        Today all countries are attempting to increase their investments in research. In this order, industrial and developed countries to preserve their current position, or to advance themselves on the scene of global competition, in research investments, while developing countries have understood that for fundamental solution to their social and economic problems and real development, they have no other choice of increasing their research investments. In Iran, attention to research has noticeably extended in recent decade. Development of graduate studies in universities especially in PhD level led to the rapid rise and dramatic science production in the fields of basic and applied science. Development of technologies which are necessary for converting science to production, can’t be achieved by research activities in graduate level in universities. Thus, main aims of research centers established in universities are for practical and professional research for developing technologies. A regular and continuous performance evaluation for these research centers is needed for considering their aims with useful and effective indexes. In this article, a new model is designed for performance evaluation of research centers, and as a case study the model is used for the performance evaluation of some research centers in Amirkabir University of Technology. One of It ‘s results can determine research centers activities orientation and university uses for more support of research centers that are active more than others. .         The importance of knowledge-based companies in the economies of the countries and their role in GNP has increased in recent years, and many efforts have been made to develop a comprehensive and consistent indicators for evaluating these companies. The issue of performance evaluation of these companies is still new in Iran, and in the past, many studies have not been conducted on suitable examples of these companies. Therefore, the purpose of this research is to identify and categorize the most important and effective indicators in the performance of knowledge-based companies, in line with the industry conditions in Iran. Initial indicators are extracted from literature review, related documents and initial interviews with experts in this field. Then, final indicators are determined through designing and distributing questionnaires, structured interviews with experts and analyzing the results of received questionnaires. After validating the final indices, 22 indicators are verified and categorized into 5 groups, and finally, by computing the coefficients of variance (CV), the indexes are arranged from the most important to the least significant. Accordingly, the added value resulting from the technology used in the product, the level of education of the employees and the number of R & D staff are the most important, respectively. Due to the fact that these results are directly related to the experts in this field, it is expected that using the data of knowledgeable companies and implementation on one of the appropriate models of performance evaluation will result in meaningful result.         Science parks (SPs) are organizations bringing research and industry. Their aim is to promote culture of innovation of their associated businesses and knowledge-based institution. Given the increasing number of SPs that are being set out both in highly industrialized as well as developing countries, the problem of measuring the performance of science parks is becoming paramount both in practiontoners and academicians agenda. The present work is aimed at evaluating Iranian SPs that are members of IASP based on criteria the repercussion of the science park in the territory. Performance criteria that used are networking, convention and collaboration stipulated between science park lab’s and local firms, new products and processes adopted by local firms and developed by the collaboration with the science park, number of firms born by the collaboration with the science park within re-industrializations programmes of abandoned industrial areas, number of workers employed in firms originated from the collaboration with science park and number of environmental improvement carried out in collaboration with science park’s lab. In This study these criteria are localized based on Iranian SPs circumstances. FAHP is applied to determine the relative weights of the evaluation criteria and FTOPSIS is applied to rank the alternatives. It utilizes a substantial amount of collected data during the daily operational processes, and transforms the data into information and knowledge to avoid the supposition and ignorance of the enterprises. In the last decade, Business intelligence has evolved as one of the critical applications in organizations to provide useful insight, support decision-making, and drive organizational performance. However, to avoid the ineffective experiences during the deployment, it is important to clarify the impact factors of a BI system and find out a Suitable assessment method to evaluate the performance of BI systems. Evaluating the effectiveness of business intelligence systems is vital to our understanding of the value and efficacy of management actions and investments. This research is a descriptive survey. We construct an Assessment model to assess the performance of business intelligence systems based on the outcomes of previous researches. Furthermore, an expert questionnaire using fuzzy analytic hierarchy process (AHP) was used to filter out useful performance indicators. The analytic hierarchy process is a structured technique for organizing and analyzing complex decisions. Finally, we analyze a real case by using the constructed assessment model for Business Intelligence systems. We choose an automotive parts manufacturer as a case. The survey sample population consisted of 66 randomly taken employees and managers of the case. The results indicate that the performance of Business Intelligence system in our case was suitable.         Evaluating the performance of the knowledge-based companies settled in science and technology parks is one of the criteria for determining the success rate of these STPs. Promoting the necessary skills in STP managers through the implementation of real and operational performance assessment systems is the best way for fulfilling this goal. The STPs mission could be achieved through a n integrated chain from research to production. Removing the gap between scientific and research ideas into products and services, directing the knowledge-based companies, meeting the actual needs and providing value-added services to the commercialization stage are the major missions of technology parks. The existence of a model for analyzing the role and the status of effective factors through assessment process is considered as one of the important measures for developing science and technology which has been paid less attention in Iran today. Therefore, there are different items used in assessment procedure including gaining some statistics on technology level, the relationship between the components of science and technology system, the status of intellectual property, cooperation methods between higher education and research centers with industries and organizations, diversity of financial resources and the rate of incomes, attracted investments, the scope of providing services and products, the number of customers and many other factors which are considered in a k-based company as key factors. This paper intends to investigate and present the best assessment and effectiveness evaluation model together with the performance of k-based companies mostly obtained based on the tacit knowledge through ISTT experiences. Despite the vast literature available on each of them, their putting into practice is indeed challenging. On the one hand, Knowledge Management is considered as an additional work procedure in some organizations mainly due to the intangibility of the value which it adds to the system in the short run. On the other hand, in some other organizations, Human Resources Management is reduced to personnel management and handling the employees official tasks. Therefore its principles such as employees' performance appraisal, leading in most cases to the achievement of organizational goals, are exploited as a means for either encouraging or punishing the employees.         Business incubators are now recognized in both developed and developing countries as important instruments for promoting entrepreneurship development and technological innovation, specialy at the small and medium enterprise level. Development and proliferation of business incubators has generated an intense debate around their performance and usefulness between opponents and advocates of these organizations. Differing in perspectives, researchers have used different groups point of view to evaluate incubators performance. They have also limited their studies to particular type of incubators. Reviewing relevant literature in Iran and the world, this article has provided an integrated multidimensional framework to evaluation of incubators performance. The proposed framework suggests the performance of incubators can be evaluated in four areas: Management and staff, infrastructure, services and outputs. Performance in management and staff can be assessed in terms of management functions and learning and growth, in infrastructure in terms of location and space, and facilities, in service area in terms of business start up and business assistance, and performance in output can be evaluated in terms of business (companies), products (and/or services) and people. To evaluate each area of performance, generic measures have been derived from literature. The proposed framework can be used as a useful tool and a guideline to evaluate incubators performance by their managers, stakeholders and sponsors, particularly in Iran, in order to internal and external benchmarking and rising competition among and promoting competitiveness of incubators. One of the outstanding subjects regarding these incubators, with more than five years of activity, is that there has not yet been any studies and researches on incubators performance measurement, therefore this makes the judgment on effectiveness of performances quite complicated and difficult. In this paper, we have tried to provide a method which is adaptable with the features of these incubators for management and evaluation of them. The model used in this article is the "Balanced Scorecard"(BSC).         Today, in different countries, paying particular attention to entrepreneurship and foster entrepreneurship, and create a favorable environment for its development, Considered to be as a particularly tool for economic development in developing countries. The need of organizations to the phenomenon of entrepreneurship has been led to the creation of a certain territory of this concept that is called organizational entrepreneurship. As far as organizational entrepreneurship are transformed to one of the strategic approaches in organizations, to achieve high performance and great success. Choose this approach is effective for organizations when we can evaluate the results and provide organizational goals with proper management. So, having appropriate indicators to be used for the assessment of organizational entrepreneurship is very important. Therefore, this study seeks to identify appropriate indicators to evaluate the performance organizational entrepreneurship. For this purpose, after reviewing research literature, were extracted performance evaluation indicators, and with the help of the framework of EFQM Excellence Model, were classified in 9 categories. After refining the extracted indicators and removal of repetitive indicators, the 63 index that had remained, to determining the most important indicators, was placed in the hands of experts in the format of a questionnaire and Finally, by analyzing data obtained, were identified appropriate indicators to evaluate the performance. Results of present study, presented 29 indicators in nine criteria of: Leadership, Strategy, Employee, Partnerships and Resources, Processes, Products and Services, Customer Results, Employee Results, Society Results and Key Results; as the appropriate indicators to evaluating the performance of organizational entrepreneurship.         According to the global approach of knowledge base economy in most countries, the creation of organizations such as science and technology parks seems to be necessary considering to their influence on the development of science and technology. The main purpose of this study, is to evaluate the impact quality of the service provided by science and technology parks on growth and innovative performance of firms located in these parks. This research is an applied one which was conducted as a survey in Pardis Technology Park, as the biggest and most important science and technology park of the country, and with the help of more than 30 managers in active firms of this park. In this research, the Cronbach's alpha and Average Variance Extracted was used to measure reliability and validation. Also, Confirmatory Factor Analysis (First and Second stage), correlation test and path analysis was used for answering the questions. Innovation aspect of the study is a new look to the impact of service quality provided by science and technology parks on growth and innovative performance of independent firms located in these parks.         Science and technology parks are institutions supporting technology companies. The performance evaluation of technology companies will help them to improve their performance and make the park supportive services more effective and helpful. Performance evaluation is one of the most important priorities of Yazd Science and Technology Park. Therefore, the purpose of this paper is to design and explain a performance evaluation model of technology companies in this Park and analyze the results of its implementation. The evaluation model of Park is based on various performance evaluation models and theories, as well as through brainstorming with park managers and technology companies. This model evaluates the technology companies in four areas: nature of the company, structure and human resources, main idea and technology, and market. The evaluation process is designed according to both quantitative (documents and non-confrontational??) and qualitative (face to - face interviews) indicators. Then, based on this model, information of technology companies are collected and analyzed by an evaluation system. The results of evaluation showed that although the status of companies is far from the park's expectations and goals, it is acceptable in comparison with the community (province and the average of country) in terms of the value-added of manpower and the cost of employment.         The garment industry is one of the important and flourishing industries in the country that seems to grow in the export market besides the internal market. It’s considerable that performance measurement is a vital tool for access to basic improvements and it’s important in management. Therefore this research sought to found important and influencer indicators in the garment industry and determine the relationship between these indicators and their preference for each other. For perform this investigation, 35 indicators, obtained from literature review, filtered using questionnaires and experts opinion and then 16 indicators were selected as basic indicators based on Fridman’s method. Using ISM, a meaningful relationship and the importance of indicators were extracted. Penetration power and dependence of indicators determined with the MICMAC analysis. The ISM model showed that the “quality of design”, “planning”, and “applied education with the aim of export increase” indicators have the most impact and they act such as the infrastructure for the model. Also “new product introduction”, “brand promotion”, “increase ordering level”, “marketing”, “effective presence in international markets” and “financial” indicators stand at the top level of the model and are influenced by other indicators. MICMAC analysis showed that “quality of design”,” quality of adaptation”,” planning”, and “applied education with the aim of export increase” have strong driving power but weak dependence power; As a result, these factors are driving in the garment industry and should be a priority for the organization.         Science and Technology Parks (STPs) and incubators, as major contributors to the economic development of the regional business enterprises, are committed to provide targeted support for entrepreneurs, improve manufacturing efficiency, and create economic growth in the community. In order to improve the impact of these supports, STPs and incubators periodically evaluate the activities of residents and, after identifying strengths and weaknesses, provide services tailored to each company's needs. However, it is worthy to ask, what indicators should the evaluation system include that can reflect a true and more comprehensive picture of the company's condition with presenting the company's core needs to the incubator manager? Therefore, in this research some general models of performance evaluation have been reviewed, and because of the benefits of BSC model, especially its compatibility to manufacturing SMEs, this system has been used for the principle of the current study. Then, based on 17 years experience of Khorasan Science and Technology Park in unlocking the region's manufacturing potential, and the opinions of experts in other incubators in the country and around the world, 104 critical indicators have been identified in evaluating the manufacturing SMEs. These indicators also were ranked using U Mann Whitney and Friedman statistical tests. The results showed that the "customer and market" is more important than the other three perspectives in BSC model, and "Market research" and "CEO capability and expertise" are the most important indicators and sub-indicators, respectively.         Through differentiation between urban plans and projects, this paper emphasizes that urban plans are less exposed to evaluation because of the lack of defined performance evaluation models and the difficulty of evaluating the performance of urban plans compared to urban projects. However, many of these plans are in dire need of rigorous study and evaluation. Accordingly, we have tried to provide a theoretical-methodical model for evaluating and improving the performance of urban plans,based on existing theoretical approaches and also results of research in this area. Our proposed model evaluates the performance of urban plans by measuring three main variables, i.e. effectiveness, justification and sustainability of results, each of which follows a different measurement and evaluation process. This model explores the origins and causes of success or failure of a plan in three areas, namely policy making, implementation, and participation, and the resultedmanagementsystem is based on two key mechanisms: structure and approach. This model presents a six-step process in the field of research that methodically enables the researchers to estimate the performance of the urban plans;and by identifying the successes / failures causes,it can provide objective and practical suggestions for improving the performance of these plans.         The purpose of this study is to present an integrated framework for assessment and ranking of 23 Iranian industrial sectors, based on several productivity indicators during the years 80 to 85. The integrated approach of this study is based on "principal component analysis" (PCA).The validity of the model is verified and validated by numerical "taxonomy". Furthermore, the non- parametric correlation methods, namely, Kendall-Tau correlation experiments shows high level of correlation between the findings of PCA and “taxonomy” and the approach of this study may be used to assess the importance of each of the selected indicators for industrial units of interest. It is observed that the sectors: "Coke, refined petroleum products" (code 23), " Chemicals and chemical products"(code 24), and " Basic metals" (code 27), have the three top grades in the ranking while the sectors:" Wearing apparel, fur" (code 18), "Textiles" (code 17) and "Furniture, manufacturing" (code 36) have the weakest grades in the ranking. Furthermore, the most important productivity indicators are: Value added to salaries and wages- value added per employee-value added to energy cost- production value per employee-production value to salaries and wages and value added to total input.         This study has been implemented aimed to investigate the effect of training on quality of work life and work performance among employees Iran University of Science and Technology. In order to achieve this target statistical population (all employees Iran University of Science and Technology) which were 1180, have divided into 3 groups; service staff, administrative staff and professors. And of these, 500 employees that randomly selected from a list of employees, responded to the survey questionnaire. Research method is Correlation and questionnaires used in the survey includes: Quality of work life questionnaire (with 27 questions) components are designed based on the quality of work life, Casio Merton’s and Training questionnaire (with 19 questions) and performance assessment questionnaire (with 12 questions). To assess the reliability are used Cronbach's alpha and SPSS software, Where was obtained; reliability coefficient of performance assessment questionnaire 0/84, Reliability coefficients quality of work life questionnaire 0/88 and Reliability coefficient of training method 0/79. In order to analyze data and determine the relationship between the three variables, we used correlation test and to check whether or not a significant difference was used analysis of variance. This study indicates that "the relationship between quality of work life and performance of staff is significant in level of 0/014 with training staff.         ABSTRACT The present paper aims at presenting an incorporative fuzzy approach towards evaluating of performance using Balanced Scorecard (BSC). To do so, first, based on the data collected from evaluating the components of strategic management, main objectives, key factors of success, and performance evaluation indices are identified. Next, using TOPSIS fuzzy method, the indices are prioritized and ranked so the indices with the highest impact on performance evaluation are identified and classified in the form of balanced scorecards. 29 people from among the elite, chiefs and key experts filled out a questionnaire, in order to achieve the goals of the study. The validity of the questionnaire was confirmed through the experts, and its reliability was defined using Cronbach's alpha (0.89%). At the end, the proposed model was executed in a branch of Saderat Bank in Tehran. The application of the improvisations resulted in the improvement in almost all defined indices, i.e., the Total Performance Index for the studied organization was 72.38% by April, 2015 (based on the last three months prior to that), which was raised to reach 79.16% three months after executing the model (the end of July, same year).         The important role of food industries in promotion of the various health and economic indicators in the countries persuaded the industries involved in this affair to enforce fundamental reviews in the management approaches to enable them to perform the most efficient methods for utilizing the limited available recourses to improve the society’s health and economic growth. The balanced scorecard, as one of the successful tools in performance evaluation system, does not show the importance degree for the perspectives and the indicators under each perspective. To eliminate this deficiency the fuzzy analytic hierarchy process method is used in this research for weighting the perspectives and balanced scorecard indicators. In this study, first a list of performance evaluation indicators based on balanced scorecard approach was prepared and then the pairwise comparison was gained through field study and the standard AHP questionnaire with compatibility rate lower than 0.1. At the end the rate of balanced realization was evaluated for each. Regarding the pairwise comparison among perspectives done by the experts the customer perspective weighting 0.328 showed the maximum importance degree among other perspectives. The finance perspective weighting 0.290, the internal business process perspective weighting 0.239, and the learning and growth perspective weighting 0.143 were ranked as second to forth level respectively. According to the obtained certain weights, the added income comparison to the previous year weighing 0.121 was ranked in first level.         The aim of this study is to identify the causes of failure in financial and administrative management and control systems: A Case Study of Iran University of Science and Technology. This descriptive and correlation study was conducted on the staff of the University of Science and Technology, with a sample size of 200 people. In this study, to assess the causes of failure in financial and administrative management and control systems, a pre-validated questionnaire was used with an alpha coefficient of α= 0.83. Factors affecting failure are divided into three categories. In addition to descriptive statistics, correlation and regression analysis were used. The results show that accounting systems, human factors and legal deficiencies in the administrative and financial control are, respectively, the most important causes of failure in financial and administrative management and control systems at Iran University of Science and Technology.         The main objective of this research is to develop a performance measurement system for a desired urban transportation system based on its values, mission, and vision. Based on investigating of different performance evaluation models, the performance measurement system was designed through Balanced Scorecard (BSC). Prioritization of Balanced Scorecard perspectives and indicators was also conducted using Analysis Network Process (ANP) and questionnaires collected from the expert team. Nominal group technique was used by the expert’s team to determine and confirm the results. In addition, to determine performance evaluation indicators, related literature, general policies, successful experiences and scientific breakthroughs were considered and the opinions of experts were extracted in consecutive meetings.         Each organization and in general each state, regardless of its activity, size and structure, is trying to improve its performance to the best of its ability to maintain its existence. Many of the criticisms of traditional performance evaluation systems are due to their failure to measure and monitor multiple performance dimensions due to the over-concentration of indices that are lacking in efficiency. In this paper, attention has been paid to the effective components in mapping out the road for improving organizational performance with a special look at the balanced scorecard approach based on resistance policies. Accordingly, a study was conducted to identify the indicators that affect the performance of organizations, and one hundred and fifty identifiers were identified and in the structure of the balanced scorecard developed in the dimensions: 1- Customerism and customer needs 2. Financial empowerment and business Income 3. Main Processes and Support 4. Growth and Learning 5. Effectiveness and Impact on Society 6. Leadership and engagement with business. Then, using the factor analysis method, we reduced the indexes, which resulted in the index output dropping by 91% to 43 indexes. In the next step, after identifying the strategic factors affecting the future conditions of the industrial organizations, we developed the scenarios using the Wizard scenario software. This study aimed to design an evaluation system for private hospitals using the Balanced Scorecard and network analysis method was used.Hospitals in the study of inferential as is practical purpose. The population consisted of seven private hospitals Guilan province. The sampling method was census. First, a list of performance indicators was prepared with Balanced Scorecard approach. After holding several meetings with experts in the Delphi technique, 16 indicators in four dimensions scorecard as appropriate measures at the entrance to the questionnaire paired comparisons were demonstrated.         Startup accelerator program is a new incubation model to accelerate venture creation providing specialized mentorship, networking opportunities and financing growth driven businesses. Since emergence of the first accelerator in US in 2005, the number of seed accelerating programs has quickly grown worldwide. Performance evaluation of these emerging programs not only could clarify relative success of this new incubation approach but also help out Iranian emerging accelerators to benchmark from pioneers of the industry. The evaluation could also assist startups and entrepreneurs to find out which of the existing accelerators are well-performed and thus ease decision making to select them as their incubator. So in this paper we aim to measure the performance of US top accelerators using a DEA method combined with goal programing approach. The inputs of the evaluation consist of numbers of mentors and startups, investment on each startup in average and in general, and the share of accelerator in startup company. The outputs in turn are different and include number and value of exits, and fund raising. Comparison of the final result with Seed Accelerator Ranking Project (SARP), shows different sorting and it is due the distinct evaluation approach.         The evaluation of the organizational performance is an important area in management. The significance of the performance evaluation is mainly associated with its necessity for the originations and managers. In other words, if the performance of the organization is not evaluated, its management is hampered. This study aims to examine the relationship between the components of organizational performance evaluation. The research population includes 30 cases chosen from the university lecturers and the elite in the fields of organizational performance evaluation, supply chain, logistics and support. The sample size was determined using the census approach. The research method was descriptive and correlational, and a self-constructed questionnaire—using the Delphi method— was used to collect the data. The validity and reliability of the scale were reported as 0.96 and 0.91, respectively. The obtained data were analyzed using both descriptive and inferential statistics in the form of tables and figures. The data were analyzed by Smart PLS and Structural Equation Modeling. Attempts were made to examine all the factors affecting the logistic organizational performance. Therefore, six main factors and 30 minor factors in the form of 101 items were examined. The results showed that infrastructure and input, growth and learning, results and consequences, stakeholders’ satisfaction, finance and procedures were confirmed as main factors of logistic organizational performance evaluation.         Background: Any organization needs to be evaluated for awareness of the desirability and quality of its activities, especially in complex and dynamic environments. On the other hand, the lack of a system of evaluation and control in a system means that it isn't communicating with the inner and outer environment, which implies that is aged and ultimately the death of the organization. In this regard, the present study was conducted with the aim of designing a performance evaluation model for social security agencies in Isfahan province. The purpose of this research is application and developmental type. Methodology: The population of the present study consisted of all experts and experts in the field of social security, managers, staff and clients of social security agencies of Isfahan province, which reported about 10,300 people in 1398. The research sample was determined using the Morgan table of 373 individuals. Data were gathered by field method and a researcher-made questionnaire was used for data collection. SmartPLS software was used for data analysis and analysis. Results:The findings showed that customers'viewpoint had a significant effect on the evaluation of the overall performance of the brokerage (t=2.291,p<0.01). Also, the effect of headline managers'view on evaluating the overall performance of the brokerage firm (t=1.988,p<0.05) is significant. However, the effect of employee's view on performance evaluation (t=0.242) wasn't significant. Conclusion: According to the results of the research, it can be said that in evaluating the performance of the organization, in addition to employees and management, customers have a significant role.         Regarding the full-scale economic warfare against the Islamic Republic of Iran and, consequently, the threat of multiple impacts on Iranian organizations, the general policies of resistive economy should be considered as a road map for Confronting crises and economic capability of organizations. Therefore, the attention and focus of this research is on designing a model for assessing the extent to which general policies of resistive economy are realized at the level of government production organizations. In addition to evaluating the performance of a production organization in order to meet the requirements of a resilient economy and identify the status quo, the model can be used to strategically select programs and improvement projects to meet the requirements, based on performance gaps and the pattern of relationships between function and conductor criteria in order to achieve requirements of resistance economics. In this research, the data were collected through reviewing and studying library resources, documents, and using the focus group technique as a complementary method, the method of analysis of the subject was used and the base codes, sub-criteria (basic themes), and the criteria for the model (organizing content) were specified. In the following, using the Structural-Interpretative Modeling (ISM) approach, the main criteria identified were addressed to 25 members of the statistical population in the form of a questionnaire and based on which relations between the criteria and severity of influence or dependence of each criterion were determined.         Nowadays, with the increasing share of wind power in electrical energy sector, performance evaluation indices are of great importance. Such indices can lead to optimal utilization of invested capital and effective development of existing wind farms. Despite having some of the required characteristics, the capacity factor based on traditional definition has some limitation. This study aims to extend the concept of capacity factor and presents a comprehensive formulation in order to calculate this index using measured and simulated data for one turbine, all turbines connected to a feeder or a busbar, and all turbines of a wind farm. This formulation also provides a framework for calculating the capacity factor in various time periods (annual, seasonal, monthly, etc.) and different time slots (all hours, special hours, hourly, etc.). As a case study, performance of the installed wind turbines in Manjil wind farm is investigated over an operation period using both measured and simulated data. Performance evaluation of the farm is also carried out with a newer variable speed type. Moreover, capacity factors of the feeders, busbars, and the entire farm are calculated using the turbines simulated data as well as measured data of the feeders over an operation period, and various results of exploring the obtained capacity factors are presented. Numerical results demonstrate the effectiveness of newly presented method for the performance evaluation of wind turbines and wind farms based on extended concept of capacity factor.         A sophisticated and accurate probabilistic computational procedure for the calculation of lightning failures and evaluation of MCA performance for reduction of failures is implemented in this paper. Calculation of induced overvoltage caused by indirect lightning is implemented based on the Agarwal method with consideration of lossy ground. The Monte Carlo method with backward scenario reduction is implemented to take into account the uncertainty of lightning flash parameters including peak current and front time with the distance of the striking point from the distribution line with applying a proper model for simulation of MCA in ATP-EMTP software. A link is developed between MATLAB and ATP-EMTP software to simulate the numerous generated scenarios and analyze the output results. Different conditions including the insulation strength of the line, the earth conductivity, and the shielding factor of the adjacent objects to the line are also taken into account in calculations. The results are presented in a proper way to make them useful for the determination of lightning-related failure rates and also accurate evaluation of the effectiveness of MCA installation in different conditions of distribution feeders.         The purpose of this study is “to design a model for evaluating the performance of educational centers of one of the government organizations in the country using artificial neural network”. This is an evaluation study to evaluate the performance of public organizational educational centers. The information required for this research was collected through parallel information channels such as using the documents of educational centers under the organization and referring to their documents while maintaining the classification level. The statistical population of this study was five educational centers, one of the government organizations that hold educational courses for about 10 thousand personnel between 2013 and 2020; Based on the opinion of experts and the results of related studies, the inputs and outputs of the research were selected and determined. In order to reduce the input and output variables, the structural equation modeling method - partial least squares were used. In order to train the MLP bilayer neural network, the training method was used. After the teaching of neural network. The performance of neural network was examined through test patterns. The value (mean square error) of the MSE corresponds to 13 equal test patterns and 74/7413, which indicated the high accuracy of the trained network. In this industry, wood waste is used, which can be very useful and constructive for the country's economy. In this article, using the balanced scorecard approach, indicators in four perspectives (growth and learning, customer, internal and financial processes) were compiled and using a questionnaire and non-parametric Wilcoxon test with a marked rank, 27 indicators were approved out of 46 indicators. Then, the TOPSIS method was used to rank the approved indicators Conclusion: According to the research findings, the perspective of internal processes in chipboard industry is more important. Among the sub-criteria, the criteria of timely delivery of goods, compliance of employees' performance with regulations and instructions, service to the company's neighboring stakeholders and the level of employee satisfaction are very important in the performance of the chipboard industry.
