Abstract :
In today's era, urbanization as a social phenomenon is considered one of the necessities of life and mutual responsibility and urban management guarantee the health of citizens. As the executive body responsible for the implementation of various service and social sectors in the city, the municipality plays a very important role in guaranteeing the rights of citizens. The duties and obligations of municipalities include providing quality public services, effective urban management, preserving the environment, ensuring citizen security, developing citizenship culture and citizen participation. These commitments include providing quality and fair public services, preserving the environment, developing urban infrastructure, and promoting the culture of citizen participation in decision-making processes.Municipalities are responsible for creating an environment where citizens can fully use municipal rights and services. For this purpose, ensuring access to basic services such as water, electricity, gas, housing, healthcare and education are among the main priorities. In addition, creating conditions for the active participation of citizens in urban decision-making and the implementation of joint projects is also one of the obligations of municipalities. Protecting the environment and improving the quality of life of citizens are among the other duties of these institutions, which can be achieved by implementing optimal plans in the field of waste management, creating green spaces and controlling pollutants.
