        This study was conducted to assess rural development in the rural districts of the province, applied research is a method of utilizing Association with Fuzzy Multi Attribute Decision Making. Research Methodology descriptive and analytical and the data gathering method documents and collect the purposes of the research data and information on population and housing census statistics tables and forms common(especially Statistical Yearbook 2011 Bushehr province). The study population was the whole Rural district of Bushehr Province, To assess the level of their development, with 84 components in the form of development indicators from official statistics Bushehr Province and examined using the technique of Fuzzy VIKOR. The findings of research analysis outlining a space for unequal region and unfair allocation of resources and rural services in rural areas of Bushehr Province, Showed that a total of indicators, Rural districts suburbs (county of Bushehr), Assaluyeh, Zyrrah, Poshtkuh, Has the highest rate development and rural districts Anarstan, Bordekhoon, Lyravy middle and Abdan have had the lowest rates of rural development. In the end to eliminate regional imbalances in Bushehr Province and social justice in rural areas of Counties of Bushehr Province, Was presented applied suggestions and determined development priorities to segregation rural district.         The technology development project is a type of investment project, and it is therefore important to identify the performance indicators for the correct investment. The purpose of this research is to develop the criteria for success in the development of technology and to obtain a thorough analysis of the effects of the criteria on each other in order to make the right decisions on the investment path. In this research, the criteria for success in technology development are identified and categorized by a new approach from the point of view of project, plan, and portfolio differentiation. For this purpose, after identification of the criteria, their significance was measured by Likert scale questionnaire and various statistical tests such as t-test. Finally, according to the main objective of this research in relation to examining the association between success factors in each level of the project, plan and portfolio, the internal connection of the criteria was analyzed using DEMATEL method. From the results of this research, it is possible to identify and categorize the success criteria in the projects, plan and portfolios of technology development, and to identify the most influential and most important criteria in each of the project groups, plan and portfolio. Also, how to measure the impact and relevance of success metrics with each other is provided through "Network Mapping" diagrams. Manuscript profile

        Today, technology development success is a multi-dimensional concept that is linked to the dynamics and complexity of the environment. Hence, identifying fundamental performance indicators for investing in technology development is important. The purpose of this study is to achieve quantitative and qualitative analysis of key indicators together in the correct decision-making path for investment in technology development. In this research, the criteria for success with the new approach in terms of plan, project and portfolio differences are identified, categorized and their significance is measured by a questionnaire. In the following, the relationships between the criteria with two qualitative and quantitative approaches were determined and analyzed using interpretive structural modeling and DEMATEL technique using the opinions of industrial and academic experts in two separate groups. By comparing the results of the two groups, the difference Opinions in the judgments of academic and industrial experts are characterized by two quantitative and qualitative approaches. Achieving an analytical qualitative model of how the indicators interact, as well as determining the magnitude of the impact intensity and impact and the importance of each of them based on the level of interactions, the academic and industrial viewpoints, and the determination of the suitability of the judgments of the two groups, one of the research achievements. Correct analysis based on qualitative and quantitative results of research can be a basis for decision makers to develop different scenarios in the direction of making investments Successful in the field of technology development.
