        Prevailing Low level of materialization of urban plans in the country may not be denied. The issue may be studied from the two following perspective: formulating efficient strategies and proper implementation of strategies. Proper formulation of strategy is related to plan and appropriate implementation of strategy is related to management. Therefore, in process of urban planning and management, formulation steps of plans and extraction of strategies have to be redefined. On the other hand, streaming strategies has to be explained as the neglected dimension in process of urban planning. In the research, effort has been made for the reasons of failing urban plans in implementation phase to be studied. Data have been collected and interpreted through library study, analyzing documents and expert views. Finally, a model has been proposed with emphasis on futures studies in urban planning. The research was descriptive study that was done in a survey method. The statistical population consisted of students of Payame Noor University in the academic year 94-95. Statistical sample according to Morgan table was 384 people Which were selected by multi-stage clustering. The measurement tool included a modified behavioral scale of planned behavior. validty&Reliability if questionnaire were comfirmed. For inferential analysis of collected data used by Amos software and spss software version 18. The results of stepwise regression model showed that 46% of total changes in the level of participation in sport for all is dependent on three variables ; Attitude , behavior control and sport for all. Good fit indicators of Research model showed that The proposed model is well suited that means that the theory of the pattern of planned behavior can explaine student participation in sport for all. The aim of this study was to identify and prioritize service outsourcing criteria in the General Administration of Roads and Urban Development of Mazandaran. The present study is fundamental-applied in terms of purpose and descriptive-survey in terms of method. The statistical population of the study was the managers and experts of the General Directorate of Roads and Urban Development and the experts of the companies providing services to this General Directorate in 2019. Questionnaires made by the researcher were used to collect data. The face and content validity of this tool was confirmed by experts and its reliability was analyzed based on incompatibility coefficient less than 0.1. The data of this study were collected after distributing paired questionnaires among individuals and then analyzed using Expert Choice software. The results showed that the outsourcing criteria of services include: evaluation and management, decision making and planning, and also the evaluation and management criteria had nine sub-criteria and the decision-making and management criteria each had eight sub-criteria that the weight and importance of outsourcing criteria.         The purpose of the current study is to present a strategic model of succession emphasizing on organizational learning in Iran universities particularly the Islamic Azad University of Khorasan Razavi. Mixed-methods, exploratory deign was used in this study in which qualitative approach was initially utilized and subsequently the quantitative approach was used based on the results obtained from the qualitative phase of the study. The researcher proposed the initial conceptual framework and model, based on the results of interviews analyzed with the Delphi method. Then, the model was evaluated using the Field information and survey results. Data were collected through interviews with 25 academic experts who had scientific publications. The data collection tool was a researcher-made questionnaire and interviews with university experts. The findings of this study revealed that the conceptual model of the study indicates that succession is influenced by 7 variables that were considered in designing the questionnaire and measuring the pattern of these variables. The results also confirmed the dimensions and factors affecting succession planning and identified the importance of each variable, which are: a) system of education, b) evaluation and measurement of policy performance and c) talent identification d) strategy and the formation of a talent treasury e) human resources. The rapid expansion of knowledge and information, the fragmentation and dispersion of various parts of traditional curricula, its lack of connection with the realities of the personal and social life of learners, and the unfortunate consequences of existing curricula, have caused more and more attention to the category of curriculum integration. On the other hand, the successful experiences of implementing the integrated curriculum have confirmed the theory that this approach motivates students for better and continuous learning and develops the necessary skills for life in the 21st century. . In this category, the model of the integrated curriculum, which is the result of the author's studies and researches, has been presented. First, as a result of reviewing the available sources and literature in the field of curriculum integration, the main themes of the topics have been extracted and based on that, the guiding principles of the desired model have been compiled. Then, the elements of the model that show the main components and different parts of the integrated curriculum are presented. The implementation stages of the model are the steps during which different parts of the curriculum are gradually and comprehensively implemented in a real context. The activities related to the tourism and hospitality industry have caused pollution, produced a lot of waste and reduced natural resources. The main purpose of the preliminary investigation of this study is to integrate the developed theory of planned behavior and belief-norm value as basic concepts in understanding the intention to visit Parsian Green Tourist Hotel in Chaharmahal and Bakhtiari province. The method and investigation of this study was collected online in the form of a questionnaire of 160 items. Partial Least Square Structural Equation Modeling (PLS-SEM) technique was used to evaluate the study framework and the hypothetical relationship. The originality and primary value in this study shows that the theory of planned behavior and the theory of value-belief-norm integrate well the understanding of the tourist's intention to visit Green Parsian Hotel in Chaharmahal and Bakhtiari province. Importantly, the theory of planned behavior and value-belief-norm theory have been practical and useful in predicting the tourist's intention to visit a green hotel. In the study of practical concepts, it provides valuable results for green hotel operators to create effective strategies to attract tourists to visit green hotels. Also, the findings and results at the level of this study confirm that tourists' intention to stay in a green hotel is directly influenced by their perceived mental norms and behavioral control. In addition, this study confirms the insignificant relationship between green trust, personal norms and tourists' intention to stay. On the other hand, perceived ethics, responsibility, willingness to pay more, and perceived consumer effectiveness were significant in explaining customer subjective norms, personal norms, and perceived behavioral control. Before the approval of the first development program and during the Second World War, it is important that all economic sectors had negative and unstable growth. In the years leading up to the program, numerous domestic and foreign political problems caused the industrial facilities and factories that had been set up with government support in Iran to be on the verge of closure. The purpose of this research is to examine the foundations of the formation and formulation of the first development program, as well as to evaluate the results and its implementation. The purpose of this research is to investigate how to finance, how to formulate and evaluate the results of the first development program. This research is qualitative and has been done by document analysis. The results of the research show that among the financing sources of the first Program, oil income with 37.1% (7.8 billion Rials) and receiving a loan from the World Bank with 31.9% (6.7 billion Rials) are the main projected financial sources of the program (69% in total) due to The occurrence of important domestic and international issues of these resources did not materialize, which led to the suspension of the program. But this program, as the first national development program, became the basis of the development planning system in Iran, and during its implementation, the organization of the program was formed and limited measures were taken to modernize industries.
