial ideas in the process of business development for wealth creation, value creation, taking advantage of comparative opportunities and advantages, and combining innovations and technologies in the direction of economic dynamism; Directing stray capital and directing investment flows in productive and entrepreneurial businesses within the university's capabilities;Social partners and students and teachers; It is recommended to prevent the erosion of entrepreneurial businesses in the light of continuous and process-oriented facilitations in the dimensions of consulting, financial, institutional, etc. Manuscript profile

Today, the biological sciences are one the most important parts of the basic sciences. This explains why most industrial countries are heavily investing in it. In the USA, more than half of all federal government support in science is allocated to the biological sciences. In the EU, more than 22 million people are employed in professions relating to the biological sciences. In Iran, Science and Technology Initiatives consider basic sciences as one of the important parts of science and most universities educate students in the biological sciences. In addition, some incubators and science parks are devoted to biological sciences. To evaluate the research in biological sciences in Iran, we compared the quantity, quality, international cooperation, and the cooperation between academia and industry with Asian and global universities. To do this, we used Leiden ranking results in two time frames, namely 2008-2011 and 2012-2015. The results demonstrate that Iran stands at a relatively good point based on the number of publications. However, greater efforts are necessary to avoid falling behind in terms of rank. Additionally, this study shows that the quality of publications requires significant improvements. Furthermore, international cooperation of universities should be expanded. Poor industrial cooperation between university and industry is mainly due to the lack of related industries. In conclusion, a detailed plan should be developed to ensure leadership in biological sciences and achieve scientific authority in the field Manuscript profile

One of the issues encountered by the Iranian Humanities and Social Sciences Society is the commercialization of knowledge and business creation in this field. As a result, the deprivation of business areas from the benefits and capacities of the humanities and social sciences, the wasting of the country's capital, the unemployment of a large number of graduates, immigration and employment in irrelevant businesses are the main consequences of this issue. Therefore, this paper attempts by reviewing the literature on entrepreneurship, the supporting ecosystem of entrepreneurship and the study of two domestic and international universities, provide some solutions for developing university entrepreneurship in the field of humanities and social sciences. The results show that in comprehensive universities, firstly, engineering faculties and then social sciences, economics and management schools engage in entrepreneurship. However, other colleges are resisting entrepreneurship. Therefore, at a humanities university, the stimulation of all faculties for entrepreneurship innovatively, along with the pursuit of scientific and research tasks, should be carefully addressed and start with the colleges whose products and services are closer to the market. In addition, there is no universal framework for creating an academic entrepreneurship ecosystem. Thus, the officials of the universities in the field of humanities must be able to create a environment in which, while preserving the traditional values of education and research, put the commercialization capacity of creating entrepreneurial culture in the university at the center of attention of students and staff. Today, incubators play a very important role in the economic and industrial development of developed and developing countries. Incubators are designed to support educated entrepreneurs and provide the growth opportunities for new companies by providing them general facilities. Identifying and studying the various factors that are affecting the development of entrepreneurship and incubators can be effective in policy making for the promotion of entrepreneurial activities. The present study sought to identify the factors affecting the development of incubators, identifying 36 factors and categorizing them in six categories containing company general characteristics, manpower characteristics, infrastructures, market and competition, financial affairs and environmental factors. The statistical population of the study consists of 6 experts from the incubator of Technology Units of the University of Guilan. Prioritizing 36 factors using the analytic network process methodology indicates that five factors: supporting mechanisms (government and university), the existence of experienced consulting teams, organizational structure of companies based in incubators, the field of activity of these companies and their age have the highest priorities than other factors, in other words, they have the greatest impact on the development of incubators. Of course, given that the prioritization of these factors has been used by experts in the incubator of Technology Units of the University of Guilan, it can not be fully generalized to other Centers. If universities functioned in a stable environment, the demands for leadership would be modest. Mission, vision, programs, strategies, and policies could simply be put on automatic pilot. Automatic pilots don’t work for universities. Environment is in continual context, and the results and consequences of these changes for the future of universities are profound. Sound, creative and empowering leadership is indispensable, and it spells the difference between productive, sustainable universities and those that are in continual crisis and failing. One need only reflect on the change that has come about in university over the last century. The very mission and scale of universities have been transformed. Universities are altering the ways and means of teaching and learning. New directions and methods in research and service to society are evolving. The costs-benefits of the academic enterprise are in continual fluctuation and open to challenge. The roles of faculty are different, as are campus cultures. The very definition of precisely who is served and touched by universities is in transition. Leading change is clearly the most difficult and taxing challenge faced by university managers and leaders. Occupying a position of leadership and exercising the role of manager and leader are entirely different.Too many positions of leadership are filled by those who occupy the chair and carry the title but fail to lead universities in ways that enable them to adapt to a demanding environment, optimize their mission, align with values, and produce a lasting contribution to society. It does not speak to the position of leadership, to title, or to mere survival skills; rather it speaks to the creative act, the behavior, the hard work, and the skill and competency of leadership and management Manuscript profile

The lean approach seeks to eliminate non-value-added activities and knowledge management to create and apply useable and accessible knowledge for value creation. Therefore, knowledge management is predicted to have a significant impact on the leanness of an organization. On the other hand, despite the fact that the service sector has become a major resource in the economies of the countries, there is little research on how to implement a lean approach in this sector. The purpose of this study was to investigate the effect of knowledge management on lean service. For this purpose, the dimensions of lean service were first extracted using the grounded theory. In the following, a questionnaire was designed to measure the maturity level of organizations’ knowledge management. Then, structural equation modeling was performed to illustrate the impact of knowledge management on lean service of Payam Noor Universities by using Smart PLS 2 software. The statistical population of this study is all employees, professors, managers and assistants of Payam Noor Universities. Using sample random sampling, 200 questionnaires were distributed to the statistical population, 157 of which were completed and analyzed. After making sure that the measurement and structural models of the research are acceptable, the results suggest that KM plays an important role in improving the lean of Payam Noor Universities. In the field of knowledge management, factors such as knowledge management leadership, organization’s processes, people and knowledge managements’ outcomes have greatest impact on lean service at Payam Noor University. Therefore, managers of Payam Noor University can improve the maturity level of the knowledge management of the organization and then improve the lean status of their organization by focusing on these factors. By applying this model, service managers, especially university managers, can provide an appropriate platform for their use in managing these organizations through the link between knowledge management and lean. The theories of Bildung are among the most extensive theories in German thought. An illustration of Bilung is given by Wilhelm von Humboldt in the concept of university named after him as “Humboldtian University”. A certain anthropological framework plays an important role in this idea. The main purpose of this article is to, firstly, explain and identify the basic components of this framework. The next step is showing the relationship between these components and the pillars of the idea of a Humboldtian university. The results show that "human" in Humboldt's thought is not a predetermined being, rather the ideal of humanity will be raised through humans' purposeful and ongoing actions. Essentially, it depends - more than anything else - on the principle of freedom, the expansion of situations/ situations and empowerment conditions in an inclusive interactive context with the (non-human) world. It is also the achievement of a balanced and homogenous personality that this theory represents for human beings. In addition, the achievement of Bildung in the social field is the promotion of popular culture, which will bring it to the attention of the whole community. It is shown that Humboldt’s idea of the university also includes such features. The result of this research is expected to increase our insight into the theoretical foundations of one of the famous university ideals, the Humboldtian ideal, of which we as yet have paid little attention Manuscript profile

There is a radical approach to the university and medical knowledge that categorize universities to Islamic and non-Islamic. When the university will be Islamic that medical subjects are derived entirely from the Quran and Hadith and some religious fanatic behavior is clearly considered at the University of Medical Sciences. The aim of this study at the first step is critique of above standpoint and second step is investigation of the characteristics of Islamic university. With regard to results raised in this article can be said, Certainly there are all of thing that humans needed in the Quran, therefore, therefore, it do not have to enter the other sciences. On the other hand, although the Prophet Akram and the Imams know all sciences and knowledge that was derived from the Quran,Always emphasize Learning science and even in the treatment of disease have consulted with doctor.Hence, one cannot expect that the Muslim community without the benefit of empirical sciences, to meet the needs of its community limited only to Revelationsand revayat. Rather, it should move in the direction of training specialists so that it can meet their social needs. As we know, universities are most important and effective places in the production of science. So Medical University in the Muslim community must also adjunct and act in line Islam aims.In order to provide this goal, the Islamic University must have some features, which was discussed in this manuscript, some of the most important of this features are Creation of enthusiasm and motivation for knowledge acquisition, Trying to produce science as an important tool of soft power, pay attention to the importance of self-purification, also having a sense of responsibility towards the Islamic nation. The historical investigation shows that the problematic of technology and civilization is one of the fundamental issues that were raised especially between the first and second world wars in Germany, and after that history, it has also found a wide resonance in Iran's intellectual space at different times. One of the most important formulations of this issue dates back to the 1950s, when in a wide cultural-political turn from the 1940s to the 1950s, the issue of technology and civilization was placed at the top of the intellectual issues of the government and the opposition. Contrary to the common perception, this issue did not remain at the theoretical level at that point and led to important strategic and executive decisions at the policy and governance levels. Among the most important of these cases is the installation of Seyyed Hossein Nasr, a traditionalist Islamic philosopher, as the vice president of Aryamhar Royal University of Technology (now Sharif) from 1351 to 1354, which has not yet been subjected to historical and analytical evaluation. This research deals with the main question of how to explain the appointment of a traditionalist philosopher as the head of the country's leading technological university at the height of the Pahlavi regime's modernization Manuscript profile

The university is considered the most important pillar of society's development, and the expansion of work ethics and its institutionalization provide the foundations for scientific and industrial prosperity in it. The main purpose of this article is to explain social factors related to work ethics. The research method was a survey (quantitative) and the tool was a questionnaire (which had acceptable validity and reliability). Due to the uncertainty of the exact number of faculty members of Tehran universities (statistical society), 300 people were randomly selected and questionnaires were distributed among them, and finally 292 forms were completed and entered into the analysis. Findings The results show that the tendency towards academic work ethics is higher among the married group, younger faculty members, and among the disciplines, respectively, social sciences, educational sciences, agriculture (especially the field of agricultural promotion and education) and finally, basic sciences. The results of the statistical tests also show that there is a direct relationship between social cohesion, social trust, social participation and religious affiliation, and between age, social anomie, feeling of relative deprivation and feeling of social discrimination with work ethic, and in the regression model, this is also a significant indirect relationship. Professional excellence in teacher education significantly enhances the quality of teacher education systems and produces competent teachers who contribute to the improvement of the national education system. Hence, this study aims to explore the components of the professional excellence curriculum in teacher educators in Finland and the United States, as two developed countries, based on a theoretical research plan using a documentary-analytical strategy. The data collection method involved studying written sources including books, articles, and documents on the curriculum for professional excellence in teacher education in Finland and the United States from 2000 to 2023. Based on the analysis of data, three principal categories were extracted: vision, content, and implementation methods of the curriculum. Each of these three principal categories of the professional excellence curriculum includes several components. Future study, as a dominant component in the vision of the countries' curricula, has been an influential factor in shaping the content and implementation methods of curricula. The content of the curriculum has been flexible and inclusive. The link between theory and practice is emphasized. In terms of implementation, educational strategies and justice-based and anti-colonial strategies have acted as two complementary strategies. In the whole curriculum, respect for professional independence and the development of a sense of agency have been emphasized as effective components in the professional excellence of educators.
