        Organizational entrepreneurship as one of the main forms of entrepreneurship plays a key role in the success of organizations. On the other hand, several factors are influencing the process of organizational entrepreneurship development which are necessary to be studied and identified. The purpose of the present research is Identify and ranking affecting factors on organizational entrepreneurship process in mazandaran fishery and marine organization. In terms of data collection, the used method in this study is the descriptive-survey method and in terms of research purposes, it is an applied research. Statistical population of present study is includes of experts and connoisseurs in mazandaran fishery and marine organization. In the present study, after study literature, were Identification the factors on organizational entrepreneurship process and in three dimensions (behavioral factors, structural factors, and environmental factors) was organized. In collected data was using Delphi and paired comparisons questionnaires, and in order to data analyzing, using fuzzy Delphi method and FAHP were used. The results of the analysis indicate that the affecting factors on organizational entrepreneurship process in priority order is include: Behavioral factors, structural factors and environmental factors. Can see that entrepreneurship is importance and benefits that are very important concept in recent years a large number of organizations, companies and businesses in the following sectors of industry, agriculture and the fisheries was quite sensible.         This study aimed to identify technological business criteria based on cloud computing that technology can greatly help to technological business in Iran small and medium-sized trade, and it can also have a significant impact on improving the delivery of services, decreasing current problems and decreasing costs. The current research has been done during one year and it is developmental research and it is analytical- exploratory based on nature. The current study has been done based on mixed research (quality-quantity) and gathering data conducted via literature review and viewpoint of experts and the method of gathering data was questionnaire and interview and fuzzy Delphi. Criteria and sub criteria were identified by interview and literature review and the comments of experts were given by Delphi questionnaire. In this method, fuzzy theory has been used for modeling variables in experts’ comments and group decision making. This research has been done during one year and the most important results were selected for reviewing criteria including space accessibility, information retrievability, appropriateness, technical factors and economic factors which had maximum limits in technological business.         Human earthquake, over time, faced with irreparable damages. Decision-makers have always tried to manage the crisis and challenges arising from it. Therefore, assessment of vulnerability of urban areas and planning to reduce these damage is necessary. This research was conducted with the aim of assessing the urban area against earthquake and with the crisis management approach in Tehran 6th area. For this purpose Valued, 11 criteria for degree of confinement, construction density, building quality, population density, materials and structure of the building unit, access to health centers, width of the road, building height, land use, maximum horizontal acceleration of the land and the age of the building by Delphi method. Subsequently, the indexes were analyzed using the IHWP Hierarchical Model and the criteria were overlapped in GIS software. The results of the earthquake vulnerability map showed 4.8% of the area in the vulnerability class was very low, 19% in the vulnerability class, 46.2% in the middle class vulnerability, 25.4% in the vulnerability class, and 4.6% in the vulnerability class. The vulnerability class is very large. Regarding the Vulnerability Map of Area 6, we can find that areas with a higher-wiring network and low-density distribution of low-density constructions tend to be less damaged, most of which are located on the periphery of the region or north of the 6th area. Existing districts in the north of the region are less vulnerable than the rest of the study area. As you move from north to south, the vulnerability increases. Manuscript profile

        The creative city concept has been derived from this field researchers and theorist consideration to the environmental and spatial dimension of creativity. Various indexes have been provided to measuring cities creativity that in all of them, the conditions and features of society has been considered. In this regard, the aim of this study is making a creative city index appropriate for Iranian culture. This study in term of modality is descriptive-analytical, and in term of purpose is a practical research. For data collection, the library, documentary and survey method in form of the Delphi method is used. In next step, with reviewing 15 international creative city index, a list of indicators extracted, then using Delphi method and screening indicators and measures, the Iranian creative city index has been created. The result of Delphi method in three round was the confirmation of 49 measure by Delphi panel members for making Iranian creative city index that from these 49 measure, the 32 measure was drawn from previous studies and 17 measure was provided by Delphi method members.         In Islamic teachings, the process for selecting the right people is not directly expressed but there exist some overviews. In Islam, it is mentioned that the decision on hiring the employees should be fair and rational, and since the believers are more honest, employees should be obliged to Islamic beliefs such as praying, fasting, zakat and so on. The human resource manager should consider such criteria while hiring the needed employees. The current research is accomplished to develop Islamic indicators of recruiting human resources and to clarify the relations among its components by conducting an explorative mixed method. The first step was a qualitative study (Delphi analysis) in order to propose the research model, and the second one was the quantitative study. To this end, a sample size of 225 employees of a public organization was randomly selected for data gathering. Obtained data resulted in one main aspect, 10 components and 24 indicators based on which a questionnaire was developed and distributed. Findings of the second step validated the proposed model since the construct of "Islamic HR Recruitment" was statistically associated with its components and indicators. Manuscript profile

        The empowerment of each country in the fields of science and technology requires attention to indigenous knowledge and, of course, the use of the experiences of developed countries in these areas. Therefore, production and technology transfer should be considered together in order to prevent the waste of time and energy, also provide scientific grounds for localization. This is important when the intellectual property of technology transfer, as a supportive power of the technology owner, is also taken into consideration. Because of its importance, in this paper, by presenting a model, we draw a proper path in the production of domestic technology along with the transfer of technology that has been consulted by the elite. The resulting model explains the process of manufacturing and transferring technology from the legislative stage to the product delivery of the technology. In this model four phases of infrastructure, creation, supportive and final are considered. In the infrastructure phase, the legal dimensions of intellectual property laws as well as methods for creating the right conditions for the transfer and production of technology in the Government, Parliament and the Guardian Council are examined. In the phase of creation, the responsibilities assigned to the relevant ministries, as well as the improvement of the power of science and technology parks along with the appropriate direction for them. The supportive phase is a guarantee of the implementation of the law and, in addition, it has a supportive role in creating a suitable platform for technology vendors.         Many large organizations today use entrepreneurship as a way to gain a long-term competitive advantage. The importance of entrepreneurship in different industries and areas is not the same for governments and some parent industries such as the oil industry have a special place, so the purpose of this study was to analyze the factors affecting the development of entrepreneurship in the oil industry. This research was applied in terms of purpose and descriptive-survey in terms of implementation method, which was performed by mixed exploratory method. In the qualitative stage, the research team consisted of 28 university experts who were selected by judgment and snowball method. In the quantitative stage of the statistical population, all oil industry experts were 3710 people. The sample size according to Krejcie and Morgan table was 348 people and simple random sampling method was used. The Delphi method has been used to identify the factors and the structural equations method with the Smart Payals software has been used to analyze the relationships of the variables. The results showed that the effective factors on entrepreneurship development include 27 components in the form of six dimensions (environmental-institutional, blue ocean strategy, opportunity, human factors, organizational factors, managerial factors). Also, the analysis of structural equations showed that environmental-institutional (0.386), blue ocean strategy (0.423), opportunity (0.342), human factors (0.318), organizational factors (0.370), managerial factors ( 0.455) have a positive and significant effect on the development of entrepreneurship in the oil industry. Finally, it can be said that the entry of entrepreneurship into this industry can save the oil industry from the current inefficiency and lead to solving problems such as oil equipment and oil sales.         The role of effective and efficient management is becoming more important in today’s competitive world which is undoubtedly full of complexity, ambiguity, and uncertainty in challenging situations, competitions, and conflicts. People associate power with many advantages; therefore, they make many efforts to gain it in organizations. Battling for power raises the discussion of political behaviors in organizations. The aim of this study was to present a multi-index decision-making fuzzy hybrid model of qualitative analysis to identify the dimensions and indices of political behavior occurrence among CAOs at the branches of Bank Maskan in Tehran by using a fuzzy Delphi technique. Moreover, the decision-making trial and evaluation laboratory (DEMATEL) technique was employed to determine how influential and influenceable the indices were. The statistical population included 20 CAOs (Bank Maskan) with at least 10 years of executive and management experience. The research results indicated that Personal Characteristics became known as the most influential dimension with the highest value of (R-J) (1.244) among the evaluation criteria for political behaviors of CAOs at Bank Maskan. Moreover, Occupational Attitudes became identified as the most influenceable dimension according to the lowest value of (R-J) (1.358).         The purpose of this research is to present a pattern regarding lay-off in local organizations (a case study about municipalities of Esfahan province) and also to analyze the impact of structural, behavioral and individual factors on lay-off and its aspects. The method used to do this research is descriptive and correlative .The method used to collect information is mixed (qualitative and quantitative).In the first stage (qualitative approach), the subjects were 22 experts who had suitable information about the issue of lay-off. A lay-off pattern and the influential factors on lay-off were designed using the fuzzy Delphi method and also fuzzy logic. These two methods were used to have more correlation between the views of the experts. Then, in the quantitative part, a questionnaire was designed in order to evaluate the pattern and then after reviewing the validity of the questionnaire through Exploratory Factor Analysis, it was given to some managers who, based on Judgmental Sampling, had been chosen out of managers of branches and units of municipalities in Esfahan province. The relationships between components of the model were reviewed using structural equation model. The findings demonstrated that the hypotheses were confirmed and the effect of individual, behavioral and structural factors on lay-off, the mutual effect of behavioral and structural factors and also the effect of individual factors on structural and behavioral factors are meaningful and direct.To this end, municipalities can take the right decisions, which are based on the views of experts, about the time of lay-off, the branch or the people who are going to be laid off and also the influential resources in lay-off.         Regarding the significance of culture and cultural and art organizations in the community cultural growth, and according to the leadership signifiacnce in the organizations, the present research is conducted to determine and rank effective leadership components in cultural and art organizations through an Iranian Islamic approach using fuzzy Delphi method. Research statistical population included managers of cultural organizations, cultural experienced management professors, as well as culture experts. 22 research samples were selected using purposeful snowball sampling method. Following literature review and research background and interviewing some experts, 22 components were identified and exposed to the experts through a questionnaire. All 22 components were verified through fuzzy Delphi method. Research results show that leadership components of insight, ethics orientation, religion orientation, tolerance, self-control, dependability, inspiring, refinement, seeking excellence, and finally growth and empowerment are ranked in order. In the present research, after reviewing the literature, influential factors on the innovation process recognized and organized in three dimensions (behavioral factors, structural factors, and environmental factors). Research dada have been gathered and analyzed by using the questionnaire and Fuzzy Delphi Techniques and Interpretive Structural Modeling (ISM). The results of ranking of the research variables using Interpretive Structural Modeling (ISM) test, after identification of the main variables, showed that the innovation performance, commerce, productivity, research and development (R&D), and venturing on the knowledge components as the most impressionable variables ranked in the upmost level, and the world economic streams and innovation policies components as the most influential variables ranked in the lowest level. First we review definition of strategic management and marketing strategy. then , reviewed the role of strategy in vital decision on organizations . Purposive sampling was used to selected 22 senior bankers of Bushehr State commercial banks.         The present study aimed to provide distinguish management cpmponent for pharmaceutical companies using Fuzzy Delphi method. This research is a mix research with exploratory approach which in terms of quantitative and qualitative research in the field of methodology and in terms of research philosophy includes deductive-inductive research. The statistical population of this study is all pharmacies, pharmacy companies in Lorestan province. In the qualitative section, the sample members of the research using a bullet-sampling method are selected and in the quantitative part of the research, they selected by Multi-stage cluster sampling. Since the present study is a mixed research with a quantitative and qualitative approach, both the interviewing tools and the questionnaire are used simultaneously. Regarding to analyze the research data, it should be noted that for analyzing qualitative data, the coding method and the ATLAS.TI software were used, also analysis in qualitative section with fuzzy Delphi were used. The results of the research show that the powerful knowledge chain in drug production, the use of medicinal plants, the dependence of the world's pharmaceutical companies on medicines and medicinal herbs, and the existence of a monopoly on the expertise in some of the drugs produced are most effective factors influencing for competitiveness of pharmaceutical companies. Methods: Since the research is qualitative, after librarian research and gathering research literature, the actors of Tehran air pollution control project were recognized and the outputs analyzed using Delphi method.         Anti-fragility allows the organisation to place itself in a position to benefit from the unknown. The purpose of this study is to identify and evaluate the indicators affecting the Anti-fragility of the insurance industry supply chain and to determine the causal relationships between these indicators. This study has been conducted through an exploratory mixed-method. The Delphi method and the Gray-DEMATEL technique have been utilized in this study. Insurance companies must implement indices, methods, and mechanisms to promote the anti-fragility of their supply chain, though simultaneous attention to all indices is impossible and uneconomic. Therefore, deciding which indices have priority in investment can be accomplished using the research findings and determining the significance of each index, as well as the causal relationships between them. According to the results of the Delphi method, 49 indices for anti-fragility of the supply chain insurance industry, hereunder the eight main processes, have been extracted. Study results also revealed that in order to lead the supply chain insurance industry towards anti-fragility, the "knowledge and information management" and "risk management" processes should at first be considered. According to expert opinions, the "management information system" and "knowledge management implementation" indices have been selected as the most causal indices of anti-fragility of the knowledge and information management process, while the indices of "risk strategy development" and "using the risk database" have been chosen as the most causal indices of risk management anti-fragility.         In accordance with Simon's decision-making model, this study first tries to identify the key indicators of business intelligence systems as a set of technologies and processes enhancing the quality of decision-making system in organizations. Next, evaluates the existence of causal relationship between the decision stages and the key indicators. To identify the key indicators of business intelligence in each stage of Simon's decision making model, this paper uses Delphi method.Open-ended questions and in-depth interviews were conducted by snowball method with18 experts in the field of development and implementation of business intelligence systems in financial organizations and the final indicators were extracted. The main indicators were identified after analyzing the cause-and-effect relationships between the existing relationships and each stage of the Simon model. This paper uses dematel technique to determine effective and influential relationships and by prioritizing indicators in terms of impact and effectiveness, the results discussed. Finally, executive proposals provided to individuals responsible for development and implementation of business intelligence systems in financial organizations. The findings support that owning a business analysis department in the organization has the most interaction with extracted key indicators. Based on Simon's decision-making model, creating, implementing, and monitoring key performance indicators (KPIs) play a key role in enhancing decision quality in business intelligence systems, For financial institutions, the quality of decisions plays a crucial role in their success in a competitive market.         Any society to achieve real and sustainable development goals requires continuous interaction between scientific and technical institutions, takes form in the template of university and industry. In fact, universities are generating knowledge and transferring it to scholars, the industry also works to apply knowledge and shares its expectations to university research teams, and they present their ideas, findings and outcomes to the industry. Transportation science also is no exception, and in recent years, it has introduced and implemented new technologies called Intelligent Transportation Systems (ITS) in universal level. Studies in Iran show that transferring knowledge between university and intelligent transportation industry face challenges and obstacles that have led industry owners to the direction of assembling imported components and escaping from universities. This study aims to explanation and interpretation of viewpoints of university and industry section experts about obstacles that affect transferring knowledge between these two institutions in line with implementation of intelligent urban transportation. In this research, firstgy determined effective indices of industry – university interaction obstacles by searching library and documentation resources. Fuzzy Delfi is used to sieve indices and identifying final submeasures. As 43 suggested obstacles were initially available to transportation science experts and by this technic, at first stage 27 obstacles and then, 15 obstacles were chosen for evaluation and ranking. Thus, the driving engine of technology development in late countries is learning the technology instead of providing innovation; in the way that the core of activities, organizations and communications are all concentrating on learning. The combination of virtual and real world has created a concept named as Industry 4.0. Nowadays, the application of Industry 4.0 in different scopes is expanding; applying it there requires setting a roadmap. This research aims to propose a learning-based roadmap for the application of industry 4.0 (especially the Internet of Things) in the sale and distribution of healthcare products. Here, there has been used the learning-based roadmapping method, the process of which is explained in eight steps. Two groups of a distinct expert panel including the business industry and technology industry contributed to this research; the Delphi method has been used to guarantee the convergence.         Today, the importance of start-up agricultural businesses is more than ever, and to achieve this, it is necessary to provide the right environment and conditions for start-up businesses. The purpose of this study was to analyze the factors affecting the success of start-up agricultural businesses. This research was applied in terms of purpose and descriptive-survey in terms of implementation method, which was done with a mixed exploratory approach. The statistical population in the qualitative stage was 11 university experts who were selected by purposeful method and snowball. In the quantitative stage, all the experts of the country's new agricultural businesses were 200 people. Simple random sampling method was used. The Delphi method was used to identify the factors and the structural equation modeling method with Smart PLS3 software was used to analyze the relationships of the variables. The results showed that the factors affecting the success of start-up agricultural businesses include 51 components in the form of 9 dimensions (individual capabilities, human resources, environmental factors, marketing activities, financial issues, product development, customer satisfaction, strategy, networking). Also, the results of structural equations showed that individual capabilities (0.317), human resources (0.356), environmental factors (0.438), marketing activities (0.378), financial issues (0.404), product development (0.399) Customer satisfaction (0.415), Strategy (0.329), Networking (0.426) have a positive and significant effect on the success of start-up agricultural businesses.         In recent years, the social and cultural field of urbanmanagement in Municipality Tehran has always faced the challenge of critics the adaptation of activities, description of the duties due to deviation from its basics. Accordingly, in the present study, the pathology of social activities of Tehran Municipality has been studied. In this study, in accordance with the theoretical framework of the subject, three main categories include conceptual adaptation; legal compliance and organizational compliance were considered for pathological measures. The research method was such that the list of social and cultural activities of the municipal organization in the form of a Delphi questionnaire was given to 10 experts and they were asked to evaluate each activity in three separate scales. According to the results, the most important challenge in the field of social and cultural activities of Tehran Municipality in the first place is the entry of this organization into some fields and activities that are outside its inherent and legal duties. In the second place, there is parallel work and overlap of some of these activities with other organizations, and finally, in the third level, the dominance of the theatrical approach is in some activities of Tehran Municipality. Accordingly, the application of the present study relies on a comprehensive review of activities in terms of the combination of three indicators.         The selection of mathematics professors is an important issue for universities, since professors are the main pillars of the universities and improving the quality of their performance leads to the improvement of the universities’ educational quality.The aim of this study is to Prioritization of Professional Competencies of Mathematics lecturers of Farhangian University in Iran ,through topsis fuzzy. The present study is an applied research in terms of purpose and is a combination of documentary content analysis and descriptive-analytical research in terms of nature and method. At first, the statistical population including all available domestic and foreign theoretical and research texts were selected and studied. In the second stage, to rank the selected competencies, five mathematics professors were purposefully selected from Farhangian University branches of Hormozgan province, who determined the importance of each of the indicators in a designed questionnaire that were assigned to them. The data were then analyzed, using TOPSIS fuzzy method.Based on the findings, knowledge competence, abilities competence, characteristics competence and skills competence were the most important competencies.According to the mentioned results, it can be understood that Farhangian universities can use the findings of this study to select the professional competencies of their mathematics professors.         This study sought to identify and prioritize the development steps of cultural tourism in rural areas of Lorestan province using the qualitative-quantitative method and exploratory approach. To this end, at the first stage, 19 semi-structured interviews were conducted with cultural tourism experts to identify the steps involved in cultural tourism development, out of which thirty-three solutions were identified in four main steps via open, axial, and selective coding. At the second stage, the Delphi-Fuzzy technique was applied in two stages to reach a consensus among the experts and prioritize cultural tourism development steps through the defuzzification process. The results showed that the identified strategies for cultural tourism development in Lorestan province could be categorized into four main steps: "Education and Innovation," "Physical Infrastructure," "Supportive-Institutional," and "Cultural-Advertising." Moreover, since the defuzzificated mean difference of the experts' opinion was less than 0.25 in two steps, all the identified solutions were proved to be valid. The results also indicated that the first and foremost step in tourism development was "education and innovation," followed by physical infrastructure, supportive-institutional, and cultural-promotional steps, respectively. Furthermore, at each step, the most important solutions were found to be advertising for tourism villages, identifying villages with tourism potentials, providing banking facilities for villagers to help them develop tourism, and building cultural elements and particular architectures in rural areas, respectively.         Today, the use of technology in organizations as a solution to organizational problems has led to the emergence of a new concept: "technological entrepreneurship." Banks are considered one of the most influential organizations in the development of entrepreneurship in the country, and the advancement of technology has prompted the banking industry to utilize technological entrepreneurship to improve efficiency. Therefore, the aim of the current research was to design a technological entrepreneurship model for the Agricultural Bank. This research is applied in terms of purpose and descriptive-correlational based on the method. The statistical population in the qualitative stage comprised 20 experts who were selected by a purposeful judgment method. In the quantitative stage, there were 250 employees of the Agricultural Bank of Golestan province. The sample size was determined to be 152 people according to the Krejcie and Morgan table, and sampling was done using a simple random method. The Delphi method was used to identify factors, and the structural equation modeling method with Smart PLS3 software was used to design the model. The Delphi results showed that the effective factors on technological entrepreneurship include 36 components in the form of 7 dimensions: inter-organizational, structural, institutional, skill, managerial, market and customer interactions, and technology. Additionally, the results of structural equation modeling showed that inter-organizational (0.792), structural (0.841), institutional (0.846), skill (0.726), managerial (0.628), market and customer interactions (0.598), and technology (0.491) factors have a positive and significant effect on technological entrepreneurship. In conclusion, technological entrepreneurship is considered an important strategy for the Agricultural Bank to remain competitive in a highly dynamic environment. Manuscript profile

        This article aims to present the model of social banking innovation process with digital transformation approach by fuzzy Delphi method, which is applied in terms of purpose and qualitative research in terms of data collection. The statistical population includes all university experts and senior bank managers who were selected for the Delphi process using 16 people using the snowball technique. The collection tool in this study is the Delphi questionnaire. Indicators were collected using fuzzy Delphi technique. The validity of the research was obtained by agreement of experts and validity with the help of consensus and formal validity. The results showed that during the three stages of the survey of 66 components, the final model has 43 components and has 6 dimensions. Based on the results obtained from fuzzy Delphi method and research literature was expressed.         Green human resources management, as a strong tool that takes the role of human factors, can help organizations to fulfill their social responsibilities in order to protect the environment. This research has been carried out with the aim of systematically reviewing previous researches in the field of green human resources management, as well as identifying key elements and providing a structural model to implement the green human resources management process in the chemical and petrochemical industries of Bushehr province. By studying thematic literature and using the textual content analysis approach, six basic indicators were counted, and in order to localize them in order to implement green human resources management in the chemical and petrochemical industries, the Delphi technique was used in three rounds. The statistical population of the research was formed by managers and experts familiar with the subject and working in the field of petrochemical industries. A researcher-made questionnaire was used to collect data, and its validity and reliability were also confirmed. In order to design the structural model of the effective indicators for the implementation of the green human resources management process, the interpretive structural modeling approach in the fuzzy environment was used to manage linguistic ambiguities in judgments. The sample size of the statistical community of experts is 13 people who were selected by the purposeful sampling method. 30 articles were selected based on their availability and downloadable, non-technical nature, and relevance to the topic. The method of data analysis was done according to the fuzzy Delphi approach. Validity and reliability were calculated and confirmed using the CVR index and Cohen's kappa test with coefficients of 0.83 and 0.93, respectively.         The purpose of this study is to provide a model and ranking for evaluating organizational ethics in small and medium industries. The statistical population of the study is the managers of small and medium industries, which was designed after studying the theoretical literature on the subject of the initial model. After designing the questionnaire, the opinions of experts were collected and the components and indicators of organizational ethics evaluation were prioritized using Choice Expert software using AHP and ISM techniques. Findings showed that to design a model for evaluating organizational ethics in small and medium industries, a total of 5 components and 17 indicators should be considered. The components are individual factors, organizational factors, environmental factors, structural factors, contextual factors, each of which has indicators, which were compiled by weighting and scoring the organizational ethics evaluation form with a total of 1000 points, obtained from the total points of each index.         Policy evaluation is the guarantor of their control, direction and perfection. But in the field of tourism industry, less attention has been paid to this important matter. The current research, with the aim of identifying the main elements related to the evaluation of tourism policies in Iran, is a step to partially cover this knowledge gap. To answer this main research question: What are the basic elements (dimensions, categories and concepts) to evaluate the general policies of tourism in Iran? The method of conducting this research is mixed (qualitative and quantitative). The research data included documents, texts related to the subject, the results of interviews with seven experts and the answers to the questionnaires of 21 experts who were selected by purposive sampling. Qualitative data was obtained from the review of related documents and literature, interview tool and Delphi method. In the initial stage, 18 categories and 59 basic concepts related to the evaluation model of public policies in Iranian tourism were identified and extracted and related to these 5 comprehensive dimensions of tourism policy evaluation: Diagnosing the problem, formulating the policy, legitimizing the policy, implementing the policy, evaluating the policy. For validation, the factors extracted during three rounds of the Delphi method were given to 21 experts.         Today, quality is one of the most important factors in attracting customer satisfaction and loyalty to service organizations. Therefore, one of the main concerns of managers is to improve the quality of services. With the development of the Internet and the world of communications, a concept called cloud computing has expanded in the world of communications, which provides a new model for the supply, consumption and delivery of computing services. The purpose of this study is to make the optimal decision in choosing the appropriate cloud service according to the conditions of users so that they achieve the highest satisfaction. Fuzzy Delphi method, fuzzy hierarchical analysis method, fuzzy TOPSIS method and finally multi-criteria decision making method are the methods used in this research. The results of the fuzzy Delphi method show that the indicators of transparency, accessibility and reliability should be eliminated. The results of fuzzy hierarchical analysis identified the cost index as the most important index and the support index during demand as the least important index. According to the results of fuzzy TOPSIS based on the weights obtained from fuzzy hierarchical analysis, SAAS, IAAS and PAAS cloud services were ranked first to third, respectively.
