        Agility makes it possible for organizations in today's complex and constantly changing environment to ensure their survival with rapid, innovative and creative responses. In this regard, the present study attempts to study main indicators of agility in Iran Power Development Organization (IPDO). Firstly, four main criterions referring to the literature selected include of “leveraging impact of people and information”, “cooperate to enhance competitiveness”, “enriching customer”, “mastering change and uncertainty”. Subsequently, by designing questionnaire and determining it’s content validity by academic members, intuitive data from IPDO experts has been collected. Then, reliability has been evaluated using Gous method for consistency examination of pairwise comparisons matrix. Finally data were analyzed using fuzzy multi-criteria decision making technique. The findings shows that “cooperate to enhance competitiveness” with the importance degree (0.301) is the most importance of the main criterion for selecting the more agile organizational unit. While in Iran Power Development Organization it has third priority. The main criteria “leveraging impact of people and information” with the importance degree (0.277), “mastering change and uncertainty” with the importance degree (0.238), “enriching customer” with the importance degree (0.184), were three next most important criterion in the selection of organizational units are more agile. The results point out that IPDO should be more focus on the priority of indicators affecting the agility to minimize the gap between current and desired situation. Manuscript profile

        Service-oriented architecture improves the stability and operational capability of software systems for passive defense measures. Automatic identification of services using quality of service measures ensures the successful deployment of service-oriented architecture and is great importance to speed up software development life cycle. Little attention to non-functional requirements, no considerations for concurrent effects of business activities and entities and non-automated ranking of candidate services are the major issues with current approaches. The approach proposed in this paper considers both the business processes and entities, simultaneously to detect services. Applying a genetic algorithm, candidate services are identified based on quality metrics i.e. granularity, coupling, cohesion and convergence. These metrics are obtained from breaking goals to requirements of level. The TOPSIS method is applied to rank the candidate services.         The massification of higher education is a phenomenon that quickly swept the world after World War II. Iranian higher education has also faced this phenomenon in the last two decades and its statistical evidence can be cited in various dimensions of higher education. Research shows that various crises such as the crisis of quality of higher education, reduction of financial resources, little expansion without regard to the necessary infrastructure, unemployed graduates, social change and such factors are among the consequences of low expansion policies in Iran with concerns about improving access to education. It had a great start. A review of global studies also shows that the current crisis of higher education in Iran is not different from what happened after the massification in many countries. But it is important to note that different countries, while experiencing similar crises, have used different strategies to overcome the challenges of mass higher education, and these differences in strategies are rooted in the differences in the context of higher education in each country and its characteristics and requirements. Therefore, in the present study, the researcher, using the combined Swat-TOPSIS model, first obtained strategies appropriate to the Iranian context, to overcome the crises resulting from the quantitative expansion of higher education, and in the next step, using the TOPSIS technique, the strategies obtained Has been prioritized.         The purpose of this research is assessing and planning the urban streets of Arak city. In this research, environmental impacts were assessed by using these three methods: Multi-criteria like rapid matrix, ANP and fuzzy TOPSIS that both of them are decision-making methods. The process that has been followed in this study includes, determining the indicators, (using library studies), specifying geographic area, introducing the options, studying the environmental basic conditions, indicating and predicting and impacts, assessing the impacts using the three mentioned methods and providing the report. In the following, the status of the environmental factors was investigated. Then, the most important factors that might be affected by 58-meter street construction were identified using checklist, and were selected as the criteria for impact assessment. Then environmental impact assessment was separately fulfilled by using three methods like rapid assessment (matrix), fuzzy TOPSIS and ANP. Due to the the more negative impacts relatively to the positive impacts in the rapid matrix method, the project was rejected. In both fuzzy TOPSIS and ANP methods the non-execution option has the most weight and preference. But among these methods, the ANP method is introduced as a suitable method for environment impacts assessment in different projects because of its ability to create a network with interaction between criteria and options at different levels and directions.         Today one of the most important issues in urban planning, discussion of balanced and proportionate development in cities having a population of urban services is appropriate. The urban planners to collect and analyze local and spatial data and reflect the results to urban managers are trying in achieving this goal is the distribution of urban facilities and services will lead to a way that will benefit all social groups in society and lead to social and spatial justice in cities. This study aimed to investigate the relationship between population distribution and the distribution of urban services in urban regions, 37 urban regions of Tabriz and evaluation its urban areas and its population; the civil service has been made. In this study, to assess the distribution of population of the relative entropy model and to assess distribution of services have been used TOPSIS model. The method of this study is descriptive-analytical. The results of entropy model indicates that the distribution of population is proportionate in Tabriz; Also, the evaluation results the distribution of urban services in urban regions indicate that regions of zone 9,10 Tabriz which have the lowest utility and region 1 of zone 2 and zone 3 in the TOPSIS model are having the greatest enjoyment of civil service. Also, the evaluation results correlation between population rank and to its impact on the enjoyment of civil service pay, by using of the Spearman model about (0.4991) shows a high correlation between population rank and access to urban services exist.         In modern world, most countries tend to increase their efficiency and improve their economic status relying on innovation. One of the important centers for doing innovative activities are tenant companies in incubators located in Science and Technology Parks. Therefore the aim of this research is to identify and rank effective factors improving innovation in companies in Yazd Science and Technology Park (YSTP). In order to identify effective indexes on improving innovation, update articles have been studied and experts' ideas in the field of technology were used from which thirty seven indexes were confirmed by experts. After designing questioners out of available indexes and content and face validity confirmation by experts, questioners were distributed among the managers and staffs of companies in YSTP. 200 questioners were corrected completely and achieved data were analyzed by Fuzzy Topsis Technique. Based on this, thirty seven indexes in questioners were ranked in terms of their importance regarding given responses by companies' managers and staffs. Earning knowledge and new information and accessibility of advanced technologies were identified as the most important effective factors in improving innovation in companies in YSTP incubators. In this field, the entrepreneurial university plays an important role both as a producer and as a knowledge disseminating institution. The purpose of this study is to identify and prioritize the factors affecting the success of university entrepreneurship. The orientations of this research are a combination of applied and developmental research. The philosophical basis of this research is positivism and in terms of approach, it is inductive. The research strategy is also survey type and in terms of method, it is considered as a quantitative research. The statistical population includes all professors and administrators of Yazd University that using purposive sampling method, 10 people were selected who participated in the prioritization stage of each factor using the hesitant fuzzy TOPSIS technique. The results showed that 33 factors in educational, research, organizational, economic, inter-organizational, cultural and human dimensions, among which the factors of financial and moral support of the government for entrepreneurial activities of universities, the amount of budget allocated by the university for research and development activities, support of senior university administrators for people with ideas, attracting financial support from independent institutions, large companies and external resources, and development of ideas, plans and business models, respectively are most important effective factors are the success of university entrepreneurship. Selection appropriate technology transfer (TT) methods may play significant role in obtaining TT projects. Due to the diverse experiences persistent to the field of TT in Iranian Powerhouse Industry, it seems necessary to prioritize appropriate TT methods in order to increase successful and decline failure contingency of future projects. In this investigation, a three phased model including clustering TT methods, prioritizing clusters, and ranking elements in each cluster has been proposed to select appropriate methods of TT. Fuzzy Analytical Hierarchy Process (FAHP) has been utilized to analyze the gathered data of distributed questionnaire among 30 experts. In order to evaluate validity of obtained results once the TT methods have been prioritized by Fuzzy Technique for Order of Preference by Similarity to Ideal Solution (FTOPSIS) method.         ABSTRACT The present paper aims at presenting an incorporative fuzzy approach towards evaluating of performance using Balanced Scorecard (BSC). To do so, first, based on the data collected from evaluating the components of strategic management, main objectives, key factors of success, and performance evaluation indices are identified. Next, using TOPSIS fuzzy method, the indices are prioritized and ranked so the indices with the highest impact on performance evaluation are identified and classified in the form of balanced scorecards. 29 people from among the elite, chiefs and key experts filled out a questionnaire, in order to achieve the goals of the study. The validity of the questionnaire was confirmed through the experts, and its reliability was defined using Cronbach's alpha (0.89%). At the end, the proposed model was executed in a branch of Saderat Bank in Tehran. The application of the improvisations resulted in the improvement in almost all defined indices, i.e., the Total Performance Index for the studied organization was 72.38% by April, 2015 (based on the last three months prior to that), which was raised to reach 79.16% three months after executing the model (the end of July, same year).         The purpose of this research is to study and prioritize factors which are effective on succession planning success in banking industry. This is an applied and descriptive research. Statistical sample of research is 15 persons including Refah Bank managers and experts. Data gathering was done by Delphi method, asking experts’ opinions. Opinions were gathered by a researcher-made questionnaire including factors affecting the success of succession planning. After that, data were analyzed using Spss and Excel software and also fuzzy TOPSIS method for prioritizing factors, which is one of the multi-criteria decision making methods. Results showed that “support and participation of senior managers” and “justice” are the most important factors in the success of succession planning with the approach of assessment and development center.         The selection of mathematics professors is an important issue for universities, since professors are the main pillars of the universities and improving the quality of their performance leads to the improvement of the universities’ educational quality.The aim of this study is to Prioritization of Professional Competencies of Mathematics lecturers of Farhangian University in Iran ,through topsis fuzzy. The present study is an applied research in terms of purpose and is a combination of documentary content analysis and descriptive-analytical research in terms of nature and method. At first, the statistical population including all available domestic and foreign theoretical and research texts were selected and studied. In the second stage, to rank the selected competencies, five mathematics professors were purposefully selected from Farhangian University branches of Hormozgan province, who determined the importance of each of the indicators in a designed questionnaire that were assigned to them. The data were then analyzed, using TOPSIS fuzzy method.Based on the findings, knowledge competence, abilities competence, characteristics competence and skills competence were the most important competencies.According to the mentioned results, it can be understood that Farhangian universities can use the findings of this study to select the professional competencies of their mathematics professors. Recognizing the status of enjoyment or deprivation of cities leads to the reform of policies and priorities, which ultimately leads to a move towards social justice. The purpose of this study is to investigate the degree of development of Qazvin cities in the field of 27 studied indicators. Using statistical information and entropy model and TOPSIS technique and finally showing the spatial-spatial distribution with GIS software, the amount of agricultural development of the cities of this province was obtained. The results indicate that Qazvin city is highly developed; Takestan city is in the developed level; Buin Zahra, Abik and Avaj cities are in the middle level and Alborz city is in the deprived level of agricultural development. Qazvin city due to being the center of the province, having a large area and the existence of transit roads to the capital and other provincial centers has been able to have a high level of agricultural development and other cities with a decrease in many indicators and various reasons for their development In the agricultural sector has decreased.         Failure to properly manage limited resources can ultimately lead to failure for these businesses. These businesses play an important role in inventing new methods that lead to technological changes and increased production capacity. It can be said that such units are driven by change and competition, as they alter the overall structure of the market. The creation and development of these businesses is an important policy for creating new jobs, accelerating economic improvement, and fostering the growth of countries. Therefore, special attention should be paid to new businesses. This research aims to identify important factors by examining different models of customer satisfaction as well as theses and papers in this field. By presenting an indigenous model, the research first uses the best-worst fuzzy method to weight the e-business customer satisfaction factors. Then, using a fuzzy TOPSIS technique, it examines one category of e-business, namely online stores, and ranks them in terms of customer satisfaction criteria. The results show that this model, with high computational efficiency and compatibility, highlights the priority of customer satisfaction factors. Additionally, communication and interaction criteria were ranked as the most important, followed by product and service quality, price/time, and sales and after-sales service. Interactions, value/time benchmarking, quality benchmarking, and ultimately sales and after-sales service warranty were identified as the best sub-criteria. Manuscript profile

        Today, quality is one of the most important factors in attracting customer satisfaction and loyalty to service organizations. Therefore, one of the main concerns of managers is to improve the quality of services. With the development of the Internet and the world of communications, a concept called cloud computing has expanded in the world of communications, which provides a new model for the supply, consumption and delivery of computing services. The purpose of this study is to make the optimal decision in choosing the appropriate cloud service according to the conditions of users so that they achieve the highest satisfaction. Fuzzy Delphi method, fuzzy hierarchical analysis method, fuzzy TOPSIS method and finally multi-criteria decision making method are the methods used in this research. The results of the fuzzy Delphi method show that the indicators of transparency, accessibility and reliability should be eliminated. The results of fuzzy hierarchical analysis identified the cost index as the most important index and the support index during demand as the least important index. According to the results of fuzzy TOPSIS based on the weights obtained from fuzzy hierarchical analysis, SAAS, IAAS and PAAS cloud services were ranked first to third, respectively. Using the SAAS service provides numerous benefits to employees and companies, such as reducing time and money spent on time-consuming tasks such as installing, managing, and upgrading software.         Which of the existing science and technology parks in the world are the most suitable options for creating international interaction? This article tries to find the answer to this question for one of the university parks in Iran using the partner selection approach. In order to limit the scope of the evaluation of the existing parks in the world, first, 20 countries that have made up 90% of Iran's foreign trade volume in the past 5 years have been identified, then based on the needs assessment of the firms located in the studied science and technology park that have the capacity and the willingness of international cooperation, the countries under review were ranked from six aspects like as: economic, political, cultural, security, technological and geographical criteria and in 13 sub-criteria using the combined method of The Analytic Hierarchy Process (AHP) and TOPSIS . Seven countries with a significant score among 20 countries were selected as samples to evaluate their science and technology parks. 19 well-known parks in these 7 countries were scored and ranked using 12 criteria, from the perspective of people involved in park affairs, and with the combined method of AHP and TOPSIS. As a result of this ranking, the following parks were identified as a higher priority for cooperation: Dubai Silicon Oasis Park, Tsinghua University Science Park in China, Teknopark İstanbul, Sharjah Research, Technology and Innovation Park, Dubai Science Park, Knowledge Oasis Muscat (Madaen). The results indicate that Qazvin county is highly developed, Takestan county is at the developed level, Buin-Zahra, Abyek, and Avaj counties are at the medium level, and Alborz county is at the deprived level of agricultural development. Qazvin county has a high level of agricultural development due to being the center of the province, having a large area, and a transit road to the capital and other centers of the provinces. Moreover, other counties have also decreased their level of development in the agricultural sector due to the decrease of many indicators and the presence of various reasons. Due to its small size, the presence of industrial centers and counties, more attention to the industry sector, and lack of attention to the agricultural sector, Alborz county needs more development in this sector and is at the lowest level of development.
