        The foundations of a knowledge-based economy are innovation, technology research and development, which is a costly and risky activity. Given the high cost and risk of technology development, the private sector alone can not do this, and therefore, governments in different countries have developed various institutions and mechanisms to finance innovation. In Iran, about 10 years ago, the discussion of the formation and development of the knowledge-based economy began with the adoption of the "Law on Protection of Companies and Knowledge-Based Institutions and Commercialization of Innovations and Inventions" and an Innovation and Prosperity Fund was set up to finance these companies. In this article, we take a look at the legal basis for the formation of the Innovation and Prosperity Fund and the various approaches and services of this fund in order to support innovation and technology development and thus the realization of the knowledge-based economy in the country.         In The world's most developed countries, policies to support small and medium enterprises in order to increase growth, income generating employment and reducing poverty in the forefront of economic or social - are governments’ important priorities. Essential characteristics of small and medium enterprises, including flexibility in face with market changes, rapid attainment of the activities, initiatives and high motivation of staffs and limited initial capital requirements, have caused growth, innovation and economic dynamism in transition economies of the firms. This study aimed to identify small and medium sized manufacturing firms with rapid growth, and determine their contribution to the Malaysian economy. Malaysia's Vision 2020 has planned development policies through enterprise and small business enhancement. These companies play a significant role in the economic breakthrough of Malaysia. These companies have allocated 93.8% of the operating companies in the industrial sector, 27.3% of total manufacturing production, 25.8% of value-added in production, 27.6% of the fixed assets and 38.9% of the employees of the country. In this economy the need for innovative companies are very obvious because these companies are the main source of wealth and employment in the knowledge-based economy. Knowledge-based economy is the current need for all countries in the world. In this regard, one of the strategies for a successful experience of developed countries based on knowledge-based economy has led to the formation and development of the science and technology corridors. Science and technology corridor is the coordinated and coherent set of universities, science and technology parks, research centers and in a geographic region with a centralized management structure and the particular legal for knowledge based products and services. In this paper, the requirements for the formation of the science and technology corridors will be discussed. The main components of science and technology corridors are: national innovation system, science and technology parks, universities and research centers, venture capital and entrepreneurship, human capital, special infrastructure, market, high technology firms and proximity to urban areas. As long as the country does not acquire these requirements, access to science and technology corridor and the knowledge economy would be impossible. Manuscript profile

        University and Industry are the most important and influent institutions in social, political and cultural development and society’s economic and technological improvements. The improvement in the relationship between science and technology, the integration of science and industry, the appearance of industries based on science, the use of science as a means to generate competitive advantages on the part of the firms, as well as the globalization of the economy and internationalization of technology, are some of the reasons which justify cooperative relationships between firms and research organizations. Developing relations between Industry and University by cause and positive effect on technological, economic and social changes and transformations was noticed by strategists, politicians and university and industry planners, and was more effort toward creating an effective linkage between university and industry. The 21st century is the century of knowledge-based international economic competition. Industry without online knowledge will surely die and knowledge without applying in industrial operation is not valueless, necessitating the connection between Industry and University. The present paper aims to review the existed theories and models of relationship between Industry, University and other influential institutions in knowledge-based economy. In this study, we reviewed “Triple Helix models TH1, TH2, TH3” (Etzkowitz and Leydesdorff), Quadruple Helix (Carayannis and Campbell), “Quintuple Helix” (Carayannis and Campbell), and represented and reviewed the “Islamic Republic of Iran’s’ Regional Quintuple Helix” (Samadi Miarkolaei), and “N-Tuple of Helices” between Industry and University (Leydesdorff), followed by presenting some suggestions to improve relations between Industry and University.         Theorists have predicted the emergence of the new economic era in which knowledge is the main source of wealth and economic output. In other words, in a new era, the economy is getting away from the resource-based method and is getting close to the knowledge-based one. Knowledge-based economy formed based on the production, distribution and application of knowledge and information. Therefore, investing in knowledge and knowledge-based industries got particular attentions. This paper reviews the literatures of knowledge-based economy due to its importance, and the emphasis of The Supreme Leader on special attentions of policy makers to implementation of it based on upstream documents. This article is provided according to the analytical and descriptive method based on available documents. The knowledge-based economy is addressed in the course of economic ideas, theories of knowledge-based economy, definitions, characteristics, advantages, elements, measuring indicators, policies of the knowledge-based economy in Iran, situation of Knowledge-based economy in Iran based on World Bank Index. At the end conclusion is presented. The results show that the fulfilling of the knowledge-based economy requires trained and skilled workforce, supportive government policies, making reform in society culture, efficient innovation system, indigenous knowledge, ICT, institutional and government stimulus, supporting intellectual property rights and so on. Although the World Bank 2005 report shows that there was a very significant imbalance between the indicators. By government efforts, the imbalance was declined slightly in 2007 and according to the latest World Bank report in 2012, Iran with an average 3/91 has gained the rank of 94 between 146 countries in terms of the knowledge-based economy.         In the “knowledge-based businesses” research field, few applied studies have been conducted. Meanwhile, by identifying the critical success factors in starting-up and development of knowledge-based businesses, we can recognize necessary contexts for these targets and take steps toward implementing it. Accordingly, the main purpose of this research is identifying and prioritizing the keyactivities to be carried out by government in order to improve the process of starting-up and development of knowledge-based businesses. The method of this study in terms of purpose is applied research, and in terms of data gathering method is descriptive survey. The target population of current study included all knowledge-based corporations deployed in incubators and science & technology parks of universities in Tehran. To gathering required data for this research, the questionnaire has been used. Chi-squared test is used to data analysis, and Friedman’s analysis of variance is applied to ranking parameters. The results of this study revealed that improving the process of starting-up and development of knowledge-based businesses is possible throughgovernment’s some key activities which “financial supports of government” is placed on top of them. Hence, it can be said that the government should start broad efforts in this regard, and this issue should be considered by relevant government authorities.         The role of knowledge in achieving economic growth cannot be denied, and the country's dependence on the knowledge of foreigners is one of the main obstacles in the field of realizing a strong economy. Because economic empowerment in every era and in every country is dependent on the scientific and technological power of that society. Therefore, to the extent that the country can access new technologies, it will be able to increase its position of economic power and, consequently, its military and political power. Of course, technology should be used in a practical way to strengthen the economic power of the Islamic Republic of Iran. This research seeks to explain the mechanism governing the economy and technology in a way that provides the basis for increasing economic power. Therefore, based on this approach, the main features and components of creating and increasing economic power are expressed with emphasis on the role of science and technology. The results of the research, which were obtained by descriptive analytical method and using library resources, document analysis and research and development, indicate that elements such as mosaic economic system, workshop production line, adopting the approach of increasing the intensity of knowledge, injecting knowledge in all dimensions Production, distribution and consumption, endogeneity of science and technology production and creation of knowledge-based ecosystem are among the most important of these factors.
