        Organizations are increasingly in search of ways to derive more business values from IT investments and the need for IT capabilities (ITC) is surging. ITC is critical significant to build enterprise agility and promote organizational performance. However, IT capability is always treated as the causal factor already existing and there are few studies on how IT capability is created and evaluated. Appropriate evaluation is necessary for an organization to measure, manage and improve enterprise ITC. This research aims to identify and map the dimensions of an organization's ITC. Using a mixed research method, this paper comprises two sections. The qualitative section adopts a systematic literature review (SLR) approach to identify the dimensions of ITC. The quantitative section employs factor analysis to validate identified ITC dimensions and their indicators in an attempt to develop a more precise model for ITC evaluation. The proposed ITC model includes IT management, IT human resources, IT infrastructure, and implementation of IT solutions dimensions as well as the 25 related indicators. Drawing on the results of this paper, organizations can engage in evaluation and improve/create essential ITCs based on the evaluation results. Manuscript profile

        The field of electronic content is one of the most influential pillars of digital transformation. For proper planning to develop or modify the process of social, economic and cultural influences in the digital transformation trend, it is necessary to provide a proper assessment of the position of electronic content and its status. Considering the various components of electronic content and also the areas affected by it, determining the status of native electronic content in the country requires having a suitable model to cover all dimensions and thus its evaluation. The purpose of this paper is to present an appropriate and local model to assess the electronic content in the country in terms of setting up programs and policies in this area, the effectiveness of the indices offered in the proposed model for different actors and stakeholders could be traceable based on the value chain. In this paper, with regard to the importance of explaining the basic concepts of electronic content, as well as review of upstream documents and existing policies, the focus group research method has been used to determine the model elements and indices of different parts of value chain. To evaluate the proposed model, we use field analytical methods and questionnaire patterns.         The purpose of this research is to identify of Instructional Competency Evaluation Indicators in Tehran Municipality Managers. The method of this research is descriptive as survey type and in terms of purpose it is considered as an applied research. The statistical population are the managers of Tehran municipality. Sample selection was done by random sampling method that included 15 senior managers, 45 middle managers, and 62 executive managers. To collect the research data, we used a questionnaire based on Robert-El-Katz's theory that made by researchers. The questionnaire had 66 questions and was in accordance with Likert scale. Validity of the questionnaire was confirmed by the professors and experts of the field and its reliability coefficient was estimated using Cronbach's alpha (0/964). In order to analyze the collected data, One Sample T-Test and Friedman Test were used. The results of the analysis of data indicate identification of criteria and indicators of each of the instructional competencies of managers as well as the conceptual model of instructional competencies of municipality managers. In addition, the results showed that all indicators of perceived, human and technical competence evaluation at all levels of managers including senior managers, middle and executives are optimal, Except for the perceived competency of mid-level managers who have been moderately evaluated.
