          This paper deals with the problem of obtaining the optimum path for a vehicle to its destination. We propose architecture based on which vehicles are able to find the best path toward their destination using real-time traffic information thus, travel time is reduced and roads traffic capacity is increased. Pervious system, aiming at the same goal, use traffic flow prediction thus their information is not real-time and even precise. Moreover, some systems use GPS data but due to coverage limitations (in dense city environments, tunnels) permanent accessibility may not be provided. In this paper, thus, we propose architecture for such a system based on communication between vehicles and road side infrastructure. We first propose a scheme for Road Side Unit (RSU) placement so that the maximum coverage with minimum numbers of RSUs is achieved. Then an algorithm is proposed for information gathering though which real-time traffic information is circulated between all RSUs. Finally this information is used for navigation of vehicles toward their destination during city trips. Results of simulation study conducted by NTCUns shows the good performance of the proposed idea.    Manuscript profile

        In recent decades, with the rapid growth of urbanization and population growth in cities, the use of public transport and personal vehicles has been on the rise, which has many consequences such as greater dependence on the car, long travels, increased transportation costs and most importantly, environmental hazards and air pollution. The Irregular use of cars leads to the loss of irreversible energy, the effects of greenhouse gas, and the dissatisfaction of townspeople of the high levels of noise and air pollution, resulting in a reduction in economic efficiency. In this regard, governments have set various rules and standards for reducing car pollution and the car makers are required to comply with them. These requirements have prompted carmakers to find ways to reduce the environmental pollution of their products and to create new technologies in this industry. Therefore, attention to environmental studies in the automotive industry is one of the most important factors.         The main objective of this research is to develop a performance measurement system for a desired urban transportation system based on its values, mission, and vision. Based on investigating of different performance evaluation models, the performance measurement system was designed through Balanced Scorecard (BSC). Prioritization of Balanced Scorecard perspectives and indicators was also conducted using Analysis Network Process (ANP) and questionnaires collected from the expert team. Nominal group technique was used by the expert’s team to determine and confirm the results. In addition, to determine performance evaluation indicators, related literature, general policies, successful experiences and scientific breakthroughs were considered and the opinions of experts were extracted in consecutive meetings. Eventually, development of a sustainable, Justly, safe, economical, fast, and comfortable transportation system, with maximum efficiency and minimum Undesirable effects on human health and environment, were defined as the most important values, and the missions of transportation managers have defined accordingly.         Low cost carriers are great revolutions in the air transportation industry in the last three decades. In fact, low cost model in the airlines has been indicated as a successful and innovative model. Low cost model is a strategy, focusing on the primary needs of passengers and increaring productivity, that provides lowest prices in internal and international air transportation of passenger. In this study, it has been tried to propose a model of developing low cost carriers market. Population is experts in airline of Aseman, Iran Air Tour, and Kish Air. Samples were collected by targeted judgemental approach for qualitative interviews. Instrument was structured interviews. To analyze data, grounded theory was utilized. 33 interviews with experts of airlines help to gather the required data. Finally, 15 major concepts were extracted including liberalization and withdrawal from the state structure, internal and external tourismism, efficient human factor, security and timely order, regulatory interaction versus relation orientation, customer trust, structural modifications costs, infrastructure and airport management, reconciliation with aeronautical knowledge, customer service, optimal aircraft and flight network, governance mandate structure, optimal sales service management, lack of sanction pressure and society cultural development.         Any society to achieve real and sustainable development goals requires continuous interaction between scientific and technical institutions, takes form in the template of university and industry. In fact, universities are generating knowledge and transferring it to scholars, the industry also works to apply knowledge and shares its expectations to university research teams, and they present their ideas, findings and outcomes to the industry. Transportation science also is no exception, and in recent years, it has introduced and implemented new technologies called Intelligent Transportation Systems (ITS) in universal level. Studies in Iran show that transferring knowledge between university and intelligent transportation industry face challenges and obstacles that have led industry owners to the direction of assembling imported components and escaping from universities. This study aims to explanation and interpretation of viewpoints of university and industry section experts about obstacles that affect transferring knowledge between these two institutions in line with implementation of intelligent urban transportation. In this research, firstgy determined effective indices of industry – university interaction obstacles by searching library and documentation resources. Fuzzy Delfi is used to sieve indices and identifying final submeasures. As 43 suggested obstacles were initially available to transportation science experts and by this technic, at first stage 27 obstacles and then, 15 obstacles were chosen for evaluation and ranking. Ranking was also done though fuzzy AHP.         This paper addresses the cooperative object transportation by a multi robot distributed system, which is a difficult problem due to path planning and robot cooperation challenges. In this problem, a number of robots should transport an object to a goal point safely while avoiding obstacles and utilizing a proper coordination and cooperation mechanism. The proposed method has a two-layer structure which benefits from both centralized and decentralized architectures. The global level takes advantage of full knowledge of environment to plan an optimal path using the new Optimally-Connect Random Tree (ORT) method, and the local level performs some local processes to reduce the system’s overall processing load and cost and increase its robustness. The required coordination between the robots is realized via radio communication, and for local path planning of the robots a combination of potential fields and TangentBug algorithms has been used. The proposed method has been implemented on multiple KUKA youBot mobile manipulators in the Webots simulation software, and its performance has been evaluated through various experimentations and the results of implementing and comparing the ORT and Rapidly-exploring Random Trees (RRT) showed the advantage of the proposed method. This type of business, as a link between technologies and the business market, has created a stable market for the employment of different groups. Some modern businesses have developed new electronic tools that make them different from other businesses. Intelligent agents, which act as tools for technology-driven companies, are responsible for the dynamic pricing of their products and services. In this pricing model, which is often done completely without the intervention of human operators and automatically (intelligently), electronic tools price by analyzing various factors. The purpose of this study is to investigate the status and legal effects of this pricing model in companies providing intelligent transportation services. The present article has been done by analytical-descriptive and library methods. Dynamic pricing model has advantages and disadvantages compared to traditional model; Advantages: 1- Transparency in Costs Declaration, 2- Facilitates and Accelerates the provision of Transportation Services, 3- Reduces Costs. Disadvantages: 1- Absolute authority of the company in determining and paying costs to drivers, 2- Impossibility and unpredictability of monitoring the design and performance of applications of companies that use this pricing model, 3- Lack of appropriate and specific laws and regulations for possible violations. Based on the findings of this study, the existing regulations are not sufficient to address the challenges and possible violations in relation to the dynamic pricing model, and it is necessary to review and amend the regulations and formulate appropriate solutions in this regard.         Deputy of Transportation and Traffic of Tehran Municipal Region 12 has presented a plan to displace the BRT line from the south side of Mowlavi Street to the middle in order to increase safety and organize public transportation. This paper aims to study the social and cultural impacts of this intervention on the social life of Mowlavi Street in accordance with the stakeholders’ needs, situations, and opinions. The main methodology of this research is based on qualitative approach and phenomenological method using in-depth interview and focus group techniques. Accordingly, relying on the theoretical framework of livability. several concepts such as sustainability, sustainable transportation, quality of life and safety have been brought forth. The findings indicate that the displacement of Mowlavi BRT line can increase street safety; however, this requires a high level of organizational cooperation of Traffic Police on this street. On the other hand, one-way to two-way street conversion which is also aligned with the local residents’ and businesses’ social and economic benefits in Harandi and Takhti neighborhoods, can increase the transportation demand for Mowlavi Street.         One of the most important categories in urban planning is the appropriate location for the establishment of urban services and uses. This means that different urban activities need their own space and it is not possible to deploy them in every urban area. This is possible by considering the characteristics of the uses and how they relate to other urban uses. Among the important urban uses are suburban and inner-city passenger terminals. In urban planning, determining the appropriate location for the establishment of urban uses is one of the important and effective issues. Among the important uses are passenger terminals. Due to the increase in population and volume of traffic in cities and as a result of their expansion, the traditional conditions governing the establishment of this function have been associated with many problems. Economic, social, climatic, traffic, etc. requirements are among the items that should be considered in determining the appropriate location of this user. The purpose of this study is to investigate the location of the network of passenger terminals for intra-city passenger transportation. The results of previous research in Iran show that in locating existing terminals and spatial desirability and compatibility of activities have not been properly considered.         Vehicle detection and tracking plays an important role in self-driving cars and smart transportation systems. Adverse weather conditions, such as the heavy snow, fog, rain, dust, create dangerous limitations by reducing camera visibility and affect the performance of detection algorithms used in traffic management systems and autonomous cars. In this article, Faster RCNN deep object recognition network with ResNet50 core and RetinaNet network is used and the accuracy of these two networks for vehicle recognition in adverse weather is investigated. The used dataset is the DAWN file, which contains real-world images collected with different types of adverse weather conditions. The obtained results show that the presented method has increased the detection accuracy from 0.2% to 75% in the best case, and the highest increase in accuracy is related to rainy conditions.         This research has been done with the aim of identifying and ranking the factors affecting the digital transformation strategy in Iran's road freight transportation industry, focusing on the Internet of Things and data analytics. After reviewing the literature, semi-structured interviews were conducted with 20 academic and road freight transportation industry experts in Iran, who were selected using the purposive sampling method and saturation principle. In the quantitative part, the opinions of 170 employees of this industry, who were selected based on Cochran's formula and stratified sampling method, were collected using a researcher-made questionnaire. Delphi technique, literature review and coding were used to analyze the data in the qualitative part. In the quantitative part, inferential statistics and SPSS and smartPLS software were used. Finally, 40 indicators were extracted in the form of 8 factors and ranking of indicators and affecting factors was done using factor analysis. The result of this research shows that the internal factors have the highest rank and software infrastructure, hardware infrastructure, economic, external factors, legal, cultural and penetration factor are in the next ranks respectively. Therefore, it is suggested that organizations consider their human resource empowerment program in line with the use of technology and digital tools. Manuscript profile

        In the last decades, a range of diverse strategies for the development of human resources have been applied by leading organizations. As the human resources experts discuss, one of the prominent tools for this purpose is mentoring programs. In addition, technological developments in organizational environments have doubled the significance of focusing on to online guidance. The aim of the present research was to present the framework of the online guidance educational model, based on knowledge sharing, for the training of key jobs in the country's rail transport industry. This research was qualitative and was conducted based on the paradigm of interpretivism and the framework of the educational model was designed using meta-synthesis method and qualitative case study. By exploring the relevant global studies, 26 selected articles that were consistent with the accepted criteria were analyzed using the meta-synthesis method after the quality assessment steps. In the next step, in a case study, interviews were conducted with 30 experts in the field of the country's railway industry who were selected by the purposeful sampling method. Then, the themes resulting from the meta-synthesis method and the themes of the interviews were analyzed and summarized. The results of meta-synthesis and case study indicated that the components of organizational culture, financial resources and budget, evaluation and control, support and support, communication, human resources, planning, organizational structure, environmental conditions, information and communication technologies are among the main dimensions of the guidance education model. Also, each of these components includes sub-components that affect online guidance. Therefore, it can be concluded that attending to the identified components along with its sub-components might play an important role in the implementation of online guidance with regard to the knowledge sharing for the training of employees who work in key jobs in the country's rail transportation industry.         In today's world, issues such as the depletion of energy resources, environmental pollution, the increase in material and spiritual damages caused by accidents, the supervision and management of intercity transportation, the increase in wasted time, and the rapid growth of transportation demand in the world have become a serious problem in the road transportation sector. This is while the existence of smooth and safe transportation is one of the most fundamental infrastructures for development and increasing the level of well-being and social welfare in any country. On the other hand, the rapid growth of emerging technologies that play a driving role in various industries and economic sectors and guide the transportation industry towards becoming intelligent, increasing efficiency, and raising the level of service quality has attracted the attention of policymakers and planners in the country to use these emerging technologies to solve the serious problems in this field. Due to the limitations of resources, naturally, a comprehensive understanding and then prioritization of these technologies can be a step towards getting out of the current situation. In this research, an attempt has been made to identify emerging technologies in road transportation by conducting library studies and then prioritizing them using the multi-criteria decision-making method (TOPSIS). The results indicate that according to the indicators of national strategic goals in this sector, the "smart communication networks" technology ranks first, followed closely by "traffic automation" and "smart buses" technologies in the second and third ranks, respectively, with an index close to the first rank.         Today, issues such as population growth and climate change have greatly affected societies in the optimal use of natural resources while maintaining and improving the quality of life. Meanwhile, infrastructures are at the heart of this challenge. In such conditions, building infrastructure facilities and improving the quality of existing infrastructures is a critical issue, and Iran is not exempt from these conditions. In this regard, it is necessary to find ways to minimize the negative effects of development on the environment and affected communities. Sustainability rating and evaluation systems can play an important role in moving towards sustainability. Therefore, the current research aims to respond to the need to extend the life span and improve the performance quality of the infrastructure in Iran, and has sought to evaluate the infrastructure of the inter-city transportation sector from the perspective of sustainability. The evaluation is based on the Envision evaluation system for the projects of the Khorasan Razavi Department of Roads and Urban Development. The collected data were analyzed using SPSS. According to the results, 5 indicators of quality of life, project management, resource allocation, natural environment and climate and resilience are important. The analysis of the obtained data showed that among the 14 sub-indicators of the evaluation system, for the projects of the General Administration of Roads and Urbanization of Khorasan Razavi, the sub-indicators of economy and society have the most impact and the sub-indicator of pollutants have the least impact.         The cement industry is considered one of the most important, fast-moving and influential industries in the industrial development and growth of any country. In the current research, by analytical and computational methods, the economic situation of cement in various fields including its market structure in Iran and the world in the period of 2012-2018 has been investigated. The results obtained in Iran have shown that the cement production capacity has a growing trend and an excess of supply compared to demand. The countries of Iraq, Afghanistan, and Kuwait have been the most important target markets for Iran's cement exports so far. Determining the price of cement through the commodity exchange has removed the existing challenges. The cement industry is one of the energy-intensive industries, which has the largest consumption of fuel oil (furnace oil) among the different energies compared to all industries. the production companies in order to manage costs are mainly located in the border points and close to the production raw materials and they export their products to the nearest target market. The results of Herfindahl-Hirschman concentration index calculations, by information of 36 active companies and members of the stock exchange in Iran, showed that this industry has a monopolistic competition structure regardless of the ownership effect, and a multilateral monopoly structure in terms of the ownership effect.         The purpose of this research is to identify the drivers, obstacles and consequences of digital entrepreneurship in Iran's road freight transportation industry. The statistical society of this research in the qualitative part was made up of 20 experts in this field who were selected using theoretical saturation. In the quantitative part, using Cochran's formula and cluster sampling method, 170 employees of this industry were selected as samples. In order to collect data, a semi-structured interview was used in the qualitative part and a researcher-made questionnaire was used in the quantitative part, whose validity and reliability were checked and confirmed. In the data analysis, systematic literature review and coding and Maxqda software were used in the qualitative part, and inferential statistics and SPSS and Lisrel software were used in the quantitative part. Finally, 9 indicators in 4 driver factors, 11 indicators in 3 obstacle factors and 55 indicators in 8 consequence categories were extracted and prioritized using factor analysis. The result of this research shows that the political component is a priority as a driver and political obstacles are a priority as an obstacle. In the current research, the aim of more precisely knowing the cement market of Iran in order to achieve the goals of principle 44 of the constitution of Iran using analytical and quantitative methods, the economic situation of cement in various fields including its market structure in Iran and the world in the period of 2012-2018 has been investigated. The results obtained in Iran have shown that the cement production capacity has a growing trend and an excess of supply compared to demand. The countries of Iraq, Afghanistan, and Kuwait have been the most important target markets for Iran's cement exports so far. Determining the price of cement through the commodity exchange has removed the existing challenges. The cement industry is one of the energy-intensive industries, which has the largest consumption of fuel oil (furnace oil) among the different energies compared to all industries. the production companies in order to manage costs are mainly located in the border points and close to the production raw materials and they export their products to the nearest target market. The results of Herfindahl-Hirschman concentration index calculations, by information of 36 active companies and members of the stock exchange in Iran, showed that this industry has a monopolistic competition structure regardless of the ownership effect, and a multilateral monopoly structure in terms of the ownership effect.         This research has been done with the aim of identifying and ranking the factors affecting the digital transformation strategy in Iran's road freight transportation industry, focusing on the Internet of Things and data analytics. After reviewing the literature, semi-structured interviews were conducted with 20 academic and road freight transportation industry experts in Iran, who were selected using the purposive sampling method and saturation principle. In the quantitative part, the opinions of 170 employees of this industry, who were selected based on Cochran's formula and stratified sampling method, were collected using a researcher-made questionnaire. Delphi technique, literature review and coding were used to analyze the data in the qualitative part. In the quantitative part, inferential statistics and SPSS and smartPLS software were used. Finally, 40 indicators were extracted in the form of 8 factors and ranking of indicators and affecting factors was done using factor analysis. The result of this research shows that the internal factors have the highest rank and software infrastructure, hardware infrastructure, economic, external factors, legal, cultural and penetration factor are in the next ranks respectively.
