        One fundamental part of any e-Government implementation process is to electrify its processes and activities by establishing and developing e-Organization. Due to high cost of implementation of a well-operating e-Organization in a public or governmental organization as well it sensitive function, it is vital to have a deep knowledge of its mission, operations and required infrastructure. In this paper, based on a systematic and process-oriented viewpoint of an organization and its mission, a conceptual model is presented to implement an e-Organization, by considering opportunities and challenges of the system. Then, we present a managerial executable structure for implementation. Finally, two organizations are introduced in which electrifying processes of the customers were implemented successfully.         Due to the recent advances in electronic government (e-government) and given the fact that universities are recognized as the Leading of innovation and progress in society, the expectation of electronic-government maturity levels in universities is higher than other governmental agencies. Given the high human capital capacity, universities are able to adapt themselves to e-government faster than other governmental organizations. In order to meet these expectations, e-government in universities and higher education institutions must be continuously evaluated. In this paper, we developed a model for assessing e-government readiness at university level, which includes "university-affiliated" indicators and "university-independent" indicators; university affiliates indicators are: " Trust "," Executive Policy and Laws "," Human Resources "," Integrity "," Budget "," Technological Infrastructure "," Digital Culture" and "Supervision, Support and Coordination ", as well as the "National Infrastructure" indicator is an independent indicator of the university.         Blockchain can reduce bureaucracy and increase the efficiency and performance of administrative processes through a platform possessing features and attributes such as storing and exchanging electronic messages in a decentralized environment and executing high level of security transactions and transparency, if used in government public service delivery. Many scholars believe that this distributed technology can bring new utilizations to a variety of industries and fields, including finance and banking, economics, supply chain, and authentication and increase economic productivity and efficiency dramatically by transforming many industries in the context of today's economy. The present study, presents the characteristics of the localized blockchain and e-currency conceptual model for the evolution of e-government services. It also examines the impact of the blockchain and e-currency model on the economy and electronic financial transactions as a viable, practical and constructive solution (rather than blocking and filtering of e-currency and blockchain). Ultimately designing a localized block chain and e-currency model, has played an effective role in exploit its high potential to speed up the administrative processes and reduce costs related to electronic transactions and payments in e-government and increase e-government revenues and ultimately it can speed up the customer service delivery and increase their satisfaction with the government.         Successful implementation of e-government in each country requires the model that depends on the objectives, requirements and conditions of the country. The lack of proper planning and adoption will lead to the ignorance of necessities and fail in implementation. Since the different dimensions of government are related to each other, the creation and development of e-government is possible only with balanced development in all aspects. Review of the literature in this area suggests that the e-government maturity models, development models and strategic models, all have seen the evolution of e-government from one dimension; and in the field of stakeholders of e-government services, the focus has been only on the supply side of stakeholders. In this paper by reviewing existing models and stakeholder theories, with a systematic approach that will be adapted from Zachman framework, systematic Framework will be presented for the implementation of integrated e-government system. This systematic framework provides five main dimensions along with its components in five developmental stages for the implementation of e-government. These dimensions are: 1) strategies, values and programs (why and when), 2) partnerships and development of stakeholders (who), 3) data and information (what), and 4) infrastructure (What or where), 5) process (how).         Abstract: This article presents the concept of Policy Intelligence and the way of designing it in order to implementing E-Government. Policy Intelligence is referred to a kind of information system which collects data and information from different social fields and after processing these materials, present them to policy makers in form of appropriate decision making packages. This article at first reviews E-Government and its place in our era. Then by pointing that implementing E-Government paradigm needs to using modern instruments and models, we will present Policy Intelligence model by considering the major fields of Iran's public administration.         Along with the development of information and communication technology in all areas, information technology in the management and administration of countries has also developed and concepts such as e-government and e-governance have emerged. Although e-government emphasizes providing services to stakeholders by internet, e-governance emphasizes the need to change the way the government communicates democratically with its citizens. Identifying the components of e-government evaluation In addition to identifying the important aspects for the development of e-government in the executive apparatus, it is a tool to know the status of progress of the executive apparatus and identify strengths and areas for improvement in the development of e-government. The main purpose of this study is to study the criteria and identify the components of evaluating the progress of government executive bodies in the development of e-government under the title of e-government evaluation framework. Accordingly, the initial criteria have been identified based on a literature study. Then, with the help of expert opinions, the criteria are reviewed and defined. With the help of a questionnaire, the importance of each criterion in the development of e-government in the country's executive apparatus has been questioned through random sampling. After measuring the importance of the criteria from the perspective of experts, effective criteria have been categorized using exploratory factor analysis. The results of factor analysis show 27 criteria identified in six components; e-governance quality, e-governance leadership and motivation, productivity and facilitation, support, e-services management, and e-legislation are summarized. Another output of this study is the coefficient of the importance of each of the criteria in measuring the identified factor. Manuscript profile

        Today, many governments around the world are increasingly leveraging advances in information and communication technologies to provide electronic services to their citizens. But estimates indicate that e-government projects will fail miserably, both in part and in whole. Incomplete formation and poor supply chain performance are the most important reasons for the failure of these projects by researchers. Due to the fact that few studies have been conducted in the field of e-government service supply chain and its performance evaluation indicators, this study has studied the e-government service supply chain in Iran by studying the e-customs system. Also, using SMART criteria and ELECTRE I technique, it has identified the performance evaluation indicators of this chain. This study shows that just as the principles of e-supply chain in the manufacturing sector have been proposed by researchers, this concept can be generalized to the public service sector. The results also show that unlike previous studies on performance appraisal indicators, e-government service supply chain indicators have significant differences with traditional service supply chains.
