        The purpose of this study is to design an appropriate model for human resources excellence in the Ministry of Education with a behavioral-ethical approach. This research is based on the goal of a fundamental research. Based on the research design and the method of data collection, the present study is a descriptive (non-experimental), exploratory and exploratory research. In order to validate the proposed model, Delphi technique was used by several faculty members, thinkers, talents and experts. The research was carried out in four stages and Finally, the Brilliant Temple of Human Resource Excellence was designed in five main processes, 22 components and 10 comprehensive criteria and presented as a model for human-behavioral ethics pathology and Human Resources Excellence Award at the Ministry of Education.         In the recent years, while scientific production and the number of high educational institutes have been increased in Iran, the spreading of immoral behaviors in conducting research has been threatening all of the research-driven institutions, in particular, department for curriculum studies and educational innovations, as a part of the research institute for education. This study was conducted in order to formulate ethics in research of department for curriculum studies and educational innovations. This essay was done through a Qualitative approach by focused group discussions and face to face interviews. The collected date from focused group discussions sessions was analyzed by thematic content analysis method. The analysis led to two core categories including the researcher’s ethical personality and ethical principles of research. The former consists of humility, patience, cultural sensitivity, and collaboration. The latter has nine subcategories including the benefits of research, academic integrity, observing the colleague rights, observing the rights of participants, avoid of plagiarism, publication of obtained data, writing the report in a simple way, critic’s acceptance and scientific criticism. In conclusion, the obtained date by this research is able to play a role in making moral decisions regarding research and creating a confident and respectful atmosphere among the institution users.         The aim of the present study is to investigate the role of virtual education in reproducing educational inequality during the Corona virus epidemic.. The research method is descriptive-analytical. Thus, in the first step, the challenges of e-learning in the country are analyzed, then the challenges in reproducing educational inequality in the Corona period are analyzed. The most important challenges of e-learning are distributing resources and facilities (spatial), the economic challenge, the gender challenge and the cultural challenge. Findings show that each of the challenges in the field of formal and public education has led to educational inequality. The challenge of distributing resources and facilities has led to lower quality of education in disadvantaged areas compared to the regions. The economic challenge has also created a class gap between deprived and privileged areas due to the low income level of people in deprived areas and the high cost of virtual educational aids. Gender challenges due to unequal use between men and women, most women have limitations in using e-learning. The cultural challenge is also due to the fact that the ruling classes have a larger share of cultural capital than other classes and are more able to deposit this type of capital in their children. The results show that the education system in the face of the challenges should consider measures and mechanisms, because until the challenges of advancing virtual education in the formal and public education systems are not addressed , educational inequalities cannot be eliminated.         The wide range of legal implications of the International Convention on the Rights of the Child (CRC) have made it closely linked to various child-related social institutions and activities. One of the most important institutions or social activities that most children are exposed to on a daily basis is education, which is important in examining its relationship to children's rights. Accordingly, this paper presents an interpretative model of the multiple relationship between the education system and CRC with an overview of theoretical texts and research reports in the literature on child rights and implications for evaluating school performance from the child rights perspective. According to the results of this study, there is a three-way relationship between education and children's rights: education is a child's right; school is a tool for observing children's rights; and education is a subject of children's rights monitoring. The third aspect of this relationship emphasizes the need to evaluate school performance from a child rights perspective. Among the 41 articles on CRC, the right to participate, non-discrimination, defense and litigation, protection of violence, the best interests, privacy, freedom of expression, and security are fundamental rights that can be used as criteria for assessing The school's performance is in observance of children's rights and in compliance with CRC.         According to the objectives, this research is an applied-developmental research. From a data gathering perspective, it is integrated. Interaction analysis method was used to collect, analyze and combine quantitative and qualitative data. The analytical research method was identified by analyzing the research literature related to the global trends of technical education development. From the point of view of educational experts, a group of 30 experts and experts in formal technical and vocational education, with a forward-looking and strategic perspective, with judicious and purposeful sampling, the most important global trends in technical and professional education development. Considering the emphasis of the Fundamental Evolution Document on the selection of managers at different levels based on meritocracy in the 6-22 strategy of "Leadership and Management Subsystem", this article identifies the competency criteria of education staff managers at the level of this document, from the perspective of the authors of Fundamental Evolution Document, and attitudes of specialists in this field. Due to the nature of the question and the purpose of this research, its approach is qualitative and has been with data-based theory and Charlmers constructivism design. The data required for the study were collected through semi-structured interviews with 22 experts, including nine compilers of Fundamental Evolution Document, seven experts and executives of the leadership and management subsystem, and six educational management faculty members. The text of the interviews was implemented and analysed using thematic analysis. This institution is the basis for intellectual growth and development and the basis for maturity and realization of human capacities. Therefore, education managers must have the necessary competencies to do this successfully. Therefore, the present study was designed to develop a model for developing the competencies of Iranian Islamic managers in government organizations with an emphasis on Islamic management in education. To conduct the research, a qualitative approach of phenomenological type and grand theory method was used to conduct the research. The study population was all experts, professors and senior managers in the field of human resources and Islamic management in education, and 19 people were interviewed using purposive sampling. The research tool was a semi-structured interview. Coding method was used to analyze the qualitative findings. The results showed that "development of Islamic competencies and development of leadership and managerial competencies" as a central category, "succession, continuous evaluation, continuous training and learning and talent management" as causal conditions, "learner-centeredness" Organization (learning organization), justice in the selection, appointment and promotion, planning and program-oriented and career development "as strategies, categories of" organizational culture and staff group "as a platform," Islamic attitude to Management, human resources, and organizational structure were introduced as intervening conditions, and the development of the competencies of Iranian-Islamic managers in government organizations can have positive individual and organizational consequences in education.         The aim of this study was to provide an organizational health model in education staff in Fars province. The present study is qualitative and data based. The statistical population of the present study consists of experts and managers of the Education Organization of Fars Province. Purposeful sampling method (desirable cases) was used to interview experts in the field of Farhangian University. In this regard, purposeful theoretical saturation was obtained in the data by in-depth interviews with 14 people. These participants had valuable information on the subject of research and often held managerial and planning positions in the field. Findings showed that the organizational health model of education staff in Fars province and its components are developed in the form of six paradigms of central phenomenon, contextual conditions, causal conditions, intervening conditions, strategies and consequences.         The purpose of this article is to extract the Iranian philosophy of education based on the cultural characteristics of the ancient Iran. To obtain this aim, we will consider Taylor’s definition of culture and his emphasis on four main elements including state, social conditions, religion and education. In terms of research methods, we will employ historical method, transcendental analysis, and practical deduction. The findings of this research are organized in terms of the final goal of education, the fundamental concept of education, the philosophical foundations (anthropology, epistemology, and axiology) and the principles derived from them. Accordingly, in the ancient Iran, the final goal of education was “attaining goodness” and in this regard, different dimensions of human existence were considered. This point, especially in the individual aspect is one of the strengths of implicit philosophy of ancient Iranian education. Concerning anthropology, there was a deterministic look to human and his abilities, as well as social immobility and belonging to a particular social class, characteristics that can be criticized. In epistemology, the dependence of knowledge on the social classes, the lack of attention to the value of knowledge itself and the domination of imitative approaches over rationalization are among the weaknesses of this educational philosophy. There are also strengths and weaknesses in its axiology. In the social dimension, the stability of class values and the lack of power of choice are negative points. On the other hand, in terms of individual values, the commitment of individuals and the role of the family in transferring values are considered to be positive points. Manuscript profile

        The six educational areas in the document of the fundamental transformation of education and training have been gathered according to the different needs of human beings and based on meeting these needs and the flourishing of talents and abilities and moving in the direction of pure life. Scholars of the education system of the Islamic Republic of Iran have relied on different principles and foundations to design these areas, which are the basis for a great change in society. This article seeks to study the principles of jurisprudence based on verses and traditions and the opinions and views of jurists in the fields with a descriptive-analytical method and with the aim of explaining the reflection of jurisprudential principles in the six areas of education and training. The result of the research shows that different domain of the six areas of education and training in the document are in broad harmony with Islamic teachings.         This research was conducted with the aim of investigating the impact of ethical leadership dimensions on the organizational commitment of employees in the General Department of Education of Kurdistan province. The research method is descriptive and correlational, and the library method was used to develop the theoretical framework of the research. The statistical population of this research is the employees of the General Department of Education of Kurdistan province and the education districts of Sanandaj city, whose number is 430 people. The sample size of 203 people was determined, and 191 questionnaires were analyzed among the distributed questionnaires. In this research, Allen and Mayer's standard organizational commitment questionnaire and researcher-made ethical leadership questionnaire were used. The reliability of the ethical leadership questionnaire was calculated as 0.811 and its content validity was also confirmed. The results of the descriptive analysis of the data state that the organizational commitment index and its dimensions, as well as the moral leadership index and its dimensions among the employees of the General Department of Education of Kurdistan province and the education districts of Sanandaj city are at the upper average level. The results of the inferential analysis and the test of research hypotheses state that there is a direct and meaningful relationship between ethical leadership (ethical person dimension, ethical manager dimension) and organizational commitment (emotional and normative). Although the mentioned correlations are not strong, the results of the regression models predict well the amount of changes in organizational commitment (emotional and normative) by the ethical leadership variable (ethical person dimension, ethical manager dimension).         The high capacities of the educational system in developing the potential abilities of the employees could bring about greater credit and value at both individual and social levels which reinforces the mental powers of human beings. This study mainly seeks to identify the dimensions and components of the effective education system for the managers of the elementary school in Tehran. The present study was of a qualitative type based on the grounded theory (self-emergence). The statistical population included experts in the field of educational sciences and educational management, who were selected purposefully through snowball sampling method. Next, 30 experts and practitioners in the field of education were interviewed through semi-structured interviews until reaching the point of theoretical saturation and maximum information. In order to analyze the data, the open, axial and selective coding method was used using MAXQDA software. The resulting data were proposed in the form of a conceptual model as follows: causal conditions (leadership and policy making, management structure), main category (effective training), contextual conditions (executive management), intervening conditions (executive requirements), strategies (educational design, educational planning) and outcome (evaluation and monitoring), which as dimensions of effective education play an important role in fulfilling the mission of school administrators.         The purpose of the current research is to investigate the pattern of establishing knowledge management in the education organization. The approach of the present research is qualitative and its method is a systematic review based on the model of Wright et al. (2007). The research community consists of 218 articles about knowledge management in educational organizations, which were presented in reputable scientific journals between 2016 and 2022 and 2013 and 2014. The research sample includes 32 articles that were collected purposefully and selected based on thematic data monitoring. The research data were collected from the qualitative analysis of the studied documents. Based on the data analysis, the competences of the consultants were classified in 4 dimensions and 17 factors. These dimensions include the behavioral dimension (including the characteristics of perceptive skills, media literacy, knowledge management, motivation and commitment), the organizational dimension (including factors; organizational knowledge management strategy, human resource management approach, career path, knowledge management strategies pedagogical, organizational management approach, mentoring and organizational culture), cultural-social dimension (including characteristics such as cultural-social attitude and social capital) and contextual dimension (including factors; providing infrastructure and support) . According to the results, in order to establish knowledge management in the organization, all individual, organizational, and social fields should be considered, and this requires extra-organizational attention.
