        In current research, the main objective is to determine the necessity requirements of establishing agricultural activities using hierarchical analysis method. Due to special climate and location conditions and resulting potentials from these conditions in Mazandaran province, agricultural activities are of the most important activities being done in this province. Each of these counties, have suitable or unsuitable conditions in accepting activities related to agriculture section, in which determining their level and their ability rank, is an important source for distribution of services and activities related to agriculture in the territory. Therefore, determination of related and accessible indicators in doing agricultural activities are done. Then the ability of counties of province in accepting farming activities as a subsection of agriculture based on specific indicators, was determined and available alternations in land exploitation and the intensity of its use in agriculture section were determined.         The purpose of this study is to provide a model and ranking for evaluating organizational ethics in small and medium industries. The statistical population of the study is the managers of small and medium industries, which was designed after studying the theoretical literature on the subject of the initial model. After designing the questionnaire, the opinions of experts were collected and the components and indicators of organizational ethics evaluation were prioritized using Choice Expert software using AHP and ISM techniques. Findings showed that to design a model for evaluating organizational ethics in small and medium industries, a total of 5 components and 17 indicators should be considered. The components are individual factors, organizational factors, environmental factors, structural factors, contextual factors, each of which has indicators, which were compiled by weighting and scoring the organizational ethics evaluation form with a total of 1000 points, obtained from the total points of each index.         Stagnation of companies leads to tax, insurance and banking arrears, adjustment and unemployment of human resources, decrease in value and credit of the company, decrease in the value of the company's brand, intensification of partners' differences and legalization of company's issues, acquisition of company's assets by non-specialists,... and finally, the added value of the sub-sectors will decrease and production and economic growth will decrease. In order to realize the economic slogans announced by the Supreme Leader (Madazla Al-Ali) during the last few years, the strategies for revitalizing stagnant mining and industrial companies (with many previous and previous connections) should be examined. Therefore, the aim of the current research is to formulate a strategy for revitalizing stagnant mining and industrial companies. Therefore, the current research is based on the purpose of a survey and descriptive relationship investigation. For this purpose, through the method of hierarchical analysis as well as the study of related documents, a conceptual model for the revival of stagnant mining and industrial companies from the group of mining, chemical, textile (clothing and cellulose), food and metal industries with the opinion of 400 experts and stakeholders of this group were defined and compiled. Based on the results of the research, using hierarchical analysis for each group of industries, strategies for revival such as debt reorganization, transfer of management, financing, identification of new markets, sale of surplus assets, etc. were identified and prioritized..
