The present survey investigates the trend development of research projects of laureates of Khwarizmi International Prize (KIP), with an overview of EU & OECD policies for innovation support is studied. The type of this study is descriptive by using questionnaire for data collection and/or personal interview by this performer with the performer of the prize winner's project. The data analyzed in this survey are based on responses received from the laureates who are sent the questionnaires inquiring the condition of their research project. The data analyzed were from 70 questionnaires and the qualitative data analysis method is used for description.     Analysis of data suggests that 97% of the laureates are male, 57% of the laureates are engineers or university graduates at M.Eng. level. 27% of them have completed their graduate degree in Electronic and Electrical Engineering; 31% of executive organizations are universities and 31.8% of the laureates have completed their studies at Sharif Industrial University; 71% of the organizations are public; and 50% of the projects are at industrial stage. It was found that 52% of problems were financial. "Lack of protection" is the most significant challenges to laureates (53%). At the Industrial stage, 50% of the projects at the highest level need financial support.     The European ::union:: (EU) has adopted a system approach based on innovation policy and provides direct financial and services support for innovators. The innovation policy aims to support an increase in the productivity, profitability and market share of European firms through the development and adoption of new or improved products, processes and services. Moreover, the EU intends to improve innovation support and also helps in understanding specific drives and barriers to innovation at sector level.     In OECD countries, public policy has direct or indirect impact on factors that affect innovative activity. All OECD countries use significant amounts of public money to support innovation activities that intend to stimulate innovation. It is a long time since in almost all countries the general idea of IP policy has been directed to greater protection for the rights of IP holders, especially for patents. Indeed, the availability of sufficient human resources for science and technology is an important factor for innovative activities. Education and training policies have an important impact on innovation.   Manuscript profile

Considering walking not only as the earliest kind of urban transportation, but also it can lead to a high level of safety and comfort for people. Unfortunately, these days because of the lack of urban walking-based open spaces and low quality of these spaces, residents of present cities have encountered with serious problems for doing their social interactions. With a quick look at Ahvaz city (located at the western south of Iran) and most of Iran`s metropolises, obviously it can be found that most of Iran`s metropolises, in particular Ahvaz cannot meet their resident`s needs and expectations. Our purpose of this study is to assess the satisfaction of Salman Farsi street`s residents from the plan of sidewalk construction of this street in terms of its physical, social, economic and environmental dimensions. We use field and library methods to collect information in this kind of descriptive study. Our sample society is including the shopkeepers, residents and pedestrians of Salman Farsi Street and also we developed our sampling based on a random method. Considering this point that our sample size is 100 participants, we use SPSS Statistical Software and parametric, nonparametric tests such as Ttest, chi-square, correlation, Friedman for analyzing the questioners. Based on this study`s results, we can conclude that most of the street residents and users are satisfied with sidewalk construction of Salman Farsi street, in a way that the greatest satisfaction is related to its physical dimension, while most of the residents and users aren`t satisfied with its environmental dimensions. In many real-world frameworks, dealing with huge domains of nodes and online streaming edges are unavoidable. Transportation systems, IP networks and developed social medias are quintessential examples of such scenarios. One of the most important open problems while dealing with massive graph streams are finding frequent sub-graph. There are some approaches such as count-min for storing the frequent nodes, however performing these methods will result in inaccurate modelling of structures based on the main graph. Having said that, gMatrix is one of the recently developed approaches which can fairly save the important properties of the main graph. In this approach, different hash functions are utilized to store the basis of streams in the main graph. As a result, having the reverse of the hash functions will be extremely useful in calculation of the frequent subgraph. Though gMatrix mainly suffer from two problems. First, they are not really accurate due to high compression rate of the main graph and second, the complexity of returning a query is high. In this thesis, we have presented a new approach based on gMatrix which can reduce the amount of memory usage as well as returning the queries in less amount of time. The main contribution of the introduced approach is to reduce the dependency among the hash functions. This will result in less conflicts while creating the gMatrix later. In this study we have used Cosine Similarity in order to estimate the amount of dependency and similarity among hash functions. Our experimental results prove the higher performance in terms of algorithm and time complexity. Manuscript profile

Radio Frequency Identification (RFID), a leading technology could be useful for reducing the supply chain food. The RFID can be effective with receiving product information and reducing costs. The greatest challenges are the supply chain management of perishable goods, especially the food. Variation in the number of goods, tracking and follow-up the flow of goods throughout the supply chain, low life expectancy, high volume products requiring temperature control in the supply chain is some of the challenges. The risk of food at each stage of the supply chain of food can occur, resulting in the definition of management to obtain information, ingredients, date of production (sales, consumption), etc., and provide it in a transparent manner to provide supply chain suppliers and consumers is necessary. One of the best possible solutions is using of RFID that help the supply chain management in perishable goods logistics. This paper examines the business model of the financial implementation of RFID in tracking food. To clarify the subject, a case study RFID system using in Taiwan welfare chain stores has been providing. In this case by introducing two upgrade projects 4 and 6 years old, profit and costs associated with the implementation of RFID for manufacturers, distributors and retailers in the supply chain of convenience stores have been analyzed. The decisions about designing the supply chain network are considered as strategic decisions of supply chain management, which have long-term impacts on overall performances of the chain. However, one of the most important challenges of problems of designing the supply chain network is coordination of its parts that can lead to several restrictions in tactical and operational levels. One of the increasing approaches of the coordination in supply chain is using Collaborative Advertisements. In this article, using the collaborative advertisement in designing the multi-level supply chain, multi-period and multi-product, have been considered in order to make coordination. The chain is also looking forward to fulfill the requirements of establishing new facilities. Advertisements are provided in two sections; supplying advertisements and chain advertisements. The chain advertisements and the information resource of the chain that customers purchases and orders registration are registered within it, is an internet website, which gets some percent as website’s costs per purchase from the chain’s parts. The demand of each customer is considered dependent on price and advertisement function. In case study the plan of publication subscription has been specified that for all of the variances in the impact factor of the advertisement supplier, summation of supplier’s benefits in presented model are better than the present situations; however, this matter is not compatible with all of the suppliers and some of them would have less benefits. But by means of sharing benefits of this coordination, this problem would be satisfied Manuscript profile

Acquisition of urban lands with a social justice approach is one of the issues that has been neglected in many urban development projects. In this study, after examining land ownership rights, some important rules related to land ownership in different Western and Islamic perspectives are presented and suggestions are made to increase social justice in the realization of urban property rights. In the present study, due to the nature of the subject, the secondary analysis method and content analysis technique have been used. The comprehensive urban plan is prepared in order to determine the development directions and formulate a plan for the city, as well as to meet its needs based on the forecasts and goals of urban development. These projects have had different results due to the fact that they are based on the models and experiences of other countries and have been prepared at a high cost, but for various reasons have not been able to achieve their goals. The purpose of this article is to analyze the current situation of the new city of Hashtgerd and to implement it by predicting a comprehensive plan to achieve or not achieve its goals. The research method in this research is based on the applied purpose and based on the descriptive-analytical nature. Its implementation is done by anticipating the objectives of the master plan. To identify the strengths, weaknesses, opportunities and threats of Hashtgerd new city, library resources and documents and opinions of experts and city officials have been used. Thus, each of the four SWOT factors is identified, analyzed, and in the next step, the SWOT matrix is formed. According to the analysis, despite the number of cities in the Tehran region, there are only 5 new cities. This indicates that the new city of Hashtgerd has not been successful in attracting the population of the mother city of Tehran; Because the rapid growth of unplanned cities is more than new cities. In recent decades, several schools and paradigms have emerged in the field of urban literature, some of which have profound effects on urban spaces, including the "urban development strategy" (CDS) approach, which is one of the most important and controversial, and in several Recent years have also attracted the attention of many scientific-professional circles in Iran. Although the CDS dates back to the formal formation of the Coalition of Cities in 1999, it later published its official documents in the following years in partnership with the World Bank and the United Nations Center for Human Settlements (HABITAT). He is also the official tribune and executive trustee of CDS worldwide. Today, many managers, planners and urban theorists are trying to develop the question of how and by what mechanisms this approach is able to draw positive changes in the normal life of citizens and reduce urban poverty, based on the successful experiences of CDS. -Develop your role. An overview of CDS implementation in more than 250 Third World cities in less than a decade underscores the fact that the approach is more action-based than action-oriented. However, most cities in developing countries such as Iran experience difficult conditions, both in terms of preparation and referral, because the major approach to management and urban planning in Iran is influenced by the school of classical planning with a focus on design. It is comprehensive in which the dimensions of physical development, arrangement and physical order of cities often take precedence over the social-citizenship dimensions. Although comprehensive plans are developed in Iran with the aim of paving the way for the balanced physical growth of cities, in practice they not only impose a lot of energy and costs on the urban economy, but often most of their goals are never achieved. As a geographical, economic, political and sociological reality, the city has been influenced by each of these factors in each period of its growth and development and has influenced each of them. The complexity of each of these factors has caused the complexity of the city as their spatial crystallization. Certainly, organizing and ordering the city and how it grows and evolves requires the thematics of the city and urban issues and then planning for it. In recent decades, several policies have been proposed to deal with the issue of environmental quality, social dignity and economic vitality of cities (especially in their inner areas) and various programs have been implemented in this regard. During the last three decades in developed countries, in order to solve the problems and bottlenecks in declining urban areas, various approaches have been experienced in theory and practice. The development policies in Iran during the last decades have led to uneven growth and severe imbalances in development, both in terms of sectors (between agriculture, industry and services or traditional and modern sectors) and in terms of Spatial-spatial differences between cities and villages and even at different levels of urban communities have resulted. For balanced urban development and minimization of problems, related institutions have turned to creating "urban plans" which are considered the most fundamental means of shaping and organizing. More than three decades have passed since the preparation and implementation of urban plans for the purpose of organizing the urban space, despite all the measures taken, evaluations show that these plans have failed to achieve their goals. The main goal is to examine the views of thinkers and planners in line with the factors affecting urban plans. Manuscript profile

As a result, urban planners around the world are trying to develop models for the development of 21st century cities with an integrated view of all dimensions of urbanization. Responding to the new demands and expectations of today's world, one of the new concepts to deal with the current challenges of cities in the field of urban planning is the development of a smart city, which has attracted a lot of attention in recent years, the smart city as the axis of transformation.
