In this relation digital rights management systems are responsible for the secure distribution of digital content, and for this purpose the common functions in the field of cryptography and utilize Digital watermarking have used. On the other hand, the key management is very important in digital rights management systems, and methods such as Digital watermarking methods are not effective in preventing copying files and digital documents. In this regard, the need for an alternative or hybrid method to protect digital content from the production stage to the transfer and storage of data in digital rights management systems is undeniable. In this paper, we have proposed a model to improve the performance of digital rights management systems, which is based on multi-part cryptography and not only monitors and controls the publication and distribution of documents, but also by using distinct and unique data in key generation. It also effectively prevents copying. The main difference between the proposed approach and other methods used in this field is the use of obfuscation technique in order to protect the key generation algorithm against reverse engineering attacks.         Today, ICT is considered as one of the most important indicators of development and plays a key role in the transformation of societies. Therefore, spatial analysis of this index is one of the basic necessities to understand the geographical changes of societies that must be carefully examined. The purpose of this article, which is applied in terms of research, is to investigate the use of ICT indicators in the cities of Khuzestan province according to the extent to which they have development indicators. The technique of collecting statistics and information in this article is using documentary and library methods and studying the official publications of the country. The statistical population of the study is 24 cities of Khuzestan province and the indicators studied in this research are 18 information technology indicators and also 31 indicators to determine the levels of their development. In this study, due to development inequalities between the cities of the province, first the cities were divided into three groups based on the indicators of development: privileged, semi-privileged and deprived. To determine the amount of digital divide between cities in each group based on the degree of ICT indicators, the PROMTEHEE technique was used. The AHP method was used to weight the indicators used in the grading. The research results show that Ahvaz and Haftkol counties have the highest and lowest levels of development indicators, respectively, and Izeh, Shadegan and Indika counties have the highest counties and Abadan, Ramhormoz and Bavi counties are the most deprived in terms of ICT indicators among other counties.         Abstract: In this study, we have classified digital data into three groups to precisely investigate digital data value and ownership: (1) Digital data with foreign likeness. Cyberspace is an environment for intellectual property such as computer software that are available as digital data. (2) Big data that is naturally realizable outside the network but is available in cyberspace since it is large in volume and time-consuming for external handling. (3) Data such as domain and web hosting that are instruments for cyberspace and there is no foreign likeness for them and they have been created according to the requirements of the cyberspace. The value of the digital data is determined by the data’s economic value on one hand, and on the other hand, by inference to the types of properties in Fiqh and Islamic law. Ownership, too, in the context of full claim on digital data is acceptable due to the advantage of possessing it. In this study, we have studied each category under a certain legal system with respect to the characteristics of each category and qualities of properties according to Fiqh and Islamic law: The first and second groups – as intellectual rights – are placed under the principle of intellectual property and its rules of ownership.         Work ethic is the most important factor in the success of the hotel industry. The contemporary world is evolving at an Amazing speed Organizations, as one of the most prominent characteristics of today's societies, are rapidly changing and evolving, and in the current system, improving performance is one of the main goals of any living and active organization. So it is clear that examining the variables that affect it can be a guide for managers to improve the company. In this regard, in this study, we seek to investigate the effect of digital marketing strategies On the performance of the hotel industry. In terms of type and nature, this research is a descriptive-analytical research and in terms of purpose, it is a type of applied research. In this study, the introduced model was tested using 125 specimens and using paltial least squares (PLS) method. The findings show a positive and significant effect of email marketing and network marketing, content marketing on the dimensions of hotel performance (from all 4 financial perspectives, customer, internal and ethical processes). But the impact of viral marketing on performance was not confirmed. This research clarifies for managers the fact that by investing in digital marketing strategies, they not only do no harm, but also achieve a competitive advantage by improving performance.         Digital communication industries with high growth rates in innovation have globally advanced and rapidly expanded. The industry has been extensively changing in the worldwide. Hence, it significantly changes the business models according to the technology of new generation in digital communication. New generation technology with the emergence of creative destruction context, left the organizations by two compulsory alternatives, compliance with new system and success or destruction of the systems will be the result. Unlike many articles that considered the structural and functional analysis individually to assess the technological innovation system, the integrated process by considering structural analysis as a prerequisite of functional analysis have been applied. Literature review and industry related analysis is applied to gather eight functional factors, and also a questionnaire is designed. After data gathering, the phase of technological development analysis as a tools for prioritizing and analyzing the dependencies between the blocking functions are deployed that was rarely used in the literature. Therefore, the blocking and deriving factors are analysed and appropriate policies are made. Results show that the studied process is an appropriate framework for functional analysis and by the number of policies represented at the end, further researches are suggested. Manuscript profile

        This paper examines the concept of digital divide at the global level and within the countries level. To this end, we have been studying and analyzing research on digital divide in different countries and using international statistics. The research results show that the digital divide is a broad, complex, multidimensional concept and beyond physical access to communication technologies. The digital divide,which is posed in two spheres,first international and among different countries and within the countries , can occur at four levels of access gap, gap of use and motivation, knowledge gap, and production gap. The lack of physical access to an ICT area creates an access gap between people in that area and other areas. The use and motivation gap occurs when, despite the availability of computers and the Internet, many of the population groups do not use these facilities due to lack of motivation and sufficient income. The gap in knowledge lies in the level of technological literacy and the ability to access appropriate online content and services. The manufacturing gap explains that, despite being interactive and participating in the content of new technologies, it remains far between the number of content producers and consumers. Also, the digital divide is a dynamic phenomenon, so that when the digital divide fills up at one level,at the other level, another gap is created.         Due to the growing number of new media, the number of digital citizens in society is increasing day by day. A digital citizen is a citizen who has the ability to use the online services provided by the government of each country to the best of his ability. The purpose of this study was to investigate the validity and reliability of digital citizenship scale in Birjand city. The statistical population of this study was all individuals aged 18 years and older in Birjand city, of which 384 were selected by multi-stage cluster sampling. The instrument used in this research is a digital citizen questionnaire, Chui, Glassman and Kristol (2017). Content validity of the Persian version was verified according to the opinion of the experts. Factor structure of digital citizenship questionnaire was investigated using both exploratory factor analysis and confirmatory factor analysis. The exploratory factor analysis showed that 4 substances have high yields in more than one factor; these materials were eliminated, and finally the final model included four factors; Internet political activity, technological skills, critical and local-global awareness. It came out with 22 substances. For reliability of this tool, Cronbach's alpha coefficient was used, which coefficient for its components was 0.79- 0.99. Given that the validity and reliability indicators of the Persian version of the Digital Citizen scale were all favorable, it can be used as a valid and reliable tool to identify digital citizens.         Entering the age that is common in the information society, entrepreneurship in the digital space as a new approach to starting businesses based on a new thinking and idea has found a prominent place among service and production activists. He was the founder of Mazandaran province that structural and interpretive modeling method was used in designing this model. The research method was descriptive-correlational. According to the research background,39components were selected in the form of seven dimensions (structural-strategy-management-people-technology-content-environment).Then,the opinions of 20 university professors and managers of knowledge-based companies who were experts in the field of digital entrepreneurship were used. Interpretive structural modeling and MICMAC analysis were used to cluster the dimensions of digital entrepreneurship. ISM results showed that the foundation of digital entrepreneurship is first (structural-technological), second (managerial), third (strategy) and fourth (people-content-environmental). Also, after MICMAC analysis, the dimensions (structural-technology) in the independent cluster and the dimensions (individuals-content-environment) in the dependent cluster and the dimensions (strategy-management) in the autonomous cluster were included.         Considering the importance and development of digital entrepreneurship in modern times and the lack of a systematic study of it in Iran, it is essential to design a model for this phenomenon. There is no research on a digital entrepreneurship model in Iranian knowledge-based companies. This qualitative fundamental study used the Grounded Theory to design a digital entrepreneurship model. The data were collected through semi-structured interviews with 13 experts who were selected through purposive and theoretical saturation sampling methods through. Afterward, the data were analyzed using open, axial, and selective coding methods, where a total of 18 concepts were identified. The concepts of knowledge and experience, entrepreneurial mentality, personality traits, organizational agility, and team atmosphere and culture were classified as causal conditions; cultural, economic, technological, and legal factors were classified as underlying conditions yielding economic and social values as outcomes. The final digital entrepreneurship model consisted of a set of core categories, causal conditions, underlying conditions, intervening conditions, strategies, and outcomes. Special attention must be paid to all components of these conditions and factors to realize the ultimate goal of digital entrepreneurship. Manuscript profile

        Directional protection is a crucial function in advanced transmission network relays. In this paper, a novel directional algorithm for transmission line protection is presented. Proposed algorithm responds to all kind of faults accurately without any dead zone. In this scheme, discrimination between internal and external faults will be done precisely even for close relay faults. The proposed algorithm utilizes a close form equation achieved by least squares optimization. Directional protection function is carried out based on proposed algorithm under various conditions such as current transformer saturation, power swing and source capacity changes. Moreover, variation on some parameters such as fault inception and fault resistance has only negligible effects on algorithm performance. Due to employing of low sampling frequency, hardware implementation of the proposed algorithm is not complicated. Algorithm performance is evaluated by applying the field data from Manesht 230kV substation located at Ilam province as well as extracted data form EMTP-RV simulations.         This paper introduces a new sensorless rotor position detection technique with the mechanical load asymmetric error determines ability for switched reluctance motor drives. In presented paper combination of pulse injection technique and digital pulse position modulation are employed for control of SR motor. In this method, a single high-frequency pulse is injected in an idle phase to determine the rotor position and estimates the rotor position through analysis of the resultant current after voltage pulse injection. Since the number of injected pulses is constant, in terms of the proper functioning of the motor, output bit stream has a fixed length and is proportional to the mechanical load torque. In the event of mechanical failure as a result of fluctuations in the mechanical load, the number of bits according to the error rate will change, which counts the number of output bits detection circuit , errors in mechanical load is determined. Proposed method decrease the injuries caused by asymmetry error in mechanical load connected to the motor shaft. The proposed sensorless method has been simulated using Matlab-Simulink and implemented on an experimental setup in real time to validate its performance. This research is based on an applied purpose and in terms of qualitative method and has an inductive approach. In order to analyze the data of in-depth semi-structured interviews, the content analysis method has been used. The statistical population includes 8 activists and experts in the field of digital marketing and appropriate texts for extracting indicators (theoretical foundations). In this research, snowball method has been used for sampling and saturation of themes has been used as a method to end sampling. The result of qualitative data analysis is the identification of 9 comprehensive themes, 21 organizing themes and 10 basic concepts. Comprehensive themes include user engagement, negative word of mouth, price competition, site / social page optimization, lack of academic training, uncontrollable competition, customer persuasion, lack of skilled manpower, and organizational infrastructure presented in a model.         With the development of telecommunication and communication technologies, especially wireless communications, information cryptography is one of the communication necessities. Today, cryptographic algorithms are used to increase security and prevent DICOM medical images from unauthorized access. It should be noted that changes in DICOM medical images will cause the doctor to misdiagnose the patient's treatment process. In this paper, a type of hybrid cryptographic algorithms is designed. In the proposed algorithm, DNA encryption algorithm is used to encrypt DICOM images and patient biometric information such as fingerprint or iris image is used to make digital signature and validate DICOM medical images.         The purpose of this study is to investigate the success factors of digital startup accelerators in the post-Corona era.         Given that there is a significant gap in the conceptualization of e-learning business ecosystem with e-learning approach, this paper introduces a conceptual framework of e-learning business ecosystem in the digital age by combining two concepts: digital business ecosystem and e-learning ecosystem. In order to design and explain the model of digital business ecosystem, the e-learning application has been implemented. Therefore, this research is fundamental in terms of orientation and exploratory in terms of purpose, and uses a descriptive-correlation approach to analyze the data for a quantitative stage. In this study, a conceptual model was developed by summarizing theories using library review methods, expert opinions and by reviewing studies conducted in digital businesses and e-learning (virtual education), dimensions, factors and components affecting the design of digital business ecosystem model. E-learning has been selected and extracted and the relevant indicators and the proposed conceptual model have been used to design the questionnaire. In the inferential findings and hypothesis testing section, the confirmatory factor analysis technique and the structural equation modeling technique were used. In this study, data were analyzed using SmartPLS2 software. The maximum alpha error level for testing the hypotheses was considered 0.05.         As an influential basis of development worldwide, especially economic development, tourism currently lies at the center of the world governments’ main policies in job creation, entrepreneurship, and promoting sustainable businesses. On the other hand, by naming the year 2018 as “Tourism and Digital Revolution', the World Tourism Organization clearly indicates the significance of the digital revolution and its influence on the sustainable growth of the tourism industry. Considering the influence of the digital revolution on all aspects of human life, including travel and tourism, businesses and organizations involved in tourism have no other choice but to adapt themselves to the current dynamic and ever-changing environment. Therefore, this applied descriptive-survey research sought to examine the effects of the digital revolution on tourism businesses using a quantitative approach. The population of the study comprised the staff of tourism businesses working in Tehran city, among whom 385 people were selected via random sampling. The required data were collected through a questionnaire administered to the participants of the study, which were then analyzed using the SPSS24 and Smart-PLS2 software. The study’s findings indicated that the rate of digital revolution status was above average in terms of all the indices included in the study’s conceptual model. Moreover, the overall role of the digital revolution in tourism businesses was assessed using a single sample T-test. Accordingly, the average rate of most of the twenty-five indices investigated in the study was found to be greater than 4, indicating the influence of the digital revolution on all aspects of tourism organizations which may bring about some changes in tourism businesses. On the other hand, Friedman's variance analysis test revealed a significant difference between the mean ranks of digital revolution components in tourism, with its greatest influence being on human resources training and development. Determining the production indicators of digital stories by children was identified through a survey of knowledgeable experts using the Delphi technique. The statistical population of the study includes experts who used the opinions of 30 people using a selective, purposeful and judgmental method. The present study is an applied research that was conducted by library and qualitative methods with Delphi approach. The data collection method in this research is a combination of library and field studies. Kendall correlation coefficient was used to measure agreement between experts' opinions. The research findings show a strong agreement between the opinions of experts in the first and second rounds.         This article aims to present the model of social banking innovation process with digital transformation approach by fuzzy Delphi method, which is applied in terms of purpose and qualitative research in terms of data collection. The statistical population includes all university experts and senior bank managers who were selected for the Delphi process using 16 people using the snowball technique. The collection tool in this study is the Delphi questionnaire. Indicators were collected using fuzzy Delphi technique. The validity of the research was obtained by agreement of experts and validity with the help of consensus and formal validity. The results showed that during the three stages of the survey of 66 components, the final model has 43 components and has 6 dimensions. Based on the results obtained from fuzzy Delphi method and research literature was expressed.         The current research aims to design the framework of the digital transformation strategy of the road freight transportation industry, focusing on Internet of Things technology and data analytics, and uses the research method of design science. This research is fundamental-applied in terms of data type, mixed in exploratory type; According to the time of data collection, it was cross-sectional and according to the method of data collection or the nature and method of the research, it was a survey. Data collection in the qualitative part was done with semi-structured interviews with 20 experts from universities and the road freight transportation industry of Iran who were selected using the purposive sampling method and the principle of saturation. A researcher-made questionnaire was used to collect data in quantitative part and the opinions of 170 employees of this industry who were selected using Cochran's formula and stratified sampling method were obtained. Data analysis was done in the qualitative part with Delphi technique, literature review and coding. In the quantitative part, inferential statistics, one-sample t-test, structural equation modeling, and SPSS and smartPLS software were used. The fifth step of the design science method was done by testing the designed strategy framework in a company in the relevant industry. The results showed that the digital transformation strategy includes two managerial and operational strategies. Also, the consequences, influencing factors, mechanisms, facilitators and obstacles were presented in this framework.         This research has been done with the aim of identifying and ranking the factors affecting the digital transformation strategy in Iran's road freight transportation industry, focusing on the Internet of Things and data analytics. After reviewing the literature, semi-structured interviews were conducted with 20 academic and road freight transportation industry experts in Iran, who were selected using the purposive sampling method and saturation principle. In the quantitative part, the opinions of 170 employees of this industry, who were selected based on Cochran's formula and stratified sampling method, were collected using a researcher-made questionnaire. Delphi technique, literature review and coding were used to analyze the data in the qualitative part. In the quantitative part, inferential statistics and SPSS and smartPLS software were used. Finally, 40 indicators were extracted in the form of 8 factors and ranking of indicators and affecting factors was done using factor analysis. The result of this research shows that the internal factors have the highest rank and software infrastructure, hardware infrastructure, economic, external factors, legal, cultural and penetration factor are in the next ranks respectively.         iThe purpose of this article is to identify and analyze the key drivers of digital signature implementation in Iran with a fuzzy Delphi approach. In terms of practical purpose and in terms of information gathering, the research has benefited from a hybrid approach. The statistical community consists of all experts and specialists in the field of information technology and digital signature and articles in this field. The sample size of the statistical community of experts is 13 people who were selected by the purposeful sampling method. 30 articles were selected based on their availability and downloadable, non-technical nature, and relevance to the topic. The method of data analysis was done according to the fuzzy Delphi approach. Validity and reliability were calculated and confirmed using the CVR index and Cohen's kappa test with coefficients of 0.83 and 0.93, respectively. In terms of orientation, the current research is fundamental. Based on Saunders' research onion model, our research gets into the interpretive paradigm layer. Our work is inductive rather than analogical, written with a qualitative approach. Library research helped collect the theoretical bases. The research strategy is a case study, and its ultimate goal is to explore the antecedents and consequences of digital marketing. A systematic review and content analysis availed collection and analyzing information. In terms of methodology, the meta-synthesis method has been used to achieve the final goal of the research. For the meta-synthesis of the antecedents and consequences of digital marketing, 422 pieces of research were selected, and the data were analyzed with the help of Nvivo12 software. With a general look at the results obtained from the antecedents and consequences of digital marketing, 12 organizing themes, which included 7 categories of antecedents and 5 categories of consequences, and 489 titles in the form of basic themes, have been determined and introduced.         The main purpose of this research is to design a model for accepting digital currencies in inter-company electronic commerce under the conditions of international sanctions. Based on the nature and method, the current research is a descriptive-survey research with a mixed (quantitative-qualitative) approach. The statistical sample included 12 experts in the qualitative section and the senior and middle managers of 50 commercial companies in the quantitative section, from which a sample of 110 people was selected using Cochran's formula. The data collection tools in the qualitative part include semi-structured interviews and in the quantitative part include questionnaires. Data analysis was done in a qualitative method with a database approach and MAXQDA software. Validation of the model was done with partial least squares technique and SmartPLS software. In relation to the causal conditions, two categories of factors including organizational and sub-factors were considered. In relation to the background conditions, three categories of factors including political impact, social structure and economic impact were identified. Intervening factors include features of the economic, legal, cultural and political environment. The central phenomenon is the acceptance of digital currencies. Regarding strategies, educational, supportive and social strategies were identified. Identified outcomes include increased financial profits, and organizational climate and greater performance and productivity.         This article surveys the fundamental value of digital platforms, such as Instagram and Google. Despite the commutable nature of digital technologies, it is challenging to value digital services, given that the usage is free of charge. Applying the methodology of discrete choice experiments, we estimated the value of digital free goods. For the first time in the literature, we obtained data for the willingness-to-pay and willingness-to-accept, together with socio-economic variables. The customer’s valuation of free digital services is on average, for Google, 4.9m Rial per week and Instagram, 3.27. This paper corroborates that Instagram and Google have an intrinsic value to users, despite the fact that the service of the digital platforms is free of charge.         The purpose of this research is to identify the drivers, obstacles and consequences of digital entrepreneurship in Iran's road freight transportation industry. The statistical society of this research in the qualitative part was made up of 20 experts in this field who were selected using theoretical saturation. In the quantitative part, using Cochran's formula and cluster sampling method, 170 employees of this industry were selected as samples. In order to collect data, a semi-structured interview was used in the qualitative part and a researcher-made questionnaire was used in the quantitative part, whose validity and reliability were checked and confirmed. In the data analysis, systematic literature review and coding and Maxqda software were used in the qualitative part, and inferential statistics and SPSS and Lisrel software were used in the quantitative part. Finally, 9 indicators in 4 driver factors, 11 indicators in 3 obstacle factors and 55 indicators in 8 consequence categories were extracted and prioritized using factor analysis. The result of this research shows that the political component is a priority as a driver and political obstacles are a priority as an obstacle. This issue is on the agenda of this article. For this purpose, while determining the territory of the digital economy, the gross value of the core of the country's digital economy has been estimated. Methodology: In this article, using the Solow growth model, the spillover effects of the core of the digital economy (ICT) have been estimated for the period of 2002-2019. Findings: The results imply that in the period under review, according to the elasticity of labor productivity relative to the share of net capital formation of the ICT sector in the national economy (about 0.3), the spillover effects of the digital economy core have increased from 210 thousand billion Rials in 2015 to 279 thousand billion of Rials in 2019. Undoubtedly, the IoT roadmap in Malaysia is one of the most comprehensive documents in the study of macro-level Internet of Everything plans. This roadmap provides an analysis of Malaysia's current and future position in the IoT domain, including infrastructure, data and information, security, ecosystem, and talent, followed by a gap analysis. Studies show that the adoption of the next generation of information and communication technology in Malaysia has paved the way for the development of the IoE, outlined opportunities for economic innovation, and facilitated the commercialization of research outcomes by research organizations. The roadmap also emphasizes the importance of balancing development and security in this field, stating that with progress in this domain, Malaysia can emerge as a top hub and regional focal point for IoE development. The younger generation in Malaysia is highly interested in IoE, and they are not only consumers but also creative developers of this technology. This paper highlights Malaysia's recognition as a global pioneer in the IoE technology sector. The present article delves into assessing the status of this innovative technology in two neighboring countries. This study serves as an excellent example for decision-makers and leaders to propel Iran towards a higher level of sustainable development. Meanwhile, Dubai, one of the seven Emirates of the United Arab Emirates, by installing smart infrastructures, employing the unified DubaiNow application for all services (governmental and urban), and establishing a smart city, stands as the sole country among its neighbors to have successfully executed the Internet of Everything. The Internet of Everything has transformed Dubai into a significant economic hub in the region and globally. Conversely, although the Internet of Everything technology has not yet proliferated in Turkey, the foundations, technology, and key concepts have been well-established in the country. The examination results indicate that the orientations of these two countries toward achieving the prospects of this significant transformation have led to increased revenues, reduced operational costs, heightened productivity across various sectors, and positioning them on the path of sustainable development.         This research has been done with the aim of identifying and ranking the factors affecting the digital transformation strategy in Iran's road freight transportation industry, focusing on the Internet of Things and data analytics. After reviewing the literature, semi-structured interviews were conducted with 20 academic and road freight transportation industry experts in Iran, who were selected using the purposive sampling method and saturation principle. In the quantitative part, the opinions of 170 employees of this industry, who were selected based on Cochran's formula and stratified sampling method, were collected using a researcher-made questionnaire. Delphi technique, literature review and coding were used to analyze the data in the qualitative part. In the quantitative part, inferential statistics and SPSS and smartPLS software were used. Finally, 40 indicators were extracted in the form of 8 factors and ranking of indicators and affecting factors was done using factor analysis. The result of this research shows that the internal factors have the highest rank and software infrastructure, hardware infrastructure, economic, external factors, legal, cultural and penetration factor are in the next ranks respectively.         Despite the emphasis of researchers and experts on the need to implement digital signatures and the progress of technology towards the digitization of all affairs and electronic governance, Iran is still facing the challenge of implementing digital signatures. The purpose of this article is to identify and analyze the key drivers of digital signature implementation in Iran with a fuzzy Delphi approach. In terms of practical purpose and in terms of information gathering, the research has benefited from a hybrid approach. The statistical community consists of all experts and specialists in the field of information technology and digital signature and articles in this field. The sample size of the statistical community of experts is 13 people who were selected by the purposeful sampling method. 31 articles were selected based on their availability and downloadable, non-technical nature, and relevance to the topic. The method of data analysis was done according to the fuzzy Delphi approach. Validity and reliability were calculated and confirmed using the CVR index and Cohen's kappa test with coefficients of 0.83 and 0.93, respectively. The results prove that the key drivers of digital signature implementation in Iran include 5 main dimensions and 30 concepts, which are 1) security (information confidentiality, information security, sender authentication, document authentication, privacy protection, trust between parties), 2) business (digital business models, communication needs, staff management, organization size, organizational structure, organization resources, organizational culture, top managers, competition ecosystem, e-governance), 3) user (perceived convenience, perceived benefit, consumer behavior, consumer literacy, consumer lifestyle), 4) technical (development of technical infrastructure, systems integration, system complexity, system tanks, design quality, technical speed of certificate production and verification, impermeability of hackers) and 5) Legal (legal licenses, penal laws, legislative body, e-commerce laws). It is suggested that in the field of digital signature implementation, special attention should be paid to rewriting rules, training users, creating a security culture, and digital signature policymakers should invite knowledge-based companies to cooperate in developing infrastructure and making relevant software competitive.
