        The borders of Iran in the recent two centuries have been the arena of conflict and territorial tide that its result in the period of first Pahlavi and modernize of politics conce pts waz the current land of Iran. Iran and Afganistan have about 945 KM common border that stretched from the Zulficar crater to the Malek siah mountain. There is a lot of external and internal factors that are effective in the frontier zones of this areas. The issue that is analyzing in this article is the impacts of this factors that must be seen in the land use planning of this areas. The research method in this article is library and analytical to answer this question: Wich external and internal factors are effective in the spatial planning in border regions.         This essay would explore the media dimension of operations of takfiri-terrorist IS group. To do so we will study the discourse making process of IS throughout virtual space and Virtual Networks. This article argues that establishing a discoursive system and articulating ideational concepts that construct the positions of Self and Other and give them a hegemonic status is possible via virtual networks and with enjoying of media ploys. In this regard the main question of this essay is about the evaluation of the level of efficacy of these media arenas for IS and assesing the opportunities or by contrast the threats offered by them for IS’s activism. Our hypothesis is that virtual space is useful for IS and this group thanks to a professional approach to social networks and knowing the function of media, can establish a media terrorism by psychological operation and therefore complete its geopolitics actions.         Iran became an observer member of the Shanghai Organization on 2005. Considering the reasons behind the formation of this organization and the transformation process it went through, this event has led to serious debates on how Iran can cooperate with this Organization. "Shanghai Five" group was first established to resolve security and border related problems between China, Russia and CIS countries (except Uzbekistan and Turkmenistan). Later, when Uzbekistan joined Shanghai Five, the group was promoted to organization level. Although many changes have taken place during the transformation process of this regional security cooperation and some economic problems have also been taken into consideration, but basically this Organization has paid more attention to security and military problems in general. The main question brought forth in this article is: "What is Shanghai Organization's role in providing the secrutiy of Central Asia?"         The widespread use of drones by the United States to fight al-Qaeda and Taliban terrorist groups in countries such as Afghanistan, Pakistan and Yemen after the September 11, 2001 terrorist attacks quickly challenged the legitimacy of targeted killings by drones in the light of international law. The military and the "CIA" believe that the use of drones is in line with the war on terrorism and in the framework of international humanitarian law. So, this article based on a descriptive-analytical approach answers the question, to "what extent is the United States' targeted killings by drones in line with the Jus ad Bellum Jus in Bello?" This article examines important issues such as the identity and status of those targeted and the legality of their killings in terms Jus ad Bellum Jus in Bello and concludes that using drones in the form of Right of self-defense is unacceptable and US actions has violated certain principles of international humanitarian law such as the principle of distinction, proportionality, military necessity, precautions in attack and humanity.         Waters of the South and Southeast Asia have long been some of the most important hotspots for various sea-based organized crimes. As a result of the continuously rising threat of terrorism and its spread all around the world, along with the access of terrorist groups to more efficient and modern military equipments, the danger of terrorism has become more imminent and widespread, taking many forms and finding its way to the seas. Maritime terrorism, especially within regions where other maritime crimes are prevalent, is considered, because of the probable links between the offenders, as one of the most serious threats against peace and security at seas. Considering the organized nature of these crimes, effective suppression of them is only possible through collective and cooprative initiatives. Thus, regional organizations have an undeniably important role in combating maritime terrorism. This article, using the descriptive-analytical method, aims to assess the performance and function of a selected number of regional organizations active within South and Southeast Asia and to examine their achievements and shortcomings, as well as their challenges, in combating maritime terrorism. This article concludes that the activities of these organizations have been essential but insufficient, and the most important challenge ahead is lack of collective strategies at the regional level.         Terrorism has become one of the most important issues in today's world community. Although there is no specific definition for it, this does not diminish the importance of this issue. In recent decades, a wide range of terrorist acts have been committed in the world and in Iran. According to the research, the most important question of the present dissertation is: What is the basis of the government's responsibility for compensation for terrorist incidents? The hypothesis that arises from the heart of the main question is: It seems that the main basis of the government's responsibility for compensation for terrorist acts is the theory of fault. Victims of terrorist incidents must first prove the government's negligence or failure to ensure public order and security so that they can turn to the government and claim damages from terrorist incidents, and then compensate the victims materially and spiritually through insurance or charities. And provide the necessary medical support and during the proceedings, by providing the necessary facilities and guarantees to file a lawsuit, pave the way for the victims of these incidents to achieve their rights, and take the necessary measures to prevent re-victimization, consolation and creating a sense of security.
