This criterion, each of the factors of the Delphi questionnaire was removed or confirmed. In order to analyze the data obtained from the Delphi method, which is 21 factors affecting the creation of knowledge based companies, the structural-interpretive modeling method was used. Finally, the results showed that the two factors of more attention of the government and universities to the technology transfer offices of universities and providing advice in the field of feasibility, future research and marketing for people wanting to start a knowledge-based company are at the key level of research factors. In these days, because of excessive increase in environment uncertainty, the traditional planning approaches/methods have lost their usefulness. To confront these uncertainties and at the age of Cold War, scenario planning established as one of the future proofing approaches/methods. In scenario planning, against the traditional planning methods, the future has not seen as the extension of the past, on the contrary, general environmental drivers and forces form the future state of a system. Considering the uncertainities in water resource management, this article has tried to use scenario planning approach for future proofing, finding driving forces that shape the future state of water resources in the Golestan province and then determined the crucial drivers by interview with the experts of strategic management and water resource planning fields. Social capital is an asset and credit derived from social relations. Having this capital will facilitate the advancement of affairs, reduce costs and save capital. Its importance is such that its existence leads to the effectiveness and optimization of affairs for the exploitation of other assets. However, so far the measures taken to prevent the reduction of this valuable capital have not been successful and it is also necessary to identify the factors affecting the state of social capital and the effects and consequences it can have. In this study, using the method of layer analysis of causes as one of the future research methods to deeply investigate the cause of a phenomenon in different layers, the factors affecting the state of social capital in four layers have been identified. Accordingly, these factors are defined and categorized in four layers of litany, system, worldview and metaphors, and based on this, the existing capacities in the province to improve the status of social capital in these four layers have been determined. The results show that paying attention to the effective factors in the lower layers such as worldview and discourse as well as the effective factors of the myth and metaphor layer can greatly help the problem of reducing social capital and by applying strategies based on this method can be He was more hopeful of promoting social capital. Despite potential tourism capacities in Iran, few foreign tourists visit Iran compared to the competing countries due to the lack of infrastructure, the existence of legal barriers, and the sanctions imposed against Iran. As considerable growth in the application of information technology to tourism is one of the main trends in this industry, this applied exploratory study sought to identify future scenarios of business intelligence in Iran’s tourism industry using both qualitative and quantitative methods to analyze the collected data. The population of the study comprised tourism, future study, and business intelligence experts, out of whom the intended participants were selected via judgmental sampling. The study was conducted in three phases. In the first phase, thirty effective driving forces of the prospective business intelligence in the tourism industry were identified by reviewing the related literature and interviewing the experts. In the next phase, the identified driving forces were screened and prioritized using the EDAS. To this end, the driving forces were screened via the Binominal test, twenty of which were eliminated from the analysis, accordingly. Then, the remaining ten driving forces were assessed using the EDAS method. Finally, the type of decision-making culture and the arrival of foreign tourists were selected as the final driving forces, which, together with the application of root definitions and the organization of consultation workshop, formed the basis of offering four scenarios, namely the prosperity, heterogeneity, the spider web, and the ice ages. Accordingly, the prosperity and ice age scenarios illustrate the best and worst conditions for the future of business intelligence in tourism, respectively. Manuscript profile

Researching the future, developing future scenarios, and providing requirements and solutions to face the future are essential responsibilities of policymakers, leaders, and planners of higher education. Various factors and drivers, especially information and communication technologies and digital developments, have transformed universities' role in shaping the more comprehensive higher education system. In this article, based on the study of Orr et al. (2020), five scenarios and models of higher education for 2010 are presented. These scenarios include Tamagotchi, Jenga, Lego, Transformer, and Garbage Can. The Tamagotchi model is a classic approach to higher education that begins immediately after high school, leads to a bachelor's or master's degree, leads to a job, and ends the path to higher education. The Jenga model is more attractive to non-traditional students in short-term learning courses and focuses on the following stages of self-learning and organization. The Lego model is named separate composite modules of different sizes that create a self-contained, non-standardized learning path rather than a compact unit. The Transformer model represents learners who may be extended past their primary education but return to higher education to gain new knowledge or upgrade needed skills. According to this model, everyone should have opportunities to leave their current career path and change it. In the Garbage Can scenario, learners choose a combination of Tamagotchi, Jenga, Lego, and Transformer scenarios according to their work-life situation and individual goals. Universities and educational institutions depend on the institutional mission and focal values. In this scenario, applicants and academic institutions will have multiple teaching-learning choices. Digital developments are technical innovation and social innovation, the consequences of which should be considered for society, the labor market, and the higher education systemThe Tamagotchi model is a classic approach to higher education that begins immediately after high school, leads to a bachelor's or master's degree, leads to a job, and ends the path to higher education. The Jenga model is more attractive to non-traditional students in short-term learning courses and focuses on the next stages of self-learning and organization. The LEGO model is named as separate composite modules of different sizes that create a self-contained, non-standardized learning path rather than a compact unit. The transformer model represents learners who may be long past their basic education, but return to higher education to gain new knowledge or upgrade needed skills. According to this model, everyone should have opportunities to leave their current career path and change it. In the Karbeijken scenario, learners choose a combination of Tamagotchi, Jenga, Lego, and Transformer scenarios according to their work-life situation and individual goals, and universities and educational institutions depending on the institutional mission and focal values.. The increase in population and the need to supply foodstuffs have raised the importance of animal health and veterinary activities more than ever before in the country's food security and development. In this paper, which focuses on veterinary activities in the field of food-producing livestock, the concepts of need, supply, and demand are defined, and the methods of determining and prioritizing health needs in the livestock population of the country are presented. In the context of problems in setting priorities, there are also important points such as livestock population statistics, lack of human resources, rapid management changes, economic factors, management considerations, the traditional structure of animal husbandry, insufficient training of producers, and technical health officials of livestock farms, lack of inter-sectoral cooperation and necessary support. From the country's veterinary organization, the lack of sufficient information about diseases and animal health status in neighboring countries, especially Iraq and Afghanistan, and the weakness of border and interprovincial quarantine systems have been noted. Factors affecting the use of animal health services points such as access to services, feeling of need or demand, assurance of quality, price and cost of services and insurance coverage have been mentioned. On the other hand, in recent decades, issues such as climate change, changes in international laws and regulations related to animal health and environment, transgenic products, bioterrorism, and drought, each of which affects the health and livestock production in some way, the need to pay attention to Proposes futures studies. Futures studies are a science that helps to better see these changes and prepare for them.
