        Doors are a significant object for the visually impaired and robots to enter and exit buildings. Although the accuracy of door detection is reported high in indoor scenes, it has become a difficult problem in outdoor scenes in computer vision. The reason may lie in the fact that such properties of a simple ordinary door such as handles, corners, and the gap between the door and the ground may not be visible due to the great variety of doors in outdoor environments. In this paper, we present a vision-based method for detecting building entrances in outdoor images. After extracting the lines and deleting the extra ones, regions between the vertical lines are specified and the features including height, width, location, color, texture and the number of lines inside the regions are obtained. Finally, some additional knowledge such as door existence at the bottom of the image, a reasonable height and width of a door, the difference between color and texture of the doors and those of the neighboring regions, and numerous lines on doors is used to decide on door detection. The method was tested on eTRIMS dataset and our own dataset including doors of houses, apartments, and stores leading to acceptable results.         Doors are an important sign for blind people and robots to enter and leave the building. Detection of doors in outdoor environments has become one of the most difficult issues in computer vision; Because usually in outdoor doors, the features of a simple door such as handles, corners and empty space between the door and the floor are not obvious. In this article, a method for detecting doors in outdoor environments is presented. After extracting the lines and removing the extra lines, the area between the vertical lines is formed and the characteristics of each area including height, width, location, color, texture and number of lines inside the area are extracted. Additional knowledge such as the presence of the door at the bottom of the image, the reasonable height and width of the door, and the difference in color and texture of the door with the surrounding area are then used to determine the presence of the door. This method has been tested on our eTRIMS image collection and our image collection, including doors of houses, apartments and shops, and the presented results show the superiority of the proposed method over the previous methods.         Abstract In the history of Iran's proliferation, the government, as the most important political agents, have consistently played the most effective role in the transformation of spatial structures, including cities. These changes in the role of cities and the role played by the government set the stage for strengthening the city's economy, the development and expansion of cities and urbanization. The purpose of this research is to investigate and analyze the most important effects of political divisions on urban Sprawl in Qom using structural analysis model. The research method is descriptive-analytical and the method of collecting library and field information. Data gathering tool is a questionnaire and a checklist. Validity of the questionnaire was confirmed using expert opinion. Structural analysis of futures research model is used to analyze the information. For this purpose, 29 factors were identified as the primary factors according to experts. Finally, the MIC MAC software was used to analyze and rank the indicators used in the structural analysis model and the GIS software to draw maps and layers of information. The results showed that improving the status of a city in the levels of country division, especially the transformation of the city into the provincial capital, can be achieved through four factors of population growth and migration, rising land prices and its stock exchange, the expansion of the state structure and the need for regional services, urban Sprawl overnight. Also based on the results of three factors, the concentration of capital in the city, the establishment of political representatives of the government and the development of industries in the city center were selected as the most important and effective political factors affecting the urban Sprawl in Qom. In other words, every government has the inevitability of managing its territorial territory and exploiting it, boosting the talents and capabilities of the regions, creating favorable conditions for improving the economic, social, political and ... state and security of the country.         This paper aims to show that, during the past four decades, the literature on Rentier State, contrary to popular opinion, has not been consistent, whether in content or in methodology. Based on their methodological framework, the studies have been classified into two distinct types. The first generation of studies emerged in 1970s, but their failure at explaining the situation of oil-rich countries and clarifying the consequences of fall in oil incomes sever criticisms. The criticisms in connection with the first wave of the studies provided a ground to revise the methodology, and the way of conceptualizing foreign rents and their assessments. This resulted, particularly since 1990s, in the second wave of studies a wave that could be considered as revisionism. This approach brought new variables into the studies. It paid more attention to the historical background of oil-rich countries and the historical periods when oil incomes raised (with respect to the various stages of formation of the government and the regime in power). It focused on the interrelationship between oil rent and social and political condition of these countries, avoiding structural look to the oil rents. Some of the supporters of the new approach proposed new criteria for evaluation of oil incomes. This approach offered the possibility of more complex analyses, especially in the areas of political stability and democratic transition in the oil-rich countries, analyses that better explain different experiences of the oil-dependant states.         In this paper, we focus on the relationship between ontology and political thought in Moslem philosophers’ views, especially in Iran. According to ancient philosophical systems, the ontological point of view is very important, and every intellectual argumentation, including political one, must be understood in the light of ontology. Islamic political philosophy consists in an idealism that rejects the political reality and opens new ideal horizons. This political idealism is based on the ontological foundations of Islamic philosophy; therefore, understanding Islamic political philosophy implies understanding its ontological and cosmological basis. This is important for the present article, especially in this point that according to Muslem philosophers an ideal political system should be of the same system as the whole cosmos. Discussing the basis of ideaism, the present paper, as a case study, aims to show that the Illuminationist philosophy of Suhrawadi has elaborated a new ontological system, based on the Light, and therefore, it can provide a new model for ideal politics.         The main objective of the present article is to study the frequency and ways of representing features of national identity in A grade historical serials on television during the three decades after the Islamic Revolution (1359-1388). 15 ‘A’ grade historical serials, out of 50, produced and broadcasted through channels One and Two during the last three decades (5 serials per decade) were analised. The findings of the study shows that under the influence of media and culture policies, the representation of features of national identity has got an ideological status. Linguistic and imagery construction of TV in representing historical and political dimensions is based on creating a negative picture of Iranian historical and political heritage, neglecting national symbols such as national flag and anthem, and taking positive attitude towards historical figures of religious status.         Studies show that there is a significant relationship between political participation of individuals and their social class. In other words, a similar behavior pattern can be seen regarding political participation among individuals belonging to a special social class that can be extended to all of this class. Here in urban middle class, knowing political behavior and the kind of its political participation based on this class’ significance in urban democratic class is very important, because of the importance of this class in modern democratic systems. Iranian urban middle class has played an important role in important historical intervals and in political and social events especially after constitution revolution. In this essay, it is cleared through the political participation of middle class that high political consciousness among the middle class along with high education and their high job position has been led to reducing political participation and shaping political discontent among the members of the middle class. The findings of this research show that the main problem of middle class is the political problem. Richard Ned Lebow’s spirit-based theory, which explains the controversy and challenge in the International Relations arena based on the concept of spirit and motives and its motivations, provides a good framework for studying the state's revisionist attitudes in the field of foreign policy and International Relations. Ned Lebow's theory can also be a good framework for analyzing the foreign policy of the I.R.Iran as a revisionist state.         In this paper, we present Support Vector Machine (SVM)-based blind per tone equalization for OFDM systems. Blind per tone equalization using Constant Modulus Algorithm (CMA) and Multi-Modulus Algorithm (MMA) are used as the comparison benchmark. The SVM-based cost function utilizes a CMA-like error function and the solution is obtained by means of an Iterative Re-Weighted Least Squares Algorithm (IRWLS). Moreover, like CMA, the error function allows to extend the method to multilevel modulations. In this case, a dual mode algorithm is proposed. Dual mode equalization techniques are commonly used in communication systems working with multilevel signals. Practical blind algorithms for multilevel modulation are able to open the eye of the constellation, but they usually exhibit a high residual error. In a dual mode scheme, once the eye is opened by the blind algorithm, the system switches to another algorithm, which is able to obtain a lower residual error under a suitable initial ISI level. Simulation experiments show that the performance of blind per tone equalization using support vector machine has better than blind per tone equalization using CMA and MMA, from viewpoint of average Bit-Error Rate (BER).         Applying particle swarm optimization (PSO) algorithm has become a widespread heuristic technique in many fields of engineering. In this paper, we apply PSO algorithm in additive white Gaussian noise (AWGN) and multipath fading channels. In the proposed method, PSO algorithm was applied to solve joint multiuser and inter-symbol interference (ISI) suppression problems in the code-division multiple-access (CDMA) systems over multipath Rayleigh fading channel and consequently, to reduce the computational complexity. At the first stage, to initialize the POS algorithm, conventional detector (CD) was employed. Then, time-varying acceleration coefficients (TVAC) were used in the PSO algorithm.         Goodness-of-Fit (GoF) based spectrum sensing of orthogonal frequency-division multiplexing (OFDM) signals is investigated in this paper. To this end, some novel local sensing methods based on Shapiro-Wilk (SW), Shapiro-Francia (SF), and Jarque-Bera (JB) tests are first studied. In essence, a new threshold selection technique is proposed for SF and SW tests. Then, three studied methods are applied to spectrum sensing for the first time and their performance are analyzed. Furthermore, the computational complexity of the above methods is computed and compared to each other. Simulation results demonstrate that the SF detector outperforms other existing GoF-based methods over AWGN channels. Furthermore simulation results demonstrate the superiority of the proposed SF method in additive colored Gaussian noise channels and over fading channel in comparison with the conventional energy detector.         Image fusion is a process in which different images recorded by several sensors from one scene are combined to provide a final image with higher quality compared to each individual input image. In fact, combination of different images recorded by different sensors is one of image fusion methods. The fusion is performed based on maintaining useful features and reducing or removing useless features. The aim of fusion has to be clearly specified. In this paper we propose a new method which combines vision and infrared images by weighting average to provide better image quality. The weighting average is performed in gradient domain. The weight of each image depends on its useful features. Since these images are recorded in night vision, the useful features are related to clear scene details. For this reason, object detection is applied on the infrared image and considered as its weight. The vision image is also considered as a complementary of infrared image weight. The averaging is performed in gradient of input images, and final composed image is obtained by Gauss-Seidel method. The quality of resulted image by the proposed algorithm is compared to the obtained images by state-of-the-art algorithms using quantitative and qualitative measures. The obtained results show that the proposed algorithm provides better image quality. Manuscript profile

        One of problems of OFDM systems, is the big value of peak to average power ratio. To reduce it, any attempt have been done amongst which, random phase updating is an important technique. In contrast to paper, since power variance is computable before IFFT block, the complexity of this method would be less than other phase injection methods which could be an important factor. Another interesting capability of random phase updating technique is the possibility of applying the variance of threshold power. The operation of phase injection is repeated till the power variance reaches threshold power variance. However, this may be a considered as a disadvantage for random phase updating technique. The reason is that reaching the mentioned threshold may lead to possible system delay. In this paper, in order to solve the mentioned problem, DCT transform is applied on subcarrier outputs before phase injection. This leads to reduce the number of required carriers for reaching the threshold value which results in reducing system delay accordingly. Manuscript profile

The artificial manipulation of videos is growing rapidly to make the videos flashy and interesting but they can easily misuse to spread false information on social media platforms. Deep Fake is a problematic method for the manipulation of videos in which artificial components are added to the video using emerging deep learning techniques. Due to the increase in the accuracy of deep fake generation methods, artificially created videos are no longer detectable and pose a major threat to social media users. To address this growing problem, we have proposed a new method for detecting deep fake videos using 3D Inflated Xception Net with Discrete Fourier Transformation. Xception Net was originally designed for application on 2D images only. The proposed method is the first attempt to use a 3D Xception Net for categorizing video-based data. The advantage of the proposed method is, it works on the whole video rather than the subset of frames while categorizing.         Handwritten digit recognition is one of the classical issues in the field of image grouping, a subfield of computer vision. The event of the handwritten digit is generous. With a wide opportunity, the issue of handwritten digit recognition by using computer vision and machine learning techniques has been a well-considered upon field. The field has gone through an exceptional turn of events, since the development of machine learning techniques. Utilizing the strategy for Support Vector Machine (SVM) and Principal Component Analysis (PCA), a robust and swift method to solve the problem of handwritten digit recognition, for the Kannada language is introduced. In this work, the Kannada-MNIST dataset is used for digit recognition to evaluate the performance of SVM and PCA. Efforts were made previously to recognize handwritten digits of different languages with this approach. However, due to the lack of a standard MNIST dataset for Kannada numerals, Kannada Handwritten digit recognition was left behind. With the introduction of the MNIST dataset for Kannada digits, we budge towards solving the problem statement and show how applying PCA for dimensionality reduction before using the SVM classifier increases the accuracy on the RBF kernel. 60,000 images are used for training and 10,000 images for testing the model and an accuracy of 99.02% on validation data and 95.44% on test data is achieved. Performance measures like Precision, Recall, and F1-score have been evaluated on the method used. Manuscript profile

Despite great advances in recent years, tracking remains challenging due to many factors including occlusion, scale variation, etc. The mistake detecting of head or left hand instead of right hand in overlapping are, modes like this, and due to the uncertainty of the hand area over the deaf news video frames; we proposed two methods: first, tracking using particle filter and second tracking using the idea of the rough set theory in granular information with deep neural network. We proposed the method for Combination the Rough Set with Deep Neural Network and used for in Hand/Head Tracking in Video Signal DeafNews. We develop a tracking system for Deaf News. We used rough set theory to increase the accuracy of skin segmentation in video signal. Using deep neural network, we extracted inherent relationships available in the frame pixels and generalized the achieved features to tracking.         Most of the nation’s economic power to dominate the regional and trans-regional markets depends on the knowledge and technology and its application in creating various products consistent with the current worldwide demand. The use of technology in production and export leads to increased competiveness strength and enhanced worldwide market share. This study investigates the effect of innovation on high technology exports of Iran in comparison to the selected countries mentioned in the vision plan during 2007-2012 in order to provide policy recommendations to achieve the vision plan goals and seriously addressing the economic sanctions. The results indicate a positive relationship between innovation and high technology exports in studied countries. Among the studied countries, the worst and the best performance on high technology exports respectively are Qatar and Turkey. Iran ranked second in the region on high technology exports and in the couple of innovation indicators (The number of patents and scientific and technical papers) but for the other indicators of innovation, the situation is not desirable. Despite the presence of young and graduated generation and the development of higher education, due to inconsistencies between macroeconomic policies and research and innovation policies and also the lack of demand-driven innovative activities, still Iran has not reached the top position in exports of high technology in the region. So to seriously deal with economic sanctions and to achieve Vision′s goals, it is necessary to adopt appropriate macroeconomic policies in order to create demand for the development of innovation activities. But, the truth is that one of the fundamental steps for the development of entrepreneurship is its assessment. Entrepreneurship evaluation should be done based on indexes and global standards so that not only provides a clear picture to the status of entrepreneurship at the national level, But also, provides the possibility of measuring and comparing to the other countries in the field of entrepreneurship development. More than 95percent of the world GDP formed by the Members of GEM. GEM Programs are evaluated based on three indicators: "perceptions and entrepreneurial tendencies," "entrepreneurial activities" and "entrepreneurial passion". Among the 67 countries, Iran is ranked 30th based on Toddler entrepreneurs’ index equals to 11 percent. This index has increasing trend in the past five years, and its value is much greater than the other countries in Middle East. Also the Index of Entrepreneurial Intent in Iran equals to 28/22%, and our country is in 35th place among 67 countries. The Opportunity-oriented entrepreneurship index has grown among other entrepreneurial activity index, (from 5.67% in 1390 to 6.24% in 1391). This means that mandatory Entrepreneurship has decreased. Also the understanding of entrepreneurial opportunities index has increased from 32% in 1390 to 39/2% in 1391.         The Problem of perception has always been an important philosophical issue since ancient times. Ancient Greek philosophers, particularly Plato and Aristotle, extensively discussed the tools and conditions of perception. Aristotle, for example, explained the external and internal perception of the soul in his two treatises of On the Soul and On Sense and Sensibilia. Among the perceptive faculties of human beings and animals, sense perception holds a particular station. This is because one’s first encounter with the external world happens through this faculty. In order to clarify sense perception, he refers to and discusses the external faculties of the soul (touch, sight, taste, hearing, and smell) and the informative data they provide. He believes that sense perception must be intertwined with the intellect in order to result in knowledge. Muslim philosophers have also discussed sense perception and most of their views are similar to those of Aristotle. Through propounding the soul’s creation of forms, Mullā Ṣadrā distanced himself from Aristotle and managed to introduce a new theory in philosophical psychology. In this paper, the author examines and compares Aristotle’s and Mullā Ṣadrā’s approaches to the problem of sense perception. In doing so, he firstly defines the soul and its faculties and, then, investigates external faculties in the views of both philosophers.         One of the principles of existence is its commensurability with actuality, externality, and unity. Accordingly, the problem is that this commensurability requires the other divisions, i.e., potential, mental, and multiple types of existence, to exit its domain of divisions. Later philosophers have tried to resolve this problem by adding two soulish and relative values. Regarding the soulish value, the actuality, unity, and externality of an existent are considered without comparing it to other existents, thus existence becomes commensurate with actuality, unity, and objectivity. Regarding the relative aspect, existences are compared to other existences, find their place in the division, and become the divided of the side in front of it. However, there is another problem because, based on the second assumption, the other side will not be compatible with the meaning of the divisions being the divided. This is because the divisions are separate from each other and have nothing in common; otherwise, the division would be meaningless. Apparently, this problem arises when dealing with the principiality of being and quiddity and ontological separation because the first division has been formed based on the philosophical system of early philosophers and is compatible with its fundamental principles. Following a comparative analytic method of content analysis, the present paper examines the roots of the changes in the double-sided divisions of existence and demonstrates that they were initially developed in the works of philosophers before Mullā Ṣadrā without taking the problem of the principiality of existence into consideration. However, they were later reinterpreted on the basis of this principle and, thus, created this problem.         In the recent decades extensive studies have been conducted about compiling a desired model of governance in the deferent countries. These type of studies have been conducted to identify and measure the quantity, quality and know-how the public policy and administration of affaires. Deferent approaches have been applied regarding governance. Unfortunately there is not a suitable model in the Islamic republic of Iran for administration of affaires although there are a three decades of knowledge experiences accumulation about compiling governmental documents and macro public policy making. This research aimed at identifying and illustrating conceptual explanation of governance and the characteristics of I.R.I. In this research it has been tried to make a comparison and integration between deferent theories to deliver a conceptual model of governance. Then efforts have been made to indigenization of the model regarding to the conditions and requirements of I.R.I. Based on the governmental documents including constitution, 1404 vision of the country and the general policies of first to sixth development plans; the dimensions, categories, indices and characteristics of the government model have been explained. Research Findings show that governmental documents not only have concentrated on the main points and indices of good governance but also have paid a big attention to the governance theory. The comprehensiveness of findings, based on the study of governmental documents by the conceptual model of governance, show the obvious failure of the total analogy of governance by the good governance approach. Based on investigating of different performance evaluation models, the performance measurement system was designed through Balanced Scorecard (BSC). Prioritization of Balanced Scorecard perspectives and indicators was also conducted using Analysis Network Process (ANP) and questionnaires collected from the expert team. Nominal group technique was used by the expert’s team to determine and confirm the results. In addition, to determine performance evaluation indicators, related literature, general policies, successful experiences and scientific breakthroughs were considered and the opinions of experts were extracted in consecutive meetings. The proposed method in comparison with the computational method which is based on the eigenvalues of the cross correlation matrix of the gradient of image shows a better performance. In this paper we propose a method for defect detection in textile fabrics using these features. In the training stage, at first step LBP operator is applied to an image of defect free fabric, pixel by pixel, and the reference feature vector is computed. Then this image is divided into windows and LBP operator is applied on each of these windows. Based on comparison to the reference feature vector a suitable threshold for defect free windows is found. In the detection stage, a test image is divided into windows and using the threshold, defective windows can be detected. The proposed method is gray scale and shift invariant and can be used for defect detection in patterned and plain fabrics. Due to its simplicity online implementation is possible. Manuscript profile

        In this paper, two kinds of defects in Golden Delicious apples are recognized: bruise and russet. Russet is divided to two classes: russet in stem-end and russet out of stem-end. Apples are graded into three classes I, II and rejected, according to European standard. To grade the apples, it is necessary to classify apple images into six classes: stem, calyx, bruise, russet in stem-end, russet out of stem-end and healthy. In this method, after pixel-based classification based on RGB color features by a perceptron neural network, correction in classification and stem detection is made. Hue and saturation features are used to correct the image regions classified to bruise. The correction of regions classified to calyx, russet in stem-end and russet out of stem-end is made based on the distance from the gravity center of the stem to the gravity center of each region. This paper presents a new method for defect classification and sub classification of russet to two classes, russet in stem-end and russet out of stem-end. Experimental results of the proposed algorithm show that the correct grading rate of 120 apple images is 81.66%. The grading errors result from misdetection of stem and errors in defect detection.         Heterogeneous networks have been regarded as an integral part of fifth generation communication networks in order to respond to the unprecedented growth of required data rates. In such networks, the existence of a variety of cells with base stations of varying capacities and transmit powers has enabled the repeated use of available bandwidth. Moreover, the excess load on the central base station can be directed to the sub-cell base stations. In the current work, a novel approach is proposed for such a load balancing problem in which some nodes previously connected to the main base station can be served by sub-cells through the use of some D2D relays. This will increase the overall network capacity, improve the quality of service (QoS) of cell edge users, and increase covered users. In this design, the maximization of the capacity of D2D links is formulated as an optimization problem which is not convex in general. To tackle this, the main problem is divided into two sub-problems of optimal resource allocation and user-relay pairing problems with much lower complexity. Hence, assuming there is useful information in the salient regions, the human vision system unconsciously guides visual attention towards them. This assumption is not always correct in practice, and in some cases, salient regions merely cause visual distractions. Therefore, in different applications, a mechanism is needed to identify these regions. To prevent from distracting observer’s attention from the main subject, these regions are eliminated. Furthermore, neglecting these regions could be of considerable assistance to the methods that function base on salient regions recognition. So, in this paper, Based on the methods of the class imbalance challenge each segment of training images in the dataset is a partition to 9 classes according to the relevant mask in the dataset, that the number of each class is proportional to its disturbance intensity. Then, segment-based features are extracted and determining the class of each segment is determined according to WTPTSSR method, which is based on the Sparse Coding and Representation system.Finally, in order to precisely analyzing the proposed method and comparing it to other approaches, four analysis criteria with different performances are presented. The statistical sample of this research includes 25 managers, experts and thinkers working in the research institute. The required information was collected using two library and field methods, as a result of which nine organizational supervision strategies and eight indicators and criteria for evaluating the organizational supervision strategies of the research institute were identified.         In this article, the researchers have tried to propose a model for formulating tourism policies of Iran in accordance to tourism policies of Five-Year Economic, Social and Cultural Plan and that of Iran Vision of 2025. Hence, a questionnaire composed of 15 questions (with Likert scale) was distributed among tourism experts (university professors, tourism experts at Iranian Cultural Heritage, Handicrafts and Tourism Organization and etc.). The data was then analyzed by use of Exploratory Factor Analysis and Confirmative Factor Analysis. The results showed that there are four factors (Economic and Supportive, Political, Marketing and Development and Cultural) that can be considered for policy making of Iran, more specifically for future formulation of tourism policies of Iran.         Iran’s 20-Year Vision, a major document and roadmap for the long-term overall development of the country, was adopted a few years ago. The Vision contains, among others, comparisons with the performance of a select group of countries in the region. As discussed in the present paper, a number of regional countries have achieved in recent years rapid developmental changes in various fields of infrastructure, real economy, environment, and foreign economic relations, especially with regard to foreign investment attraction. These developments have faced most regional countries, especially Iran, with challenges and opportunities. The authors argue in the paper that if Iran fails to make due progress in these fields, it will not only fail to achieve the objectives of the 20-Year Vision, but it will also risk widening of the historical developmental gap which exists between regional and international players. The present paper aims to expound developmental changes in a select group of countries in the region and also compare Iran’s performance with those countries in terms of opportunities, threats and challenges.         The issue of judicial supervision over the Security Council has two different, but interrelated aspects. First of all, the “necessity” of such supervision should be discussed. The present article assumes that the Security Council should be committed to the principles of international law, the goals of the United Nations, sovereign rights of member states, fundamental human rights guarantees, as well as the basic structure for the division of powers among various organs of the UN. Then it studies the Security Council’s procedure to show that this institution has been frequently found in violation of the aforesaid legal bounds. Security Council’s inattention to the limits of its powers can cast doubts on credibility of the entire UN system. It has been also shown that the “necessity” of judicial supervision can be proven on the basis of the requirements of the “rule of law.” Another aspect of this issue is the “possibility” of judicial supervision in view of the current state of international law. The present paper has shown that although the Charter of the United Nations has remained silent on this issue, it can be confirmed if final goals of this document are taken as basis for its interpretation.         Cognitive radio (CR) is an important issue to solve the spectrum scarcity problem for modern and forthcoming wireless communication systems. Spectrum sensing is the ability of the CR systems to sense the primary user signal to detect an ideal portion of the radio spectrum. Spectrum sensing is mandatory to solve the spectrum scarcity problem and the interference problem of the primary user. Noise uncertainty consideration for orthogonal frequency division multiplexing (OFDM) transmitted signals in severe noise environments is a challenging issue for measuring the performance of spectrum sensing. This paper proposed a method using higher order statistics (HOS) functions including skewness and kurtosis for improving the sensing performance of a cyclic prefix (CP) based OFDM transmitted signal for noise uncertainty. The detection performance of OFDM systems is measured for various CP sizes using a higher order digital modulation technique over a multipath Rayleigh fading channel for low signal-to-noise ratio (SNR) cases. In the proposed method, the CP-based OFDM transmitted signal sensing performance is measured and compared with the conventional methods under noise uncertainty environments. Through comprehensive evaluation of simulation, it is demonstrated that the sensing performance of this method significantly outperforms conventional schemes in the case of noise uncertainty in severe noise environments.         Today, issues such as population growth and climate change have greatly affected societies in the optimal use of natural resources while maintaining and improving the quality of life. Meanwhile, infrastructures are at the heart of this challenge. In such conditions, building infrastructure facilities and improving the quality of existing infrastructures is a critical issue, and Iran is not exempt from these conditions. In this regard, it is necessary to find ways to minimize the negative effects of development on the environment and affected communities. Sustainability rating and evaluation systems can play an important role in moving towards sustainability. Therefore, the current research aims to respond to the need to extend the life span and improve the performance quality of the infrastructure in Iran, and has sought to evaluate the infrastructure of the inter-city transportation sector from the perspective of sustainability. The evaluation is based on the Envision evaluation system for the projects of the Khorasan Razavi Department of Roads and Urban Development. The collected data were analyzed using SPSS. According to the results, 5 indicators of quality of life, project management, resource allocation, natural environment and climate and resilience are important. The analysis of the obtained data showed that among the 14 sub-indicators of the evaluation system, for the projects of the General Administration of Roads and Urbanization of Khorasan Razavi, the sub-indicators of economy and society have the most impact and the sub-indicator of pollutants have the least impact.         In the economic system of the Republic of Iran, according to the constitution and the policies announced for the implementation of the forty-fourth principle, the development of cooperatives has been considered as one of the main means of realizing the people's economy. Despite the recognition of the cooperative sector as Independent sector as the third side of Iran's economic triangle, the possibility of scope and how to supervise the government has always faced ambiguity. Using the descriptive-analytical method, this research seeks to answer these questions: What are the tools and mechanisms of the government's supervision of the cooperative sector? And does the government's sovereign supervision in the cooperative sector undermine the independence of this sector of the country's economy? Based on the findings of the present research, which "among the mechanisms of government supervision, the integration of laws and regulations, transparent policies and institutional supervision, as well as supervision of the process of establishment, liquidation, liquidation, etc. in the case of these companies. Also, due to the special nature of the cooperative sector, its complete compatibility with government supervision seems complicated.         Purpose: The purpose of this research is to explain the grading criteria of departments and branch supervisors in banking with two approaches of modern banking and merging branches. Necessity: In the first step, the efficiency model of regions and guardianships should be examined, regarding the measurement of the efficiency of banks, various studies have been found that sometimes have contradictory results, but considering the two simultaneous approaches of modern banking and the integration of branches, regarding the explanation of the framework of efficiency evaluation in No research has been found on the level of supervisors and branch offices. Methodology: In this research, hierarchical analysis (AHP) is used to determine the grading criteria of branch affairs offices and supervisors, and data envelopment analysis (DEA) is used for grading. Findings: Among the 27 branches and supervision departments of the bank, 11 branches and supervision departments have a relative efficiency of 100%, which include the branches and supervisions of West Azerbaijan, Ilam, Greater Tehran, Razavi Khorasan, Zanjan, Qazvin, Qom, Kurdistan, Kahgiluyeh and Boyer Ahmad, Markazi and Hormozgan. Conclusion: All the branch affairs departments and bank supervisors are not working. 11 branch affairs administration and country supervision during the years 1400-1395 have always worked efficiently. The management of this office of branches and guardianships can be encouraged and set as a model for other branches and guardianships.         <p>One of the valuable topics on the Day of Judgment is the witnesses of this day and the scope of their supervision. God has entrusted the supervision of the hereafter to his guardians, i.e. the prophets and messengers, and especially the Messenger of God and the infallible imams. Many speeches have been made about the witnesses on the Day of Judgment, and models such as justice, goodness and moderation have been identified with the attitude towards the middle nation. Seyyed Hashem Bahrani, the author of Tafsir al-Mathur al-Burhan fi Tafsir al-Qur'an, based on the verses of the Qur'an and narrative sources, has tried to identify the witnesses of the Day of Judgment. Bahrani believes that witnesses have characteristics, such as the position of infallibility and knowledge of their actions and their supervision, both in this worldly life and in the hereafter.
