        Increasing population in cities has led to mass housing. Today, the erosion of dense areas and high-rise buildings are among the realities of large cities and have created special problems, problems and needs. Such tissues are facing a decrease in living conditions day by day. Because of physical deterioration, lack of proper facilities, services and urban infrastructure is vulnerable and has a low spatial, environmental and economic value. Bahar neighborhood, which is located in the south of Isfahan, after 47 years of its construction, has faced a decline in livability conditions, and these old buildings have created an unfavorable view for the 6th district of Isfahan. The main purpose of this study is to analyze the viability of residential components, production-service institutions and public housing, the condition of adapted ducts and decision-making structure. To evaluate the status of the mentioned indicators, questionnaires with a sample size 135 residents of Bahar neighborhood were compiled and analyzed using descriptive and inferential statistics and mean test using SPSS software. According to the results of the study, the spatial-activity structure of housing and decision-making structure are the most important areas in poor condition, and dilapidated and low-durability buildings, lack of investment in housing, lack of participation of residents, low economic potential of residents Resident’s lack of trust in the municipality, the difficulty of obtaining a construction permit in the neighborhood is one of its most important components Manuscript profile

        Today, in most developed countries, habitability is discussed as a principle in the context of sustainability. It is also argued that viability assessment can help implement new urban plans by providing a descriptive method for assessing urban environments and their quality, and varied approaches. Living quality is one of the main concepts of urban design, which has practical and theoretical importance. In this research, an attempt was made to formulate a theoretical framework to explain the concept of happiness in the environment by analyzing the scope of Tajrish and placing a policy for creating happy environments. Then, by introducing and recognizing its constituent components, a model should be presented in order to extract solutions called design policies. Therefore, after reviewing the quality indicators through selected criteria related to happiness, they have been studied in four influential dimensions. By measuring the extracted situation, the results showed that in addition to the three main stages of knowing the current situation, knowing the future ahead, the connection between the past and the future, which in urban culture is called livability, the fifth phase of analysis with three main components including, Identity, structure, and meaning have emerged that will be responsive to the policies of the four main dimensions.         Today, it is necessary to have livable characteristics for cities and especially metropolises. Therefore, the present study tries to evaluate the livability of the urban areas of one Karaj municipality region. The research method is evaluation-comparative and the collection of information based on library information and documentary and field data has been carried out in the form of a survey in each neighborhood by distributing and completing questionnaires and using the ELECTERE model. Sustainability in livability and neighborhood ranking are specified. A statistical sample of 385 was selected by random method using Cochran's model. The livability of neighborhoods has been evaluated in four dimensions. that in total, the northern neighborhoods of the region (Area 1) in addition to neighborhood 1 (located in Area 2) have shown the highest level of sustainability in livability. From the examined dimensions, it can be concluded that the localities of the region in terms of stability and livability from top to bottom were as follows: 5, 1, 4, 8, 6, 9, 7, 2, 11 , 10 and 3. In total, the northern neighborhoods of the region (area 1) in addition to neighborhood 1 (located in area 2) have shown a higher level of sustainability, the most important reasons for which are pointed out: the extent of the green area, the low level of air pollution, better access to facilities. And more services and green space and predetermined design and orderly texture, low density, more job opportunities and higher social level of these neighborhoods. Also, a lower level of stability was observed in the southern neighborhoods (zone 1). The most important reasons for the low stability of the roads and sidewalks and very high density and narrow roads and lack of various facilities and services, low security of residents, high unemployment and low income and constructions without permits and properties without documents and He pointed out the presence of incompatible uses in addition to the residential fabric and the lack of green space, the existence of various types of pollution and dilapidated fabric..
