        Strategic management is the process to ensure that the benefits arising from the use of appropriate organizational strategies, as well as the art and science of formulation, implementation and evaluation of multidimensional decisions, emphasizing the integration of management, marketing, finance, production, and Services, and so on . Todays universities such as non-profit organizations are faced with a complex environment and bubbling as other organizations. Correct guidance of university is requires an understanding of internal and external environment and take intelligent and strategic decisions. The purpose of this study was to develop and evaluate strategies PNU South Khorasan province. Thus, using the internal environment analysis (strengths and weaknesses) and external environment (opportunities and threats) in PNU province of strategies were identified using the SWOT model. The technique Analytical Hierarchy Process (AHP), been obtained strategies were prioritized in terms of importance. The study consisted of all faculty members and staff of PNU province using simple random sampling, the sample was selected. Findings show that communication strategies with industry and society at the university, the main thoroughfare in the success of universities is considered, and universities to succeed, must establish effective communication with industry. University-industry relations and community infrastructure to achieve other strategies such as expanding the field of engineering, development of scientific research in universities and become a center of excellence in specific areas. The connection between industry and university leads to effective use of scientific capabilities of university and facilities and experience of industry. This relation is more effective when industry and university are aware of each other's capabilities and needs in order to have an effective and goal-oriented cooperation. The aim of this research is to use educational and research services of university to find necessary solutions and technical requirements to recognize the needs of electricity industry as one of the most important infrastructure industries of the country and also the degree of importance and priority of each necessity be determined. First by interviewing electricity industry elites, needs of electricity industry were determined and technical requirements for meeting those needs were exploited. Then the relation between necessities and requirements was determined by the means of QFD matrix. After that the requirements which had the most relation with necessities were declared. These solutions were sorted by the Analytic Hierarchy Process technique. The results showed that the most important needs of the electrical industry are "specialist human resources in the field of electrical engineering" and "availability of academic staff in the field of electrical engineering.         Achieving the goals of the country's development prospects, the goals of the Sixth Development Plan, and other goals of developing business technologies in the light of these needs require the development of the appropriate infrastructure and platform for the realization of technological business in the true sense. Cloud computing has a significant impact on the improvement. The provision of technology business services, and in addition to reducing the current problems of business technology, also reduces the costs associated with information technology. Small and medium enterprises face many challenges and challenges in using cloud computing to develop their technological business. The main purpose of this research is to identify and rank the key variables on the use of cloud computing in technology businesses by hierarchical analysis method. The research method is descriptive-survey. The target community and the decision team are 18 people who are in the field of information technology, who completed the questionnaire of identification and paired comparison questionnaire in two periods of time. At first, identifying key variables on the use of cloud computing in technological businesses (18 criteria) were listed from papers, theses, books, and interviews with specialists, and these variables were assigned to the decision team, so that variables that are of high importance are identified. Which, from the team's point of view, was found to be a criterion of the severity of their impact. In the second turn, the identified variables were ranked by the Standard Paired Questionnaire and Expert Choice software. The factors are ranked by this; Self-efficacy is of the highest importance.         Abstract: The purpose of this paper is to design a sustainable outsourcing model using a balanced scorecard and hierarchical analysis process. In this research, we first tried to identify the success factors and failures of outsourcing based on previous studies conducted inside and outside the country. For the validity of these factors, using the content validity and the content validity index and for guarantee reliability also used the incompatibility rate of the coupled comparison questionnaire based on the EXPERT CHOICE report. Identify the strategic goals of this model using Affinity Diagram by Brain Storming. the findings indicated that to design sustainable outsourcing model using a balanced scorecard, we need to consider the economic, social and environmental sustainability in each of the balanced scorecard faces that Using this model, we can have sustainable learning and growth, sustainable domestic business processes, sustainable customer satisfaction, and sustainable financial performance. finally, the balanced scorecard with 26 strategic objectives was designed and implemented using paired comparisons of the importance of each strategic goal in every aspect of computing and prioritization.         Thermal energy recovery technologies which used to burn solid urban waste are one of the relatively new and appropriate methods in waste management. Heat and gases are generated by burning waste that can be used to generate energy. In this research, a decision model based on the Analytic Hierarchy Process (AHP) method is Provided to select the best thermochemical system based on three technical, economic and environmental criteria. In this study, waste incineration, gasification, pyrolysis and plasma systems were evaluated. Collection of required information was obtained by reviewing reliable sources and preparing and completing questionnaires. The study area in this study is Mashhad city. The results of this study indicate that among the studied systems, plasma system (technology) is the best option for energy recovery from solid wastes in Mashhad, after that, waste incineration, gasification and pyrolysis systems are in the next categories, respectively.         Rapid growth of urbanization and increase of population in the recent decades along reactive planning (in sense of urban planning after occurrence of crises and urban challenges, not before occurrence of crises) of urban districts and metropolitan in order to serve desirable services to citizens and the peoples going to cities and extent them, has encountered a problem. In this research , by using the multi criteria techniques and analytic hierarchy process of geo – environmental evaluation for urban land planning with use of geographical information system of zone of 22 has been used .according to this research, effective criteria of land suitability of land planning is divided in to 9 criteria , slop, height , geology , land use , land unit , distance from river, distance from fault , distance from road .the 5 main land uses are high rise building , multistory building , low rise building natural conservation, recreate . the results show that the results show that 19.3 percent area of zone is suitable for high rise building, and 15.28 percent suitable for low rise building. the spatial distribution is of these zones is from north to south and southeast. Suitable area for natural conservation is about 17.6 percent, and 23.33 percent area appropriated for recreation. The conformity of existing building with the suitability maps for the 5 main land uses shows that there are some areas of conformity, but in the other areas, there is unconformity. Manuscript profile

        In recent years, the construction of backup bases for crisis management has been placed on the agenda of the Organization of Precautionary Measures and crisis management. One of the important things lies in setting up bases, studying, and finding a proper geographical location for setting up this his kind of application, a place which can be used as a safe place under critical conditions and under normal conditions. It may be used for normal uses too. The present study is of a practical nature which has been conducted by a descriptive-analytical method. This research seeks to find the best method location for the backup bases for crisis management municipal region one in Tehran. In order to achieve this goal, effective criteria and factors for locating aid centers are identified in time of crisis. Then in order to specify the importance and value of each each criterion and effective elements in section making, the AHP model has been used.Then a questionnaire was prepared and distributed among experts. In the second stage, by the use of hirarchicl procedural method and by using expert choice software, the weight of each criterion and element was determined. In the second phase, all layers of information in GIS were turned into a roster and by using the method of index overlay, the layers were mixed and ten best locations were chosen as the best bases for crisis management for region one. Also, results show the depots for crisis management have not been properly chosen and that they are very limited in numbers. Manuscript profile

        Nowadays “Passive Defense” is very important in urban management and Militarism, because we can reduce damages from enemies attack by complying with its rules. Making urban shelters is one of important actions to reduce human casualties. Making urban shelters have its rules. Finding the best place in city is one of these rules which should be complied. The shelter must be created in place that people can reach very fast in the crisis. In this paper urban shelter site-selecting implemented using multi criteria decision making algorithms with passive defense approaches. In the first step, Analytical Hierarchy Process (AHP) method is used in order to determine the weight of each criterion. Then, we use fuzzy logic functions to produce fuzzificated factor maps. Finally, we utilize TOPSIS algorithm to evaluate all the points of city and create assessment map. Zahedan (in the southeast in Iran) is chosen as case study. In this paper 39 layers (map) gathered and categorized into 15 factor. Most weight is dedicated to “Distance from important points” (23 %) and lowest weight is dedicated to “slope” (1 %). The results shows most areas in the east and the north and center of the city are not suitable places to build urban shelters since several inappropriate factors like “Distance to fault” , “Distance to Old buildings” , “Distance to dangerous area” , “Distance to rivers” , “Distance to under waters” and “Distance to high voltages power lines” are focused in these areas and intensify the effect of each other’s. And the west area in the city (and some small limited areas in northeast and southeast) is suitable for urban shelter. Manuscript profile

        In current research, the main objective is to determine the necessity requirements of establishing agricultural activities using hierarchical analysis method. Due to special climate and location conditions and resulting potentials from these conditions in Mazandaran province, agricultural activities are of the most important activities being done in this province. Each of these counties, have suitable or unsuitable conditions in accepting activities related to agriculture section, in which determining their level and their ability rank, is an important source for distribution of services and activities related to agriculture in the territory. Therefore, determination of related and accessible indicators in doing agricultural activities are done. One of the ways to acquisition technology is transfer technology from other organization or countries. One of the most important problems which industries in developing countries are wrestling with is non-effectiveness of transferred technology. The reason for this, is the failure to complete the phases of transfer of technology or lack of improvement in these phases. The technology transfer process has six interactive phases: the selection and acquisition, adaptation, assimilation, utilization, development and diffusion. In this study, field research and studies in the field of technology transfer process is investigated and influential factors in the technology transfer process are identified. With t student model, a significant relationship between these components are reviewed and confirmed. Then through collecting expert opinions, the success of the technology transfer process is evaluated and importance of the phases are specified by extending the classical analytic hierarchy process (AHP) method and They are compared with a success rate, And by IPA, both the importance and performance aspects were evaluated so by determining priorities for improvement and resource allocation, the technology transfer process hasbeen improved.         Business intelligence (BI) is the tool used by enterprises to collect, manage and analyze structural and non-structural data and also information by taking advantage of modern information technology. It utilizes a substantial amount of collected data during the daily operational processes, and transforms the data into information and knowledge to avoid the supposition and ignorance of the enterprises. In the last decade, Business intelligence has evolved as one of the critical applications in organizations to provide useful insight, support decision-making, and drive organizational performance. However, to avoid the ineffective experiences during the deployment, it is important to clarify the impact factors of a BI system and find out a Suitable assessment method to evaluate the performance of BI systems. Evaluating the effectiveness of business intelligence systems is vital to our understanding of the value and efficacy of management actions and investments. This research is a descriptive survey. We construct an Assessment model to assess the performance of business intelligence systems based on the outcomes of previous researches. Furthermore, an expert questionnaire using fuzzy analytic hierarchy process (AHP) was used to filter out useful performance indicators. The analytic hierarchy process is a structured technique for organizing and analyzing complex decisions. Finally, we analyze a real case by using the constructed assessment model for Business Intelligence systems. We choose an automotive parts manufacturer as a case. The survey sample population consisted of 66 randomly taken employees and managers of the case. The results indicate that the performance of Business Intelligence system in our case was suitable.         Technology transfer is a sensitive and complicated process that if not done with knowledge and research, will lead to costs and also huge losses. while the audience of this process are mainly developing countries, it can be noted that studying and investigating the process of technology transfer to developing countries, generally shows weaknesses due to ignorance of the terms, conditions and requirements available, and also the policies and goals of technology transfer, that transferor will follow them, leading to irreversible failures, and the applicant has prevented from obtaining the original technology. Hence, in this study, due to the importance of technology and its transfer in the automobile industry, while focusing on the factors influencing this process in Iran Khodro Diesel Company, that is among the largest and most important domestic automakers, it has been tried that the weaknesses and factors that influence the process and provoke these weaknesses have been detected. Also those transfer methods of technology which are according to national polices and strategies, have led to less dependence, and further, after discussion with experts and specialists in this field survey, and using process models, hierarchical analysis, in the Expert Choice soft wear, to compare any of existing standards and methods are discussed, and the best methods, in order of preference, are introduced.         Science and Technology Park as a part of national innovation system and a segment of knowledge based economic development, by providing necessary conditions for marketing researches and by trading the results of the researches, play an effective role in accelerating the procedure of transforming the ideas into the products and in developing the technology. For reaching these purposes a science and technology park _just like any other organizations_ necessarily must have some characteristics without which it cannot have an effective function based on requirements and targets. These characteristics are the main elements of a Science and Technology Park in a way that lack of any of them can bar the path of success. In fact these elements are the fundamental parts (unrepeatable ones) that they should have been reached as inductor purposes in order to reach the main purposes. In management literature, these factors are called “critical success factors". In this research after examining the theoretical resources, the critical success factors of science and Technology Park mentioned in twenty eight factors set in four groups consist of: local factors, indicative factors, management factors and social and cultural factors, and then these factors evaluate by experts in mutual comparisons. The results indicate that among these four groups, the management factors are the most important ones and among those reached factors the following are considered to be the most significant factors: having strategy, purposes and definite planes, dominance of managers on discussions about science and technology parks, the existence of political atmosphere for supporting the park and its purposes, defining formal criteria for reception and attendance, evaluating and controlling the activities of resident firms in the park.         In developed countries, technology transfer may be one of the solutions for the improvement or growth of economic or industrial sectors. However, the success of technology transfer significantly depends on the appropriate choice of technology from the appropriate resources.The aim of this study is to identify and evaluate the effective factors of technology transfer using fuzzy AHP method. Technology transfer can be helpful for this organization in market share and increasing return through innovation of products and better execution of processes, methods of increasing productivity and effectiveness, and this is beneficial to small and normal company’s with limited resources and sizes. In this paper, after reviewing the literature and using expert’s opinion, 24 effective factors is identified which are in 5 categories which includes is: relatively advantageous in financial conditions, advantage marketing and related forces, technical characteristics, juridical and supervision considerations and issues of directorial and guideline. Furthermore, fuzzy AHP method is used to rank the dimensions and structures of these effective factors. Due to the results, the most important criterion in the field of technology transfer of Esfahan’s mobarakeh steel company (MSC) and international organizations of subclasses of the main indicator is juridical and supervision considerations,of foreign investment and based on this the technical use and financing from international organizations and cooperative organizations that have laws about cooperation for improving the environment have an important role in technology transfer.         Today, as global competition in the business world grows, companies need to have a close relationship with their suppliers in order to survive and achieve reasonable profits. Researchers have recently examined some models for supplier selection, with less attention to the determination of collaboration pattern with selected partners. Despite much research on the types of collaboration models, their features, requirements and achievements, providing a comprehensive and uppropriate model for selecting the most appropriate type of relationship between the two partner organizations has not been sufficiently considered. Generally, supplier-buyer collaboration patterns include outsourcing, strategic alliance, joint investment and ownership. The purpose of this research is to design a model that determines the appropriate collaboration model according to the product characteristics, business conditions and goals of the organization. The model uses profit, opportunity, cost and risk structure, which is a comprehensive and useful model for strategic decisions. In this research, the choice of collaboration model between two partner organizations is investigated in order to design radar components. By library study and interviewing with the experts of the Iranian Defense Industry Organization, the factors influencing the selection of the appropriate cooperation model for the relationship between the two partner organizations were identified and prioritized. A Hierarchical Analysis Process Model (AHP) is designed to prioritize the relevant criteria and sub-criteria.         The important role of food industries in promotion of the various health and economic indicators in the countries persuaded the industries involved in this affair to enforce fundamental reviews in the management approaches to enable them to perform the most efficient methods for utilizing the limited available recourses to improve the society’s health and economic growth. The balanced scorecard, as one of the successful tools in performance evaluation system, does not show the importance degree for the perspectives and the indicators under each perspective. To eliminate this deficiency the fuzzy analytic hierarchy process method is used in this research for weighting the perspectives and balanced scorecard indicators. In this study, first a list of performance evaluation indicators based on balanced scorecard approach was prepared and then the pairwise comparison was gained through field study and the standard AHP questionnaire with compatibility rate lower than 0.1. At the end the rate of balanced realization was evaluated for each. Regarding the pairwise comparison among perspectives done by the experts the customer perspective weighting 0.328 showed the maximum importance degree among other perspectives. The finance perspective weighting 0.290, the internal business process perspective weighting 0.239, and the learning and growth perspective weighting 0.143 were ranked as second to forth level respectively. According to the obtained certain weights, the added income comparison to the previous year weighing 0.121 was ranked in first level. The number of customer complains weighting 0.094, the customer satisfaction weighting 0.086 were ranked in second to fifth levels respectively. Manuscript profile

        Decentralization with the concept of transferring or resigning the power and decisions authorities from power centers and associated organizations has political, economical, cultural, and social dimensions. One of the most strategic approaches to decrease the problems of Tehran as a centralized capital city is decentralization. In fact, decentralization not only leads to progress, growth, and social development for other cities of the country, but also enhances the capital administration. In this research we discuss that information technology management can lead to decentralization of Tehran with the minimum challenges and costs. Also, it can help the capital administration. Hence, in this paper, with interdisciplinary approach we first investigate the attractions of Tehran, and then apply an analytical hierarchy process (AHP) method to rank the attractions. Finally, we highlight the factors which can reduce the number of visits to Tehran by developing information technology. In fact, we propose the use of information technology to provide these attractions available in the other cities. Pairwise comparisons of attribute preferences are determined by experts from public and private organizations. The research findings shows that information technology not only has a significant effect on traffic reduction and optimum administration of Tehran city but also cause a much fare assignment of Tehran facilities to the other cities in the country. In order to identify the solutions, literature was reviewed and semi-structured interviews were conducted through related various experts and specialists. Finally, strategies were prioritized by fuzzy analytic hierarchy process and solutions are investigated by importance-performance analysis. According to the results, specialists believe that workforce maintaining and training improvement are more important than other strategies. Training-recruitment plans, aptitude assessment plans, cyber security events and challenges, schools student targeted plans and improving policies and rules have been considered as more important solutions.         Any society to achieve real and sustainable development goals requires continuous interaction between scientific and technical institutions, takes form in the template of university and industry. In fact, universities are generating knowledge and transferring it to scholars, the industry also works to apply knowledge and shares its expectations to university research teams, and they present their ideas, findings and outcomes to the industry. Transportation science also is no exception, and in recent years, it has introduced and implemented new technologies called Intelligent Transportation Systems (ITS) in universal level. Studies in Iran show that transferring knowledge between university and intelligent transportation industry face challenges and obstacles that have led industry owners to the direction of assembling imported components and escaping from universities. This study aims to explanation and interpretation of viewpoints of university and industry section experts about obstacles that affect transferring knowledge between these two institutions in line with implementation of intelligent urban transportation. In this research, firstgy determined effective indices of industry – university interaction obstacles by searching library and documentation resources. Fuzzy Delfi is used to sieve indices and identifying final submeasures. As 43 suggested obstacles were initially available to transportation science experts and by this technic, at first stage 27 obstacles and then, 15 obstacles were chosen for evaluation and ranking. Ranking was also done though fuzzy AHP.         This descriptive-analytical study sought to investigate the socio-economic impacts of religious tourism on the spatial development of Qom province, using a researcher-developed questionnaire designed via Analytical Hierarchy Process to collect its required data. To this end, the required criteria were developed at two levels: the economic level comprising of five sub-criteria, including "Increase in employment, increase in incomes, reduction in inflation, increase in regional production", and: private sector participation", and the social level comprising three sub-criteria, including "Increasing the security, increasing the social culture, improving services and infrastructure". The results of surveying the priority of these criteria indicated the high impact of the economic element of tourism on the spatial development of Qom province. According to experts, the more economic power the people have, the better its impact would be on the social and environmental sectors of the society. Also, the criteria were also evaluated and prioritized within the study area that formed different districts of Qom province. Accordingly, it was found that the spatial development of the central district of the province (Qom city) was mostly influenced by religious tourism in terms of 5 criteria out of the 8 criteria identified in the study, suggesting that Qom, as the hub of religious tourism of the province, outweighs other parts of the province in terms of development, which may cause some problems in the future for the development of tourism in Qom province. This article tries to find the answer to this question for one of the university parks in Iran using the partner selection approach. In order to limit the scope of the evaluation of the existing parks in the world, first, 20 countries that have made up 90% of Iran's foreign trade volume in the past 5 years have been identified, then based on the needs assessment of the firms located in the studied science and technology park that have the capacity and the willingness of international cooperation, the countries under review were ranked from six aspects like as: economic, political, cultural, security, technological and geographical criteria and in 13 sub-criteria using the combined method of The Analytic Hierarchy Process (AHP) and TOPSIS . Seven countries with a significant score among 20 countries were selected as samples to evaluate their science and technology parks. 19 well-known parks in these 7 countries were scored and ranked using 12 criteria, from the perspective of people involved in park affairs, and with the combined method of AHP and TOPSIS. As a result of this ranking, the following parks were identified as a higher priority for cooperation: Dubai Silicon Oasis Park, Tsinghua University Science Park in China, Teknopark İstanbul, Sharjah Research, Technology and Innovation Park, Dubai Science Park, Knowledge Oasis Muscat (Madaen).         Purpose: The purpose of this research is to explain the grading criteria of departments and branch supervisors in banking with two approaches of modern banking and merging branches. Necessity: In the first step, the efficiency model of regions and guardianships should be examined, regarding the measurement of the efficiency of banks, various studies have been found that sometimes have contradictory results, but considering the two simultaneous approaches of modern banking and the integration of branches, regarding the explanation of the framework of efficiency evaluation in No research has been found on the level of supervisors and branch offices. Methodology: In this research, hierarchical analysis (AHP) is used to determine the grading criteria of branch affairs offices and supervisors, and data envelopment analysis (DEA) is used for grading. Findings: Among the 27 branches and supervision departments of the bank, 11 branches and supervision departments have a relative efficiency of 100%, which include the branches and supervisions of West Azerbaijan, Ilam, Greater Tehran, Razavi Khorasan, Zanjan, Qazvin, Qom, Kurdistan, Kahgiluyeh and Boyer Ahmad, Markazi and Hormozgan. Conclusion: All the branch affairs departments and bank supervisors are not working. 11 branch affairs administration and country supervision during the years 1400-1395 have always worked efficiently. The management of this office of branches and guardianships can be encouraged and set as a model for other branches and guardianships.
