        The purpose of this study model challenges, obstacles and constraints in the implementation of research at Universities specialized in the research, Allameh Tabataba'i University, the largest university in the humanities specialist, has been studied. The study population consisted of members Lmy‌ above, and managers and experts Tabataba'i University, which included 413 and 124 people. In this study, initially through extensive theoretical study and previous research at national and international, related resources aimed at Allameh Tabataba'i University and on the pattern Vlkvayn (1999), Challenges, obstacles to the realization of University Scholarships at Allameh Tabataba'i University in six areas: a) academic culture, b) structural Mdyryty- c) scientific and professional, d) financial credit, e) rights and legal) IT has been identified on the basis model of causal research is explained. Then, based on the identified challenges and the integration of the questionnaire in this regard, Mhqq‌Sakhth research questionnaire has been developed. Then, face and content validity of the instrument, through interviews with 12 experts in the field and determine the validity of this instrument, and acknowledged the challenges identified in the implementation of research at the University of Allameh Tabatabba'I University and model Ali about it, through confirmatory factor analysis and structural equation modeling carried out. It should be noted that the above reliability using Cronbach's alpha coefficient, equal to 95/0 calculated. The results showed that all the identified challenges posed by the respondents approved Mdyryty- structural challenges than other challenges, from their perspective, has been a higher priority. Furthermore, the results suggest that differences in points of view in the two groups of respondents in relation to the challenges identified, segregated schools and organizational position, has been observed.         One of the emerging developments that have significant importance in the field of e-learning is Massive Open Online Course (Mooc). Therefore, this study aimed to evaluate education based on Mooc in system of Iran's higher education was conducted to identify challenges and provide solutions. This study was mixed (qualitative and quanitative) and was done sequentially.The population in the qualitative part were Professors of state universities of Tehran that 11 person, among them purposefully were selected. The population in the quanitative part were users of mooc in 94-95 academic year that 196 person with kregci-Morgan table and by ranom method were slected. First, with the interviews, information about the challenges and solutions ahead of the first group of participants (faculty) were collected and then coded with three-step method, the items were extracted. In the second stage by using a questionnaire (with reliability α =0/89) Mooc periods status of the user 196 courses using FrIedman test was evaluated. The results showed the challenges are in the areas of institutional and organizational issues, management issues, technical issues, issues of teaching and learning methods, user interface design issues, problems and issues to provide resources and support resources and evaluating. Also for the realization of teaching based on Mooc, solutions are in the fields of science - professional, information technology and communications, management and support resources and the design, implementation and evaluation. The sustainable development of the mentioned items is bound to having an efficient urban management and planning. Urban management focuses highly on the issues of metropolises, large cities and sometimes mid-sized ones, and it gives much less attention to the managerial issues in rural urban areas. However, if rural urban areas can be economically independent, they can play a significant role in flourishing and booming their surrounding environment through holding a major share of production, investment and human resources. Objective: Thus, the present study aimed to investigate the challenges and strategies of rural urban areas which have recently turned into towns. Method: This is a descriptive-analytical research which collected its data through the documentation and field techniques. The population included households residing in East and west Bandpey district of Babol town, among which two hundred households were randomly selected as sample using the Cochran's method.         According to mainstream IR theories and, in particular, realism, violence is and will remain to be an essential and inseparable part of international relations. All variations of realism view human nature and/or intentional system as inherently violent. Hannah Arendt’s theory of political power as a non-violent and collective human action challenges this fundamental assumption and offers a new perspective on what constitutes the essence of politics. Arendt’s idea of “human condition” rejects all forms of essentialism with regard to human beings and opens up a theoretical space for a new understanding of international relations where human beings become the primary political agents (despite the fact that she sees the existing international relations more from a realist point of view). Contrary to mainstream IR theories in general, and to realism in particular, for Arendt the individuals, rather than the states, are ultimately the main players in international relations. However, the exploitation of the seabed and under seabed reserves of the Caspian Sea has been among the unsolved problems yet. Furthermore, no agreement has been made about sharing such resources in the recent convention in Aktau. Despite considering Caspian as a sea or lake, the principles of international law like procedures of the countries and the principles of the international trials and doctrines do not confirm any unilateral use of gas and oil resources of this sea by the countries; on the other hand, the mentioned convention emphasizes the requirement of making a separate agreement about the seabed and under seabed resources of this sea which also suggests the requirement of making a comprehensive agreement among these countries. Nevertheless, what is actually observed is the exploitation of these resources by all countries bordering the Caspian Sea without considering the benefits of the other countries. In this regard, Iran has the most passive position. It is obvious that the countries in the Caspian border shall determine their objectives by applying the principles of international law and new geopolitical changes and make a comprehensive agreement about oil and gas resources. Before considering this significant affair, a comprehensive use of these resources is not allowed based on the international law and will arise international liability that is affected from universal ethics.         Success in new product development (NPD) projects is a crucial challenge for the past and present managers. Actually researchers have still problems finding the reason for the high rate of failure in such projects. Failure of these projects in small and medium enterprises is a bigger problem compared to large companies. So some of these failures may endanger life of these units and result in the closure of these units. Therefore, in this research the challenges of product development in these companies have been surveyed in particular. For this purpose, opinions of experts and managers of firms in small and medium-size food industries of Fars province have been surveyed and then practical solutions and suggestions have been mentioned. In this study after extensive reviewing of research literature, a series of identified effective challenges and with considering the opinions of managers, significant challenges with degree of their importance within the firms have been mentioned. The results explain that from view of managers of under study, the units in connection with the effective challenges on new product development between the current status and the ideal situation there are significant gaps such as: estimating incorrect suitable market, lack of adequate research and development issues, lack of appropriate and sufficient distribution channels and lack of appropriate advertising for offering new products to the market have been discussed as the challenges. Cloud computing technology has also been widely used in human resource management systems. In many cases the implementation and deployment of multiple HRM systems and software, especially for small and medium-sized organizations, entails numerous costs. Cloud computing technology is a tool that allows organizations to form and manage management systems, including their own human resource management systems, in a seamless, low-cost cloud environment. The purpose of this study is to explore the applications, advantages and challenges of cloud computing technology in human resource management, and its implementation requirements especially in small and medium enterprises. The study was carried out through library method and literature review. And it has attempted to review how literature and the requirements of cloud computing are applied in human resource management by reviewing literature and research in this area. Based on the findings of this study, the applications of cloud computing in human resource management systems in SMEs are widespread. This technology can be used in talent recruitment, training and development of human resources, compensation management systems, and human resource management and evaluation. Also, the advantages and challenges of this technology in human resource management of small and medium-sized enterprises can be categorized into two general categories, including internal and external factors.         Achievements and research findings could n't be a factor for creation of wealth and welfare for society until they will be commercialized. So the creation of contexts for commercialization, not only provides significant economic value for organization, but also leads to economic and technical growth of community. In this study, the challenges and success factors of commercialization for research achievements will be identified and ranked. This research in terms of the objective is applied research, and in terms of how to gathering data, is descriptive survey. First, by the literature review and use of expert’s opinions in the Institute of Communications and Information Technology and using the Delphi technique, 11 challenges and 19 success factors for commercialization of research achievements were identified. For measuring the consensus, Kendall's Coefficient and for ranking the factor the Friedman test are used. The results show that the most important challenges are "weak laws protecting intellectual property, economic barriers, lack of commercialization strategies" and the most important success factors are "requiring faculty to estimates business plan for their new research propsals, intellectual property protection, and effective communication between universities and industry".         This article is the result of a study conducted at the headquarters of the Ministry of Jihad Agriculture with the aim of designing a model of human resource surveillance with an emphasis on the requirements and challenges of its implementation. In terms of purpose, this research was among the developmental researches that were implemented with a qualitative and quantitative approach. In order to achieve the above goal, after studying the background of the subject, first with semi-structured and in-depth interviews with experts, the dimensions and components of the requirements and challenges required to design the model based on system theory were determined and then designed to confirm the model. Quantitative method was used using confirmatory factor analysis method. Samples in the qualitative section using the targeted sampling method in the number of twenty people and in the quantitative section in the number of two hundred people with the criteria of new selection and the amount of education related to human resources, at least ten years of experience in human resources and familiarity with structure and organization They were selected, then the components of the interview were extracted using MAXQDA 2018 software. The results of MAXQDA software output showed that out of eighty-three initial calculated components, eighty-one components were approved in the input, process, output, results and effects stages, and in order to validate the findings of the interview from Maxwell's theoretical validity and Lincoln's and Guba's methods were used in the qualitative section, and the reliability of the data obtained from the interview was reported to be 0.97 using the Holistic reliability coefficient. Also, to evaluate the appropriateness of the data to perform the confirmatory factor analysis, the calculated KMO test equal to 0.712 and K2=8634 with the degree of freedom 16599 and the alpha coefficient of 0.001 of the appropriateness of the data for the confirmatory factor analysis were confirmed. The results of the confirmatory factor analysis test measuring the fitness evaluation criteria of the factor load factor measurement model of the components greater than 0.7 and the fitness evaluation criteria of the structural model with T.value above 1.96 at the significance level of 0.05 and R.square criterion above 0.67 indicate the approval of 81 computational components in It has a quality method.         This study aimed at identifying and ranking human resource deficiencies in training and development activities at Fajr Electronic Industries, based on three branches model (process, structure and environment dimensions). Concerning methodology, it has been adapted the complex method which is a combination of qualitative and quantitative methods. In qualitative phase, according to information-rich sampling method, all related documents and researches were reviewed and interview framework was developed after categorizing the identified deficiencies based on three branches model,. According to purposeful sampling method, 10people were selected to be interviewed in order to identify more deficiencies. In quantitative part, the questionnaire was developed through converting identified deficiencies to questionnaire items and then distributed among 126 of employees. They were selected from all employees (including managers) of Fajr Electronic Industries (N=250) based on stratified random sampling method. Since the content of questionnaire was based on the results of reviewing documents and interviews, its content related validity is admitted. Descriptive and inferential statistical methods (including one sample t-test, two independent sample t-test, estimation of mean, and Friedman test) were used to analyze the quantitative data.         This study aimed at identifying and ranking human resource deficiencies in training and development activities at Fajr Electronic Industries, based on three branches model (process, structure and environment dimensions). Concerning methodology, it has been adapted the complex method which is a combination of qualitative and quantitative methods. In qualitative phase, according to information-rich sampling method, all related documents and researches were reviewed and interview framework was developed after categorizing the identified deficiencies based on three branches model,. According to purposeful sampling method, 10people were selected to be interviewed in order to identify more deficiencies. In quantitative part, the questionnaire was developed through converting identified deficiencies to questionnaire items and then distributed among 126 of employees. They were selected from all employees (including managers) of Fajr Electronic Industries (N=250) based on stratified random sampling method. Since the content of questionnaire was based on the results of reviewing documents and interviews, its content related validity is admitted. Descriptive and inferential statistical methods (including one sample t-test, two independent sample t-test, estimation of mean, and Friedman test) were used to analyze the quantitative data.         The purpose of the present research is to identify the framework of the relationships of progressive challenges for implementing electronic education with interpretive structural modeling approach (ISM) in the National Gas Company of Iran. The methodology of the research from the viewpoint of purpose is functional and from the viewpoint of data gathering is qualitative. In this research, first the related evidence and research were examined based on accessible sampling method. Then, identification of the items related to challenges of applying electronic education was done. In the next step, based on interactive management method and by using interpretive structural modeling (ISM) software, which is one of the methods of qualitative research, the viewpoints of 7 experts in the field of electronic education in the National Gas Company of Iran, who were selected purposefully, 7 items were determined as the final challenges of applying electronic education. Eventually, the structure of the relationships among these items and the level of their significance was depicted in the form of an interactive network. According to the final results of the survey, the most important critical factors of application of electronic education in the staff section of the national gas organization were in lack of instruction and weakness in providing laws and regulations, lack of algorithm and specific executive method, weakness in network communication, improper information giving about the capacities of electronic education, insufficient content, incorrect execution of electronic education, and lack of incentive on the side of staff members. identification of the interrelation of critical factors showed that lack of instruction and weakness in providing laws and regulations was one of the most fundamental challenges of applying electronic education in the national gas organization, which has had remarkable impact on other critical factors.         The aim of this study was to assess the strategic based approach of knowledge management maturity in Khuzestan Regional Electric Company. The research method was descriptive. The statistical population included 48 experts of this company related to the knowledge management process, because limitation of population, all of them were selected. The research instrument was Kruger's Strategic-Oriented Knowledge Management Maturity Assessment Questionnaire. After calculating the questionnaire validity and reliability, it distributed among population. For data analyzing, SPSS20 software and descriptive statistics including mean and standard deviations, median and minima and maximum were used. It should be noted that for assessing the maturity of each individual strategy-oriented knowledge management phases, comparison of median with second quartile (equivalent to 50%) was used. The results showed from six stages of maturity, four stages included as follows: decision on knowledge management, formulation knowledge management strategies and Implementation of knowledge management strategies. From 97 indexes, 34 indexes were lower than average score that have been reported as inconvenience of company knowledge management. The strategy of the company should be reviewed and knowledge management should be one of the main pillars of the organization's strategy. Manuscript profile

        This study aimed to identify and investigate the weaknesses of higher education system performance in the field of human resource development in Yazd province using the qualitative paradigm and grounded theory principles and proposes solutions for eliminating the identified weaknesses. This research is an applied research in terms of the purpose and a descriptive and non-experimental research in terms of data collecting. Data were collected through in-depth and semi-structured interviews with 45 elites, scholars, policymakers, planners and provincial administrators, and experts involved in the process of human resource development of Yazd province via purposive sampling method. Data analysis was carried out using coding and continuous comparison inspired by Strauss and Corbin. Based on the findings of this research, inadequate resources and poor educational performance of higher education institutions of the province, inappropriate policies of knowledge and technology development and inadequate attention to higher education spatial planning were identified as the main weaknesses of higher education system performance in the field of human resources development in Yazd province. Establishment of mechanisms to connect universities and province economic sectors, implementation of land use planning studies in higher education and reconsideration the educational methods have been proposed for reducing the identified weaknesses.         The purpose of the research is to identify the challenges of distance education development from the perspective of professors of Payame Noor University. The research method is qualitative in terms of purpose and in terms of data collection. In this research, after purposeful sampling and reviewing documents and research, the process of interviewing key and informed experts continued until the full identification, description, and characterization of the dimensions, components and indices and theoretical saturation were achieved. In order to determine the logical framework of the collected data, the steps of identifying, taking notes and classifying the concepts were performed. To this end, the collected information and texts were reviewed and categorized into major categories. Finally, the categories were reviewed and the duplicates removed, similar and smaller mergers and dimensions of the specific topic were categorized within the obtained components and indices. Based on the results, two-dimensional extraction model, 7 components, and 45 indices were extracted for university e-learning challenges. After finalizing the data analysis and extracting the conceptual model, the validity of the model was evaluated with 10 experts and university experts in a focus group on dimensions, components and indicators of agreement.         This article identifies and analyzes the challenges of women's career in Iranian industry, accordingly, a Grounded Theory Research, which is a qualitative research, is used. Based on purposive sampling method and theoretical saturation criterion, in-depth inter-views were conducted with two expert groups, 19 women in industry and 9 managers in different industries in Isfahan. In a multidisciplinary way, the challenges of women's career in the industry were formulated based on the categories of interviews and the categories of literature review and observations. Data analysis using data based theory showed that the challenges of women's career path in Iranian industry included: personal challenges, family challenges, and organizational challenges. The Internet of Everything enables the connection and communication among objects, data, processes, and individuals, including systems, smart devices, industrial systems, and many others. With the immense number of connected objects, information security, and privacy have become significant challenges in IoT computing. This article explores the concept of secure computing in the Internet of Everything. It investigates the impact of the Internet of Things on the concept of security and its related needs. Furthermore, the methods and technologies used to establish secure computing in the Internet of Everything are discussed, including topics such as data encryption, identification and authentication, access management, privacy protection, and threat detection. Additionally, the challenges and drawbacks of secure computing in the Internet of Everything are examined, addressing issues such as the complexity of the connected environment, dynamic security threats, the need for standards and security-related concerns, and the influence of technological changes on secure computing. Nevertheless, in practice, these cooperatives have faced challenges that have led to their failure. Therefore, the present study, which is based on a qualitative approach, aims to achieve the proposed strategies to use these cooperatives’ existing capacities and opportunities to meet the challenges facing them. In this regard, in the present descriptive-analytical research, in addition to written and online sources and documents, the text of the conservations with 30 of this field’s experts, beneficiaries, and involved people has also been analyzed through “content analysis.” According to the results of this study, the mentioned cooperatives have the capacities and opportunities, such as “facilitative legal capacities and opportunities,” the possibility of “achieving public benefit within the framework of economic capacities and opportunities,” and the potential of “flourishing local and indigenous capacities of cities.” On the other hand, they face challenges such as “cumbersome legal procedures and their non-implementation,” “undesirable interaction and improper support of government structures for cooperatives,” “difficulty in financing activities,” and “Institutionalizing distrust of cooperatives.” Finally, based on the research findings, the following strategies have been proposed for the success of “Development and Civil of Counties Cooperatives”: “clarification of laws,” “using resilient management,” “networking,” and “social entrepreneurship based on the comprehending and use of local capacities,” “structural trust,” and “effective advertising and education” strategies.         The purpose of this article is to investigate and criticize the anthropological foundations and principles of personalistic moral education. To this end, methods of practical analogy and internal criticism have been used; using the first method, the anthropological principles of personalistic moral education and relying on the second method, the serious challenges of the anthropological foundations of personalism and principles of moral education based on it have been discovered. The findings suggest that based on the anthropological foundations of personalism, principles of moral education such as doing moral activity, encouraging decision making, community formation and personhood education can be achieved. In addition, serious challenges of this approach to moral education are internal inconsistency in the concept of freedom, idealism and incompatibility with contemporary world conditions in the concept of community and extreme privatization and not paying attention to the moral pattern.         Today, along with the expansion of urbanization, changes in people's lifestyles and work- leisure patterns, the phenomenon of urban tourism is increasingly important. From this point of view, cities act as tourist destinations with a wide range of attractions and entertainment for citizens and residents, as well as for tourists and visitors from other places. The purpose of the present study is to identify the challenges and opportunities of urban tourism development in the district 4 of Tehran. The present study was a qualitative study that applied thematic analysis method to analyze the relevant data. The tool for data gathering was interview and 10experts were interviewed. MAXQDA software version 2020 was applied to analyse collected data, through which the main and secondary codes were extracted in three stages of open coding, central coding and selective coding. The results indicated that in the challenges section, the main factors of infrastructural challenge, socio- cultural challenge, managerial challenge, environmental challenge and economic challenge were identified. Sub- codes were also identified for each main code. Moreover, for tourism development opportunities, the main components of amenities, tourist attractions, motivational factors, cultural and social factors and human resources were identified. On the other hand, the components of educational and advertising measures, infrastructure and policy measures, cultural and social measures, regulatory and health measures, public transport fleet infrastructure and environmental issues were identified as solutions for tourism development. Findings showed that in addition to the facilities, potential and actual opportunities for the development of urban tourism, there are several challenges and obstacles, including economic, infrastructural, socio- cultural, managerial and environmental challenges and obstacles.         The present research was conducted with the aim of investigating the achievements and challenges of women's empowerment in knowledge-based companies. In this research, the opportunities and challenges of graduates women in knowledge-based companies were discussed based on the analysis of twenty interviews with women’s board members or directors in this field. Concerning to obtain relative superiority in order to design questions and categorize the content of documents and interviews, empirical literature related to the research was reviewed. Result revealed that three major factors have motivated them to start their own business including: the desire to balance work and life, the desire to earn more money, and the desire to develop business skills. In the field of agency and factors affecting women's entrepreneurship in the knowledge-based environment, entrepreneurial characteristics and behaviors such as results achievement, risk-taking, and self-confidence have been measured. From organizational and environmental aspects, organizational capacities including trust, access to resources and information, networking skills, ability to generate resources, financial knowledge, technology skills and having role models were influential. In terms of challenges, there are Individual factors (lack of courage, high emotions, low level of specialized and technical knowledge related to work and slowness of women), Socio-cultural factors (discrimination, common gender stereotypes, religious norms and beliefs and lack of knowledge and proper socialization) and Economic factors (discrimination in hiring and payment of wages, negative attitude of customers and financial institutions and prejudices) were addressed as obstacles to the effective participation of women in knowledge-based companies Manuscript profile
