. Companies should be able to reduce their logistics costs while improving their quality, customer satisfaction and reaching new customers. The most effective solution to this business problem is the outsourcing of logistics services based on long-term contracts provided by the third-party logistics service provider. These companies have expertise in coordinating economic resources and can create new opportunities for producers by providing consulting services. The Third Party Logistics Services Provider is an external supplier that manages, controls and executes logistics activities from the customer. In this paper, seven major dimensions of third-party logistics empowerment have been gained through MAXQDA software by analyzing the research background, textual content analysis, and expert interviews with 16 experts in the logistics industry. Then, with the help of DANP technique and doing paired comparisons and implementing Excel software, these empowers were weighed and the relationships between them were discovered. A paired questionnaire was used to collect data. Its validity and reliability were confirmed. The results of the analysis show that the most important enablers are: manufacturing empowerment, technical and marketing and sales, financial, human resources and strategic empowerment respectively. Also, technical and productive empowerment is one of the most influential enablers, and it also has the most interaction with other enablers. Manuscript profile

This paper aims to show that, during the past four decades, the literature on Rentier State, contrary to popular opinion, has not been consistent, whether in content or in methodology. Based on their methodological framework, the studies have been classified into two distinct types. The first generation of studies emerged in 1970s, but their failure at explaining the situation of oil-rich countries and clarifying the consequences of fall in oil incomes sever criticisms. The criticisms in connection with the first wave of the studies provided a ground to revise the methodology, and the way of conceptualizing foreign rents and their assessments. This resulted, particularly since 1990s, in the second wave of studies a wave that could be considered as revisionism. This approach brought new variables into the studies. It paid more attention to the historical background of oil-rich countries and the historical periods when oil incomes raised (with respect to the various stages of formation of the government and the regime in power). It focused on the interrelationship between oil rent and social and political condition of these countries, avoiding structural look to the oil rents. Some of the supporters of the new approach proposed new criteria for evaluation of oil incomes. This approach offered the possibility of more complex analyses, especially in the areas of political stability and democratic transition in the oil-rich countries, analyses that better explain different experiences of the oil-dependant states. In this paper, we propose an efficient noise robust edge detection technique based on odd Gaussian derivations in the wavelet transform domain. At first, new basis wavelet functions are introduced and the proposed algorithm is explained. The algorithm consists of two stage. The first idea comes from the response multiplication across the derivation and the second one is pruning algorithm which improves fake edges. Our method is applied to the binary and the natural grayscale image in the noise-free and the noisy condition with the different power density. The results are compared with the traditional wavelet edge detection method in the visual and the statistical data in the relevant tables. With the proper selection of the wavelet basis function, an admissible edge response to the significant inhibited noise without the smoothing technique is obtained, and some of the edge detection criteria are improved. The experimental visual and statistical results of studying images show that our method is feasibly strong and has good edge detection performances, in particular, in the high noise contaminated condition. Moreover, to have a better result and improve edge detection criteria, a pruning algorithm as a post processing stage is introduced and applied to the binary and grayscale images. The obtained results, verify that the proposed scheme can detect reasonable edge features and dilute the noise effect properly. Manuscript profile

Today, with the advent of technology businesses and the formation of a knowledge-based economy, the importance of technology valuation has increased. A wide variety of factors in the form of a causal system will affect the issue of technology valuation. However, a significant portion of the feedback can appear over a period of time and with a not necessarily linear behavior. Therefore, the analysis of a set of factors affecting the category of technology valuation in the form of a systemic and at the same time dynamic view can affect the efficiency and effectiveness of relevant decisions. Therefore, in the present study, due to the dynamic nature of the decision-making problem and faced with various evaluation criteria in the process of analysis and selection of technology evaluation strategies, a combined analysis method based on the dynamic systems approach and multi-criteria decision-making is presented. The proposed model has been implemented to evaluate the technology of the Teflon container manufacturing industry as a case study. The results indicate the efficiency of the proposed dynamic model in analyzing the relationships between variables that have a direct and indirect impact on the issue of technology valuation. In addition, using the TOPSIS and analytical hierarchical process methods, strategies based on the simulation results are evaluated and finally prioritized. Manuscript profile

Determining suitable land uses in order to make optimal use of the land and prevent the destruction of resources is an effective step in the sustainable development strategy. On the other hand, ecotourism is considered as a tool to improve the social and economic levels of indigenous peoples and one of the most important positive effects of tourism in nature can be considered the protection of natural resources in the region. Accordingly, in this study, the introduction of global criteria for selecting the geographical location of forest parks to develop the tourism industry in the watershed or wider for ecotourism was examined. Due to the lack of comprehensive planning at the national level, urban service uses, including urban forest parks, face problems such as inadequate distribution and location, lack of such spaces in cities, and a per capita shortage of green space. Green space in urban areas is considered as a tool to reduce the stress of everyday life and is of great importance and attention. Due to this issue, it is necessary to construct urban green spaces, including urban forest parks, and select new locations with detailed studies and principled methods in cities. Choosing the right place is very important in reducing costs in setting up various activities. For this reason, it is one of the most important and effective steps in the implementation of projects. In this article, after stating the preliminary definitions of urban forest parks, the criteria and standards used worldwide in locating urban forest parks are discussed. The main purpose of this study is to investigate the location criteria of urban forest parks. The results indicate the importance of land use criteria, accessibility, topography, landscape, proximity to water resources, vegetation and so on. Manuscript profile

Technology parks were formed in 1960s as social foundations and as a part of the chain in knowledge - based development. From 1980s, the policy-makers pointed out to a sustainable development based on the technology infrastructure. Development of technology parks was promoted as part of this trend. As a result, there are currently more than 1500 STPs around the world. The development of STPs in Iran began since two decades ago and resulted in establishing a number of these parks. In some cases, challenges of allocating spaces, ambiguties in policies, poor funding, lack of rules and regulations, and bad strategic plannings have caused that some of theses parks are not successful in their goals and objectives. Sustainable master planning concepts for science & technology park sites prepares a way for sustainable design of research facilities. For the ultimate success research facility design it is critical that early master planning principles facilitate as many passive and sustainable techniques as possible. By using these techniques for science parks, the designers and science park managers will help to reduce costs, conserve resources, and reduce life cycle costs at the first stage, while providing a higher quality research environment. By reducing waste and planning for conservation of materials, the design team intends to improve the entire design and to build user processes. The outcomes show the reduction use of lands resources, and to reach a higher quality, more research productive facility and more money to devote to the core business of research. In this article, which is organized based on a descriptive analysis method, and an in-depth review on experiences from Australia and USA, we have attempted to analyse the master plan of those parks to evaluate the architecture considered to next figure out a proper trend relevant basis for development of STPs in Iran. In this view, essential factors such as scale, development process, accommodation and locality trend, space, are thoroughly assessed. Finally a case study was performed that investigates the master plan of KSTP from the point of view of regulations, specifications and key factors towards the success. Results obtained from this study can yield a framework for architecture and plan of STPs. It could also draw a bright outlook in the field to level the efficiency of STPs and draw a way toward the goals of policy- makers and STP managers. Manuscript profile

Implementing Business Intelligence Systems (BI) requires a lot of resources and time. The statistics show that billions of dollars are spent on these business intelligence systems (BIS), which show how important they are. Also, the cost of these systems is a large part of the expense of the organization. Unfortunately, with all these huge costs in these systems, more than half of the BI projects do not go to the real benefits of business intelligence systems. Here's one reason why organizations are not able to grasp the real benefits of business intelligence systems: Many of them are not ready for these systems. This is due to some of the challenges in implementing BI systems in organizations. BI implementation experiences show that the successful implementation of BI is beyond the implementation of technical infrastructure (hardware aspects) and requires the control of soft aspects and change management, which are recognized as the most difficult aspects of the successful implementation of BI applications. Business intelligence is a complex concept and has multi-layered architecture, which is why the BI readiness model is needed. Assessing BI readiness identifies specific implementation risk sections to manage and reduce these risks and thus increase the likelihood of BI success. So far, several models have been developed to prepare BI systems. In this paper, introduced models for BI readiness are presented, and then these models are compared based on the factors influencing BI readiness. Manuscript profile

Tools that include Internet of Things technology are tools that enable simulation of human performance by tools by embedding multiple stimuli and sensors. But the mechanism of action of these tools has challenges in maintaining the security of private information. The first issue in this regard is the necessity of nature and separation of private data of the non-private type. In the Iranian legal system, the only legal document in this field is Article 58 of Electronic Commerce Law, and the ambiguous text of this article has challenged the identification of this type of data. In this article, for an unknown reason, by separating the types of private data, not only has nature of this data been disrupted, but only a specific category of this data has been subject to the terms of the article for processing and no other provisions have been established. Although many philosophers have spoken of the classification of sciences, none have referred to a single one agreed upon by all. Here, both the source of division and the divisions are different from each other in each classification, when classifying sciences, Ikhwan al-Safa consider pure types of knowledge and, initially, divide them into two theoretical and practical arts. However, Farabi divides scientific rather than pure types of knowledge and classifies them into two instrumental and non-instrumental sciences based on their functions. In the classification of Ikhwan al-Safa, drawing on the neo-Platonic approach, the place of the soul, politics, logic, and ethics are different from that in the classification of the Peripatetics, such as Farabi. The most important basis for classification of sciences in the view of Ikhwan al-Safa is the end. Nevertheless, similar to Aristotle, Farabi relies on two main criteria for the classification of sciences: end and subject. This paper, in addition to examining the differences between Ikhwan al-Safa and Farabi in their classification of sciences, discusses the specific place of some of sciences from their points of view. On the other hand, supplier selection is highly dependent on the assessments of decision makers and according to the environmental dynamics and incomplete information available to decision makers, they are faced with some uncertainty in their assessments. The purpose of this paper is to present a model of multi-criteria decision making under uncertainty by using concepts of fuzzy and grey theories in order to select the optimal supplier. In this research, first, the weights of supplier selection criteria are determined by using fuzzy Delphi and analytic hierarchy process, then suppliers are ranked by using Grey VIKOR which is a newly developed approach in the field of multi-criteria decision making under uncertainty Manuscript profile

One of the key success factors of supply chain management (SCM) is inter-organizational relations controlling and coordination. Investigation on the literature shows that there is a gap in theoretical foundation for illustrating this kind of interactions. One of its solution is using of theories in other fields which are conformable in SCM. In this research four inter-organizational theories (Principal- Agent Theories, transaction cost analysis; the network theory; and the resource-based view) based on the literature are considered. The aim is determine their importance and preference upon proper theory evaluation criteria for development theoretical foundation of SCM according to this research. The research was descriptive-survey based on the experts’ viewpoint with the use of Fuzzy Analytical Hierarchy Process (FAHP). As a result, “reality” and “logical consistency” have the upset weight for the theories’ evaluation. In theories evaluation, “transaction cost analysis” and “the resource-based view “were more appropriate than two others. Manuscript profile

Planning is one of the main functions of management and has always been the focus of managers and policy-makers. Planning at large scale levels involves complexities that can lead to conflicts among different national plans. In this study, the inter-plan conflicts between national plans and the “Islamic-Iranian advancement pattern” have been addressed. National plans are defined as plans designed by the national level organizations and being implemented by them. The “Islamic-Iranian advancement pattern” is an upper-hand document that all of the other plans must be designed in compatibility and adaptability with it; therefore the conflicts between “Islamic-Iranian advancement pattern” and other national plans are a remarkable and important issue. Also it should be noted that the most important point in preventing the conflicts is the comprehensive view of planners and also their expertise, but according to complexity of such plans the occurrence of conflicts is inevitable. In this study, a model based on the multi-criteria decision making methods for the determination and reduction of the conflicts in national plans has been introduced and also the advantages of this model have been discussed. Due to proliferation of smart phones, data traffic in cellular networks has been significantly increasing, which has resulted in congestions in cellular networks. Data offloading to a complementary network such as Wi-Fi has been identified as a rational and cost-effective solution to these congestions. In this paper, a multi-criteria offloading (MCO) mechanism is proposed to select the best transfer mode among: cellular delivery, delay-tolerant offloading (DTO) to a complementary network, and peer-assisted offloading (PAO). The proposed MCO mechanism utilizes TOPSIS multi-criteria decision analysis method and a prediction model for the Wi-Fi connection pattern. The decision criteria include: the fraction of total users’ request satisfied by offloading, data transfer costs of cellular operator to users, data transfer bandwidth of users in both cellular and complementary networks, and total users’ power consumption. To evaluate the proposed mechanism various scenarios have been simulated, and the results show that the MCO mechanism can successfully take into account the preferences of the cellular operator and its users. Through simulations, the MCO mechanism demonstrated superior performance in comparison with other proposed solutions in the literature in terms of balancing the load on the network, reducing the cost of the cellular operator, and reducing energy consumption of the users. Planning for the coordinated expansion of generation units, taking into account the fuel needed, has always attracted the attention of power industry planners. Failure to coordinated expansion of electricity and gas networks will result in excessive investment and, in some cases, defects in power supply. Therefore, there is a need to a model coordinating the expansion of electricity and gas networks, while taking into account the technical constraints. In this study, centralized expansion of gas and electricity networks is modeled by considering N-1 security criterion in gas network. This modeling is from the perspective of a central investor who, considering the technical constraints, seeks to minimize the total cost of investment and operation of the electricity and gas networks. The results of the gas network investment problem indicate that there is a need to increase pipeline capacity in some areas. In the proposed case study, the investment cost of the gas network is $19 million, while the total cost of investment and operation of the gas network is $37.19 billion. On the other hand, in the electricity grid, new power plants need to be installed in the designated areas. The results also indicate that the capacity of the F-H transmission line should be increased. Moreover, considering the N-1 criterion for gas pipeline outages, the power grid would prefer to install about 3200 MW of new generation units all around the grid thereby boosting the power network against pipeline outages. However, 2400 MW of new generating units would be adequate when N-1 criterion is omitted. Manuscript profile

The general philosophers of Muslim ethics, in accordance with the application and permanence of Islamic law and the eternal authority of the tradition of the Infallibles (pbuh) and also in accordance with rational reasoning and stability of human nature and despite the difference in the method of explanation, consider the criteria for values and They have become moral norms. Two great philosophers of Shiite ethics in the contemporary period, namely Allameh Tabatabai and Allameh Mesbah Yazdi, have theorized in their seemingly different explanation of moral realism and the application of moral criteria; The present article seeks to prove that these two explanations can be referred to a single explanation.Allameh Tabatabai (in the common interpretation of his theory) considers moral necessity as a matter of credit and considers the real and developmental necessity between the action of the active force and its objective effect, figuratively (meaning unity in meaning and difference in instance) to the resulting mental and sensual necessity. It has spread from the idea of a mental end, but Allameh Mesbah has reached the necessity of moral requirements due to the necessity of comparison to others. By considering the necessity of comparative necessity and referring it to the necessity of others, these two theories can be considered as different interpretations of a truth. The present research has explained this important point. Manuscript profile

The Islamic culture is a set of beliefs, values, and commandments on what should or shouldn’t be done that have their roots in the Quran and Etrat (narrations from the Infallibles). The general principles and criteria of the Islamic culture have been mostly presented in the Quran and their details have been clarified by the Infallibles (AS). The Islamic culture, which revolves around the principle of being divine and is based on the Quran’s commandments and the teachings of the Infallibles (AS), determines the direction of all aspects of life, whose ultimate objective is personal and social elevation. In view of the Quran, the personal criteria of the Islamic culture in practical and behavioral approaches define the direction of personal and social life so that they not only provide spiritual health at the personal level, but also affect social health. The social criteria of the Islamic culture are the link between the individual and the society, and social peace is obtained through institutionalization of the criteria of the Quranic culture. This paper has sought to define the concept of Islamic culture and investigate its criteria through a descriptive-analytical method. It has concluded that the Islamic culture, revolving around the important basis of being divine, defines the direction of all aspects in personal and social life and, by presenting special approaches and factors, paves the ground for the salvation of the individual and society, whose outcome is personal and social health. In today's world, issues such as the depletion of energy resources, environmental pollution, the increase in material and spiritual damages caused by accidents, the supervision and management of intercity transportation, the increase in wasted time, and the rapid growth of transportation demand in the world have become a serious problem in the road transportation sector. This is while the existence of smooth and safe transportation is one of the most fundamental infrastructures for development and increasing the level of well-being and social welfare in any country. On the other hand, the rapid growth of emerging technologies that play a driving role in various industries and economic sectors and guide the transportation industry towards becoming intelligent, increasing efficiency, and raising the level of service quality has attracted the attention of policymakers and planners in the country to use these emerging technologies to solve the serious problems in this field. Due to the limitations of resources, naturally, a comprehensive understanding and then prioritization of these technologies can be a step towards getting out of the current situation. In this research, an attempt has been made to identify emerging technologies in road transportation by conducting library studies and then prioritizing them using the multi-criteria decision-making method (TOPSIS). The results indicate that according to the indicators of national strategic goals in this sector, the "smart communication networks" technology ranks first, followed closely by "traffic automation" and "smart buses" technologies in the second and third ranks, respectively, with an index close to the first rank. Today, quality is one of the most important factors in attracting customer satisfaction and loyalty to service organizations. Therefore, one of the main concerns of managers is to improve the quality of services. With the development of the Internet and the world of communications, a concept called cloud computing has expanded in the world of communications, which provides a new model for the supply, consumption and delivery of computing services. The purpose of this study is to make the optimal decision in choosing the appropriate cloud service according to the conditions of users so that they achieve the highest satisfaction. Fuzzy Delphi method, fuzzy hierarchical analysis method, fuzzy TOPSIS method and finally multi-criteria decision making method are the methods used in this research. The results of the fuzzy Delphi method show that the indicators of transparency, accessibility and reliability should be eliminated. The results of fuzzy hierarchical analysis identified the cost index as the most important index and the support index during demand as the least important index. According to the results of fuzzy TOPSIS based on the weights obtained from fuzzy hierarchical analysis, SAAS, IAAS and PAAS cloud services were ranked first to third, respectively. Using the SAAS service provides numerous benefits to employees and companies, such as reducing time and money spent on time-consuming tasks such as installing, managing, and upgrading software. strong objections to the translation of the Qur'an after the age of revelation and its limitation and conditioning within the framework of the apparent and literal meaning on the one hand and the formation of the first translations of this holy book in the old Persian language on the other hand; This brought to mind the important issues that the commentators and translators of the early centuries have translated the verses of the Qur'an, especially the words and terms of Surah Al-Imran, with what bases and standards in that atmosphere of prohibition and inappropriateness of translation? And is it possible to get to the layers of meanings of the verses by only relying on the apparent meanings and provide a suitable translation to the audience of the Qur'an that can meet the needs of contemporary people in line with the global mission of the Qur'an? In this article, using the analytical-descriptive method, and using the most reliable sources of the translation of the Qur'an into ancient Persian, this issue has been investigated and explained based on the theory of semantic hermeneutics. The analyzes show that although the previous commentators and translators have used important and different methods in translating the Word of Revelation; But what has made the rank and position of these works great and has played an effective role in conveying the message and concepts of the verses, is their attention to multi-meaning perceptions - semantic hermeneutics - in the translation of Quranic words and terms; An issue that challenges the theory of the literalness of Quran translations in the first ten centuries after the Age of Revelation; But it has been neglected by scholars and Quranic thinkers.
