        Rey city has experienced unprecedented urban growth in recent decades that leading to drastic changes in the land use of the region. Therefore, the purpose of this article was to investigate the changes in land use area of Rey city during the years 1988 to 2006 using aerial photographs and satellite images of Landsat and IRS. With supervised and unsupervised classification of the satellite images, 4 land uses types including urban lands, agricultural lands, green spaces and barren lands were extracted. Land use layers were compared in pairs and the rate of land use changes was extracted. The results showed that urban land use made and urban green space have increased 369.7 and 55.6 hectares, respectively, and agricultural lands and barren lands have decreased 213.8 and 211.5 hectares, respectively. The growth of residential areas during a period of 6 years from 2000 to 2006 totally with 212.7 hectares has been faster changed than a period of 12 years from 1988 to 2000 with 157 hectares. A pairwise comparison matrix of land uses was used to determine the amount of environmental damages caused by unprincipled changes in the region land uses in the studying period. The results show that the conversion of barren lands, agriculture and urban green space into residential lands with the amounts 44.65, 42.44 and 14.85 causes high degree of environmental damages.         Sustainable urban development is about building a relatively ideal and ideal city in which contemporary citizens enjoy a fairly good life and the future generation's ability to meet their needs. Tehran, as the main city in Iran, which has about 20% of the country's population and its changes are influenced extensively and directly throughout the country, should therefore be considered more than other cities in terms of urban development. This research is practical in terms of purpose and in terms of its type, descriptive-analytical and consists of four main stages. In the first phase of this research, in order to identify and assess the current status of produced and consumed energy, we study and compare energy consumption data from all fossil fuels, non-renewable and renewable energy sources. In the second stage, the solar energy potential in Tehran, was studied using the information obtained from the synoptic station Mehrabad. In the third step, the cost of generating energy (electric energy) with fossil fuels or photovoltaic systems was compared. In the final stage, the process of designing and analyzing the choice of photovoltaic systems with run on two sample systems was implemented. The results indicate that the domestic, commercial and public sectors and transportation have the highest energy consumption in Tehran in different parts of the country. And also these two parts form the main part of energy consumption in residential areas. as of 2014, the total supply of energy (including production, imports, ...) of non-renewable fossil fuels is 1.774.5 million barrels of crude oil. Therefore, at the end of the research, suggestions were made to enhance the role of solar energy in the sustainable development of Tehran, especially in the construction industry, contains: review and modification of urban planning rules for optimizing energy consumption of fossil fuels, by notification and coercion new guidelines for the use of solar energy in the residential areas of Tehran. The rapid growth of urbanisation, migration to cities particularly to megacities, and the limited amount of land available for residential housing caused an increase in the demand for residential lands which resulted in its unavailability. In many countries, governments and their administrators attempt to enable various sections of the society, especially, deprived people to have access to the land market through setting policies. Although various countries face similar issues in providing housing and land to the people, there are some subtle differences. These differences are rooted in legislative, historical, political, economic, social, cultural matters and their natural boundariesInvestigating the relationship between decision making model of urban land policies and physical development of Sari city and the relationship between physical development model of Sari city and national politics and role of actors in urban land. To do so, it follows an applied analytical descriptive approach. To analyse the data, mathematical and statistical methods were applied using Excel and SPSS. Therefore, the purpose of this study was to investigate the current status of Zanjan city in terms of livability indicators and how urban development plans can be implemented livability in Zanjan city. The research method of this research is descriptive-analytical and applied in terms of purpose. The results of this study indicate that the findings of the analysis of the mental indices based on the distribution of the questionnaire among the statistical population showed that the Objective and subjective indicators conditions are not nearly consistent. According to the results of regression analysis, the rate of communication and correlation of livability with urban development plans is 0.622. Considering the significant level of 0.000 and its low, it is rejected from the 0.05P <zero hypothesis. In the present study, due to the nature of the subject, the secondary analysis method and content analysis technique have been used. The findings of the study suggest that in the Western view, liberalism imposes restrictions on the government’s power to expropriate individuals, and argues that expropriation laws are only permissible if they serve the public interest. Since the Building custodian at the Urban level is the Urban management; and governance is a central issue on the path to sustainable development; the research’s problem is "What are the necessities of [Tehran’s] urban building management system in Iranian researchers’ representations". In this regard, the scientific descriptions of Iranian experts on the realities and desirability of the urban Building management system are considered as a face of truth; and the researcher, in order to understand it, uses the thematic analysis strategy as one of the qualitative methods. In this regard, out of 789 sources updated in the Iranian scientific databases, 65 were systematic sampled. The results of this fundamental research showed that according to Iranian experts, the urban building management system of Tehran can be considered as "Tehran’s Building Governance", when it has a Reliable, Remarkable, and Respectable. In other words, by pursuing "fair, balanced and empowering growth", it has sought to "solve the physical and spatial problems of the city of Tehran" in order to achieve "sustainable and affordable product"; and follows this path by "relying on endogenous capacities based on local values" by a "cooperative, efficient and collectivist organization" and in "facing the legal-executive challenges of Tehran’s urban management".         Religious tourism is a type of tourism in which participants are motivated by religious reasons. The aim of the research is to investigate the role of religious tourism in the planning system of Qom city. This research has been developed in terms of practical purpose and in terms of descriptive-analytical method. The data obtained from the research was collected by documentary and field method based on the opinions of 35 experts and using a researcher-made questionnaire. The research findings showed; Religious tourism is not directly mentioned in any document or development plan until the fifth plan. The prioritization of the components showed that the shrine of Hazrat Masoumeh (PBUH), the Jamkaran Mosque and religious places are known as the most important components in the development of the landuses of Qom city, and the planners and officials of the regional levels and the national and local level planners have the lowest rank among the components according to the experts. Also, the results of the research showed that the planning system's attention to religious tourism in Qom city and the whole country is moderate to low. Concluding, as a social and cultural reality, religious tourism plays an essential role in the sustainable development of Qom and the country's tourism, and executives, planners and activists can provide reasons for the development of religious tourism in its various dimensions by preparing and implementing development plans. During the last three decades in developed countries, in order to solve the problems and bottlenecks in declining urban areas, various approaches have been experienced in theory and practice. The development policies in Iran during the last decades have led to uneven growth and severe imbalances in development, both in terms of sectors (between agriculture, industry and services or traditional and modern sectors) and in terms of Spatial-spatial differences between cities and villages and even at different levels of urban communities have resulted. The transfer of the development right is considered one of the new ways of monitoring land development. The transfer of the development right is important in terms of its position in reducing inequality and ensuring the individual rights of the owners. The development right transfer approach is actually a plan to reduce physical development in areas that the community or planners want to protect. This research aims to examine and implement the approach of the right to transfer development and explain some of the principles of important rules in the perspective of Islam, and its relevance and influence in urban development, and offers suggestions for the realization of social justice using this approach. The current research is an applied research that uses the descriptive-comparative research method to analyze and examine the data. To describe and analyze the data, the comparative literature review method has been used. Based on this, while gathering the topics of Islamic social justice and the method of transferring the right to development, the relationship between the aforementioned method and the realization of social justice is analyzed through the Delphi technique by receiving 5 rounds of opinions from 30 experts. As a result of this research, the principles of social justice include eight principles; Equality in public rights, the lack of objectivity of the position and position of people in the administration of justice, inequality in individual-social acquired rights, compliance with the requirements of time in receiving tariffs, equal access to public services, non-privatization of property and public interests, the benefit of all in public affairs, The lack of immunity of rulers and officials from justice was explained. And also compared to the basics of the right to transfer development method, it was found that the principles of equality in public law, the lack of objectivity of the position and position of individuals in the implementation of justice are completely consistent with the method of the right to transfer development. Most residents in Yazd do not prefer gated communities as a long-term lifestyle, instead opting for traditional apartment living.
