        In order to clarify the procedure of 11th presidential elections, the various reasons have been referred to and the quality of hassan rouhani’s politics and his supporting team in election competitions days to election waves created by political groups in his support have been emphasized to. In this paper it is attempted to study the reflection of psychological origins and relative deprivation feeling created in Iranian' society in formation of supporting wave of Rouhani. Generally, in individualistic and psychological prospect, the circumstances of changing the existing situation can be looked for in individual imaginations and feelings that in themselves are affected by social changes. In this paper, based on theoretical pattern of “Ted Robert Gar” and considering this presumption that the social dissatisfaction and trying to change the existing situation, is due to the amount and degree of relative deprivation feeling among various groups of every society, the grounds of relative deprivation creation in society including the understanding of inequality in 8-year period of 9th and 10th governments have been studied. Finally, it can concluded that how the various factors like development of universities and their dissatisfaction of government’ performance, the formation of class gap due to the conspicuous difference of per capita income and increasing inflation and expenses and unemployment , have reflected themselves in society’s relative deprivation, frustration and finally a general attempt for changing the existing situation and voting for the most prominent election candidates who is precursor of changing the situation Manuscript profile

        In this paper, by using a simple mathematical inequality, we derive a $ new upper bound fkr the capacity of$ free space optical channel in coherent case. Then, by applying general fading distribution, we obtain an upper bound for mutual information in non-coherent case. Finally, we derive the corresponding optimal input distributions for both coherent and non-coherent cases, compare the results with previous works numerically and illustrate that our results subsume some of previous results in special cases.         In recent decades, the reduction of income inequality should be considered as the strategy of the major objectives of economic and social development and even the government. Therefore, analysis of income distribution and distributional effects of policies in order to increase economic growth has gained importance. On the other hand, the ability to achieve creative innovation using human resources as the first step is to convert knowledge into wealth. So, considering the critical importance of innovation in modern economies, the present study investigated the role of innovation on income inequality of OPEC countries and selected the OECD developed countries during the period 1995-2009. The results suggest that the status of OPEC countries compared to OECD countries in both the Gini index as well as innovation is weak and undesirable, due to the lack of coordination between macro-economic policies from one side and research and educational policies form other side. Also based on the results, most countries with better support for innovative activities have shown better income distribution. Thus, the movement of countries with economy and capital resources oriention towards knowledge-based economy, innovative activities support and reduce income inequality are essential orientations for macro-economic policies along with research and educational policies.         Policy decisions are shaped by policy makers’ conceptualization of development. Development is a value based and normative concept, and accordingly, there are various approaches to it. Science is the key to the creation of wealth in a "national economic development approach". Therefore, policy makers invest on human and social capital as valuable assets. Firms are important because they could cause growth and wealth. According to the literature in this field, there is a positive correlation between innovation and inequality. It means that inequality will increase by increasing innovation. But the wealth derived from innovation can later be used to reduce that inequality. In contrast, the concern for "human development approach" is improving human quality of life, and speaks about Pro-poor, Para-poor, and Per-poor innovations. Some economists argue about development as freedom and improvement of people capabilities. The concern for "capability approach" is improving human opportunities, eliminating inequalities, and achieving justice. Freedom and capability are prerequisites for people creativity. Because of the paradoxes in different development approaches mentioned above, in this article the relationship between innovation and inequality is examined and a negative correlation is found. Less social and human capabilities has resulted in less innovation and more inequalities in various dimensions. Therefore, a greater emphasis on enhancing human capabilities is recommended in policy making efforts. Manuscript profile

        The aim of the present study is to investigate the role of virtual education in reproducing educational inequality during the Corona virus epidemic.. The research method is descriptive-analytical. Thus, in the first step, the challenges of e-learning in the country are analyzed, then the challenges in reproducing educational inequality in the Corona period are analyzed. The most important challenges of e-learning are distributing resources and facilities (spatial), the economic challenge, the gender challenge and the cultural challenge. Findings show that each of the challenges in the field of formal and public education has led to educational inequality. The challenge of distributing resources and facilities has led to lower quality of education in disadvantaged areas compared to the regions. The economic challenge has also created a class gap between deprived and privileged areas due to the low income level of people in deprived areas and the high cost of virtual educational aids. Gender challenges due to unequal use between men and women, most women have limitations in using e-learning. The cultural challenge is also due to the fact that the ruling classes have a larger share of cultural capital than other classes and are more able to deposit this type of capital in their children. The results show that the education system in the face of the challenges should consider measures and mechanisms, because until the challenges of advancing virtual education in the formal and public education systems are not addressed , educational inequalities cannot be eliminated.         The value of learning rate and its change mechanisms is one of the issues in designing learning systems such as learning automata. In most cases a time-based reduction function is used to adjust the learning rate aim at reaching stability in training system. So the learning rate is a parameter that determines to what extent a learning system is based on past experiences, and the impact of current events on it. This method is efficient but does not properly function in dynamic and non-stationary environments. In this paper, a new method for adaptive learning rate adjustment in learning automata is proposed. In this method, in addition to the length of time to learn, some statistical characteristics of actions probability vector of Learning Automata are used to determine the increase or decrease of learning rate. Furthermore, unlike existing methods, during the process of learning, both increase and decrease of the learning rate is done and Learning Automata responds effectively to changes in the dynamic random environment. Empirical studies show that the proposed method has more flexibility in compatibility to the non-stationary dynamic environments and get out of local maximum points and the learned values are closer to the true values.         Increasing power transfer capability of existing transmission lines is one of the key issues in the power systems. Inter-area oscillations have effect on the power transfer capability and decrease the network efficiency. On the other hand, FACTS devices can be used to increase the power transfer capability by damping the inter-area oscillations. This paper proposes a Linear Matrix Inequality (LMI) based robust controller design to generate an additional stabilizing signal for a Static VAR Compensator (SVC) in order to increase damping of the inter-area modes. Wide Area Measurement (WAM) has been employed by the controller which is designed based on the H∞ mixed-sensitivity synthesis method. The effectiveness of the method is investigated by a test system consisting of 16 numbers of generators, 68 buses and 5 areas. The results show good and robust performance of the controller in damping the oscillations. Manuscript profile

        In electric vehicle’s nonlinear dynamic equations, some parameters has uncertainty such as the coefficient of rolling resistance, drag coefficient, armature resistance and field winding resistance. Design of a controller that is robust in the presence of these parametric uncertainties and also in presence of external disturbances, and on the other hand simultaneously satisfies the optimality criteria, is a challenging issue. In practical applications, in addition to the above problem, the computational load of the control input should also be considered and provide a rational interaction between the controller's desirable performance and the calculations volume. In the present paper, a robust optimal stable fuzzy controller based on the parallel distributed compensation is designed, using Takagi-Sugeno fuzzy model of electric vehicle. The stabilizer feedback gains of fuzzy model, the upper bound of the uncertainties, the upper bound of the disturbances effect, and the upper bound of the cost function are obtained completely offline, through the solving of a minimization problem based on the linear matrix inequality. Therefore, the calculation volume of the control input is extremely low. This allows the practical implementation of the proposed controller. The favorable performance of the proposed controller is demonstrated in five-step simulations. Manuscript profile

        Fault occurrence in real operating systems usually is inevitable and it may lead to performance degradation or failure and requires to be meddled quickly by making appropriate decisions, otherwise, it could cause major catastrophe. This gives rise to strong demands for enhanced fault tolerant control to compensate the destructive effects and increase system reliability and safety in the presence of faults. In this paper, an approach for estimation and control of simultaneous actuator and sensor faults is presented by using integrated design of a fault estimation and fault tolerant control for time-varying linear systems. In this method, an unknown input observer-based fault estimation approach with both state feedback control and sliding mode control was developed to assure the closed-loop system's robust stability via solving a linear matrix inequality formulation. The presented method has been applied to a linear parameter varying system and the simulation results show the effectiveness of this method for fault estimation and system stability.         Fair distribution of income is one of the most important economic targets of Fair distribution of income is one of the most important economic targets of countries, economic theorists in relation to the impact of income distribution on economic growth have a positive effect on economic growth, and in some other earnings distribution studies have a negative effect on economic growth. Most of the income distribution studies are mainly measured by the Gini coefficient, but the revenue comes after deduction of taxes and forced payments based on income distribution. Hence, the present study investigates the effects of relative re - distribution on economic growth with the use of Iranian economy data between 1359 to 1396 and using the generalized method of moments (GMM). The results of the study show that relative redistribution has a negative and significant effect on economic growth in the studied years. calculating income distribution based on market income and the obtainable income provide conflicting results. According to the results, indirect relationship between economic growth and economic growth is confirmed by relative redistribution index. since taxes as a means of improving income distribution, calculation of chinese coefficient based on income after mandatory payments and taxes can create a more accurate picture of income distribution and its consequences. The results show that planning for fairer distribution of income (after tax deficit) is stimulating economic growth. While on the basis of conventional gini coefficient, income inequality causes economic growth.. Manuscript profile

        Internal migration and movement occur in response to a wide range of factors with different effectiveness. One of the important and key contexts for the formation of internal migration is spatial inequality in facilities, opportunities and development components. In this regard, the article uses the secondary analysis of the 2016 census data at the provincial and county levels to investigate the impact of youth unemployment and unequal regional development on internal migration in Iran. The results showed the spatial clusters of unemployment and underdevelopment in the country and inequality in access to economic and social resources and opportunities on the one hand, and regional differences in migration rates, on the other hand. The highest level of development and the lowest unemployment rate of young people, as well as high immigration in the central regions of the country, especially the capital. In contrast, the western, northwestern, eastern and southeastern border regions have the lowest level of development and the highest unemployment and emigration rates. Therefore, internal migration is a dynamic, multidimensional process that arises from structural conditions and regional inequalities. Manuscript profile

        Today, dignity-based legal equality has found an irreplaceable role in modern human rights. Therefore, on the one hand, in the Constitution of the Islamic Republic of Iran, several principles, including the ninth paragraph of the third principle and the nineteenth and twentieth principles, deal with the principle of equality, and on the other hand, the Guardian Council as an institution to protect the constitution. According to the Sharia and the constitution, you must consider these principles and cite them. In this research, with a descriptive-analytical approach, an attempt is made to examine the status of equality from the perspective of human dignity in the views of the Guardian Council to determine to what extent the Guardian Council in its opinions and views has invoked this basic principle and authorized rights. In the second chapter, the constitution is guaranteed; Because human dignity is the foundation of legal equality and human beings have the status of equality and therefore are equal in rights. A study of the views of the Guardian Council from the beginning of the revolution until now shows that this council has invoked the principle of equality and non-discrimination in its views on several occasions; But the point to consider is that the council's view of the principle of equality is sometimes merely formal, and in essence equality and positive discrimination have been overlooked in some cases.         The role of regional and spatial inequalities, especially the role of inequalities in the border areas of the country, has been given less attention in the issue of migration. Although Iran's border areas have strategic importance from economic, social, and political aspects, and Ignoring paying less attention to these areas can have irreparable consequences in various sectors. This research aims to investigate the situation of Iran's border regions in terms of spatial inequalities and what effect these inequalities have on migration from these regions. In order to measure the spatial inequality among the border counties, the data of the general population and housing census of 2016 and other related findings have been used. Factor analysis has been used to weight and combine indicators and create spatial inequality. Arc Pro software was used for zoning and stratification of counties based on the dimensions of inequality and migration, and GWR statistical method was used to analyze the relationship between inequality and migration. The results show that inequality is higher in the eastern and southeastern counties compared to other places. Also, 66% of Iran's border counties have a negative migration balance. The geographically weighted regression model shows that 67% of the changes in the net migration variable are explained by independent variables, and based on the average value presented, the population structure factor and the economic factor have the greatest effect on the net migration in border counties. Also, the effectiveness of factors for migration is different in different regions of the country. Manuscript profile

Two different views are presented in relation to the impact of income inequality on economic growth by economic theorists. Many studies have been done in this regard which in some studies income inequality has positive effect on economic growth and others have negative effect. In most studies, the Gini index is used for income inequality which is based on income before tax deduction and forced payment .Since taxes as a tool to improve the income distribution situation, calculation of Gini coefficient based on income after mandatory payment and taxes can create a more accurate picture of income distribution and its consequences .Due to the effect of income redistribution on income inequality , the present study examines the effect of partial redistribution on economic growth by using the Iranian economy during 1978-2018 and using generalized method of moments ( GMM ) .The results of the study show that the relative redistribution has significant effect on economic growth. Based on the results , indirect relationship between economic growth and economic growth is confirmed by relative redistribution index .The results of this study show that taxes and deferred payment are the driving force of economic growth .While on the basis of conventional GINI coefficient , income inequality causes an increase in economic growth .Therefore , providing a proper measure of income inequality will result in more accurate understanding of income inequality and codification of policy making in order to equal income.
