        In a research which this paper reflects its results , a model for open innovation in banking industry is offered. In fact , the relationship of open innovation as latent variable and the influential factors are stated in a model. In this regard, with reviewing literature and previous researches, a conceptual model for open innovation in banking industry was designed. This model includes three main constructs like internal factors (technological resources, capability of idea attraction ), external factors(external knowledge resources, technological changes) and the relationship factors as trust. By conducting interviews with experts regarding the model constructs and doing statistical analysis, it has been approved. Then in a field study in Parsian Bank, by distribution of questionnaires, the relevant data for approval of the model ingredients were gathered. At last, by using structural equation modeling and regression equations in path analysis form and using SPSS and LISREL Softwares , the data were analyzed and the interrelation among latent variable and independent variables were stated clearly. The findings show that, in internal side ,technological sources doesn’t show any direct relation with open innovation, while the capability of idea attraction, had direct relation with open innovation. In external side, knowledge and technological change had positive and direct relation with open innovation. In interaction side, trust had positive and direct relation with open innovation. The model of this research can be useful for cultivating open innovation in banking industries and as a powerful tool for policy makers and planner in this sector. Manuscript profile

        The aim of the research is to identify knowledge factors effective in designing and absorbing technology in knowledge-based centers and manufacturing industries, and to survey the effect of knowledge management on each factor, and successful technology transfer. The research method is descriptive of correlation type. In this research, using a simple stochastic method ,151 active people in technology transfer were selected from among scientific and research groups and 277 were selected from among large manufacturing industries. The data for the research were collected through questionnaires. Confirmed construct and factorial analysis were used to determine the validity, and for reliability, Chronbach alpha was employed. In order to study the relationship between research variables and to study hypotheses, the modeling of structural equations has been used with the help of SPSS and AMOS software.Findings indicate that there is a , significant, and positive relationship between knowledge management and technology effectiveness transfer. The only difference is that, knowledge management impacts directly on technology effectiveness transfer only in knowledge-based centers. Likewise, knowledge management indirect impact on successful technology transfer only through knowledge capability whose impact is on knowledge-based centers (35%)and on manufacturing industries(77%) . First, it examines the effect of knowledge integration capability (KIC) on technological innovation capabilities (TIC), namely process innovation and product innovation, and firm’s strategic performance (SP). Second to investigate the mediating role of product innovation capability in process innovation capability- SP relationship. In terms of objective, the current research is applied. This study was conducted using descriptive – correlation methodology. Simple random sampling (SRS) method was employed to the selection of the samples. The study population consisted of all active pharmaceutical firms in Islamic Republic of Iran. The sample size was 86 pharmaceutical firms. Correlation analysis and Structural Equation Modeling (SEM) technique were employed to test of the research model and hypotheses. Data analysis showed that knowledge integration capability has a direct and significant effect on technological innovation capabilities and firm’s strategic performance.         Linking the literature of resource-based view (RBV) with ambidexterity, the purpose of this study is to assess the effect of information technology, knowledge management and Marketing capabilities on innovation ambidexterity and its influence on the performance of new product development of small- and medium-sized enterprises (SMEs) active in the Iranian medical and pharmaceutical industry. To this end, this paper develops an integrative research model, which analyzes the network of relations using covariance-based structural equation modeling on a data set of 294 SMEs present at the 21st International Exhibition of Medical and Pharmaceutical Equipment in Tehran in June 2018. Accordingly, the questionnaires were assigned to senior and middle managers whose primary responsibilities were related to strategic innovation activities of the firms. Findings show that the complementary capabilities of information technology, knowledge management and marketing are positively associated with innovation ambidexterity.         Abstract Learning orientation is an inevitable necessity in the new product development. However, few studies have been conducted on how the learning orientation affect on new product performance through potential intermediary variables. Therefore, the purpose of this study was to examine the mediating role of ambidextrous capability and organizational agility in the relationship between learning orientation and new product performance. This research is a descriptive survey that was carried out in a field experiment. The statistical population of the research is senior managers and especially research and development managers of knowledge based companies located in Kerman province, of which 180 persons were selected as sample. The tool used is a standard questionnaire. Descriptive statistics, factor analysis and structural equations were used to analyze the data. The findings show that learning orientation is positively related to ambidextrous capability and organizational agility. The ambidextrous capability and organizational agility also, in turn, are positively related to the performance of the new product. Finally, due to the lack of confirmation of the direct relationship between learning orientation and new product performance, the results confirm the full intermediary role of ambidextrous and organizational agility capabilites in this relationship.   Manuscript profile

        Local management is one of the institutions that can play a very effective role in relation to community policing, especially in rural areas. The purpose of this research is to assess the level of local management's ability in rural districts and investigate the factors affecting the policymaking of rural areas around the Tehran metropolis. The research method is based on descriptive-analytic method. Data and information gathering has been used in library, documentary and field studies. Data reliability was calculated based on Cronbach's alpha coefficient, which indicates the number of 0/841 and the validity of the data is based on the content validity method (according to the professors). In data analysis, descriptive and inferential statistical tests including single sample t-test and SWOT analysis method were used. The statistical population of the study consists of local managers in rural areas of Aphrodite district of Tehran. The assessment of the ability of local managers in the law enforcement of rural areas of Atabad district of Tehran showed that in the structure, organization, rules and regulations with an average of 3/34, knowledge and knowledge required for law enforcement management with an average of 3/25 higher than the average And indicates the suitability of the managers. Financial resources indices with an average of 2/35, equipment and equipment with an average of 2/73 are below the average and are not favorable. Finally, Swot technique was used to present the strategies of law enforcement in the rural areas of the Aftab area.         One of the fundamental issues in contemporary political and economic thought concerns the relationship and consistency between one’s social duties and personal liberties, and different schools have suggested their views on the matter. From a normative point of view, arguments offered by modern reformist liberalism have attracted more attention in this respect. The positions of John Stuart Mill, as one of the pioneers and influential, and Amartya Kumar Sen as one of the most recent liberal reformists with respect to the idea of welfare, have been at the center of attention for several decades. Here we discuss and analyze the relationship of the concepts of individual liberty and social welfare as argued by them by employing a comparative approach, in order to provide a more elaborate picture of such a relationship. It is shown here that albeit using different methods and approaches, they share similar theoretical starting points and goals on the matter. For Mill, the liberty of the individual and society is viewed as a vital means for achieving happiness. While Mill employs a utilitarian approach to human happiness, offering a critique on utilitarianism and focusing rather on the capability approach, Sen holds that individual and social happiness would best be achieved through providing equal opportunities for free choice for the members of the society. A closer look at the arguments offered by Mill and Sen indicates that, based on the concept of the free and informed modern subject, they both believe that social and political development will improve an individual and social happiness will be better achieved by focusing on individual liberties. One: in the form of Platonic awe and following predetermined criteria (idea-centric), And the second in the form of devalued face of the world of politics and centralization, interpretation and benefit of man as the standard of everything (relativistic). Nussbaum's normative approach proposes a third and distinct type of judgment under the title of "virtuosity-ability". Therefore, the question arises, what is the nature of political Judgment in Nussbaum's thought, and where is the position of "ability-virtue" in it? In her view, political judgment is related to "valuable and virtuous political feelings and emotions", and on the other hand, to "capability approach" in the sense of what citizens can and should do.         With rapid development of information technology (IT) and further deepening of informationization construction, more and more enterprises have realized the strategic value of IT and made great investments in it. However, during the IT implementation process, decision-making, adaptation degree, and IT performance are often inferior to the anticipation. The assimilation of technology can be defined by the extent to which the use of Information technology spreads across organizational processes and becomes routinized in activities. Capabilities of information technology play crucial role in an ever-changing environment and are considered as one of the most important sources for enterprises while enterprises should acquire some effective capabilities so that they can effectively deploy and utilize information technology. The purpose of this investigation is to represent a model to measure absorbency of information technology in small and medium-sized enterprises. To do so, dimensions of the "absorbency of information technology" was determined through exploratory factor analysis in a survey research and confirmatory factor analysis was used to confirm model validity. Findings show that three dimensions are related to absorbency of information technology including the capability for innovative technology, Inside-Out IT capability and IT management capability, among which the capability for innovative technology has the highest correlation with the concept of absorbency of information technology.         Organizations are increasingly in search of ways to derive more business values from IT investments and the need for IT capabilities (ITC) is surging. ITC is critical significant to build enterprise agility and promote organizational performance. However, IT capability is always treated as the causal factor already existing and there are few studies on how IT capability is created and evaluated. Appropriate evaluation is necessary for an organization to measure, manage and improve enterprise ITC. This research aims to identify and map the dimensions of an organization's ITC. Using a mixed research method, this paper comprises two sections. The qualitative section adopts a systematic literature review (SLR) approach to identify the dimensions of ITC. The quantitative section employs factor analysis to validate identified ITC dimensions and their indicators in an attempt to develop a more precise model for ITC evaluation. The proposed ITC model includes IT management, IT human resources, IT infrastructure, and implementation of IT solutions dimensions as well as the 25 related indicators.         Today, managers have come to this understanding that technology is the main source of competitive advantages and also growth in firms, hence it must be taken into consideration. Although Technology Management (TM) has become popular in the management area and many frameworks have been proposed, a practical framework and management tool is not available yet. To this point, Dynamic Capabilities Theory (DCT) has been utilized to introduce a TM framework in technology-based firms by focusing on the creation of the dynamic capabilities’ flows. This article aims to clarify TM activities in DCT context, and moreover tries to determine relationships and interactions among TM, Knowledge Management (KM), and Innovation Management (IM) concepts. By reviewing TM frameworks proposed by different scholars an integral and appropriate framework based on Cetindamar’s et al. (2010) is suggested for technology-based firms. By considering that each of TM activities (Acquisition, Exploitation, Identification, Learning, Protection, and Selection) can create a specific dynamic capability ,six TM tools namely, Patent Analysis, Portfolio Management, roadmapping, S-curve, stage-gate, and Value analysis are described to implement TM activities.         Nowadays, the need to technology evaluation is increasing with development of technology in different areas and also the necessity of using modern technologies. In a general sense, technology evaluation is referred to a process during which the effects from introduction, development, change and modification for a technology are investigated in a firm by a systematic method. The weaknesses and strengths in the intended technology is specified by investigating the level of technological capabilities, and the required context for decision making is created with regard to the development of technological capabilities. This paper aims to investigate and analyze the levels of technological capabilities in SAIPA group. This research evaluates the levels of technological capability in 8 factors by a developed model and specifies the situation of the company and presents the existing gap for codifying the projects of technological modification. This is a descriptive-survey research and the data are gathered using AHP questionnaire. Hierarchy analysis is used to rank the effective factors on the capabilities. The results show that the mean technological capability of SAIPA group in the 8 factors is equal to 54.12. Also, the factor of competition state in industry obtained the highest rank among the factors in the ranking of the effective factors on technological capabilities. Manuscript profile

        During recent decades, developed and developing countries’ economy have changed incrementally. In these years, physical resources and assets have lost their strategic significance and importance of knowledge both in production and services has grown significantly. Knowledge is now recognized as the driver of productivity and economic growth, leading to a new focus on the role of information, technology and learning in economic performance. Due to these fundamental changes, establishment of knowledge intensive SMEs and production of Knowledge-based and high tech products has grown considerably. Operating in international markets is one of the most important aspects of knowledge-based products developers. Knowledge-based products export as an effective factor in economic development has been considered by developed countries for many years. Although, utilization of such an economic approach has not long history in Iran and investigation of related information indicates inconsistent results in this field.         Todays, product development has faced the dramatically growth, due to the rapid changes in customers’ demands, needs and the competitiveness of the market. Success in new product development requires a deep understanding of our customers. And this necessitates an interactive and active interaction with them. New product development is a way to listen to what customers want and also, to response their needs. Creating customer participation capability causes innovative and practical ideas and enhances firms’ competitive environment. Therefore, the purpose of this paper is investigating the effect of customer involvement capability on the success of the new product development. Also, this research attempts to develop previous researches by considering the effect of customer knowledge assimilation as a mediating variable and the moderating role of resources slack of company. This article is practical in term of purpose and descriptive in term of method. Questionnaire is used to collect the data. And 30 knowledge-based companies in Rasht city participated in this research. In order to test the hypotheses, the Structural Equation Modeling approach has been used. The research findings show that the customer participation capability directly and indirectly through the absorption of customer knowledge affects the success of the new product development; however, the role of resources slack as a moderated variable is not confirmed by the relation between customer knowledge assimilation and the success of new product development. Hence, knowledge-based companies need to pay particular attention to knowledge assimilation and customer involvement capability in order to succeed in new product development.         Constant environmental changes threaten the survival of organizations in various forms. Competitiveness is a key criterion for assessing the degree of success of countries, industries and firms in the competitive, political, economic and commercial fields, which means that any country, industry or firm with high competitive power in competitive markets, It can be said that it is more competitive. Higher organizational competitiveness is the goal that organizations take to take different measures to achieve it. Also, in the contemporary economy, knowledge is the basis of organizational competitiveness and the most important goals of any economic system are to achieve sustainable economic growth. Knowledge-based companies can play an important role in economic growth. It is true that innovation and competitiveness are their important features. In this research, an integrated model was provided to identify the effective factors of organizational competitiveness and take a step for increasing the recognition of the competitiveness of organizations. For this purpose, 100 questionnaires were distributed among knowledge-based companies in Yazd Science and Technology Park. Data analysis has been done by structural equations modeling, partial least squares method and PLS software. The results of the research show that there is a significant relationship between marketing capability and organizational competitiveness, as well as a significant relationship between organizational innovation capability and organizational competitiveness. The resalts revealed a significant relationship between market orientation and marketing capabilitiy.         High-tech defense organizations, due to specific features such as: dependence on innovation, strategic goals, reliance on applied knowledge and dynamic nature, require more attention to Capabilities that are appropriate to circumstances, including innovation capability.Therefore, in this research, the effect of technological, product and process innovation and ambidexterity capability on the performance of defense products has been investigated. The research methodology is applied in terms of achievemen, exploratory and descriptive in terms of purpose. In order to localize the literature of the subject with the high-tech defense organizations in Iran, the Focus Group method was used. The required data in the form of a questionnaire from 58 defense organizations of the field of electronics (as a high-tech industry) Collected. Analysis of the data with the help of structural equation model (PLS SEM) has shown that the capabilities of product innovation, process innovation, ambidexterity and technology influence product performance. The research findings lead the managers of defense electronic industry to empower the organization in the field of product and process innovation, technological and ambidexterity capabilities.         The research investigates the effect of organizational processes and culture of organizational learning on organizational performance with the role of the mediator of the dynamic capacity of EPCO. Research type is descriptive. Research population is all employees of EPCO. Research tool is standard questionnaire of Yu Yuan Hung (2010). The results showed that there is significant relationship between the Organizational dynamic capacity and organizational performance. There's significant and positive relationship between Organizational learning culture and Organizational dynamic capacity and Organizational dynamic capacity has the mediator to the relationship between organizational learning culture and organizational performance. But, the organizational learning culture doesn’t have a significant effect on Organizational dynamic capacity and Organizational performance. Finally, Organizational dynamic capacity doesn’t have the mediator role to the relationship between organizational process alignment and organizational performance. Based on research results and verification of positive influence of organization learning culture on organizational dynamic capacity and positive relationship between dynamic capacity and organizational performance, the people in charge could substantially improve the learning level of the company.         The high-tech operating system, is the most important software infrastructure in the exchange of secure electronic information for a country. Hence the availability of indigenous operating system technology in the country can increase economic stability, employment and information security. Some countries, such as Turkey, China, Canada and the United States, have operating system experience. In this paper, the evaluation of the attractiveness and capability of the native operating system technology of Iran will be evaluate from the perspective of the functions of the innovative technology system in its implementation experience. First, the status of the native operating system is reviewed. The criteria's for determining the attractiveness and capabilities of the native operating system are extracted from the literature review and measured by the questionnaire tool and the opinion of the experts. Then, the effect of the functions of the native operating system technology innovation system on the attractiveness and capability created by the Delphi method is investigated. The results showed that the native operating system has a moderate appetite, but has below average capability. In addition, these results are the result of the effects of knowledge dissemination functions, knowledge development and search guidance. The policy of the authorities and the lack of attention to this area has slowed the development of this technology and reduced capacity in this area. Manuscript profile

With increasing penetration level of wind farms in electric power systems, modification of current tools to evaluate and manage the system is an important issue. Evaluation of total transfer capability (TTC) is one of the considerable tools in restructured power systems which is used to schedule future transactions between areas in multi area power systems to ensure security of network. In this paper, a method is proposed for probabilistic evaluation of TTC of multi area power systems in the presence of wind farms. Firstly, a general approach based on Monte Carlo simulation is used to simulate a system state considering system load and power output of wind farm and optimal power flow (OPF) is used to calculate TTC level for each state. Then risk analysis is used as a decision making tool to determine the appropriate TTC level for a fixed system load level. Finally, both of system load and power output of wind farm are considered and clustered input data are used to accelerate Monte Carlo convergence speed.         This paper presents the findings of a practical study to detect the degradation factors of metal-oxide surge arresters in a distribution network in the mountainous region of Izeh, which experiences two warm and temperate climates annually. The surge arresters have defected in both periods when the network operating conditions and weather conditions are completely different. However, the appearance of the defected surge arresters in these periods is different. In this paper, by simulating the network, its permanent and transient state behaviors are analyzed. Based on the results and environmental conditions, the appropriate arresters' specifications for the network are obtained and compared with existing arresters. By considering different scenarios for ground resistance of arresters, the changes in energy absorbed by arresters are evaluated and the results are compared with those obtained in the practical reduction of ground resistance of some of arresters. By adding several arresters to the network, changes in the absorbed energy of arresters are investigated. Based on the research findings, the causes of arresters' failures in both warm and temperate periods are investigated. Finally, the findings of this research are validated by comparing the simulation results with field events, and some solutions are presented to overcome the problems. Manuscript profile

        This paper first demonstrates that high direct current lines will undoubtedly be the backbone of the future transmission network. The Newton Raphson Seydel alternating load flow equations are then combined with the direct current line equations. This paper employed matrix techniques to increase the speed of solving problems as the dimensions of the equations get larger. Furthermore, the holomorphic load flow does not require an initial estimate to run the load flow, and if a solution exists, the precise answer is calculated. The initial guess of Newton Raphson Seydel was calculated using this approach. In this paper, we describe a novel approach that can compute the available transfer capability in small and large networks with sufficient accuracy and speed by combining these methods. The simulation in this paper uses five networks: 39 IEEE buses, 118 IEEE buses, 300 IEEE buses, 145 Iowa state buses, and 1153 East Iran buses network. In addition, four approaches were employed for comparison: continuous power flow, the general minimum residual method, Newton Raphson Seydel classical method, and the standard holomorphic power flow method.         The present article is a systematic review of the growth of technological catch-up literature using advanced bibliometric techniques and a database derived from a collection of major studies based on a WOS search. The 5626 obtained documents were analyzed using both co-occurrence and co-citation criteria. The results show that the problem of technological catch-up appeared in the academic literature in the 1960s but only reached a considerable volume in the 1980s. It grew and expanded in the 1990s. At the beginning of its formation in the 1980s, there were two completely independent routes: macroeconomic growth and technological capabilities in developing countries, which became interconnected in the 1990s. In the following decade, firm-level studies developed with an emphasis on organizational capabilities, paving the way for extensive studies in the 2010s that examined the internationalization of later-stage companies. Thus, studies from macro-level economics with an emphasis on economic growth have clearly shifted to industry-level studies with an emphasis on internationalization and technological advancement. In this context, four intellectual clusters—economic growth, innovation systems, knowledge management, and industrial dynamics—are interacting. The main areas conducting research on technological catch-up are economics, business, and management. Technological catch-up can also be considered an interdisciplinary field involving other disciplines such as regional studies, environmental studies, operational research, and social sciences.         This research was carried out to present the conceptual framework of the technological capability of the industrial universities of the Islamic Republic of Iran using a qualitative approach. To collect information, semi-structured exploratory interviews were used, and information was analyzed using the Strauss and Corbin method and the paradigm model. The target population of the research includes experts who have at least a master's degree and 15 years of effective scientific or experimental activity in the fields related to the research topic. Sampling was done in the form of purposeful snowball sampling until theoretical saturation was achieved, and based on this, 26 in-depth interviews were conducted with the aforementioned qualified experts. The results of the data obtained from the interviews in the process of open, central, and selective coding led to the presentation of a conceptual framework for the development of the technological capability of industrial universities. Conceptual framework, including causal conditions (human capital, knowledge content, and operational capabilities), background conditions (institutional and structural, cultural, legal and legal, services and support, awareness of the environment, executive processes, national and international links, and communications) Intervenor (financial and economic, foreign sanctions, management capabilities, upstream policies, stakeholder policies) was presented. The strategies and consequences of the technological capability of universities were also discussed.         Objective: The aim of this research is to select the optimal industrial building systems in the schools of Kerman province using the hierarchical analysis. necessity: Industrialization of buildings as systematic method to improve the quality and speed of construction has been considered by construction policymakers. in recent years, industrialization is policies the School Renovation, Development and Equipping Organization. Methodology: Four main criteria and twenty sub-criteria were identified to evaluate industrial systems suitable for schools. According to the eleventh national building regulations, lightweight steel frame (LSF), prefabricated concrete buildings, reinforced concrete structural wall system with permanent insulation mold and three-dimensional prefabricated panel system have been used for evaluation. In this research, the hierarchical analysis process approach has been used in order to rank the effective factors in the optimal selection of industrial building systems in the schools of Kerman province. Findings: the data analysis was done using the hierarchical method. The results show that LSF with a score of 0.303 is the most suitable option. the score of prefabricated concrete building system, three-dimensional style prefabricated panel system and reinforced concrete structural wall system with permanent insulation mold were obtained as 0.266, 0.22 and 0.21 respectively. Conclusion: Four main criteria have been used in this research. The results obtained from the data analysis show that the criterion of practicability is the most important criterion with a relative weight of 0.427. according to quality and technical ability, cost and time with relative weights of 0.401, 0.106 and 0.067 were placed in next priorities.
