        The crucial role of outsourcing in manufacturing and production activities has placed this at the top of the decision makers. This research examines the issue of outsourcing in the form of a trilateral game, taking into account factors influencing outsourcing decisions, including environmental costs, customs duties, taxes and costs. The government, the company's manufacturer, and the company's supplier of players make up the game. The issue is formulated in the form of a nonlinear three-level plan. Considering the NP-hardness of the problem, first, without compromising its nature, it became a non-linear three-level programming problem and was solved by introducing an innovative method. Then a numerical example is presented with data from the real world.         Rapid growth of urbanization and increase of population in the recent decades along reactive planning (in sense of urban planning after occurrence of crises and urban challenges, not before occurrence of crises) of urban districts and metropolitan in order to serve desirable services to citizens and the peoples going to cities and extent them, has encountered a problem. In this research , by using the multi criteria techniques and analytic hierarchy process of geo – environmental evaluation for urban land planning with use of geographical information system of zone of 22 has been used .according to this research, effective criteria of land suitability of land planning is divided in to 9 criteria , slop, height , geology , land use , land unit , distance from river, distance from fault , distance from road .the 5 main land uses are high rise building , multistory building , low rise building natural conservation, recreate . the results show that the results show that 19.3 percent area of zone is suitable for high rise building, and 15.28 percent suitable for low rise building. the spatial distribution is of these zones is from north to south and southeast. Suitable area for natural conservation is about 17.6 percent, and 23.33 percent area appropriated for recreation. The conformity of existing building with the suitability maps for the 5 main land uses shows that there are some areas of conformity, but in the other areas, there is unconformity. Manuscript profile

        In this study Data envelopment analysis is used for the assessment of enterprise resources planning systems of 18 manufacturing companies, to determine whether the defined goals for ERP systems have been able to affect the performance after the implementation of the system. Considering the identification of effective factors in implementing ERP systems and using the previous researches, the performance evaluation criteria of this system were identified. Then, using experts’ views the most important input indicators were ranked by fuzzy DEMATEL and output indicators by ANP. In this ranking, time spent on implementation, the implementation infrastructure, training and user support were identified as top input indicators, and three indicators of productivity increase, proper resource management and user satisfaction were selected as top output indicators. Using selected indicators, the performance of ERP systems of selected companies was evaluated. The results of this research will be useful in identifying the strengths and weaknesses of companies compared to top ones and making their ERP system even better. Manuscript profile

        Today, participation in social affairs is one of the main principles of sustainable development. In the field of urban management, empowering citizens and influencing them in urban affairs is the core of the participatory approach. So that in the regeneration of worn tissues during the last three decades, this approach has been mentioned as the key to problem solving and effective implementation of renovation programs. But experience shows that what has been considered as participation in urban management in Iran is more about financing and instrumental use of participation. In this article, an attempt has been made to study the experience of renovation in three neighborhoods of Sirus, Javadieh and Haftchenar, Tehran, which has been implemented with the approach of physical-spatial planning and participatory planning, while enumerating barriers to participation, to provide a model for future projects. The research method of this study is qualitative and the interview technique has been used. The sample size is 30 renovation managers and experts who have worked in these or similar projects. The results indicate that the barriers can be classified into two categories of structural and factor factors. Thus, structural factors at the macro level, including organizational structures, and at the micro level, including legal factors (laws and regulations) and agency at the two micro levels, ie individual factors and macro level, ie the organizational dimension, create obstacles to citizen participation. Therefore, in order to attract people’s participation, these structural and factor factors must be coordinated with each other and a positive and two-way interaction must be established between them.         In today’s dynamic and competitive business environment which is rapidly changing, the development and deployment of modern information systems have received much attention by managers. The use of such systems has left a significant impact on facilitating the management process. Thus, by providing the means of information production, process and distribution among different levels of management, managers have been enabled to monitor the flow of information in their organizations, relying on more knowledge to apply more determined and technical management. To achieve this goal, information systems have been paid due attention while organizations invest heavily in developing information systems. Therefore, it is vital to evaluate the success of information systems in order to understand their value and efficiency and justify the huge amount of investment made in the development of such systems. The present study was aimed at evaluating the success of information systems (Enterprise Resource Planning) in Iran Khodro Company using Delone and MacLean model. A questionnaire was designed based on six criteria including the quality of information, the quality of system, the quality of service, user satisfaction, the use of system and individual impact. The statistical society of research of 25000 people including managers, experts and employees in Iran Khodro car manufacturing company.379 samples were the required sample size, determined from the formula .The research in terms of objective is an applied research and in terms of methodology and implementation is the kind of descriptive analytic research with an emphasis on the correlation branch. First, the variables were described by statistical tables and indices using SPSS. Structural equation modeling was used to analyze data, test hypotheses and generalize the results to population using LISREL. The results of this research show that the acceptance of a system of information, especially from prospective of end users, arising from the ratio between the person and information systems.         Selecting an enterprise resource planning (ERP) system is time consuming due to the resource constraints, the software complexity, and the different of alternatives. A comprehensively systematic selection policy for ERP system is very important to the success of ERP project. In this paper, we propose a fuzzy analytic hierarchy process (FAHP) method to evaluate the alternatives of ERP system. The selection criteria of ERP system are numerous and fuzzy, so how to select an adequate ERP system is crucial in the early phase of an ERP project. The framework decomposes ERP system selection into four main factors. The goal of this paper is to select the best alternative that meets the requirements with respect to “product factors”, “system factors”, “management factors” and “vendor factors”. The sub-attributes (sub-factors) related to ERP selection have been classified into thirteen main categories. These criteria and factors are weighed and prioritized and finally a framework is provided for ERP selection with the fuzzy AHP method. Also, a real case study from PARDIS-LO Company is presented.         With the advent of growing knowledge of the economy and the rapid growth of technology, intellectual property has become the focus of attention of corporate investment managers and researchers. Patent are considered to be the most important intellectual asset, and one of the reasons for this is the extensive research that has been done on the various dimensions of these rights. The patent provides the possessor with the possibility to use the technology exclusively for a limited period (often twenty years). Since many industrial and service companies need to acquire new technologies by the purchase of patent rights to maintain their competitive advantage and sustained business growth, the issue of patent assessment has become a serious challenge in the field of technology. In this research, a model for evaluating and ranking patents based on multi-criteria programming methods is presented and then the resulting model is implemented in a cell phone company. The company is required to choose a technology from four technologies: (1) a dual display, (2) missing phone tracking, (3) wireless communications security, and (4) remote banking to develop its products. The implementation of the model is based on four main criteria: (1) the essence of technology, (2) the cost of technology, (3) the product market, and (4) the technology market in the company led to the choice of wireless security technology. In addition, Islam as the most complete religion, provide some values and tenets that could be used in the administration of the society and ruling based on them will lead to perfect felicity of humankind. Thus, in this research, the efforts were concentrated on the manner of influence of Islamic values and tenets and also achievements of human pure sapience on the various governmental plans.         Planning is one of the main functions of management and has always been the focus of managers and policy-makers. Planning at large scale levels involves complexities that can lead to conflicts among different national plans. In this study, the inter-plan conflicts between national plans and the “Islamic-Iranian advancement pattern” have been addressed. National plans are defined as plans designed by the national level organizations and being implemented by them. The “Islamic-Iranian advancement pattern” is an upper-hand document that all of the other plans must be designed in compatibility and adaptability with it; therefore the conflicts between “Islamic-Iranian advancement pattern” and other national plans are a remarkable and important issue. Also it should be noted that the most important point in preventing the conflicts is the comprehensive view of planners and also their expertise, but according to complexity of such plans the occurrence of conflicts is inevitable.         The IRIB University - as a leading institution in educating media science and technology across Iran, region and the world of Islam, and privileged position in supplying IRIB human resources - needs a comprehensive study to determine its ideals, objectives, strategies, and requirements. So, to make the universities effective, we should run strategic plan so that while carrying out the coordinated activities, to achieve lofty goals. The study is done to present a quinquennial strategic plan for the IRIB University. To gather the information, quantitative and qualitative methods such as: interview, surveying records and documents, analyzing the accomplished studies and organizing strategic meetings were applied. The gathered information was analyzed through swat technique. The sample society was chosen among officials and people being familiar with IRIB and University issues. In this case, 50 people were taken to fill up the questionnaire, among them, 40 questionnaires were completed and had been analyzed. The polling section relating to the swat analysis, a self-made questionnaire consisting of open and closed questions were used. Based on the results, the University’s strategic plans and objectives were designated in the following six domains: - Human resource (including faculty members, student, staffs and administrators). - Education. - Research and technology. - Structure and management. - Religious, cultural and social system. - And scientific, educational and international cooperation in the World of Islam.         In the present study, the supplier selection problem from a new perspective is formulated and solved. For this purpose, minimizing cost and minimizing delivery time and maximizing reliability are considered as objectives of the problem. The purchasing cost in discounted status, the order cost, the transportation cost, the shortage cost and the carrying cost, the components forming the cost objective function. In this research, the design of reliability in parallel systems is benchmarked for supplier selection, so that the supplier's set is considered as a system and each supplier as a component. After mathematical modeling of the problem, the objective functions are described as fuzzy goals and a fuzzy decision approach has been used to rewrite the proposed three-objective model as a single-objective model. The production of a final solution rather than a set of Pareto's solutions is one of the advantages of the proposed method, which prevents decision-making confusion. In this paper, based on a hierarchical analysis approach, customer satisfaction is formulated based on indicators after sale services, sale process, initial quality study, initial quality study, automotive performance execution and layout of the automobile industry. Also, by presenting an optimization model, the optimum customer satisfaction path from 1395 to 1404 is presented as a perspective for Iran Khodro, Saipa and Pars Khodro companies using an optimized control methodology, which is used to solve the MATLAB software. Finally, the cost of upgrading the customer satisfaction of the products of these companies for two consecutive years is 1396-1395. The results of the research show that the number of initial quality study has the most impact on customer satisfaction, which should be given more importance in the future planning of automobile companies as the most important control variable in order to improve the optimum route of customer satisfaction over the years to come. In this research, the factors affecting the acceptance of the Information Technology (IT) in health section is studied. For this, establishment the Hospital Resource Planning (HRP) in governmental hospitals of the Semnan is considered as case study and to investigate the relationship between effective factors, a survey research has been used. The research population consists of 600 qualified personnel of govermental hospitals in semnam state. Sample size was obtained 147 based on kochran method. Therefore, 200 number of questionnaires include 7 dimensons based on Vakentash model were distributed via simple random sampling. 150 perfect questionnaire were gathered and data were analysed using SPSS and smart PLS 3. Results in 95% confidence interval show that lubrication of hospital proccesses is affect on both of perceived usefulness and using tendency of Hospital Resource Planning (HRP) systems. In addition, organizational facilitators can cause in increasing perceived easly using of this system. Finally, the security of hospital resource planning systems will increase the willingness of employees to use it. The results of this study provide a native model of technology acceptance in the field of health care. According to these results, issues that authorities in hospitals and upstream organizations, including the Ministry of Health, should be ensure about them have been detected. Manuscript profile

        Nowadays, choosing the most effective and optimum strategy for selecting and assigning students to the target schools due to its great impact on the quality and quantity of education is one of the important concerns of the educational institution. In this regard, it is necessary to determine the appropriate criteria for appropriate selection of students, taking into account the standards and educational needs of students. In this research, from the perspective of the academic level, the student-to-school distance and the ideal planning approach, a decision-making model with distinct goals for selecting and assigning students to nonprofit and governmental schools is presented. According to the proposed method, firstly, the assessment of the students is carried out in relation to the schools in the target area, with two approaches of distance between the student and the target school and the academic level correspondence. The results of these assessment, based on the new and applied BWM, determining the weight of the academic level and the distance to the school by each student toward the school. In the next step, based on the level of science weights and the distance between each student and school, ideal planning modelling is revised for each student. In this case, the specified weights are the main inputs and the required ideal constraints are also considered. Finally, by solving the proposed model, the optimal assignment of students to each of the schools is done. After the students have been assigned to the target schools, we may encounter lack of capacity in some schools. In this case, by providing a flowchart, the way of students’ relocation to the standard capacity for all schools is explained. Also, due to the implementation of the proposed research methodology for allocating students to the schools belonging to the "Mallard" region, and conducting relevant evaluations and calculations, the sensitivity analysis has also been done. The final results of the sensitivity analysis of the proposed model indicate that the lack of consideration of the academic level approach causes changes in selection and allocation of students to schools. Therefore, the academic level should be taken into account in assessments related to the allocation of students to schools. Manuscript profile

Then, most of the experts believe that wars at the 21th century are about clean and pure water resources. In these days, because of excessive increase in environment uncertainty, the traditional planning approaches/methods have lost their usefulness. To confront these uncertainties and at the age of Cold War, scenario planning established as one of the future proofing approaches/methods. In scenario planning, against the traditional planning methods, the future has not seen as the extension of the past, on the contrary, general environmental drivers and forces form the future state of a system. Considering the uncertainities in water resource management,this article has tried to use scenario planning approach for future proofing, finding driving forces that shape the future state of water resources in the Golestan province and then determined the crucial drivers by interview with the experts of strategic management and water resource planning fields. Predicting Customer viewing behavior provides considerable advantages in different areas such as e-commerce, e-business and customer relationship management. This paper aims to provide a 0-1 mathematical model based on Markov models for evaluating the most probable viewing route of a customer in a website. This problem can be formulated as an especial case of well-known Prize Collecting Traveling Salesman Problem (PCTSP) which is a NP-hard problem and its sub tour elimination constraints are increased drastically by increasing the model parameters. Also an effective algorithm is introduced in this paper to solve this NP-hard model. For model validation, the proposed model was implemented by using the log files of a university web site server for 20 different users. Comparison of the results with commonly used Giudici algorithm shows that the proposed model yields better and exacter solutions. Manuscript profile

        In this paper, a new method for probabilistic congestion management considering power system uncertainties is proposed. Chance constrained programming (CCP) is used to formulate the probabilistic congestion management as an efficient approach for stochastic optimization problems. The CCP based probabilistic congestion management is solved utilizing a numerical approach by applying the Monte-Carlo technique into the real-coded genetic algorithm. The effectiveness of the proposed method is evaluated applying the method to the modified IEEE 9-bus test system. The results of the proposed approach are compared with those of the expected method to have a comprehensive study.         This paper proposes a comprehensive framework for distributed energy resource (DER) expansion planning from investors’ viewpoint based on a combination of dynamic programming algorithm and game theory. In this framework, different aspects of DER planning i.e. their uncertainties, risks, pollution, etc. are included. Wind turbines, gas engines and demand response (DR) programs are considered as DERs in this study. The intermittent nature and uncertainty of wind power generation and also uncertainty of demand response programs will cause the investors to consider risk in their investment decisions. In order to overcome this problem, a modified model has been derived to study the regulatory intervention impacts on wind expansion planning and implementing DR programs. Dynamic programming method is utilized for this problem solving and in each step, the Nash equilibrium point is calculated using Cournot model. A model based on intermittent nature of wind power generation and uncertainties of DR programs is developed which can calculate the optimal investment strategies.         Reactive power management is very important in power systems for the secure transmission of active power, especially when a part of system generation is provided by stochastic sources like wind energy. This paper presents a new algorithm for reactive power management in the presence of wind generators and considering the stochastic nature of these sources and load simultaneously .In this regard, the proposed probabilistic algorithm, minimizes the overall cost function of the system considering the cost of each of the reactive power sources including wind generators. Besides economic issues, the voltage stability margin, having sufficient reactive power reserve in each area of voltage control and considering transmission congestion probability as technical aspects of the planning, have been investigated .Another advantage of this method compared to the previous one, is using of doubly-fed induction generator (DFIG) and its capability in providing reactive power considering the constraints of grid side and rotor side converters. The proposed optimization algorithm uses a multi objective function with different weighting coefficients. This algorithm is applied to minimize total reactive power, cost and losses and maximize voltage stability margin and reactive power reserve, simultaneously, meanwhile the probabilistic nature of wind and load forecasting inaccuracy is considered in this algorithm. The proposed method is implemented on the IEEE 30-bus test system and the simulation results demonstrate the effectiveness of proposed algorithm in real conditions for PMSMs against internal faults, especially inter-turn faults.         Nowadays, it is clear to everyone that climate change has posed a huge threat to human welfare. Hence, the growth of demand for electricity as well as the dependence of power sector to the fossil fuel sources has converted the electrical energy sector into one of the most important areas suitable for applying the restrictions and implementation of the solutions provided to mitigate greenhouse gases. Enacting different incentive-based support schemes pursuing the promotion of renewable energy sources along with emission reduction in power generation sector is treated as one the main provided solutions. In this paper, from various points of view, such as environmental issues, power sector investors’ profit and the surplus of electricity consumers, the effect of renewable penetration rate growth under implementation of incentive-based policies is evaluated in a long-term generation expansion planning framework by employing the concept of Bergson-Samuelson social welfare function. To achieve this aim, first, a comprehensive generation expansion planning model, faced by a generation company, is proposed, as the effect of one on the most popular policies, namely emission trading system, is incorporated into the model. As a mixed integer nonlinear programming problem, the model is solved through two different scenarios using the GMAS optimization package. The proposed bidding strategy model is non-equilibrium based on security-constrained price-based unit commitment (SCPBUC), which considers the VPP supply-demand balancing and security constraints. The model is a non-convex mixed-integer nonlinear optimization problem with inter-temporal constraints. It is solved by mixed-integer nonlinear programming (MINLP), and the solution is a single optimal bidding profile for each of the energy, spinning reserve, and reactive power markets.         Transmission lines are widely used for transferring electrical energy from power plants to loads, interconnecting load centers and improving reliability of power systems. Due to recent society developments, the need for electrical energy has increased which in turn requires more investment in constructing additional electrical transmission lines. Power system restructuring and deregulation has increased uncertainties in transmission expansion planning and made investment in electrical transmission lines more complicated and less appealing for private parties. This paper proposes a new approach for transmission line expansion planning in deregulated networks. To do that, a multi objective programming problem which consists of various objective functions such as minimizing capital investment for constructing new transmission lines, minimizing congestion in transmission lines and maximizing the investment from private parties is suggested such that access to competitive, economic and reliable energy market is facilitated. To solve the proposed multi objective optimization problem, the Pareto differential evolution algorithm is used. Applying this algorithm to the proposed multi objective programming problem generates set of optimal plans that shows the best compromise between objective functions. The final plan, among the generated plans, is selected using a max-min fuzzy decision making. Combined cool, heat and power (CCHP) systems are one of the most important technologies that can improve power system efficiency and these systems use their excess heat for supplying heat and cool loads. This paper presents a framework for optimal operation of CCHP systems in a microgrid. At first the unit cost functions are used to optimize operation of CCHP units. Then the algorithm determines the optimal operating strategy of microgrid units. A multi-criteria operation optimization method is proposed that uses primary energy consumption, pollution emissions and operating costs as criteria. The problem of productive maintenance scheduling is one of the most important problems in the restructured power system due to its impact on the safety and emission of pollutants and producers' profits. In order to consider producers' risk, productive maintenance scheduling has been modeled from the producer's point of view using non-cooperative game theory, which is used to achieve an optimal Nash equilibrium strategy. On the other hand, the independent system operator seeks to achieve a level of appropriate reliability and pollution reduction. In this paper, load response programs are one of the options for influencing energy policy decision-making. Also, the coordination procedure has been used to coordinate producers' maintenance programs with reliability-pollution maintenance program.         In this paper, space-time codes for MIMO radar are used to achieve high resolution at target range and speed. The two-dimensional ambiguity function is known as a tool to compare radar performance in terms of resolution. A space-time code can be designed based on minimizing the distance between the actual target parameters in range, speed and angle. For this purpose, high resolution can be achieved by analyzing the ambiguity function and narrowing it down as much as possible. In this paper, the ambiguity function with two variables of amplitude and speed mismatch is considered and a new criterion to achieve high resolution performance in this field is proposed. In this case, by optimizing the proposed cost functions, the optimal space-time code is extracted. The proposed design can also be extended to phased-MIMO radar. The simulation results also show that our proposed scheme has a very narrow ambiguity function around the origin, while it has a performance very close to the optimal state in terms of target identification probability.         This paper proposes a preventive and probabilistic–possibilistic framework for day-ahead scheduling of Electric Vehicles (EVs) parking lot and distributed generation in a microgrid. The suggested scheduling is performed in normal and emergency conditions when a natural phenomenon appears and the microgrid is disconnected from the upstream network. Furthermore, the uncertainty of EVs number in a parking lot is considered by Z-number as a probabilistic-possibilistic model. Moreover, the uncertainties of photovoltaic units generation, wind turbine output power, market price, and load demand are modeled by Monte Carlo as a probabilistic method. Furthermore, natural phenomena occurrences are modeled by considering multifarious scenarios according to when the phenomenon unfolds and how much it takes. In the suggested framework, the operation of parking lots is based on the uncertainty and EVs charging/discharging schedule. The operational cost in normal condition and load shedding cost in addition to operational cost are considered as the objective functions of the proposed structure.         Lateral vehicle’s control with constant longitudinal velocity using adaptive dynamic programming, backstepping and zero-sum games theory is investigated in this paper. The nonlinear dynamics is considered and the steering torque is chosen to be the control input instead of the steering angle. At first, a subsystem is created by augmenting the lateral vehicle’s dynamics with lane keeping ones considering the steering angle as the control input and the road curvature as a disturbance. Utilizing adaptive dynamic programming, neural networks and zero-sum games theory, the optimal control law is obtained and then, the results exerted on the second subsystem which is the dynamics of the steering angle and a control law is captured for which using the backstepping control method.         In recent Years, using of strategic management is getting popular in various fields such as human resources and organizational Training and lots of firms are trying to find desired future and focus on that in order to make it possible to reach most of the goals. The purpose of this article is identification of training strategic plan of RAH ARTIN Company, by means of mixed research methods. Statistical population in qualitative part, line and staff managers, training experts and training manager was 35 persons which by using purposeful sampling 9 of them were selected as the board of strategic committee and 25 of them selected as members of executive team of training. Stakeholders are 90 persons that 70 of them according to Morgan tables were selected by simple random sampling. Means of gathering information in qualitative part was interview of focus group and in quantitative part was a questioner. And for analyzing data we used coding, kappa coefficient, AHP, and quantitative matrix of strategic planning. After coding the results of focus group from first question of research 10 main points were extracted and 3 of them were eliminated after kappa test. Moreover, results of second and third question indicate that opportunities are higher than threatens, and weaknesses are higher than strengths. This indicates that strategic position of training department of RAH ARTIN Company is located in WO’s area. According to the position which was formed from SWOT, 16 strategies were identified. And then after identification of attractiveness of each of them by using quantitative strategic planning matrix, 5 strategies “development of Training infrastructure of IT, ROI of training , Targeted job training, Targeted communication process and Improve the participation of experts within the organization" were selected by strategic and training strategic management executive committee and proposed for designing of operating plans.         Quantum computing is a new method of information processing that is based on the concepts of quantum mechanics and leads to strange and powerful events in the quantum field. The logic synthesis of quantum circuits refers to the process of converting a given quantum gate into a set of gates that can be implemented in quantum technologies. The most famous logic synthesis methods are CSD and QSD. The main goal of this study is to present a multi-objective logical synthesis method combining the above two methods in the quantum circuit model with the aim of optimizing the evaluation criteria. In this proposed method, the solution space is created from different combinations of CSD and QSD decomposition methods. The created solution space is a space with a very large exponential size. Then, using a bottom-up approach of multi-objective dynamic programming, a method is presented to search only a part of the entire solution space to find circuits with the optimal Pareto costs. The obtained results show that this method creates a balance between the evaluation criteria and produces many optimal Pareto solutions that can be selected according to different quantum technologies.         Religious tourism is a type of tourism in which participants are motivated by religious reasons. The aim of the research is to investigate the role of religious tourism in the planning system of Qom city. This research has been developed in terms of practical purpose and in terms of descriptive-analytical method. The data obtained from the research was collected by documentary and field method based on the opinions of 35 experts and using a researcher-made questionnaire. The research findings showed; Religious tourism is not directly mentioned in any document or development plan until the fifth plan. The prioritization of the components showed that the shrine of Hazrat Masoumeh (PBUH), the Jamkaran Mosque and religious places are known as the most important components in the development of the landuses of Qom city, and the planners and officials of the regional levels and the national and local level planners have the lowest rank among the components according to the experts. Also, the results of the research showed that the planning system's attention to religious tourism in Qom city and the whole country is moderate to low. Concluding, as a social and cultural reality, religious tourism plays an essential role in the sustainable development of Qom and the country's tourism, and executives, planners and activists can provide reasons for the development of religious tourism in its various dimensions by preparing and implementing development plans. The complexity of each of these factors has caused the complexity of the city as their spatial crystallization. Certainly, organizing and ordering the city and how it grows and evolves requires the thematics of the city and urban issues and then planning for it. In recent decades, several policies have been proposed to deal with the issue of environmental quality, social dignity and economic vitality of cities (especially in their inner areas) and various programs have been implemented in this regard. During the last three decades in developed countries, in order to solve the problems and bottlenecks in declining urban areas, various approaches have been experienced in theory and practice. The development policies in Iran during the last decades have led to uneven growth and severe imbalances in development, both in terms of sectors (between agriculture, industry and services or traditional and modern sectors) and in terms of Spatial-spatial differences between cities and villages and even at different levels of urban communities have resulted. In this research, Bryson's strategic planning model, which is a public and non-profit model, is used. Bryson is the first person to pay attention to the planning systems of government organizations. This model includes the dimensions of initial agreement, determining organizational tasks, stakeholder analysis, mission, understanding the organizational environment, determining issues, strategic determination. The strategy describes the plans and actions of the organization's perspective and the one-year operational plan. This research has investigated each of the dimensions of strategic planning on organizational effectiveness based on the Talcott Parsons model that worked within the framework of the principles of the natural system. The Parsons model includes four components of adapting to the goal, Coherence, continuity and preservation of the model are the tools used in this research, including two questionnaires of strategic planning and organizational effectiveness. Descriptive statistics and inferential statistics (regression) were used for analysis and the obtained results indicate that strategic planning and each of its dimensions have an effect on organizational effectiveness.
