        Abstract: Iran's national policy documents have focused on the knowledge based development, and effective steps have been taken by decision makers, policy makers, and executive departments in recent years. The most important measures in this regard include the establishment of the Supreme Council for Science, Research, and Technology and its commissions by the Ministry of Science, Research and Technology. One of the major goals of the council in the years 1389 to 1391 is the facilitation role of the public sector to create, facilitate and deepen the relationship between the country's industry and academic and research sectors. In the literature on technology and innovation, this relationship is known as one of the basic requirements for technology development in each country. In this study, the Commission on Industries, Mines and communication of the Supreme Council of Science, Research, and Technology examined and compared the research cooperation between the selected universities and the commission member institutions by analysis of data recorded in the Research Information Management System (Semat) in 1389 and 1390. In 1389, the study was based on the analysis of performance reports of the institutions and universities in the implementation of Iran's General Budget Law for 1389 (part D of section 2), and in 1390, the study was based on the analysis of performance reports of the institutions and universities in the implementation of Iran's General Budget Law for 1390 (part A of section 108) and Iran's Fifth Five-Year Development Plan (part M of section 224). In this regard, the information registered by the universities and the Commission member institutions, including information on research projects with academic executive, and information on funds allocated by the institutions to the universities for research projects, for two consecutive years 1389 and 1390 were analyzed and compared. The engineering technology is for immediate and direct industrial needs, and the engineering sciences is to model, analyze, design and acquire basic abilities for entry into graduate education to produce science and innovation.         The foundations of a knowledge-based economy are innovation, technology research and development, which is a costly and risky activity. Given the high cost and risk of technology development, the private sector alone can not do this, and therefore, governments in different countries have developed various institutions and mechanisms to finance innovation. In Iran, about 10 years ago, the discussion of the formation and development of the knowledge-based economy began with the adoption of the "Law on Protection of Companies and Knowledge-Based Institutions and Commercialization of Innovations and Inventions" and an Innovation and Prosperity Fund was set up to finance these companies. In this article, we take a look at the legal basis for the formation of the Innovation and Prosperity Fund and the various approaches and services of this fund in order to support innovation and technology development and thus the realization of the knowledge-based economy in the country.         The emergence of petroleum industry in Iran dates back to more than a century ago and the industry has played a major role in the countrys economy from the very beginning. However, when it comes to the required technologies, the industrys dependency on foreign companies is evident. Independent technology development, on the other hand, is not an easy task since it requires a tight interconnection with Intellectual Property (IP) management. The industrys failure in independently developing its technological needs, can hence be partially attributed to mismanagement of IP. This paper investigates the role of IP and its management in an industrial context, focusing on industries actively pursuing high technological capabilities. Afterward, the petroleum industry and the role of IP management therein are reviewed.         Today, in many of developed and developing countries, the agricultural sector plays an important role in food production, employment and trade. Furthermore knowledge- based companies are as a key option to produce wealth in developing countries and the effective role of information and communication technology in business development has become more evident. Therefore the purpose of this study was to Investigation of Factors Affecting Information and Communication Technology (ICT) Development in Agricultural Knowledge-Based business.This research is descriptive-survey based on the method of doing and in terms of target, is functional. The research instrument used was a questionnaire. Its validity was confirmed by a panel of experts and also its reliability was reported 0/793 (the Cronbach's alpha). The population of this study included 24 managers of Agricultural Knowledge-Based business, based at Tabarestan Technology Incubator. They were selected by Census method. Data analysis was carried out in two parts: a description and analysis was performed using the SPSS21 software. The results showed that Infrastructure factor is the most important component in the development of Information and Communication Technology. The Computers and Internet are the most important of Infrastructure factor and they have a fundamental role in developing business, especially agricultural knowledge-based businesses.         The technology development project is a type of investment project, and it is therefore important to identify the performance indicators for the correct investment. The purpose of this research is to develop the criteria for success in the development of technology and to obtain a thorough analysis of the effects of the criteria on each other in order to make the right decisions on the investment path. In this research, the criteria for success in technology development are identified and categorized by a new approach from the point of view of project, plan, and portfolio differentiation. For this purpose, after identification of the criteria, their significance was measured by Likert scale questionnaire and various statistical tests such as t-test. Finally, according to the main objective of this research in relation to examining the association between success factors in each level of the project, plan and portfolio, the internal connection of the criteria was analyzed using DEMATEL method. From the results of this research, it is possible to identify and categorize the success criteria in the projects, plan and portfolios of technology development, and to identify the most influential and most important criteria in each of the project groups, plan and portfolio. Also, how to measure the impact and relevance of success metrics with each other is provided through "Network Mapping" diagrams. Manuscript profile

        Technology development is one of the ways to develop countries and one of the categories of knowledge-based economy. It is one of the major topics in incubators. The dominant view of incubators is more related to the business growth and at a higher level, it is the acceleration of business for a permanent presence in the market. Fewer research can be found addressing incubators in technology development. This research identified the challenges of technology development of university incubators. This survey was applicable, and in terms of controlling variables, indirect, random and descriptive in matter exploration of library and filed in data collection, and in terms of nature, descriptive. In terms of data type, it was a qualitative type of exploration and in terms of how to collect data was field research and library research. Books, publications, internet resources, and valid databases using library studies, documentary studies, interviews and field research were used for collecting data. The result of this section was to identify the dimensions of the challenges of technology development in the university incubators. In this research, a semi-structured interview with experts is presented to identify the issues. Qualitative data analyzing has been done using (Atlas-ti®) software. All interviews are recorded, transcript-ed to word software and assigned in Atlas-ti® software. Standardization plays an important role in the development of technology because these standards of technology determine the development path of that technology. In other words, in order to develop technology, in addition to innovation, it is necessary to define standards beyond the present and in proportion to the innovations, and the success of companies depends on the fact that the intended innovations can become a standard for that technology. In other words, in addition, need innovation to develop technology, it is necessary to define standards beyond the present and in proportion to the innovations, and the success of companies depends on the fact that the intended innovations can become a standard for that technology. In this research, a descriptive-survey study, by using correlation analysis of variables and multiple regression relationships, we try to investigate the relationship between standardization and innovation in some of the country's automotive industries and determine how and what standardization affects innovation. The results of this study show that standardization generally has a positive and significant correlation with different types of innovation, which is weak in fundamental innovations compared to gradual innovations. According to the results, the automotive industry was suggested to establish standards development units in research and development departments in order to prevent the inhibitory effects of standardization on fundamental innovations in addition to increasing, reducing research and development costs, and reducing technology risk.         Today, technology development success is a multi-dimensional concept that is linked to the dynamics and complexity of the environment. Hence, identifying fundamental performance indicators for investing in technology development is important. The purpose of this study is to achieve quantitative and qualitative analysis of key indicators together in the correct decision-making path for investment in technology development. In this research, the criteria for success with the new approach in terms of plan, project and portfolio differences are identified, categorized and their significance is measured by a questionnaire. In the following, the relationships between the criteria with two qualitative and quantitative approaches were determined and analyzed using interpretive structural modeling and DEMATEL technique using the opinions of industrial and academic experts in two separate groups. By comparing the results of the two groups, the difference Opinions in the judgments of academic and industrial experts are characterized by two quantitative and qualitative approaches. Achieving an analytical qualitative model of how the indicators interact, as well as determining the magnitude of the impact intensity and impact and the importance of each of them based on the level of interactions, the academic and industrial viewpoints, and the determination of the suitability of the judgments of the two groups, one of the research achievements.         New technologies can transform the agricultural industry as well as any other industry. The final goal of the research is to identify and stratify the factors affecting the development of emerging technologies in agriculture with a supply chain approach. The research method is mixed and initially, the components of emerging technologies in agriculture are identified through literature and semi-structured interviews with experts. Interviews were coded with three methods of open, central and selective coding, and finally 34 components and 182 indicators were identified based on central coding and in the quantitative part a structural-interpretive model to present the model of emerging technologies in agriculture using ISM according to the opinions of 15 people. It was created by the experts of Tarbiat Modares University. After that, to identify the position of the identified components, it was determined using MICMAC based on influence and dependence. The obtained results of emerging technologies in agriculture are formed in six levels including the central category, contextual factors, causal conditions, intervening conditions, strategies and finally, consequences. The findings of the research show that by using interpretive structural modeling, the location of various factors in the dispersion map of the variables was analyzed, from which the position of the key variables can be recognized.
