        Today, citizenship rights is one of the main requirements of democracy. The transition from military-authoritarian regimes towards a democratic governance has shown the necessity of paying profound to civil rights. Hence, investigation of civil rights in urban governance can demonstrate important aspects of the quality of democracy dispersion in urban areas. The present study examined four indicators of "accountability", "transparency", "meritocracy" and "legalism" in the political management of metropolitan of Tehran and has tried to analyze the rights of citizens in the municipality of Tehran as the governing body and the city government. The study is an applied and descriptive survey. The sample of citizens selected according to the number of statistically based sampling formula Cochran, a total of 513 residents of the 6th district of Tehran. The number of regions in 2015 selected on the basis of cluster sampling method. The results show that on the basis of indicators of the research, satisfaction of citizens' civil rights has fallen and indicator of "legalism" is better than the three other indices, generally.         Human dignity is one of the most important issues in the field of law . This issue is important because is known as the basis of many of the human rights, privileges and duties. Today, human dignity not only is recognized as an indestructible right, but also is the basis of human rights. Whereas the administration of public affairs relies on legal system, specifies the roles, rights and duties, responds the needs of society, affects the fate of society and human dignity. Meritocracy as a specified concept in the management, and because of its influence on the proper administration of public affairs, via responding to human needs, predicts human abilities and has an important rule in improving the legal system. The research question of this study is whether this research is descriptive, analytical and library based whether meritocracy in the legal system leads to human dignity? It seems that meritocracy because of its influence on creation the legal system, via responding to human needs and the creation a describe public administration, leds to the improvement of public ethics and human dignity.         Existance of a governer is a rational necessity and virtue and justice is it's most important characterisity in a society with Islamic identity. Holy Quran gradated headship from topmost God's headship to downward prophet's headship and then Imam's headship and in Imam's expenation Faqih's headship introduced as their complete reason for people. The question is what is the fact of headship with graded flow that begins from the real God's headship and ends to believer's headship? To answer this Question should be recognized God's successor that have divine aspect and mundane, and this makes importat understanding the deep human's existance layer. Since human being's creation with beginning of thought and wisdom, philosophers remarked the selfknowledge's issue and philosoper Mollasadra structured selfknowledge realm with his firm transcendent wisdom foundations like his other solicitude and innovation and based on revelation and intuition introduced characteristics of qualified leadership oneslef. Society by his approach is a set of human being oneselfs and is a position for human being's oneself's evolution and there is correspondence between educative and political society priorities; He also constructed transcendent wisdom principals like originality and gradation in existance and between symmetry good and existance to explain the fact of oneself and fact of society, and according to that known as maturity of society in following of excellence to construct utopia that "wisdom Theologian" gave sprit and exhilaration to that society like heart and strongly stand against moral vices to influence society's framework.         Succession management is an forecasting an organized effort by the organization to maintain the continuity of leadership in key positions and ensures capital development knowledge for the future.Studies have shown that even in developed countries can be seen succession at the low level of university . This study aims to explain and modeling for succession management system, Islamic Azad University, using a qualitative approach has been grounded theory.In the present study is to collect data on in-depth interviews among 22 qualified experts, former and current executives and faculty members in research then sampling was chosen. The present study in terms of goal is applied research with a developmental approach and In terms of data collection and data analysis nature is qualitative research and environmental survey. The results of data analysis in three stages open coding, axial coding and selective coding showed nine categories of the model paradigm including causal conditions, pivotal concept meritocracy, strategy deployment, underlying factors and confounding conditions and conditions facilitator and the consequences of the process of succession planning and management at the University of relations between different dimensions reflect it.         Staff managers of education have a key role in policy-making, macro-planning, and monitoring the performance of the education system, which is why the selection of this category of managers is particularly sensitive. Considering the emphasis of the Fundamental Evolution Document on the selection of managers at different levels based on meritocracy in the 6-22 strategy of "Leadership and Management Subsystem", this article identifies the competency criteria of education staff managers at the level of this document, from the perspective of the authors of Fundamental Evolution Document, and attitudes of specialists in this field. Due to the nature of the question and the purpose of this research, its approach is qualitative and has been with data-based theory and Charlmers constructivism design. The data required for the study were collected through semi-structured interviews with 22 experts, including nine compilers of Fundamental Evolution Document, seven experts and executives of the leadership and management subsystem, and six educational management faculty members. The text of the interviews was implemented and analysed using thematic analysis. A total of 63 competencies were identified as competencies required for education staff managers in the form of 17 sub-categories and 6 main factors including; values and attitudes, managerial skills and abilities, personality traits, personal knowledge and skills, organizational knowledge and skills, and monitoring and control, and finally two specialized and general dimensions were determined and defined Manuscript profile
