        The history of the 21st century will be marked by technology and innovation. Technology is the new wealth of nations. Standardization plays an important role in the development of technology because these standards of technology determine the development path of that technology. In other words, in order to develop technology, in addition to innovation, it is necessary to define standards beyond the present and in proportion to the innovations, and the success of companies depends on the fact that the intended innovations can become a standard for that technology. In this research, a descriptive-survey study, by using correlation analysis of variables and multiple regression relationships, we try to investigate the relationship between standardization and innovation in some of the country's automotive industries and determine how and what standardization affects innovation. The results of this study show that standardization generally has a positive and significant correlation with different types of innovation, which is weak in fundamental innovations compared to gradual innovations. According to the results, the automotive industry was suggested to establish standards development units in research and development departments in order to prevent the inhibitory effects of standardization on fundamental innovations in addition to increasing, reducing research and development costs, and reducing technology risk.         Current study was conducted to standardize Vienna Matrix Test for Iran (WMTI). For Iranian students between ages 13-18. Intended population in this study was all students (males and females) who were studying in middle and high schools during the academic year 2010-2011 and 2011-2012. Multistage random sampling procedure was used to select 2849 students (1267 male and 1582 female) from five province in Iran: Tehran, Khorasan-e-Razavi, Kermanshah, GiIan, and Bushehr. At the beginning Formans original from that was based on Rasch's statistic model was administered on student population. From 42 statements 28 statements were selected based on the model and was used for Vienna Matrix Test for Iranian (WMTI). Norm tables for the age group 13 to 18 were developed. Finally mean differences between girls and boys was calculated by means of one-way analysis of variance. Result showed the age and gender effect.         Given the ambiguity and uncertainty in the nature of nanotechnology, its commercialization requires the development of an appropriate regulatory system, and the prerequisite for implementation of such a framework is technology standardization. Therefore, the purpose of this study is to provide a model for standardization of nanotechnology and explain the theoretical theorems. This research is an applied research that has been done with a qualitative approach based on grounded theory. The statistical population of this study is experts at the macro and firm levels and purposeful sampling has been used. The collected qualitative data were analyzed using MAXQDA18 software and the final model was extracted. Based on the analyzes performed, in the axial and selective coding stages, 45 codes and 6 categories were identified, including drivers, nanotechnology standardization, mechanisms, prerequisites, surrounding conditions and barriers, and results. The resulting theory shows that standardization of nanotechnology leads to increasing market share and production volume and demand, branding, increasing quality and safety, creating wealth and economic advantage, pioneering in nanotechnology, gaining public trust, reducing risk and technology uncertainty, diffusion of innovation. To achieve these results are emphasized on strategies including, standardization diplomacy, attracting private sector participation, developing corporate standardization, improving and evaluating the national nanotechnology standardization system, enforcing some standards, export-oriented nanotechnology standardization policies, standardization in the technology life cycle, development of nanometrology laboratories, research and development in nanotechnology standardization, proper government policy, and product quality control and quality assurance.         The purpose of the current study is to provide a framework for standardizing human resource development in educational systems. The descriptive survey method was conducted. The population consists of all professors and teachers in the field of educational sciences in Islamic Azad University in region 12 of Iran who were 255 persons. The sample is also equal to population that were selected using census sampling and also the census methods used. Data was collected via a researcher made questionnaire. The results show that, the framework for standardizing human resource development have four dimensions and twenty-three components, which are as follows: component of commitment including explicit commitment to the development of people in all levels, all staff awareness of the vision and main objectives, comprehensive business plan, designing the training and development needs of staff, all staff awareness of their role in the organizational success, relationship within managers and employee representatives. Dimensions of planning includes as follows: developing the necessary resources for training and development, assessing the training needs and development according to the goals, designing the process of development and training need analysis, determining the responsibilities of individuals throughout the organization, competency of managers for staff development, appropriateness of goals and development standards and also joining learning goals with international standards. Dimensions of action Includes as follows: introducing new staff and identifying their training and development needs, developing of employee skills according to the goals, informing staff from development opportunities, encouraging staff to determine the training needs and the way of providing them, effective proceeding for goal achievement of education, and the development and effective proceeding for achieving training and development goals. Dimensions of evaluation includes: evaluating the role of staff development for achieving goals, evaluating the results of training and development for the individual, group, organizational levels and senior management knowledge from the costs and benefits of individuals development.         The main purpose of this article is the representation of Maxine Greene views about public space and its major potentials for the rethinking of the educational behavior in schools. Thus, first of all, this idea is emphasized that public spaces are important places for discussion (for dialog) and a free exchange of ideas and information, through which an individual human being can make his voice heard, while at the same time listening to other individuals’ voices, without being bothered by any fear and threat arising from a wide range of human contradictions, differences, conflicts and ambiguities that are inherent in human communication. Second, along with describing and criticizing the educational space governing the current schools, based on Greene ideas, it is demonstrated that the public space can provide new contexts for going beyond educational standards, and thus may secure grounds for the realization of agency, freedom, democracy and a shared world in the education of learners.         Moral autonomy means "self-government" and "self-rule". This paper presents the analysis and reasoning in search of answers to the following questions: first, what conditions does moral autonomy require? Second, does moral autonomy possess the requirements necessary for being considered as an aim of education? The theoretical framework of this study is based on Kant’s and Peters’ views that have served the theoretical sources and bases of the survey questions. The first question has been answered by referring to Kant’s ideas, whereas the answer to the second question has been derived from Peters’ sources. Kant believes that reason and free will are the fundamental bases for moral autonomy. On the other hand, Peters argues that the concept of "education" and the "educated person" provide the criteria and necessary conditions for moral autonomy. Hence, it was concluded that by recourse to conceptual analysis, and here, the analysis of the concepts of "education" and "educated person", we are able to demonstrate that moral autonomy should be one of the main aims of education because moral education implies the concepts of both education and educated person. The paradoxes between the concept of "autonomy” and “educational authority”, between "reason and habits" and "authenticity of choice and educational content" are also discussed. Manuscript profile

        The impact of rules and standards to stimulate innovation in organizations has been the subject of various articles and research since the early 1990s. Identifying the types of standards and their impact mechanism on innovation through public policies has been addressed in this study. In this line, by using library studies, at first, innovation and innovation policy are defined and then, the relationship between types of standards with innovation and the impact of regulation with various types of standards are examined. In the case study of "the standard of using low sulfur fuel has become mandatory from the beginning of 2020 in the shipping industry"; the structure of the International Maritime Organization (IMO) and the steps of converting a proposal into a standard in this organization are described. Finally, by applying the qualitative method and interviewing experts, the various solutions offered by countries and large companies in various industries to comply with this standard were analyzed. Solutions such as the use of marine diesel and low-sulfur fuels, the use of low-sulfur fuel mixtures, the installation of Scrubber of gas emission units in ships, the use of natural gas or the use of other marine fuels such as methanol and Biomass fuel was placed in the hands of research and development units in various refining, chemical, nano and polymer industries. These solutions require a variety of innovations in product and process technologies at different levels.         Introduction: Due to the importance of data sharing in the digital era and the two main considerations related to it that are; standardization and privacy protection,this article aims to answer a critical question that is,does standardization play a role in the proposed solutions for health data privacy protection? Methods: The present study is a systematic review conducted by searching databases such as Web of Science, PubMed, ScienceDirect, Springer, Magiran and SID and by applying a time limit filter.After applying the criteria for inclusion and exclusion and evaluating the results,relevant studies were selected. Findings: Articles addressing standardization and privacy protection in health data have been analyzed by taking 5 indicators into account. The need for standardization and its role to preserve privacy in health data have also been explained by examining the findings and discussing various laws related to privacy in the health field and its relationship with standardization.After the investigation,our study reveals that due to the technical structure of the fourth and fifth generation of health care, which has facilitated standardization, privacy protection can also be achieved through standardization.Finally,directions for future research on this topic are also suggested. Conclusion: The results of this research showed that the fourth- and fifth-generation health care systems that are technology-oriented; are formed based on standards,and these standards provide the possibility of their evaluation. Thus if laws related to health data privacy protection are developed based on standards,they will have a high execution guarantee.
