Data mining, also known as knowledge discovery in database, is the process to discover unknown knowledge from a large amount of data. Text mining is to apply data mining techniques to extract knowledge from unstructured text. Text clustering is one of important techniques of text mining, which is the unsupervised classification of similar documents into different groups. The most important steps in document clustering are how documents are represented and the measurement of similarities between them. By giving a new ontological representation and a similarity measure, this research focuses on improving the performance of text clustering. The text clustering algorithm has been investigated in three aspects: ontological representation of documents, documents similarity measure, fuzzy inference system to measuring the final similarities. Ultimately, the clustering is carried out by bottom-up hierarchical clustering. In the first step, documents are represented as ontological graph according to domain knowledge. In contrast to keywords method, this method is based on domain concepts and represents a document as subgraph of domain ontology. The extracted concepts of document are the graph nodes. Weight is measured for each node in terms of concept frequency. The relation between documents’ concepts specifies the graph edges and the scope of the concepts’ relation determines the edge’s weight. In the second step, a new similarity measure has been presented proportional to the ontological representation. For each document, main and detailed concepts and main edges are determined. The similarity of each couple of documents is computed in three amounts and according to these three factors. In the third step, the fuzzy inference system with three inputs and one output has been designed. Inputs are the similarities of main concepts, detailed concepts and the main edges of two documents and the output is final similarities of the two documents. In final step, a bottom-up hierarchical clustering algorithm is used to clustering the documents according to final similarity matrix. In order to evaluate, the offered method has been compared with the results of Naïve Bayes method and ontology based algorithms. The results indicate that the proposed method improves the precision, recall, F-measure and accuracy and produces more meaningful results. Manuscript profile

Increment of complexity and costs of information technology systems have made many problems about infrastructure and manpower for organizations which have been decreased by the use of outsourcing. All organizations try to increase the success of outsourcing projects by using different ways. One of the important reasons for failure of these projects especially in IT area- because of its major role in acquisition of competitive advantage- is selecting inappropriate contractor. In order to existence of different and contradictive criteria, this selection is complex. The purpose of this research is to determine important criteria and specify the weights of each criterion and finally design a fuzzy expert system for selecting the best contractor in IT outsourcing. The method of knowledge acquisition from experts-which are managers and experts of IT- is a questionnaire. Also in order to evaluate the validity of system, it was used in an IT company. The results show the favorable performance of contractor selection expert system. Manuscript profile

This paper aims to show that, during the past four decades, the literature on Rentier State, contrary to popular opinion, has not been consistent, whether in content or in methodology. Based on their methodological framework, the studies have been classified into two distinct types. The first generation of studies emerged in 1970s, but their failure at explaining the situation of oil-rich countries and clarifying the consequences of fall in oil incomes sever criticisms. The criticisms in connection with the first wave of the studies provided a ground to revise the methodology, and the way of conceptualizing foreign rents and their assessments. This resulted, particularly since 1990s, in the second wave of studies a wave that could be considered as revisionism. This approach brought new variables into the studies. It paid more attention to the historical background of oil-rich countries and the historical periods when oil incomes raised (with respect to the various stages of formation of the government and the regime in power). It focused on the interrelationship between oil rent and social and political condition of these countries, avoiding structural look to the oil rents. Some of the supporters of the new approach proposed new criteria for evaluation of oil incomes. This approach offered the possibility of more complex analyses, especially in the areas of political stability and democratic transition in the oil-rich countries, analyses that better explain different experiences of the oil-dependant states. Determining suitable land uses in order to make optimal use of the land and prevent the destruction of resources is an effective step in the sustainable development strategy. On the other hand, ecotourism is considered as a tool to improve the social and economic levels of indigenous peoples and one of the most important positive effects of tourism in nature can be considered the protection of natural resources in the region. Accordingly, in this study, the introduction of global criteria for selecting the geographical location of forest parks to develop the tourism industry in the watershed or wider for ecotourism was examined. Due to the lack of comprehensive planning at the national level, urban service uses, including urban forest parks, face problems such as inadequate distribution and location, lack of such spaces in cities, and a per capita shortage of green space. Green space in urban areas is considered as a tool to reduce the stress of everyday life and is of great importance and attention. Due to this issue, it is necessary to construct urban green spaces, including urban forest parks, and select new locations with detailed studies and principled methods in cities. Choosing the right place is very important in reducing costs in setting up various activities. For this reason, it is one of the most important and effective steps in the implementation of projects. In this article, after stating the preliminary definitions of urban forest parks, the criteria and standards used worldwide in locating urban forest parks are discussed. The main purpose of this study is to investigate the location criteria of urban forest parks. The results indicate the importance of land use criteria, accessibility, topography, landscape, proximity to water resources, vegetation and so on. Manuscript profile

Today performance evaluation is counted as one of the important and major process in organizations. Companies allocate some resources annually for this work. Performance evaluation in strategic planning process plays a key role, first: for environmental analysis and second: as feedback at the end of plan for correction. In this paper we decide to rank some knowledge based companies in one of the incubators based on EFQM indicators. This will be done by multi criteria decision making (MCDM) methods. The purposed method can deal with uncertainty well. Besides, using Game theory will make this model more flexible. Based on this, we try to control the environmental uncertainty with use of Grey time series and cooperative games and based on Frequentist school approach. Therefore we gathered expert's opinion at six time periods based on three parameter interval Grey numbers and we obtained the parameters of decision table within weighting to every time period by cooperative games. The used criteria are the criteria which are introduced in EFQM model. Then we rank companies with implementation of combination of Bulls-eye weighting method and Grey-numerical taxonomy method. In this ranking, companies, No. 1, 3 and 2 gained first, second and third rank by order which their Fi were 0.389, 0.463 and 0.523 by order. Also results of social and processes are known as the vital criteria by weights 0.161 and 0.153 orderly. Manuscript profile

Selecting an enterprise resource planning (ERP) system is time consuming due to the resource constraints, the software complexity, and the different of alternatives. A comprehensively systematic selection policy for ERP system is very important to the success of ERP project. In this paper, we propose a fuzzy analytic hierarchy process (FAHP) method to evaluate the alternatives of ERP system. The selection criteria of ERP system are numerous and fuzzy, so how to select an adequate ERP system is crucial in the early phase of an ERP project. The framework decomposes ERP system selection into four main factors. The goal of this paper is to select the best alternative that meets the requirements with respect to “product factors”, “system factors”, “management factors” and “vendor factors”. The sub-attributes (sub-factors) related to ERP selection have been classified into thirteen main categories. These criteria and factors are weighed and prioritized and finally a framework is provided for ERP selection with the fuzzy AHP method. Also, a real case study from PARDIS-LO Company is presented. The invention of Internet of Things technology and its application has led to the development of industry and trade in countries. Tools that include Internet of Things technology are tools that enable simulation of human performance by tools by embedding multiple stimuli and sensors. But the mechanism of action of these tools has challenges in maintaining the security of private information. The first issue in this regard is the necessity of nature and separation of private data of the non-private type. In the Iranian legal system, the only legal document in this field is Article 58 of Electronic Commerce Law, and the ambiguous text of this article has challenged the identification of this type of data. In this article, for an unknown reason, by separating the types of private data, not only has nature of this data been disrupted, but only a specific category of this data has been subject to the terms of the article for processing and no other provisions have been established. Is. However, in European Union, there are relatively comprehensive regulations in field of identifying the nature of private data, four criteria of identification based on the nature of the data processed, the purposes of using the processed data, concept of nicknamed data and Encrypted data exchanged in decentralized platforms (including China blockchain technology) has been identified as the criterion for identifying this type of data. Application of these criteria by policymakers in Iran could be the solution to many of the challenges ahead.. Manuscript profile

The supplier selection is one of the most important issues in supply chain management discipline and it is regarded as an effective factor for companies to survive in the competitive environment. Selecting the best supplier among various suppliers, considering a mixture of criteria that are sometimes in conflict, makes it a complicated multi-criteria decision making problem. On the other hand, supplier selection is highly dependent on the assessments of decision makers and according to the environmental dynamics and incomplete information available to decision makers, they are faced with some uncertainty in their assessments. The purpose of this paper is to present a model of multi-criteria decision making under uncertainty by using concepts of fuzzy and grey theories in order to select the optimal supplier. In this research, first, the weights of supplier selection criteria are determined by using fuzzy Delphi and analytic hierarchy process, then suppliers are ranked by using Grey VIKOR which is a newly developed approach in the field of multi-criteria decision making under uncertainty Manuscript profile

Planning is one of the main functions of management and has always been the focus of managers and policy-makers. Planning at large scale levels involves complexities that can lead to conflicts among different national plans. In this study, the inter-plan conflicts between national plans and the “Islamic-Iranian advancement pattern” have been addressed. National plans are defined as plans designed by the national level organizations and being implemented by them. The “Islamic-Iranian advancement pattern” is an upper-hand document that all of the other plans must be designed in compatibility and adaptability with it; therefore the conflicts between “Islamic-Iranian advancement pattern” and other national plans are a remarkable and important issue. Also it should be noted that the most important point in preventing the conflicts is the comprehensive view of planners and also their expertise, but according to complexity of such plans the occurrence of conflicts is inevitable. In this study, a model based on the multi-criteria decision making methods for the determination and reduction of the conflicts in national plans has been introduced and also the advantages of this model have been discussed. By presenting an indigenous model, the research first uses the best-worst fuzzy method to weight the e-business customer satisfaction factors. Then, using a fuzzy TOPSIS technique, it examines one category of e-business, namely online stores, and ranks them in terms of customer satisfaction criteria. The results show that this model, with high computational efficiency and compatibility, highlights the priority of customer satisfaction factors. Additionally, communication and interaction criteria were ranked as the most important, followed by product and service quality, price/time, and sales and after-sales service. Interactions, value/time benchmarking, quality benchmarking, and ultimately sales and after-sales service warranty were identified as the best sub-criteria. Manuscript profile

The present paper seeks to study and critique the relation of culture and education regarding agency in education documents of Iran. In order to reach this aim, the education documents are studied through qualitative content analysis and conceptual analysis methods especially concept interpretation method and conceptual structure assessment method . This study revealed that there is an internal contradiction in this documents despite the main role they have in explaining this relation. In these documents, concepts like agency, asymmetrical interaction, dynamic of culture and developmental traditionalism have been emphasized which can be regarded as the strength points of documents, on the other hand it is stressed that all this concepts must be grounded on the Islamic criterion system, And this lead to the internal contradiction between these concepts in these documents. This paper studied the evidences of this contradiction and classified them as the governance of the Islamic criterion system, ambiguity of the meaning of the culture, contradiction of asymmetrical interaction with emphasizing on the Islamic criterion system, dominance of the traditionalism on agency and ambiguous conceptual boundaries between culture transmission and culture criticism. Community structure is a common and important feature in many complex networks, including bipartite networks. In recent years, community detection has received attention in many fields and many methods have been proposed for this purpose, but the heavy consumption of time in some methods limits their use in large-scale networks. There are methods with lower time complexity, but they are mostly non-deterministic, which greatly reduces their applicability in the real world. The usual approach that is adopted to community detection in bipartite networks is to first construct a unipartite projection of the network and then communities detect in that projection using methods related to unipartite networks, but these projections inherently lose information. In this paper, based on the bipartite modularity measure that quantifies the strength of partitions in bipartite networks and using the HellRank centrality measure, a quick and deterministic method for community detection from bipartite networks directly and without need to projection, proposed. The proposed method is inspired by the voting process in election activities in the social society and simulates it. Manuscript profile
