        This article reviews the relationship between organizational culture Strategic Human Resource Management (SHRM) and Organizational Citizenship Behavior (OCB). Although, Organizational culture and SHRM are important factors influencing organizational citizenship behaviors but little research has been done about how these two factors influencing the organizational citizenship behavior. The main purpose of this study was tracing the relationship between these three important variables clearly according to test two proposed conceptual models. Our research methodology was Survey- Correlation Method, Structural Equation Modeling (SEM) Specifically. Study results showed that, the approach of cultural determinism and adaptation strategic human resource management has been accepted. Therefore, in relationship between three variables of our research, SHRM have a mediator role.         Exposure to heat and heat stress that most people encounter during daily activities or activities in the workplace will have an impact on human physical activity. The aim of this study was to discuss the effects of heat stress in the 22 districts on citizenships of Tehran. For this purpose, the questionnaire data has been used. This research was descriptive and fieldwork was done and a questionnaire was used for data collection. This questionnaire was performed according to a sample size of 385 cases and through using Cochran's formula. For analysis the data of questionnaire was used SPSS and MATLAB software. The findings of descriptive showed that 60% of the respondents were female and 40% men. Since weight has almost direct connection to heat stress, the evaluation of the weight class diversity can be almost suitable for the analysis of the factors and mental responses of heat stress on citizenships of Tehran. Based on this issue, 32.7% have a weight between 55 and 65 and 29.09% have weight more than 75 kg. In order to analysis, the role of heat stress on citizenships of Tehran factor analysis and cluster analysis have been used. The results indicated that based on factor analysis, heat stress has the most effects on the calm of soul and spirit, fatigue and heatstroke and decreased activity and increased transpiration of the body, cramps, pulmonary and heart disease. According to cluster analysis, cardio pulmonary disease and cramps, the calm of soul and spirit and fatigue, dizziness, heatstroke and decreased activity and increased transpiration have been affected respectively. The study showed that the effects of heat stress on gender, type of occupation, marriage, celibacy, male and female and there is a significant relationship between heat stress and gender, occupation and age while marital, celibacy and weight don't have influence on heat stress. This technology as a second generation of Internet services has a social dimension that emanates in the form of social media, and therefore the impact of these technologies on the performance of the government is important. The hypothesis of the article suggests that Web 2.0 technologies potentially transformed the way and function of the traditional government and led to the emergence of a new kind of government. In the literature on communications and politics science, this kind of government is referred to as the "web.2.0 government". The transformation had its effects on the conception of citizenship inherited from ancient Greece and Rome. The classical and more or less still dominated view on the history of social and intellectual developments of that period, offers an image according to which the spread of Christianity resulted in merging individuality into the community. Here I try to show, through relying on recent and less biased historical researches, that the classical interpretation that views the period as the fading individualism in favor of a collectivism emerged from the teachings of Christianity, the assimilatory political culture dominated early western modern societies, spring from the Renascence and then Enlightenment rather than the Christian culture.         The relationship between political philosophy and development, as the creation of conditions that would lead to "life betterment", was marginalized in the beginnings of the development of modern political thought. Due to the influence of ideas such as utilitarianism and the market economy, the twentieth century witnessed the re-emergence of the concept of development as growth. The mentioned concept claimed what civic/political knowledge sought from the beginning, namely "Good living". This paper is an attempt to rebalance this situation by developing a theory of phronetic development based on the Aristotelian concept of phronesis. Using an implicative approach, the paper argues for using the concept of citizenship as the normative implication of phronetic development. In order to do so, the paper deconstructs economic growth theory, exposes its reductionist conception of development, and reestablishes the link between moral philosophy, economy, politics, and development. In this conception, democracy as public reasoning, participation as empowering citizens' phronesis, and freedom are the main constitutive elements of phronetic development. Therefore, appropriate policies and measures should be put in place to promote citizenship that induces phronetic development. Manuscript profile

In any organization, although individuals are the primary agents of the organization, in fact, organizations themselves have an independent legal personality that, like any society, provides the basis for interaction between individuals and their socialization.On the other hand, today most of the Citizens' time are occupied by economic duties and presence in the workplace. Many people in this environment interact with different formal and informal groups and learn many of the values, norms and behaviors from that environment and internalize their behavior.Therefore, recognizing the increasing importance and scope of organizations and their role in the socialization of individuals, It is necessary to look at the economic and social structures of government agencies, as part of the pathology of ethics in the Islamic Iranian city.Organizations that play a large role in the citizenship ethics of their employees. Therefore, the issue of ethical training in the organization is important from both, a professional and a citizen's perspective that both of which are related to the concept of citizenship.In this study, grounded theory method was used and 25 staff members of one of the most high level governmental organizations of Iran located in Tehran were interviewed in depth.The findings show that ambiguity of ethical perception, avoidance of participation, ambiguity in role and goals and weakness of work culture are the phenomena affecting on disorganization which provide grounds for negative socialization of citizenship ethics in the city.         The current research is done to investigate the mediatory role of Islamic work ethics (IWE) on relationship between Service Culture and Individual Accountability, Organizational Citizenship Behavior and Social Responsibility among staff of Tabriz and Shahid- Madani Universities. The statistical population was included of company staff among whom 200 Faculty’s member were selected using Cochran formula. The research method was descriptive– correlative method– and was applied standard questionnaires for gathering information. In order to evaluate relation between measured and latent variables in the conceptual model, the structural equation model was utilized. The results indicate that, there is a positive and significant correlation between these variables excepting the path of service culture and social responsibility.         The purpose of this study was to identify the relationship between organizational ethics and organizational culture among selected staff of Tehran University of Medical Sciences. The research method is an applied and descriptive study type survey. The statistical population includes the selected staff of Tehran University of Medical Sciences with over 2,000 people and sample size according to Cochran formula. 426 people were selected. The data gathering tool was a questionnaire whose validity was confirmed by experts and confirmed by Cronbach's alpha method. The Kolmogorov-Smirnov test was used to measure the normal or abnormal data of the research, and also the Pearson test was used to confirm or disapprove the research hypotheses. The results of the research show that the accuracy, willingness and willingness of work, duty, freedom of action, initiative, responsibility, honest work, belief in work, motivation, agility in work, sense of efficiency, and doing work with seriousness and Respect for others, the function of the aggregation and worker spirit of the ethical dimension of work can be by taking any timely decision on work, preventing protests, helping newcomers, tolerating heavy work, being at work, attending meetings, keeping clean.         One of the consequences for organizational spirituality based on the Islamic values is organizational citizenship behavior which is doing those actions that are more than routine tasks but are useful for others and the organization without any expectation. The aim of this study is to explore the interrelationships among organizational spirituality criteria based on Islamic values and organizational citizenship behavior in medical devises industry using DEMATEL technique. For this purpose, in the first step, 11 criteria were identified including 4 criteria for organizational spirituality and 7 criteria for organizational citizenship behavior. DEMATEL technique was applied based on the opinions of the 22 experts. Results advocated the important role of Religiosity and individual spirituality in improving organizational citizenship behaviors.         Due to the growing number of new media, the number of digital citizens in society is increasing day by day. A digital citizen is a citizen who has the ability to use the online services provided by the government of each country to the best of his ability. The purpose of this study was to investigate the validity and reliability of digital citizenship scale in Birjand city. The statistical population of this study was all individuals aged 18 years and older in Birjand city, of which 384 were selected by multi-stage cluster sampling. The instrument used in this research is a digital citizen questionnaire, Chui, Glassman and Kristol (2017). Content validity of the Persian version was verified according to the opinion of the experts. Factor structure of digital citizenship questionnaire was investigated using both exploratory factor analysis and confirmatory factor analysis. The exploratory factor analysis showed that 4 substances have high yields in more than one factor; these materials were eliminated, and finally the final model included four factors; Internet political activity, technological skills, critical and local-global awareness. It came out with 22 substances. For reliability of this tool, Cronbach's alpha coefficient was used, which coefficient for its components was 0.79- 0.99. Given that the validity and reliability indicators of the Persian version of the Digital Citizen scale were all favorable, it can be used as a valid and reliable tool to identify digital citizens.         Current study aims to review mediating role of occupational burnout in relationship between structural empowermenet, & organizational citizenship behavior. For this purpose, …. employees of the nursing office subset related to the clinical section were selected by stratified random sampling method, & they responded to standard questionnaires such as Conditions of Work Effectiveness Questionnaire –II, organizational citizenship behavior, & occupational burnout. Structural equation modeling was used, & the results of analyzing data indicated that there was a meaningful, & negative relationship between¬ structural empowermenet, & occupational burnout, & between occupational burnout, & organizational citizenship behavior, there was a meaningful, & positive relationship between¬ structural empowermenet, & organizational citizenship behavior. Also, meaningful relationship between structural empowermenet, & organizational citizenship behavior mediated by occupational burnout was obtained. The results of structural equation modeling suggests that the model fitted the data, with regard to these findings.         The aim of the current study was to study the relationship between personality traits, moral behavior and the feeling of guilt with compulsory citizenship behavior. Thus, 320 teachers at Isfahan female high schools were chosen by stratified random sampling method and proportional to demographic share of each region as a sample. The research method was casual-comparative-correlation method and the study tools included the measures of Vigoda-Gadot Compulsory Citizenship Behavior Scale, Costa & McCrae, Personality Traits Inventory, Lussier, Moral Behavior Inventory, The Feeling of Guilt Scale Marschall, Sanftner & Tangney. The data was analyzed by using Pearson correlation coefficient and the structural equation modeling. Results revealed that, there was a negative relationship between personality traits (the extroversion characteristics, being pleasant, being conscientious) with compulsory citizenship behavior, and a negative relationship with flexibility, and a significant and positive relationship with psychotic characteristic. Results of the structural equation modeling showed that between personality traits, there is a direct and significant relationship between the dimensions of being conscientious and being pleasant with moral behavior. In addition there was a direct and significant relationship between the characteristics of being conscientious, flexibility, extroversion and psychotic with the feeling of guilt, and there was a direct and significant relationship between moral behavior variable and the feeling of guilt with compulsory citizenship behavior.         The aim of this study was to investigated the mediating role of occupational burnout in relationship between structural empowerment and organizational citizenship behavior. The sample of study was 291 employees of a hospital who were selected using stratified random sampling. For investigating the correlation these standard questionnaires were used: Conditions of Work Effectiveness–II, Organizational Citizenship Behavior, and Occupational Burnout. And for analyzing data, Structural equation modeling was used. The results of analyzing data showed that there was a significant and negative relationship between occupational burnout and structural empowerment. Also significant relationship between structural empowerment and occupational burnout with organizational citizenship behavior was obtained. The results of structural equation modeling suggests that the model fitted the data. With regard to these findings, it can be said that occupational burnout has a mediating role in the relationship between structural empowerment and organizational citizenship behavior. Accordingly, with regard to variables such as structural empowerment and decrease of occupational burnout, the rate of employees’ organizational citizenship behavior could be increased.         The aim of this study was to, investigated the mediating role of organization-based self-esteem in the effect of conscientiousness & agreeableness on task performance and organizational citizenship behavior. The sample of study was 234 employees of the National Iranian Drilling Company who were selected using stratified random sampling. In this study, was used standard questionnaires such as personality characteristics (NEO), job performance, organizational citizenship behavior, & organization-based self-esteem, & for analyzing data, was used Path Analysis Method. The research model test showed the good fitted of the model. Examination of the direct effects indicated that conscientiousness & agreeableness have a significant & positive effect on task performance, organizational citizenship behavior, & organization-based self-esteem, & organization-based self-esteem has a significant & positive effect on task performance, & organizational citizenship behavior. Also, the indirect effects test showed that organization-based self-esteem has mediating role in the effect of conscientiousness & agreeableness on task performance & organizational citizenship behavior.         The purpose of this research is to use of multi criteria satisfaction method for segment analysis citizen satisfaction with service quality of urban parks of Shiraz. The statistical population consists of all citizens that visiting urban parks of Shiraz and sample size is 384. Method of sampling is stratified random sampling method. The researcher-made questionnaire was used to measure the variables of study. The reliability of the questionnaire was determined using Cronbach’s alpha test (α=0.91). The face validity and factor analysis was considered as validity of research. The result showed that dimension of citizen satisfaction with service quality of Shiraz҆ urban parks are Aesthetic and visual aspects, Park amenities, facilities and services, Physical health and safety of park, Social and psychological safety and Dynamic management of the park. Also the most satisfaction level in related to Jannat park and the least satisfaction level in related to Koohpayeh. In other hand, action diagrams indicated municipal of Shiraz almost in all of satisfaction criteria has low performance those requiring immediate improvement efforts for removing these weak points. Organizational citizenship behavior is a desired consequence that managers tend to increase it among human resources. The aim of this study is to investigate effects of job involvement on organizational citizenship behavior with moderating role of organizational identity. The population of study is Iran Insurance Company agencies (representatives) in Mashhad, with 300 agencies. Two-stage cluster sampling method was used with regard to the distribution of agencies in Mashhad. 167 agencies were determined for sampling size using Morgan table. Data collection tool were three questionnaires which their validity confirmed through construct validity and reliability were assessed using Cronbach's alpha. To ensure of returning adequate questionnaires, 170 questionnaires were distributed and 167 questionnaires were returned. Data analysis using structural equation modeling and partial least squares (PLS) was conducted. The results showed that job involvement has significant positive effect on organizational citizenship behavior. Therefore, the present study was conducted with the aim of presenting a model of environmental citizenship behavior with emphasis on moral emotions in the manufacturing industries of Mazandaran province. The research method was mixed and based on structural equation modeling. The statistical population of the study included all administrative staff and managers of manufacturing industries in Mazandaran province, the number of which was equal to 10962 people, the sample size was estimated to be 371 people using Krejcie and Morgan table. After designing the researcher-made questionnaire, a total of 500 questionnaires were distributed electronically and in person among the statistical sample, which according to the number of completed questionnaires, the number of statistical samples of the research in the present study reached 371 people. Data analysis was performed using smart pls3 and spss 20 software. The results showed that the effect of moral emotions and its sub-dimensions (moral education and growth, moral qualities, moral self-awareness) on environmental citizenship behavior was confirmed. It seems that the relationship between moral emotions and their impact on environmental citizenship behavior is important and there is a significant relationship between them and the results of this study improve the perception of factors that create employee involvement in environmental citizenship behaviors.         The purpose of this study was to investigate the relationship between the use of virtual social networks of Tehran citizens and their consumption pattern. The theoretical framework is based on the views of theorists such as Veblen, Giddens and Bourdieu. The approach of the present research is quantitative and the research method is descriptive in terms of descriptive path and applied in terms of purpose. Data were collected by a survey method and using a questionnaire tool. The statistical population of the study included citizens over 15 years of age in Tehran who were interviewed using the sample size estimation formula, 600 of them were interviewed using multi-stage stratified sampling. The results, regarding objective dimension, showed that cultural consumption is one of the influential variables in the consumption pattern of Tehran citizens and in addition there is a significant relationship between cultural consumption and the use of virtual social networks. On the other hand, there is a relationship between the use of virtual social networks and the clothing consumption pattern of Tehran citizens. In fact, the use of virtual social networks by Tehran citizens has affected their coverage and how they buy. The results obtained in the mental dimension of the subject under study also indicate that the use of social networks has affected the values and social attitudes of Tehran citizens based on consumerism. In the present article, an attempt is made to depict the general outline of the domestic legal normative order in response to violence against children. Method: This study has been done in a descriptive-analytical way by using the library resources and especially laws. Results: Children should never be exposed to violent domestic or social situations and experience child abuse. Since children today will be responsible for society in the future, and the progress and development of the country depend on their proper upbringing and development; therefore, the issue of violence against children, which causes great harm to it, is of special concern to Iran's laws.         The present study belongs to the category of exploratory-applied research. The statistical population of this research consists of employees and customers of Kohgiluyeh and Boyer-Ahmad Gas Company. The number of employees of Kohgiluyeh and Boyer-Ahmad Gas Company is 1000 people, which corresponds to each employee selected by one customer, and the number of samples was selected using Cochran's formula of 280 people. Preliminary information about the mentioned variables was collected in the field by three samples of a questionnaire, one with 16 questions for gas company employees and the other with 17 questions for customers, which was compiled based on the Likert scale and EFQM questionnaire to evaluate performance. The collected data in this study have been reviewed and analyzed using SPSS software. Findings indicate that there is a relationship between organizational citizenship behavior and customer citizenship behavior and these two behaviors affect the performance of Kohgiluyeh and Boyer-Ahmad Gas Company. This study seeks to investigate and analyze the rate of realization of citizen-centered space indicators and its impact on citizens' satisfaction with the city space (Case study: Yasuj city) based on this knowledge. Descriptive-analytical research method and its basis based on CSI model or citizens' satisfaction index has been used through field study (384 questionnaires) and using statistical methods of structural equation model (SEM). The software used in this research is Smart-PLS3.2.8. The results show that the CSI indicators in Yasuj are in an unfavorable and relatively favorable situation and the citizens are less than average satisfied with the atmosphere of Tehran. Also, the distance of Yasuj city space from the dimensions and indicators of citizen-oriented space is the most important missing link in Yasuj urban planning system, which can be a warning for socio-spatial damage and it is necessary to find a solution from now on.         The paper attempts to answer two questions based on the thoughts of Plato and Kant concerning the issue of law preservation. The first question refers to the foundation of law obedience and the second one concerns the educational implication of it. The method of deduction is used in this study and in order to find the similarities and differences of the two philosophers' views the method of comparative analysis is used. Both philosophers define law preservation as the absolute obedience of law. The two aims of law preservation include: a) obedience of law in practice and b) scholarly discussion for the reformation of law. The two philosophers agree on three principles: awareness of law contents, awareness of necessity of law obedience, and the critical view to the laws and their contents. In addition, Plato holds two other principles: respecting the law and the absolute priority of law obedience and Kant holds the principle of reflection and discussion. Educational methods based on these principles are: explanation of legislation necessity in curriculum, presentation of practical models on obedience of educational rules, performing open sessions for discussion and reforming school and class rules and regulations based on the above-mentioned principles.         This study sought to investigate the effect of organizational citizenship behavior on service quality offered to and the satisfaction and loyalty of customers in the hotel industry, selecting the Parsian International Hotels in Mazandaran province, including the Parsian Azadi Hotel in Ramsar, Iran (four-star) and the Parsian Azadi Khazar Hotel in Namakabroud, Chaloos, Iran (five-star) as the cases of the study, which was conducted in summer 2017. The study is regarded as applied in terms of purpose, descriptive in terms of research method, and survey in terms of data collection method, using Structural Equation Modeling and the Smart PKS Software to analyze the collected data. The study’s statistical population comprised all employees and visitors of Persian International Hotels in Mazandaran province, out of which the sample size was selected via random sampling and the Cochran. Moreover, a standard questionnaire was administered to collect the required data, whose reliability was measured using Cronbach's alpha. The study’s results indicated that organizational citizenship behavior had a significant positive influence on service quality offered to and the satisfaction and loyalty of the customers. It was also found that the customers’ satisfaction had a significant positive effect on their loyalty and that the customers’ satisfaction had the greatest path coefficient value, exerting the highest influence on the customers’ loyalty compared to other variables. One of the important needs of hotels managers is Identify ways to develop those employees' behaviors that are consistent with the brand. The present study was aimed to investigate the effect of brand-oriented leadership on brand citizenship behaviour with mediating roles of employee-brand fit and brand commitment. This study is a descriptive-correlation one from research methodology perspective. The statistical population of this study includes 1005 employees of 5 star hotels of shiraz. The sample size was calculated 278 employees and they were selected through convenience method. In order to collect the research data, the standard questionnaire of brand-oriented leadership, employee-brand fit, brand commitment and brand citizenship behavior were used, that their validity has been checked through the content validity and construct validity. reliability has been checked through Cronbach's alpha and composite reliability. Data were analyzed through structural equation modeling with Amos and SPSS software. The results of the hypothesis test showed that brand-oriented leadership has direct effect on brand citizenship behavior, brand-oriented leadership has direct effect on employee-brand fit and brand-leading leadership has direct effect on brand commitment. Also, the results of this study showed that the brand-oriented leadership has an effect on brand citizenship behaviour with mediating roles of employee-brand fit and the brand commitment.         Considering the fact that human resources are regarded as the most important key qualification and the source of creating competitive advantage in the hoteling industry, this sought to investigate the effect of brand leadership on the brand citizenship behavior of the staff working in the hoteling industry of Isfahan City. The statistical population of the study comprised all Isfahan Hotels’ staff who were active from September to January 2020, from among whom 145 people were selected via a structural equation and convenience sampling. Finally, the collected data were analyzed through the PLS software, considering non-normal distribution. Moreover, it was found that adaptive and innovative behaviors had a significant positive influence on brand citizenship behavior. Successful transition requires providing opportunities for citizens to participate, which is expressed with the concept of financial citizenship. The present study aims to achieve a clear understanding of the citizenship dimension in the transition to fintech. Therefore, based on the interpretive paradigm and qualitative research method, and with the inductive approach and the use Grounded theory, it has analyzed financial citizenship and promoted social capital in the Fintech transition.         The aim of this study was to explain the relationship between corruption and the rate of implementation of tax policies with respect to the mediating role of organizational commitment in order to provide a favorable model. Regarding the role of moral values in the field of corruption, it can be said that economic poverty and income disorders of employees of organizations, cultural poverty and lack of strong moral beliefs and lack of effective rules and regulations and control systems are among the main causes of corruption and the main factors are form. This phenomenon includes: main causes (roots) and facilitators. The research method is analytical, descriptive and correlational. The statistical population of 500 people included all employees of the General Department of Taxation of Yazd. The sample size according to Morgan table was equal to 221 people who were randomly selected. For data collection, a questionnaire of 20 questions of corruption with a validity of 75. and a reliability of 804. and a questionnaire of 11 questions of tax policy implementation with a validity of 74. and a reliability of 942. and a questionnaire of 24 questions of organizational commitment with a validity of 78. and a reliability of 907 / were used. Data analysis was performed with SPSS and Amos software. Data were collected through a questionnaire and the community of experts as a research tool. In order to analyze the data, statistical tests such as Pearson correlation coefficient and structural equation modeling were used. The research findings in the first step show that corruption has a negative and significant effect on organizational commitment. Also, corruption within the government has a negative and significant relationship with the implementation of tax policy. Organizational commitment as a positive moral characteristic also has a positive and significant effect on the implementation of tax policy. As a result, organizational commitment reduces the effects of corruption on tax policy implementation. Urban laws and regulations can be considered as one of the most important connection points between urban management and citizens. In other words, the actors, the main elements of urban management in the light of urban laws and regulations, while defining the role for themselves and other members, can involve citizens in managing affairs. In this study, the aim is to identify the level of awareness of the residents of Chabahar city about the rights and laws of the city. Based on the research data, the level of this awareness among the residents of the city was described. The research method is descriptive-analytical. The statistical sample size was estimated to be 382 using the Cochran's formula. Out of 382 distributed questionnaires, 82 questionnaires were excluded due to distorted information and analysis was performed on 300 questionnaires. Now, the most important question of the present article is: What effect has the consumption of satellite channels by Tehran citizens on their social health in the presence of the variables of voluntary participation and social bonding?The descriptive-causal research approach and survey method were conducted in May 2018. After examining the validity and reliability among 810 citizens of Tehran, the questionnaire was classified by multi-stage sampling method and clustering. The measurement of the social health variable was inspired by the Keys model after localization and the variable of consumption of satellite channels through the amount of time spent watching satellite.The findings of the present study based on the Pearson correlation coefficient test show that the variables of social bonding and voluntary participation have a positive and direct relationship with social health and voluntary participation has a positive and significant effect on social bonding. In examining the relationship between causality, social participation, voluntary participation and the rate of consumption of foreign channels affected social health, the rate of consumption of foreign channels as the most external variable has a negative impact on social health and two other variables.         Today, human resources is considered the most vital strategic element and the most fundamental way to increase the effectiveness of the organization. Therefore, increasing citizenship education is an inevitable necessity for any organization. The purpose of the present study was to compare the effectiveness of the new group reality therapy approach and the approach based on acceptance and commitment on citizenship education among the employees of Bushehr city.The current research method is a semi-experimental type with a pre-test, post-test and control group design. The statistical population was all the employees of Bushehr city in 1400. The sample of the research was 45 employees who were selected by the available sampling method and were randomly placed in experimental groups (acceptance and commitment and reality therapy) and control. The citizenship education questionnaire (Tabesh, 2013) was used to collect data. The collected data were analyzed using multivariate analysis of covariance (MANCOVA). The results of multivariate covariance analysis showed that reality therapy and an approach based on acceptance and commitment increased the citizenship education of the experimental groups compared to the control group (P<0.001). The results of the Bonferroni post hoc test showed that the effect of the approach based on acceptance and commitment on seeking participation, responsibility, self-confidence and citizenship education was significantly more than the education based on reality therapy. It is concluded that both reality therapy methods and acceptance and commitment are effective for improving employee citizenship education and these interventions can be used to increase organizational productivity. Also, there are internationally approved indexes for measuring and evaluating the state of intelligence of citizens, which of course can be revised based on the cultural and contextual conditions of each region in cities. Therefore, according to the importance of the subject and to extract and diagnose the intelligence indexes of citizens in Iran, in this research, after document, with the conceptualization method, the indexes and sub-indexes of citizen evaluation have been extracted and then in the stage of survey studies, electronic questionnaires have been designed to measure the mentioned indexes and distributed among about 270 citizens of Tehran (as the capital and the leader in the field of intelligence in the country). In the next stage, quantitative and qualitative analyses have been carried out. By using multivariate regression and beta test, related indicators have been ranked and interpreted. Finally, the results show that the participation index is the most important element in the field of smart citizens, and this indicates that the promotion of the role of the citizens does not necessarily depend on the provision of infrastructure and the introduction of new technologies in cities.
