        Today, citizenship rights is one of the main requirements of democracy. The transition from military-authoritarian regimes towards a democratic governance has shown the necessity of paying profound to civil rights. Hence, investigation of civil rights in urban governance can demonstrate important aspects of the quality of democracy dispersion in urban areas. The present study examined four indicators of "accountability", "transparency", "meritocracy" and "legalism" in the political management of metropolitan of Tehran and has tried to analyze the rights of citizens in the municipality of Tehran as the governing body and the city government. The study is an applied and descriptive survey. The sample of citizens selected according to the number of statistically based sampling formula Cochran, a total of 513 residents of the 6th district of Tehran. The number of regions in 2015 selected on the basis of cluster sampling method. The results show that on the basis of indicators of the research, satisfaction of citizens' civil rights has fallen and indicator of "legalism" is better than the three other indices, generally.         Today, because of the development of communication and information technologies, the world in which we live is called the virtual world. This virtual world is heavily influenced by "Web2.0 technologies". Web2.0 technology refers to electronic and Internet media that can increase citizen participation in various affairs, in particular, political affairs. This technology as a second generation of Internet services has a social dimension that emanates in the form of social media, and therefore the impact of these technologies on the performance of the government is important. This article seeks to answer this question: What impact Web2.0 technologies can have on government performance? And how it affects the government? The hypothesis of the article suggests that Web 2.0 technologies potentially transformed the way and function of the traditional government and led to the emergence of a new kind of government. In the literature on communications and politics science, this kind of government is referred to as the "web.2.0 government". This study shows that Web2.0 leads to an increase in the level of government performance. Indeed, government 2.0 has not only influenced by the integration of new communication and information technologies but also benefited from the effects of these technologies. The mechanisms by which the web2.0 technologies increase the level of government performance are: Creating open culture, increasing citizen participation, promoting government transparency, citizen-centered government, and promoting democracy.         The purpose of this study is to explain the components of good governance as indicators of democracy in order to end the divergence of views in understanding democracy from the perspective of the Practical procedure of international law. Good governance is one of the prescriptions of international institutions for national systems and democracy is one of the long-standing social aspirations of nations. The research method is descriptive-analytical with a genealogical approach; In this way, after describing democracy and good governance, in terms of their history in international law, the components of good governance as the principles of democracy are measured through the comparative method. The result shows that the components of good governance have the potential to become indicators of the principles of democracy and, by objectifying democracy, make it possible to measure the degree of democratic legitimacy of states in terms of international law; Thus, in international law, a legitimate state is a democratic state, and democracy means the domination of good governance over all relations between citizens and the state. Administrative system abnormalities provide opportunities for committing crimes or corruption in the offices. One of the most effective methods of administrative health is the implementation of the Citizenship Rights Charter It prevents the creation of corruption opportunities for individuals, especially in the departments, and will also help to respect the rights of the nation, most notably administrative and economic rights. The main question of the present research is that the areas of belief and law, the implementation of citizenship rights are derived from the basic components and values of the administrative system?         The purpose of this research is to present the framework of the national plan for transparency and information release. The research employs an integrated approach (qualitative and quantitative) and grounded theory as its research methodology. In the qualitative part، with an in-depth and exploratory review of upstream laws and documents، models، theories، plans، and white papers of different countries related to transparency and information release، data analysis was done until theoretical saturation through three stages of open، axial، and selective coding. To acquire the dimensions، components، and subcomponents of this framework، 129 concepts were extracted from 620 primary codes، which were reduced to 593 secondary codes by removing the duplicated elements. Finally، 24 subcategories were placed under the five main components based on the paradigm model. In the quantitative section، the results of the analysis of the questionnaire indicated that، from a validity standpoint، the total value of the questionnaire، in different dimensions، was between 0.87 and 0.92، and the reliability coefficient was between 0.73 and 0.78. Based on data analysis، the establishment of a supranational management institution for transparency and information release، the precise determination of exceptions، network governance، demanding transparency، adherence to frameworks، maximum disclosure and support for legitimate disclosure، and the establishment of a data governance center are among the subcategories emphasized in this framework.
