        Today, the adoption of new information technology is one of the challenges in public sector organizations, which is less considered. The purpose of this study is to identify and rank the factors affecting the acceptance of information technology in public sector organizations during the Corona virus epidemic in order to provide better services and products without face-to-face referral to the clients / customers. In this resech, which is based on a combined approach, we use the existing information and documents as data. The statistical population of the study is 10 governmental organizations located in Alborz province.. In this article, in addition to introducing the proposed models for information technology acceptance and their classification, the effective factors in accepting new information technology in the studied government organizations to provide better services and products with the combined approach of transnational and Shannon entropy have been studied and identified. In this paper to determine these factors after identifying and introducing the types of existing models; Concepts, dimensions and indicators of the research have been extracted using the meta-combination method and ranked using the Shannon entropy method. The research results indicate that cooperation and coordination, environmental factors in technology acceptance, organizational factors, managerial factors, and human capital factors are in the first to fifth places respectively.         This article aims to provide a model of human resource absorption with the development of human resources in government organizations. In terms of purpose, the present study is an applied-developmental research and in terms of data collection method, it is a cross-sectional research. To achieve the research goal, a mixed exploratory design has been used. The statistical population in the qualitative section includes managers of government organizations in Khorasan Razavi province. Purposeful sampling was performed and 15 people achieved theoretical love. The statistical population also includes 6000 human resources of government organizations, which with the Cochran's formula is estimated at a sample size of 345 people. The required sample size was provided by stratigraphic sampling method in four regions of Khorasan Razavi province. Interviews and questionnaires were used to collect data. The basic categories of human resource development were identified by content analysis method and the final model was identified by validation equation modeling method. Qualitative data analysis was performed with Maxqda software and quantitative data with LISREL. The results of comprehensive categories are categorized in terms of technical, human and value factors. Organizing factors also include skill, knowledge, attitude, behavior, adherence to values, pragmatism, economic, technological, social, cultural, revolutionary, powerful. Technical factors consist of knowledge, skills, economic factors and technology. Human factors include attitudes, behaviors, social and cultural factors.         One of the concerns of effective managers at different levels is how to create suitable platforms for human factors working in all professions so that they deal with their professional issues with a sense of responsibility and commitment and observe the ethical principles governing their jobs and professions. The traditional concept of 3E (Economy, efficiency and effectiveness) in government management was changed to 4E and the ethical aspect of the activities of government employees was also added. Professional ethics is one of the basic issues of all human societies. Currently, unfortunately, in our society, less attention is paid to professional ethics in the work environment. In this study, "absorption and acceptance of professional ethics," "problem solving experience in professional ethics," and "professional ethics policy-making" were the components of the conceptual research model describing the development of professional ethics in the public sector. To reach the research objectives, 312 questionnaires were distributed, and the research sample encompassed 300 academic experts, professionals of state organizations involved in public sector services, especially the municipality, and professors and students in the fields of educational sciences, public administration, and educational management, who were selected using non-random purposive (Judgment) sampling and snowball sampling methods.
