There is a National Innovation System in countries which includes network of different institutions, that their interactions provide appropriate ground for production and development of science and technology. This system forms value chain from idea to product and market and provides innovation climate and innovative activities throughout this chain. Higher education sector is one of the core elements of national innovation system (NIS). Then quality concept in higher education can be analyzed in this system, which now changed to national open innovation system (NOIS). Actually, by systemic approach, higher education quality is influenced by NOIS in one hand and impacts on it from other hand. Therefore, quality in higher education is a multidimensional concept which needs a quality plan and quality management. This paper aims by stating the higher education position in the NIS and with focusing on developments of its mission, to reflect the role of Technology management on quality issue with systemic approach. Then, it defines quality by considering the position and mission of higher education sector along with offering a conceptual model. It is evident that, quality should be considered as a flow and culture not as a tool until could be institutionalized. In this respect, it is required to develop and execute short and long term quality plans in line with NIS. Manuscript profile

The dominant idea of development as economic growth has considered the formation of human capital for achieving the end of economic growth as the main function of higher education institutions in the development process. But the empirical failure of this overly simplified idea and the emergence of other critical development theories have brought the necessity of applying different policy priorities in reconsidering the role of key institutions such as higher education to the fore. The purpose of this article is to study human development theory from the viewpoint of political thought and extract its policy implications in the realm of higher education; Thus the implicative narrative theory has been used as a conceptual framework and implication research as a methodology. According to the findings of the article, the political thought of the human development theory by going beyond the binary of individual and society, structure and agency, fact and value, the private and common good, or state and market, has emphasized and concentrated on their complementary role in designing and evaluating a good society. In addition to the importance of higher education institutions in human capital formation for achieving the end of economic growth, human development theory highlights the other key and neglected functions of higher education such as developing freedom, democracy, and social justice in the development process. Objective: In Iran policymaking in higher education has been done by using a bureaucratic approach regardless of market and real demand for the disciplines, in recent years. Ignorance of the students’ priorities and their attitudes in choosing field of study has led to the unbalanced development of the higher education system and inability to respond to the needs of society. The aim of this study is to identify, evaluate and model effective factors in the utility of disciplines based on students’ attitudes. Methods: In this exploratory study, the private utility factors of disciplines from the students' points of view, in Tehran universities, were identified, categorized and analyzed simultaneously using Partial Least Squares Structural Equation Modeling technique (PLS-SEM) and Smart PLS 3.2.9 software. Results: The initial model of private utility of disciplines in this study had 5 constructs and 29 indicators, while the final model includes 3 constructs and 13 indicators. Finally, in addition to multi-group analysis for some nominal variables, the model and Private Utility Function for disciplines were presented. Private Utility Function can be used to measure and compare disciplines utility scores. Conclusion: This study contributes to the need for demand analysis of disciplines in policymaking in higher education. The final model showed that the private utility of disciplines depends on 3 constructs: field-characteristics, university-characteristics and job-characteristics. The students declared that only 13 of 29 indicators, were asked for, are important in choosing a field of study and the cost is not an effective variable. Based on the results, it is suggested that higher education policymakers focus on the constructs and indicators in order to lead students to prioritized area in development programs of country and manage the demand for other disciplines. Since, the cost was not an important variable in final model, financing policies for disciplines could be revised to optimize the government budget allocation. Manuscript profile

The aim of the present study was to investigate the effect of succession planning on the knowledge transfer in higher education with the mediating role of transformational leadership. The research method was descriptive correlational. The statistical population of this study included all administrators (200 people) of Kharazmi University were selected by convenience sampling method. For data collection were used the three Questionnaire of succession planning (Kim, 2006), Bass & Avolio (2004) transformational leadership, and knowledge transfer (Nonaka & Takeuchi, 1995). Data analysis was done by using structural equation modeling in AMOS And Spss-22 software. The results of structural equation modeling showed that the conceptual model of research with experimental data fits well and transformational leadership plays the role of a complete mediator in the relationship between succession planning and knowledge transfer. Accordingly, the variable relationship between succession planning and knowledge transfer through transformational leadership was confirmed in the form of path analysis. Thus, the variable of transformational leadership showed a facilitating role in the relationship between and succession planning and knowledge transfer. Also, the leading variable of succession planning had a direct and positive effect on the knowledge transfer. Based on the results of the research, it can be concluded that university administrators can provide a good platform By establishing a succession planning system in universities and higher education institutions, for institutionalizing knowledge transfer inside and outside the university. In the current competitive environment, university administrators will achieve the lofty goals and missions of the university by cultivating knowledgeable managers, and thus ensure the growth, development and competitive advantage of the university Manuscript profile

The present research aims to conduct a pathological study of Human Resource Training in higher education and, thereby, proceed to codify and validate a model for it. The methodology was practical and developmental. A combined sequential exploratory (heuristic) method of the modelling type was utilized for data collection. Drawing from multiple data synchronization in two stages, a primary theoretical framework was codified and, accordingly, it was validated in the form of a model. For the pathology of the staffing system, the first stage, qualitative case study was used according to which the perspectives and experiences of 11 experts, managers and specialists were taken into account with a purposeful approach through theoretical saturation criterion. It should be noted that semi-structured interview was utilized at this stage and the gathered data were analyzed by drawing from Thematic Analysis technique. At the second stage, applied a survey method and the components extracted from an ascertained questionnaire given to 98 staffing managers and experts in public universities under supervision of Tehran Ministry of Science, Research and Technology were analyzed based on a relative class sampling method. In order to analyze the gathered data and validate the codified framework, partial least squares analysis was utilized by drawing from Smart PLS software. After coding the data derived from analysis of documents and interviews, 215 codes were defined and categorized as 34 components and 14 perspectives as follows: jobs and Competency analysis, Need assessment, Design and planning, Implementation of training, Evaluation and monitoring, Transfer of training, systematic, Knowledge and experience management, Human resource culture, Upstream laws and documents, Finance and budget, orientation and awareness, Organizational and human resources structure and technology. According to identified defects, the pathological model for staffing system in universities was codified and validated. Evaluation and monitoring, Design and planning and Transfer of training as variables played the highest role (coefficient of determination calculated to be 0.83, 0.79 and 0.79 respectively) while Knowledge and experience management, Upstream laws and documents and Finance and budget factors (coefficient of determination calculated to be 0.41, 0.49 and 0.51 respectively) had the lowest role in determining the pathological model of the Training system. The present research is philosophical and conceptual and linguistic analysis and transgressive logical analysis. Documents analyzed included views of experts, books, background studies and related research in the field. Findings of the research showed; based on the theory of actor- network and the simultaneous function of man and technology and their interactions between each other, MOOCs is not a neutral tool and can has a dual position is constructive and unconstructive in breeding students' moral responsibility. On the one hand, through changing the role of the teacher and the student, the application of interactive approaches in teaching, the development of specific competencies and the development of educational justice have provided a basis for breeding responsibility. On the contrary, due to the non-presence, unconditional acceptance of all applicants, crowded classrooms, the existence of false identities and the possibility of unknowing learners have reduced student responsibility. Based on the theory of actor network and the intermediate, symmetric and network look at humans and artifacts, it can be concluded the technology of MOOCs through changing the nature, interests and intentions of the actors provides background for training their moral responsibility or irresponsible. Researching the future, developing future scenarios, and providing requirements and solutions to face the future are essential responsibilities of policymakers, leaders, and planners of higher education. Various factors and drivers, especially information and communication technologies and digital developments, have transformed universities' role in shaping the more comprehensive higher education system. In this article, based on the study of Orr et al. (2020), five scenarios and models of higher education for 2010 are presented. These scenarios include Tamagotchi, Jenga, Lego, Transformer, and Garbage Can. The Tamagotchi model is a classic approach to higher education that begins immediately after high school, leads to a bachelor's or master's degree, leads to a job, and ends the path to higher education. The Jenga model is more attractive to non-traditional students in short-term learning courses and focuses on the following stages of self-learning and organization. The Lego model is named separate composite modules of different sizes that create a self-contained, non-standardized learning path rather than a compact unit. The Transformer model represents learners who may be extended past their primary education but return to higher education to gain new knowledge or upgrade needed skills. According to this model, everyone should have opportunities to leave their current career path and change it. In the Garbage Can scenario, learners choose a combination of Tamagotchi, Jenga, Lego, and Transformer scenarios according to their work-life situation and individual goals. Universities and educational institutions depend on the institutional mission and focal values. In this scenario, applicants and academic institutions will have multiple teaching-learning choices. Digital developments are technical innovation and social innovation, the consequences of which should be considered for society, the labor market, and the higher education systemThe Tamagotchi model is a classic approach to higher education that begins immediately after high school, leads to a bachelor's or master's degree, leads to a job, and ends the path to higher education. The Jenga model is more attractive to non-traditional students in short-term learning courses and focuses on the next stages of self-learning and organization. The LEGO model is named as separate composite modules of different sizes that create a self-contained, non-standardized learning path rather than a compact unit. The transformer model represents learners who may be long past their basic education, but return to higher education to gain new knowledge or upgrade needed skills. According to this model, everyone should have opportunities to leave their current career path and change it. This article focuses on the awe of God and targets it as the main key and valid and fundamental criterion of ethical science, scientist, and university. Therefore, identifying related critical research was aimed to provide theoretical foundations with content analysis, synthesis, and interpretation. Through the available reliable databases, valuable articles focusing on the awe of God have been searched and identified through the snowball/chain approach. The awe of God or God-belief and God-respect as a fundamental and crucial concept is submitting, bowing, and reverencing attributed to the greatness of God, as well as self-effacement, humility, and modesty resulting from the right and true knowledge. The factor of realization of the awe of God is wisdom in belief and action, which is assumed as ethical science and a prerequisite for the ethical scientist and university that, with their coordinates and characteristics, offer a broad vision and will serve the happiness of humanity. Thus, the ethical science, scientist, and university will be awe-inspiring, cultivating, guiding, responsible, pragmatic, responsive, holistic, specialized, beneficial, transcendental, confident, original, and integrated with the faith as understanding the meaning of the world. Extensive environmental changes havecovered all political, economic, social, technologicaland environmentalsystems.Meanwhile, the science and technology system ingeneral and thehigher education anduniversitysystem in particular have been subjected tofundamental changes.Based on the available evidence,it can be said that the level and depth of higher education and university developments will increase in the future. Therefore, future research of higher education and university and predicting future scenarios and preparing tools and solutions to face the future is oneof the important tasks of policy makers, leadersand experts of higher education.Among a variety of factors and drivers, digital transformations have significantly changed the role of universities to shape a more open higher education system. In this view, education becomes accessible to all people who can benefit from it. Based on the research of Lubke et al.(2020),this article seeks a more detailed analysis of the upcoming developments in higher education until the end of the current decade. In this article, five presuppositions, including the perspective of unexperienced innovation, the perspective of transfer and modernization through digitalization, the perspectiveof realism, the perspective of the learner, and the perspective of diversity in higher education, are determined as basis for searching for future higher education concepts.Future scenarios show the necessity of universities moving towards digitization and following the smart university model. According to the changes in the labor market,it will be necessary to redefine and reorganize the higher education system based on these changes.Digitization should be established at different levels of the university and systematically developed in the form of a digital society.Graduates' career paths will vary, and a pre-defined same careerpath cannot and should not be consideredfor graduates. The purpose of this research was to identify the factors influencing degree orientation in the country's higher education. The research method is the qualitative content analysis method of the document analysis type, and it is classified in the field of applied research. The statistical population of the research included research articles related to degree orientation in the country's higher education. The number of 15 articles in the 20-year period from 1380 to 1400 was selected using the purposeful sampling method. After selecting the research articles, in order to analyze the qualitative data obtained from the analysis of the research documents, open coding and axial coding and selective encoding were used. In the first stage 330 concepts were identified. In the second stage, all the identified concepts were classified into 24 more general components and finally the factors affecting degree orientation in the higher education system can be divided into 3 main categories of political and structural conditions (6 components), the country's scientific and educational environment (10 components) and social and cultural conditions (8 components) were classified. Some of those factors are rooted in the educational system and the scientific environment of the country, as well as the structure and function of the university and the management methods of the university. One part is rooted in the structural and political system and is caused by the functional bias of the trustee and government institutions, and the other part is rooted in the social and cultural system. Abstract Among the most critical problems in students’ community is stigma against mental diseases; this issue will probably cause refusing treatments and more isolation. It threatens the relationships between students and community as a whole. Negative consequences like violence, depression, suicide, harm-related behaviors and so on are related to this social problem. This study has tried to collect and analyze the mechanisms and models used by the world's leading universities by examining their programs. This descriptive-analytical study examines pre-existing documents with a content-analytical method. This practical study focuses on existing documents; these documents are published in the form of texts in websites of universities. The statistical population is all the programs and strategies that have been used in universities in the United States, Canada, the United Kingdom and Australia in relation to the prevention and proper treatment of the stigma of mental health disorders. Based on this, about 127 related ideas were found and after refining them, 53 programs were finally selected. Findings showed that the main variables in the prevention and treatment of stigma of mental health disorders are awareness, behavior change, support network, student participation, mental health diagnosis solutions and software.
