Study of research cooperation between commission member institutions and the selected universities in the years 1389 and 1390 (Based on analysis of data recorded in the Research Information Management System (Semat))

Abstract: Iran's national policy documents have focused on the knowledge based development, and effective steps have been taken by decision makers, policy makers, and executive departments in recent years. The most important measures in this regard include the establishment of the Supreme Council for Science, Research, and Technology and its commissions by the Ministry of Science, Research and Technology. One of the major goals of the council in the years 1389 to 1391 is the facilitation role of the public sector to create, facilitate and deepen the relationship between the country's industry and academic and research sectors. In the literature on technology and innovation, this relationship is known as one of the basic requirements for technology development in each country. In this study, the Commission on Industries, Mines and communication of the Supreme Council of Science, Research, and Technology examined and compared the research cooperation between the selected universities and the commission member institutions by analysis of data recorded in the Research Information Management System (Semat) in 1389 and 1390. In 1389, the study was based on the analysis of performance reports of the institutions and universities in the implementation of Iran's General Budget Law for 1389 (part D of section 2), and in 1390, the study was based on the analysis of performance reports of the institutions and universities in the implementation of Iran's General Budget Law for 1390 (part A of section 108) and Iran's Fifth Five-Year Development Plan (part M of section 224). In this regard, the information registered by the universities and the Commission member institutions, including information on research projects with academic executive, and information on funds allocated by the institutions to the universities for research projects, for two consecutive years 1389 and 1390 were analyzed and compared. The results are presented in this paper
