According to single-dimensional researches in entrepreneurial orientation-business performance literature and lack of existence for variables contributing more clarity and progress in our understanding, more study is required to be done. The main purpose of this article is to investigate the relationship between entrepreneurial orientation and business performance with regard to organizational learning orientation, as a mediator, and market turbulence, as a moderator.  To assess the claim, we collected data by census method from senior managers or/and executives of all 55 active and semi-active SMEs in the Birjand Industrial Park. Findings showed that small firms having high entrepreneurial orientation show more inclination to organizational learning in the turbulent markets, but organizational learning tendency does not necessarily affect positively the performance of small firms even in changing markets. Last decades, the dynamic and efficient relationship between government, university and industry has been the main purpose of governers, universities and industrians and despite numerous conducted studies, programs and initiatives, the gaps remained. On the other hand, according to the role of SMEs in development and institutionalization of entrepreneurship and accelerate the process of scientific, technological, industrial and economical development, it is more than one decade that some centers are created for directing and supporting these enterprises in different sectors of society and the dream of relationship between government, university and industry are realized through knowledge and technology - based SMEs. But due to lack of over sectorial approach to these centers and parallel works of their main sponsers- ministries of science, research & technology and industries & mines- despite the spread of these centers, the goals and missions particularly about strengthening the relation between government, university and industry are ambiguous. So it is recommended to review and rethink the goals, missions and mechanisms of these centers in their second decade of their activity Manuscript profile

In turbulent business environment, organizations are struggling to make themselves agility and for this purpose, it is necessary for them to reengineer the business process. Selecting an appropriate process for reengineering can improve organization in low cost and high speed. This means that organization should select reengineering processes with the greatest potential for change and also generate the best result for the organizations agility. Due to the high failure rate in business processes reengineering, risk assessment is important for these processes. This paper aims to assess the potential risk in the success of business processes reengineering. This study is an applied research in terms of results and in terms of variables; it includes qualitative variables and takes place in the field of descriptive researches and performs via survey method. Cronbach's alpha method is used for the reliability and content for validity. To verify the hypothesis of research, correlation and regression methods are used. A case study performed small and medium enterprises of an Incubator in Ferdowsi University. The innovative aspect of research is to create a new perspective to examine the effect of risk and failure rates in business processes reengineering. According to the results of this research, among the potential risk dimensions, management support and workplace have the greatest impact on success rate of business processes reengineering. In order to survive in active and changing business environment, organizations should provide vital information for the managers by using new methods in a very short time. As Small and Medium Enterprises are the heart of economy; there’s no doubt in the importance of small and medium industries’ role in countries’ economic development so they need to use this new methods and systems. By using new technologies, SMEs are able to apply new processes like supply chain management, customer relationship management, and knowledge management. Business intelligence as a new concept could integrate the scattered and heterogeneous organizational data and by using business intelligence systems, SME's would be able to provide multi-dimensional analytical reports for their managers to make correct decisions. Single window for SMEs, enroll as an information technology which bridges between SMEs and service suppliers specially government authorities. Single window is a long lasting concept and the ideal of all of service user, in the case SMEs. Such a system also have so much benefits for all of its partners, include reducing costs and time and increasing Quality and knowledge management. Successful Implementation of Single window is due to good planning and having an applied experienced model which includes all of the important aspects of the issue for granted. This paper introduces a novel applied model based on 6C conceptual model and successful projects lessons learnt for Iran SMEs; the projects and their PPP model needed to be investigated is followed. The results will be helpful for developing countries to run similar projects. Manuscript profile

In many countries, small and medium sized enterprises (SMEs), especially enterprises in science and technology parks act as economic engine and marketing is an important activity in these businesses. But, understand marketing, functions, role and importance of it by managers / owners of these enterprises and also the questions raised barriers that must be answered to it. In this regard, the present study aimed to investigate the role of marketing in small and medium enterprises based in East Azarbaijan Province Science and Technology Park has been done. To achieve the research objectives of qualitative approach and case study method was used. The study population consisted of managers / owners of enterprises based in East Azarbaijan Province Science and Technology Park that is using purposive sampling method, 10 samples were selected. Initial data collected using semi-structured interviews and analyzed using the inductive method was used. The results indicate that marketing as a set of activities and measures that are used in large companies, particularly in the studied companies were not understood. However, word of mouth marketing communication, understanding customer needs and having long-term interaction and relationship with the customer was the most important marketing activities and actions that had the most significant role in the growth and survival of them. Most interviewees focus on the daily execution of some tasks limited marketing and implementation of a comprehensive marketing plan for, the expertise and financial resources were not sufficient. In modern power systems, utilization of renewable energy sources makes some difficulties for the power grid. One of these problems is shortage of electrical power during conditions which renewable energy sources cannot generate electrical power. For example, during shading conditions, the output power of the PV array is negligible. Using SMES (Superconducting Magnetic Energy Storage) systems is one of the applicable solutions which has been proposed to solve mentioned problem. In SMES system, energy is stored at high power inductances and during critical conditions; this power can be delivered to the load. One of the important parts of SMES systems is Multi input - Multi Output (MIMO) DC-DC converter. In this paper, at first step, one topology has been designed for the MIMO DC-DC converter. This topology has remarkable advantages such as fewer electrical elements and better controllability than other topologies. In the second part of this paper, based on multivariable controller strategy, an efficient controller has been designed for the SMES system which can set the output voltages of DC-DC converter at predetermined values. The most important feature of proposed controller is its efficiency at different conditions which some of these conditions make serious problems for conventional controllers. Generally, the objective of this paper is designing one SMES systems with an appropriate controller, which can regulate the output voltages at different conditions. Manuscript profile
