        Nowadays, information and communication technology as a central management tool and has been running world. The development of information and communication technology in a rural community needs accurate planning can facilitate rural development. In our country size of the country,s population and 40 percent of the rural population, especially in rural economic development role in national development and village lack access to facilities and urban services, which are necessary for the effective and appropriate strategies for the development and use of rural conditions of our ICT services. The main purpose of this study was to investigate the difficulties and challenges of the current status of ICTin rural area of the country. The Delphi technique has been used for this purpose. The study group consisted of 30 members expert in agricultural development, rural planning, information technology and is well aware of rural ICT. Based on results, the general problems of rural ICT development in the country are five categories, there are problems of infrastructure, education, support, social and cultural policies and planning. With regard ti the most difficult problems in the development of ICT infrastructure and rural education in the country , Therefore, policymakers and rural development is expected to overcome the problems of rural ICT infrastructure in the country to tale the necessary steps.         In the new paradigm of rural development, utilizing knowledge and information and accordingly instruments and technologies for transferring and interchanging knowledge is of utmost importance, and ICT is considered as a very important factor in sustainable development from many aspects. In this study, we investigated the role of ICT in developing rural communities of Yal-Abad and Ghardin villages. These two villages are located in Saveh district and despite the prospective role everyone considered for ICT in rural development, the economic, social and physical structures of these villages is not appropriate. Results show that despite having high potential in ICT development, the society has not experienced the benefits of ICT. Unsustainable rural structures have limited the growth of ICT.         Today’s accurate diagnosis of disease requires using of different diagnostic and paraclinical methods. Diagnosis of liver disease was a serious challenge both in medicine and veterinary medicine from the past. Clinical biochemistry is one of the main parts of diagnostic methods. Liver function is evaluated by measuring the variables such as excreting and metabolic functions and enzymes. Because of large functional reserve of liver, symptoms of liver disease appear after loss of huge number of hepatocytes, therefore using of laboratory methods with high specificity and sensitivity could be helpful. None of existing laboratory methods has all characteristics mentioned above. It seems that using different laboratory methods of liver function beside other diagnostic methods such as sonography, cytology and … could be an appropriate approach for reaching a diagnosis of hepatobiliary disease.         The entrepreneurial process has always been associated with uncertainty and risk-taking, so it can be said that the risk-taking of this process is considered an accepted part of it.Applying information and communication technology (ICT) is very effective in reducing this uncertainty. The purpose of this study is to present a value co-creation model in the field of ICT so that the basic value creation activities in the ICT ecosystem and the actors associated are determined with each activity. For this purpose, using the subject literature and meta-synthesis were identified activities and actors of the entrepreneurial ecosystem and then the main activities were selected using a survey of ICT experts. Based on the results of this analysis, a conceptual model was designed to explain ICT-based entrepreneurial activities consisting of 12 hypotheses. This model was tested using structural equation modeling in the ICT Park (Sajjad Park), which led to the identification of 10 paths with the highest factor load factor.Then, the final structures of the model were extracted by confirmatory factor analysis method including 11 stages and 48 activities. finally, the relationship between the actors and the activities was drawn in the form of a pie chart according to the meta-analysis.         Information and Communication Technology (ICT) is one of the key determinants for today’s organizational success. Therefore, companies spend a significant amount of money each year on ICT, while not being sure that they will get a good result. The purpose of this study is to identify the dimensions and indicators of ICT performance evaluation and suggesting a model for assessing it in organizations. This research is mainly a qualitative study with a meta-synthesis approach which uses the seven-stage qualitative method of Sandelowski and Barroso to systematically review the literature to find sub-indices (codes), indices (themes) and dimensions (categories) of ICT performance evaluation. The search of scientific databases with appropriate keywords found 516 articles, among them, 89 articles were chosen finally and used for analysis. Moreover, a questionnaire has been designed and answered by ICT experts and managers to determine the importance of each of the indicators of the model. Based on data analysis, the proposed ICT performance evaluation model has three dimensions: strategic, quality, and sustainability. The strategic dimension includes indicators of organization strategy, IT strategy, and alignment. The quality dimension includes maturity, and performance indicators; and finally, the sustainability dimension includes environmental, economic, and social indicators. For each of these indicators detailed list of sub-indices (104), which are substantial for evaluation of ICT performance in organizations, were identified and explained. Manuscript profile

        Knowledge based economies are more strongly dependent on the production, distribution and use of knowledge than ever before. Output and employment are expanding fastest in high-technology industries, such as computers, electronics and aerospace. High-tech refers to technology that is at the cutting edge and the most advanced technology available. High technology industries and services are central part of knowledge-based economy, and one of the main economic indicators for measure the knowledge in economic. In this paper, we introduce the principles and indicators of high-tech industries and analysis effect of the knowledge-based economy variables (ICT, R&D and Education expenditures) on their production. We have developed a model of high-tech industries production. This model has been estimated for 48 countries in 2000-2007 with using GLS Panel Data Approach. The results of the analysis show a positive and significant effect of ICT, R&D and education on high-tech industries .Elasticity calculation shows one percent increase in R&D will result 0.48 present increases in high-tech industrial production, Also one percent increase in ICT will result 0.68 present increases in high-tech industrial production and finally one percent increase in Education will result 0.29 percent increase on high-tech industrial production. So we require a lot of attention to R&D, ICT and Education in program and policy development of high tech industries. Manuscript profile

        Specialized and skilled human resources in information and communication technology (ICT) companies are the most significant sources of organizational capital as companies offering knowledge and expertise services, that are also critical for long-term survival of the organizations. Sustainable approach in human resource management (HRM) plays an important role in attracting and retaining talented and specialized individuals through establishing changes in HRM practices. The purpose of this qualitative study was to provide sustainable HRM scorecard based on HRM processes in knowledge-based ICT companies in Iran. The population of this research was the scholars and experts with relevant scientific and research experience in Irisa, System group and Rayvarz software engineering companies. These three companies were selected for the study using intensity sampling. The data was collected through semi-structured interviews with experts and were analyzed using thematic analysis technique. Through the results of data analysis, goals, evaluation criteria and the consequences of sustainable HRM in each of the HRM functions (recruitment, training and development, retention, compensation and turnover) were identifyed. The findings of this study suggested the high potential of sustainable HRM in improved sustainable competitive advantage, organizational sustainability, increased productivity and strategic position for organizations. The process of production of knowledge and innovation require groundwork making; This paper examines the effect of three factors, research and development expenditures, and education expenditures also the infrastructure of information and communication technology, on the production of knowledge and innovation. The purpose is to identify the path to realization of the knowledge-based economy in order to policy making for its realization in the Iranian economy. The extent of patents is considered as an indicator for producing knowledge and innovation. The countries under this study are 23 OECD member selected countries. For modeling, panel data method in Eviews software is used. Finding a positive and meaningful relationship between the three variables of research and development expenditure, training and technology infrastructure with the amount of patents, is the result of this research. The results of the calculations show that these three factors are very important in the process of producing knowledge and innovation, such that the lack of attention to them will actually lead the production of knowledge and innovation to the serious obstacles. Also, the comparison between the descriptive charts of the data for these three variables for Iran and the selected countries suggests that it would not be desirable in Iran. Manuscript profile

        Psychological Carrying Capacity differs among people based on their culture, the characteristics of the study area, and psychological and social factors. Congestion is the most direct physical and psychological indicator of the increasing number of tourists and is in a close connection with Psychological Carrying Capacity. This study investigated the Psychological Carrying Capacity in the lake beach of Zayanderud Dam in Isfahan province. Visitors’ satisfaction level was coded and tested based on 16 parameters of the Likert spectrum in five scales, from -2 (Very Dissatisfied) to +2 (Very Satisfied). Safety in the area (86.4%) was the most satisfying parameter and the most dissatisfying parameter was the beach benches (54.4%). The Importance-Performance Matrix showed that except for the congestion, the beach benches, and the entrance fee, the importance for all parameters was upper than 90%, and among all, cleanliness (i.e. no litter) was the most important (100%). Perceived Sense of Crowding and Social Norm Curve (based on ICT technology) were used to define 3797 visitors and the acceptable thresholds between 1370 and 8375. To the question of how the crowd affected the visiting quality, over 50 percent of tourists responded that people’s presence increased their enjoyment of tourism activities. The results also showed that more than half of the visitors would pay an entrance fee if the fees were to conserve the beach area. Manuscript profile

        Background and Purpose: In most of the studies, the direct effects of the ICT sector have been discussed, but the indirect effects (spillover) and how to measure them have not been addressed. This issue is on the agenda of this article. For this purpose, while determining the territory of the digital economy, the gross value of the core of the country's digital economy has been estimated. Methodology: In this article, using the Solow growth model, the spillover effects of the core of the digital economy (ICT) have been estimated for the period of 2002-2019. Findings: The results imply that in the period under review, according to the elasticity of labor productivity relative to the share of net capital formation of the ICT sector in the national economy (about 0.3), the spillover effects of the digital economy core have increased from 210 thousand billion Rials in 2015 to 279 thousand billion of Rials in 2019.
