From controversial view that has been flowing with regard to governmental interference and market freedom since three last centuries, two approaches can be identified: market-inclined and gvernment-inclined. This distinction is based on the weight that each approach assigns to one of these two institutions and its capacities for achievement of optimal economical efficiency. Controversy on this issue has a deep idealogic nature more than anything else and each approach tries to form historical evidence in their favors. In this paper, in addition to proposing the historical process of two approaches’ controversy and their internal varieties, we prove that in the shadow of achievements and failures of two approaches on one hand and proposing the alternative theoretical patterns and formation of developmental successful experience outside of conventional experiences that documented by two controversy parties on other hand, the grounds of the new pattern proposition of governmental interfernce extent have been provided since 1990 decade until now. The institution-inclined approach focusing on the topic of “quality” of interference instead of “quantity” of governmental interference is looking beyond the mentioned ideologic controversy and theorizing aboat the method and quality of positive governmental interaction with market institutions. Today, the biological sciences are one the most important parts of the basic sciences. This explains why most industrial countries are heavily investing in it. In the USA, more than half of all federal government support in science is allocated to the biological sciences. In the EU, more than 22 million people are employed in professions relating to the biological sciences. In Iran, Science and Technology Initiatives consider basic sciences as one of the important parts of science and most universities educate students in the biological sciences. In addition, some incubators and science parks are devoted to biological sciences. To evaluate the research in biological sciences in Iran, we compared the quantity, quality, international cooperation, and the cooperation between academia and industry with Asian and global universities. To do this, we used Leiden ranking results in two time frames, namely 2008-2011 and 2012-2015. The results demonstrate that Iran stands at a relatively good point based on the number of publications. However, greater efforts are necessary to avoid falling behind in terms of rank. Additionally, this study shows that the quality of publications requires significant improvements. Furthermore, international cooperation of universities should be expanded. Poor industrial cooperation between university and industry is mainly due to the lack of related industries. In conclusion, a detailed plan should be developed to ensure leadership in biological sciences and achieve scientific authority in the field Manuscript profile

3 - An Evaluation of Fakhr al-Din Razi’s Criticisms of Ibn Sina’s Definition of Time

Following Aristotle, Ibn Sina maintained that time is the number of motion which is attained by the continuous movement of a moving agent over a distance. He adduced two arguments in order to demonstrate his theory: one was based on the difference between the motions of moving things in terms of speed, and the other was based on the divisibility of the distance of movement. In contrast, through advancing various objections, Fakhr al-Din Razi challenged this theory not only with regard to its two underlying arguments but also with respect to the theory of time being the number of motion. The present paper aims to demonstrate that Fakhr al-Din Razi’s criticisms originate in his lack of enough scrutiny of Ibn Sina’s principles, particularly regarding the opposition of non-existence and habit between motion and rest, time as necessary by the other and not necessary by itself, the difference between universal and particular times of each motion, and the existence of logical fallacy in some arguments. However, the final response to some of his criticisms are given based on the principles of the Transcendent Philosophy regarding the analytic differences between motion, time, and time as the fourth dimension of being.
