Build – operate – Transfers (B.O.T.) contract is a contract in which one part of the contract (Investee government) gives the right of construction and operation of an infrastructural project to a consortium including several private entities. In this contract, after constructing and operating the project, the consortium is obliged to transfer the project to the investee government after a specific time. Different governments especially in the underdeveloped countries consider this contract as an effective tool in attracting foreign investment in order to get an effective management to run infrastructural projects. In order to succeed in this method, the investee government should provide legal, economical and political sect for the private investors. In the Iranian legal system, the only existing rule is the rule of encouraging and supporting foreign investors legislated in 2002 in the Expediency Discernment Council in which this contract is briefly briefed. Due to the particular position of the free industrial and commercial zones, this kind of contract can be advantageous for the government in Iran in order to attract foreign investment and have access to the modern technologies. This study attempts to determine the motivations in using B.O.T. contract and the role of such a contract in attracting foreign investment. In today’s competitive market, companies must work closely with their customers and suppliers if they want to survive and improve their own performance and to provide a better response to market forces. In a typical supply chain, information flow is more important than the other two involved flows including material flow and cash flow. It can be lead to enhance organizational knowledge. The main purpose of the research, is to identify, analyse and improve the performance of an assembly line using simulation techniques. Many factors, such as setup time, operating time, failure rate, repair rate, and production rate, can cause data to be non-stationary. Therefor, in order to analyse such complicated systems it is necessary to apply simulation techniques. The most important properties of an assembly line including bottlenecks, cycle time, buffers capacities, and the number of finished products in a given time period are investigated in the research. After data gathering, and building an appropriate simulation model, the simulation experiments were done with Enterprise Dynamic software. The simulation model is implemented and tested against real-world data and is demenostrated by a numerical example. Then, the bottlenecks and performance measures including throughput time and waiting time are identified and analysed in order to develop a new scenario in which opportunities for improvements are presented. The results show significant improvements in terms of reducing waiting time and increasing efficiencies. Manuscript profile

Supply chain network design includes key decisions that have a major impact on the supply chain operational structure. Efficient supply chain design improves performance in organizations. This has led to the emergence of new concepts in the supply chain issue in the past decade. In this study, the supply chain network design problem in agile organizations has been taken into account with multi-level and multi-period. This problem is considered under conditions of having multiple customers with a high demand volume. The decisions include the selection of companies at each level, the amount of production, storage and transportation of each company. The problem has been modeled to integrate all decision variables with the goal of minimizing overall operating costs across the entire supply chain and Satisfaction of customers' complete demand and Satisfaction with them. Since multi-period multi-level supply chain design problem solving is one of the NP-Hard issues in uncertainty conditions, it is better to use innovative and meta-algorithms to reduce problem solving time. For this reason, the algorithm for banning search algorithms, which is one of the meta-algorithms, has been used to solve the model. The results of this research show that as the number of problem-solving repetitions increases, answers with less than 3% of the difference between the optimal answer are achieved. The search algorithm is forbidden to get the optimal response compared to the Lagrange algorithm. Manuscript profile

Undoubtedly, the most sensitive activity that managers do in any organization is decision making. But today's world is so complex and chaotic that decision-making struggles with so many problems. In complex environments, information changes rapidly and covers a wide range. The point to consider in decision making is that it is not always successful, that is, there is always the possibility of success or failure, many factors affect the ability to make decisions. In today's complex world, decision-making has become a challenge for managers. The number of decision criteria, the variety of criteria and types of quantitative and qualitative decision-making methods and the need to consider them simultaneously, the importance of the effects and consequences of the decision and factors such as it add to the complexity of decisions. Regarding the criteria of human moral decision-making, it should be mentioned that the method of decision-making in the Islamic system is contingent and participatory, and the basis in this system is the important principle of "passion". The mentioned cases are more prominent among the managers of service organizations who are faced with a large volume of clients and as a result of immediate and instantaneous decisions, because the decision-making time is very short for them and it is possible to examine a variety of options. It fades in the traditional way. One of these very sensitive and concerned organizations is the Social Security Organization. Therefore, in order to analyze the factors affecting decision making, the present study examines the decision and its characteristics, decision models. Then, with the help of content analysis, the indicators and characteristics of each decision model are extracted. Finally, with the help of a panel of experts consisting of thinkers and managers of the Social Security Organization, and then identify the various factors affecting decision-making in this organization and factors affecting decision-making in various decision-making models according to the environmental complexity of the organization. have became. The supplier selection is one of the most important issues in supply chain management discipline and it is regarded as an effective factor for companies to survive in the competitive environment. Selecting the best supplier among various suppliers, considering a mixture of criteria that are sometimes in conflict, makes it a complicated multi-criteria decision making problem. On the other hand, supplier selection is highly dependent on the assessments of decision makers and according to the environmental dynamics and incomplete information available to decision makers, they are faced with some uncertainty in their assessments. The purpose of this paper is to present a model of multi-criteria decision making under uncertainty by using concepts of fuzzy and grey theories in order to select the optimal supplier. In this research, first, the weights of supplier selection criteria are determined by using fuzzy Delphi and analytic hierarchy process, then suppliers are ranked by using Grey VIKOR which is a newly developed approach in the field of multi-criteria decision making under uncertainty Manuscript profile

The decisions about designing the supply chain network are considered as strategic decisions of supply chain management, which have long-term impacts on overall performances of the chain. However, one of the most important challenges of problems of designing the supply chain network is coordination of its parts that can lead to several restrictions in tactical and operational levels. One of the increasing approaches of the coordination in supply chain is using Collaborative Advertisements. In this article, using the collaborative advertisement in designing the multi-level supply chain, multi-period and multi-product, have been considered in order to make coordination. The chain is also looking forward to fulfill the requirements of establishing new facilities. Advertisements are provided in two sections; supplying advertisements and chain advertisements. The chain advertisements and the information resource of the chain that customers purchases and orders registration are registered within it, is an internet website, which gets some percent as website’s costs per purchase from the chain’s parts. The demand of each customer is considered dependent on price and advertisement function. In case study the plan of publication subscription has been specified that for all of the variances in the impact factor of the advertisement supplier, summation of supplier’s benefits in presented model are better than the present situations; however, this matter is not compatible with all of the suppliers and some of them would have less benefits. But by means of sharing benefits of this coordination, this problem would be satisfied Manuscript profile

In the present study, the supplier selection problem from a new perspective is formulated and solved. For this purpose, minimizing cost and minimizing delivery time and maximizing reliability are considered as objectives of the problem. The purchasing cost in discounted status, the order cost, the transportation cost, the shortage cost and the carrying cost, the components forming the cost objective function. In this research, the design of reliability in parallel systems is benchmarked for supplier selection, so that the supplier's set is considered as a system and each supplier as a component. After mathematical modeling of the problem, the objective functions are described as fuzzy goals and a fuzzy decision approach has been used to rewrite the proposed three-objective model as a single-objective model. The production of a final solution rather than a set of Pareto's solutions is one of the advantages of the proposed method, which prevents decision-making confusion. In order to describe the function and potential application of the proposed method, the supplier selection problem with the actual data was solved. Manuscript profile

Nowadays, with the advent of the concepts of risk management and sustainability and increasing of social pressures to reduce the negative impacts of industries on the environment and society, it is almost impossible to make strategic decisions such as the supply chain network design (SCND) without considering these concerns. Accordingly, in this paper a general mixed-integer linear programming (MILP) was developed for designing a closed-loop supply chain network, under disruptions conditions and sustainability considerations (focusing on social aspects). This is a multi-echelon, multi-product and multi-modal supply chain network. The sanctions on raw materials (as disruption events) were considered in the mathematical model through planning some scenarios. The most important decision variables in this model are related to: supplier selection, quantity of each raw material, facilities location, products flow between different facilities and transportation modes. Finally, designing a closed-loop supply chain network in Iran's tire industry was taken as a real world case study to demonstrate the applicability and effectiveness of the proposed model. In addition, the sensitivity analysis on some of the important parameters was carried out. Manuscript profile

High cost, the risk of ending fossil fuels and pollution severely threatens metropolitan areas today and therefore paying attention to renewable energies is inevitable. This paper presents a three-level supply chain of bioethanol production with the three objectives of maximizing profit, reducing environmental impacts and maximizing social impacts, using the Epsilon-constraint method for optimization. On the third level, there are several consumer markets that satisfy end-customer demand. The type of feedstock intended is sugarcane, which can be used to produce bioethanol. The planning horizon of the model is multi-period, and the relationship of chain levels to each other may be disrupted. Finally, a case study in the Southwest region of Iran demonstrates the function of the model. Manuscript profile

Sustainable consumption and production patterns (SCP) play a crucially important role in the sustainable implementation of all economic activities. Therefore, this study specifically sought to develop a structural model to assess the driving forces involved in establishing a sustainable consumption and production pattern and to improve the sustainable aspects of the supply chain in tourism. To this end, first, fourteen consumption and production-related factors were selected and developed using the relevant literature and the experts’ views. Then, the collected data were analyzed using the Gray Relational Analysis, considering the fact that this model helps identify the causal relationships between the selected stimuli and assess the power of their mutual interactions. According to the study’s findings, ten influencing driving forces and four influenced ones were identified as the factors involved in establishing a sustainable consumption and production pattern in the tourism industry. Accordingly, the highly influential driving forces that readily affect other driving forces were identified as the "Government policies and regulations for developing an integrated system of sustainable consumption and production", "The managerial Support and involvement in implementing a sustainable consumption and production pattern", "Initiatives and advertising campaigns developed by various tourism enterprises for implementing a sustainable consumption and production pattern", and “Gaining market advantage and improving the overall performance in the industry". Identifying the causes and effects involved in implementing a sustainable consumption and production pattern in tourism’s supply chain, the findings of this study can help managers easily analyze relevant issues in this regard and thus enhance their overall performance by recognizing the cause and effect driving forces. Supply chains have evolved over time from improving supply-side processes to meeting customer needs and value chains. The fact that the tourism industry's customers want to get an integrated product requires an interactive framework for value creation among different stakeholders, the realization of which has always faced some barriers. As the Internet and the development of the tourism's electronic supply chain provide an interactive platform for integration, this study sought to identify the factors involved in the integration of the supply chain and to find out how to create value through the chain. To this end, a framework was proposed based on the categories, sub-categories, and concepts presented in previous studies using the meta-synthesis method. Having reviewed 175 abstracts, t119 items were examined in terms of the Critical Assessment Skills Program checklist, and 35 items were investigated in terms of their content. The study's findings indicated that different types of internal and external drivers and barriers affected the macro environment, chain, and different aspects of internal integration, suppliers (external), and customers. Therefore, it could be argued that the integration of the supply chain and co-creation of value leads to value creation for all stakeholders and that the electronic supply chain provides the interactive grounds for integration, co-creation, and value creation. Providing theoretical resources for the emergency policies of governments in the face of unexpected crises is one of the most important tasks of the scientific community of any country. Fighting the COVID-19 epidemic crisis as a comprehensive threat to the international community has led many governments to change their health care policies by being surprised by the severity of the disease. In this regard, the philosophers of the Stockholm School of Ethics have tried to help the Swedish healthcare system control and manage the epidemic of COVID-19. How to interpret and determine the biological age of patients according to the epidemic emergency is one of the most notable parts of this theory. Accordingly, by determining the actual age difference from the biological of each patient, it is possible to determine the probability of survival after treatment and his life expectancy. The Stockholm School of Philosophy suggests that if you have to decide between helping patients with the same probability of survival who have different life expectancies, the priority should be to help a patient who is younger biologically. The present study, in a descriptive-analytical manner, examines and critiques this legal-ethical theory and will explain the consequences and effects of adopting such policies on the social system. Governments have always paid attention to international rules and documents and try to incorporate them as much as possible in their domestic laws and policies. Along these lines, this article tries to study working women's rights from the viewpoint of the Iran's Social Security Law in comparison with the International Labor Organization's documents. The key question of this article is that "to what extent Iranian laws, especially its social security law regarding women, are compatible with International Labor Organization's documents?" To answer this question, the authors indicate that "in article 20 of the I.R. Iran's Constitution, women enjoy all human rights, specifically the right to social security on equal terms with men in compliance with Islamic criteria. In public law as well as in social security law, gender has no place and its subject is every individual as a human being. The findings of this research show that social security law being influenced by the constitutional and civil laws in some social security services is consistent with International Labor Organization's documents and in some other, is incompatible with them. Judicial authorities of the prosecutor's office play an important role in the formation and formation of criminal cases, and failure to comply with the requirements of a fair trial at various stages of the criminal process, especially the preliminary investigation stage, can lead the trial to an unfair decision. Accordingly, the old position of the prosecutor's office has changed from two hundred years ago to the present day, and a great change has taken place in the new criminal policy in this regard. Thinkers' views on criminal policy are consistent, and without a rational criminal policy, there can be no answer. Iran's criminal policy is often repressive and coercive against criminals, and Iran's legislative policy is dichotomous, and sometimes legislative and judicial criminal policy are in conflict. The necessity of criminologies cannot be denied, but the anticipation of temporary punishments such as long-term detention and even non-departure from the judiciary, etc., is partly due to ignoring the teachings of criminology and criminal sociology. Judges are often hesitant to apply such punishments to avoid the consequences of criminal misconduct. Crime prevention is the most effective part of criminal policy, but prevention is not considered very important in Iranian law, and coercive politics is currently facing a serious challenge. The purpose of this research was to design an entrepreneurial marketing model aimed at improving performance. This study was conducted in a descriptive and exploratory manner. In the qualitative part, to identify the components, interviews were conducted with 10 academic experts in the fields of marketing and entrepreneurship, selected through a purposeful judgment method. The statistical sample in the quantitative section included 174 managers (high, middle, and operational) of the Social Security Organization, selected through simple random sampling. The findings of the qualitative section indicate that this model includes causal factors (entrepreneurial orientation, entrepreneurial mindset, entrepreneurial attitudes, opportunistic thinking), intervening factors (political, social, economic, cultural, nature of government organizations), contextual factors (personal values of entrepreneurial managers, entrepreneurial capabilities of managers, innovative marketing, ability to penetrate the structure, organizational structure, entrepreneurial cultural platform), strategies (re-engineering organizational processes, flexible organizational structure, dynamic marketing capacity building, creating a socially responsible organization, using social network marketing, creating new services), and consequences (optimization of decision-making, willingness to take risks, increasing the market value of the organization, improving organizational reputation, strategic dynamics, growth and excellence of the organization). Furthermore, entrepreneurial marketing has dimensions such as value orientation, customer orientation, innovation orientation, and entrepreneurship orientation. The findings of the quantitative section show that value orientation, customer orientation, innovation orientation, entrepreneurship orientation, and causal factors affect entrepreneurial marketing by 0.631, 0.741, 0.582, 0.489, and 0.551, respectively. Additionally, intervening and contextual factors and entrepreneurial marketing influence strategies by 0.350, 0.363, and 0.328, respectively, and strategies influence results by 0.719. New technologies can transform the agricultural industry as well as any other industry. The final goal of the research is to identify and stratify the factors affecting the development of emerging technologies in agriculture with a supply chain approach. The research method is mixed and initially, the components of emerging technologies in agriculture are identified through literature and semi-structured interviews with experts. Interviews were coded with three methods of open, central and selective coding, and finally 34 components and 182 indicators were identified based on central coding and in the quantitative part a structural-interpretive model to present the model of emerging technologies in agriculture using ISM according to the opinions of 15 people. It was created by the experts of Tarbiat Modares University. After that, to identify the position of the identified components, it was determined using MICMAC based on influence and dependence. The obtained results of emerging technologies in agriculture are formed in six levels including the central category, contextual factors, causal conditions, intervening conditions, strategies and finally, consequences. The findings of the research show that by using interpretive structural modeling, the location of various factors in the dispersion map of the variables was analyzed, from which the position of the key variables can be recognized. The machine-made carpet supply chain faces multiple disruptions and must be resilient. To be resilient, identifying barriers holds significant importance. Previous research has examined barriers without considering the stages of supply chain resilience. In this study, barriers to supply chain resilience were identified based on the five stages of supply chain resilience, and their model was presented. The research population consisted of experts in the supply chain of the machine-made carpet industry, using judgmental and snowball sampling methods. The sample size for identifying factors based on theoretical saturation was 14, while in the modeling stage, it was 10. The results indicated 20, 20, 16, 16, and 16 barriers in each of the five stages. Variables such as lack of trust, network complexity, lack of top management commitment, cultural challenges, and low human resource competence are of high importance based on their frequency in the five stages and the roles they play, requiring special attention. To overcome these barriers, it is suggested to focus on developing information infrastructure, employing innovative technologies, conducting training courses, and enhancing human resource management systems Manuscript profile
