        The crucial role of outsourcing in manufacturing and production activities has placed this at the top of the decision makers. This research examines the issue of outsourcing in the form of a trilateral game, taking into account factors influencing outsourcing decisions, including environmental costs, customs duties, taxes and costs. The government, the company's manufacturer, and the company's supplier of players make up the game. The issue is formulated in the form of a nonlinear three-level plan. Considering the NP-hardness of the problem, first, without compromising its nature, it became a non-linear three-level programming problem and was solved by introducing an innovative method. Then a numerical example is presented with data from the real world.         Abstract: The purpose of this paper is to design a sustainable outsourcing model using a balanced scorecard and hierarchical analysis process. In this research, we first tried to identify the success factors and failures of outsourcing based on previous studies conducted inside and outside the country. For the validity of these factors, using the content validity and the content validity index and for guarantee reliability also used the incompatibility rate of the coupled comparison questionnaire based on the EXPERT CHOICE report. Identify the strategic goals of this model using Affinity Diagram by Brain Storming. the findings indicated that to design sustainable outsourcing model using a balanced scorecard, we need to consider the economic, social and environmental sustainability in each of the balanced scorecard faces that Using this model, we can have sustainable learning and growth, sustainable domestic business processes, sustainable customer satisfaction, and sustainable financial performance. finally, the balanced scorecard with 26 strategic objectives was designed and implemented using paired comparisons of the importance of each strategic goal in every aspect of computing and prioritization. One of the important reasons for failure of these projects especially in IT area- because of its major role in acquisition of competitive advantage- is selecting inappropriate contractor.         Outsourcing, if done right, has numerous benefits for the organization, and if the principles of outsourcing are not properly observed and hasty decisions are made, irreparable damages will follow.This research identification and prioritization of the key factors for the success of outsourcing maintenance and repair services using the Fuzzy approach in Semnan University, during the period of October to December 2019. Therefore, this study identified 6 main factors and 39 sub-factors for key success factors of outsourcing activities of semnan university net services by studying different research literature. The statistical population of the study includes all managers in the field of technical and civil engineering and financial and administrative vice chancellor of Semnan University and the samples have been selected as a purposeful and accessible judgment.         Organizations, recognizing that they cannot be world class in every activity and function involved in producing their products and services, are moving toward business strategies based on "core competencies"- a set of "skill and knowledge" that help maintain their competitive advantage in serving customers. Outsourcing is promoted as one of the most powerful trends that improve organization efficiency and growth. Outsourcing was defined as the operation of shifting a transaction previously-governed internally to an external supplier through a long-term contract. The most common benefits of outsourcing are: downsizing, cost savings, restructuring costs, focus on core business, quality improvement, operational expertise, access to talent, capacity management, and risk management. Nowadays organizations focus on core competencies and downsizing and try to outsource other activities to external provider. Also outsourcing helps organizations to achieve new organization's structure like flat organization and fast response organization. This article is aimed at presenting the advantages, risks and challenges of outsourcing strategy. After an introduction with outsourcing, a definition of outsourcing, outsourcing history and a review of outsourcing's features will be presented. In the following sections, we examine the motives and risks associated with outsourcing operations and propose a number of recommendations that require managers to focus on implementation of outsourcing operations. Also the advantages and disadvantages of outsourcing are reviewed and a framework for the service activities of outsourcing will propose. The proposed framework considers moderator and independent variables of outsourcing and how they affect service activities.         In this paper the effectiveness of the contractual and relational role of governmental in achieving strategic innovation through outsourcing of information technology (IT) has been studied. The main purpose of this research is to examine the quality of customer-supplier relationships and the probability of achieving strategic innovation. The research method is descriptive (non-experimental) and correlation research is a type of path analysis. The statistical population of this research is all employees of Qazvin Azad University. According to the size of the statistical population, Morgan table has been used to determine the sample size. 317 employees in Qazvin were selected as research sample. Data gathering was done through library and field surveys by standard questionnaire. The validity of the questionnaire has been used through content validity method. Cronbach's alpha coefficient was calculated for a scale of more than 0.7. The reliability of this desirable scale was evaluated by content reliabality. The results show that both hypotheses have been accepted, indicating that there is a significant relationship between the quality of customer-supplier relationship and strategic innovation with regard to the mediating role of the contractor and the relationship between the governments.         Nowadays, organizations look at supplier selection with different attitudes and use various methods to evaluate and select suppliers. Most of private, public, profit, and charity businesses as well as educational and research institutes, using the available advantages, have considered outsourcing strategy among their macro-goals at all organizational dimensions. Meanwhile, suitable supplier selection is one of the strategic keys of supply chain for the success of organizations. In terms of purpose and method, the present study is quantitative and descriptive-analytical, respectively. This study aimed to identify the most important criteria and sub-criteria in selecting suppliers and investigate ranking the criteria and sub-criteria of interest to specify which sub-criterion provides the possibility for more improvement in the defined main criteria. For this purpose, supplier selection indicators were obtained investigating literature and interview with experts. Then, data were tested using a combination of multi-criteria decision-making techniquesThe results of this study showed that the main criteria on which a government agency concentrates while selecting suitable supplier for outsourcing services include service quality, flexibility, and delivery followed by the four remaining criteria according to various values that V dedicates to itself.         Organizations today look at outsourcing as a strategy. Achieve world-class capabilities and capabilities, flexibility in the long run, increase segments, improve operational performance such as higher quality, increase productivity, shorter lead times, better use of equipment, increase output and increase profits. Can be cited as reasons for outsourcing. In implementing this strategy, there are influential factors and criteria that increase and improve performance. The aim of this study was to identify and prioritize service outsourcing criteria in the General Administration of Roads and Urban Development of Mazandaran. The present study is fundamental-applied in terms of purpose and descriptive-survey in terms of method. The statistical population of the study was the managers and experts of the General Directorate of Roads and Urban Development and the experts of the companies providing services to this General Directorate in 2019. Questionnaires made by the researcher were used to collect data. The face and content validity of this tool was confirmed by experts and its reliability was analyzed based on incompatibility coefficient less than 0.1. The data of this study were collected after distributing paired questionnaires among individuals and then analyzed using Expert Choice software. The results showed that the outsourcing criteria of services include: evaluation and management, decision making and planning, and also the evaluation and management criteria had nine sub-criteria and the decision-making and management criteria each had eight sub-criteria that the weight and importance of outsourcing criteria.         In this study, we examine a supply chain of several products and four levels including suppliers (domestic and foreign), relief organizations (Red Crescent Organization), demand points (patient wards in the hospital). The Quantity Flexibility Contract provides coordination for inventory management by determining the order quantity between the relief organization and the internal supplier. Due to the many shortcomings, limited construction time and lack of facilities for mass production and increased costs, the use of outsourcing can increase the expected sales of the chain and also provide faster relief in times of crisis. Therefore, by presenting a mathematical model to minimize costs and times, we try to provide relief to the injured at the lowest cost and in the fastest time. By solving the model, we found that among the various parameters, the objective function is more sensitive to the demand parameter and domestic production capacity than other parameters, which shows the necessary accuracy of planners in this field to these parameters in crisis situations.         The current research aimed at studying the challenges of training outsourcing to companies providing training from the viewpoints of managers and experts. This is an applied research in which descriptive survey was used as the data collecting method. Population included all managers and training experts in charge of organizations in the top100 companies in Tehran, among which 83 persons were randomly selected. A researcher-made questionnaire with 55 multiple-choice tests was used for data collection. The validity and reliability of questionnaire were confirmed by academicians and the Cronbach’s Alpha, respectively. The data were analyzed through descriptive statistics and inferential statistics.The findings illustrate that experts and managers supported the quality of training services in selected companies. In addition, they had a positive view about the outsourcing of training and there was no significant relationship between their views on outsourcing of training in regard to demographic variables. The most salient strengths in outsourcing of training in companies can be named as enhancing facilities, improving performance, reducing expenses and concentrating on main purposes whereas the most important weaknesses can be listed as follow: not accessing to appropriate information about companies, missing competitive advantages, facing the difficulties in working with new contractors and increasing required resources for communication management.         The purpose of this research was investigation of the levels of training outsourcing from the perspective of training experts in governmental departments of the southern Khorasan. This research was descriptive and survey type. The statistical population was all of the experts in the training of the government departments of south Khorasan province, which is 60 people. Due to the small size of the population and the availability of all members of population in this study, the census method was used and the entire population was selected as a sample. A researcher-made questionnaire was used to gather information. Content validity of this questionnaire was verified by 10 professors in the field of instruction and curriculum development and educational management with a few changes. The reliability of the questionnaire was calculated through Cronbach's alpha test 0.92. The results showed that most of the education experts of the state departments of south Khorasan province agree with the outsourcing of organizational training in the scope, purpose, domain, content, duration and educational process. However, there was no significant difference between their views on outsourcing of organizational education (levels of purpose, scope, content, duration, and educational process) in terms of job record and education level.         Abstract Objective: Economic complexity has led to the inefficiency of organizations, and they seek to strengthen their core competencies in order to achieve this goal by delegating some of their tasks in the form of outsourcing. The purpose of this study is to design a system of outsourcing of services, including the principles, processes and various activities of outsourcing services in Imam Khomeini Relief Committee in Fars province. Method: This research is cross-sectional in terms of practical purpose, type, case study, and time. The qualitative and quantitative analysis method is mixed and quantified in a way that has been proposed based on literature review and data extraction and with observation and in-depth interviews of the focus group of relief committee experts, processes specific to the relief committee and the characteristics of each stage of The process is approved in the proposed model and converted to the final and localized model. Findings: Findings in the form of providing a comprehensive system for outsourcing services in Imam Khomeini Relief Committee (RA) in a process with six steps, including preparing the outsourcing plan, identifying comparable services, identifying the index and selection of service providers, assignment of outstanding services, reorganization of the department after transfer and monitoring, monitoring and control of assigned services and the whole system, from the input stage, process, output and feedback in the form of A standard model of outsourcing is appropriate for this institution, along with the indicators of each stage.
