        The purpose of this study is investigation of the employment status of environmental and health graduates in Karaj Municipality. In the first step, frequency and frequency percentage of all employers at three levels of completely related fields of education (including environmental science and environmental health), semi-related fields of education and unrelated fields of education were investigated in three groups of central headquarters, organizations and regions according to the information received from the planning deputy of Karaj municipality. In the second step, the relationship between education and work responsibility of experts and heads of the responsible departments for environmental protection was investigated. The results showed that only 1% of the total personnel of Karaj Municipality have a specialty in completely related fields of study and 3.1% of them were graduates in semi-related fields of study. Only 8 (16.3%) of the 49 personnels with completely related fields of study, have been employed in their education-related responsibilities. The results also showed that only 5 (42%) of 12 heads of the departments or responsible personnels for environmental protection have education in completely related fields of study and only one of them were graduates in semi-related fields of study. This fact indicates the lack of attention of municipal managers to the existing organizational chart and non-regulation of the responsibilities distribution especially in the environment and health field. Based on the research results, reviewing and modifying the process of personnel recruitment and using managers and experts with a relevant specialty in the Karaj municipality is necessary as the first prerequisite for managing and preserving the environment to achieve sustainable development.         In Karaj, the large volume of wastes was produced due to the high level of construction activities such as demolition of old buildings and the construction of new buildings. In this regard, it is necessary to have management system with environmental protection perspective for the construction and demolition wastes (CDW). Therefore, the main purpose of this research was study of the amount and composition of CDW in Karaj municipality zones (10 zones) in 2017 with the financial support of Karaj municipality. In the first step, a little amount of CDW was investigated by Karaj waste management organization's statistics. The results showed that the Karaj construction sector produces 5973 tons (2186410 tons/year) of CDW every day, which is around 3% of the total amount of the country generated CDW. Also, the share of per capita CDW production is 1220 kg/year for each person per year and the maximum CDW generation rate was in the November and December and the minimum one was in March and April. In the second step, the composition of CDW was determined using field observations of the disposal sites and landfills.         The present study was conducted to evaluate the effects of the construction of sidewalks in the area of Imamzadeh Hassan Boulevard in Karaj. This sidewalk is about 300 meters long and is located between the holy shrine of Imamzadeh Hassan and Quds Square in the agenda of Karaj Municipality. The theoretical model of the research is based on the concept of “sidewalk as an urban public space” inorder to use the opinions of experts in various fields as well as field observations has been used. The theoretical model of the research is based on the concept of “sidewalk as urban public space”.In order to evaluate the consequences of the action, various quantitative and qualitative methods, including surveying in the field of project intervention, interviews with various stakeholders, using the opinions of experts in various fields, and field observations have been performed. Consequences assessment has been done in the form of two scenarios, including passive scenario (status quo) and minimum scenario (status quo adjustment) and in assessing each of the scenarios, the consequences of the action in three areas including traffic, social and institutional context has examined. The results show that the area under study in the current situation has many problems including traffic, social and institutional issues. If the first scenario is realized and this situation continues in all three areas, we will see the complete dominance of negative effects on the positive effects, including traffic issues, opposition and dissatisfaction of residents and increasing social harms. If the first scenario is realized (adopting a passive approach) in any of the three areas of traffic, institutional and social, the favorable situation for the study area is not predicted. In other words, the area in question in the current situation faces challenges that necessitate a change in this area. While, the results show that the implementation of any maximum action in the area under review is also far from expected due to the lack of legal, operational and financial contexts. Therefore, the proposed plan of Ataf introduces the adoption of a minimal approach in the implementation of the road construction project as a desirable option. If the city managers approve and decide on the implementation of the road construction project, this plan is based on the idea that this project will be designed and implemented in two independent phases but with common goals. In the first phase, a set of pre-implementation corrective measures is considered and in the second phase, undergraduate and specialized studies are on the agenda. The method of this research was cross-sectional in terms of time and in terms of implementation process, it was combined (quantitative and qualitative). In the quantitative part, the information was obtained through a survey of 400 Islamabad residents of Karaj and in the qualitative section, interviews have been conducted with the managers of the municipality of Karaj region, executive agents, planners and prominent people and local elites. Formal validity was used to determine the validity of the questionnaire and Cronbach’s alpha method was used to determine the reliability. In such a situation, it is necessary to revive these tissues by using appropriate policies such as reconstruction, rehabilitation, renovation, improvement, redevelopment and finally regeneration. Renovation and improvement does not happen once and for all, but is a continuous thing. This is not instantaneous and fast, but a sensitive and complex process that requires the design of short-term, medium-term and long-term targeted programs and to achieve Successful organization and revitalization requires a detailed understanding of the old context and the entire city system and regional system. Therefore, in the present research, an attempt has been made to address the issue of improvement in the dilapidated fabric of Karaj city through the formulation of strategies. The results show that the factors of creating suitable institutional and legal frameworks for the purpose of integrated urban management, empowerment and capacity building in the municipalities and Islamic councils of the city are considered to be the most effective strategies for the regeneration of the worn-out fabric of Karaj city. In general, the community-based approach in urban development and planning can increase people's control over their own lives and livelihoods, and ultimately lead to the presentation of plans and programs that are more consistent with local needs and conditions. In the science of cultural economics, the economic fields and Websters needed in a cultural category are discussed. Determining the correct policies in the field and sectors of the economy of culture is one of the most important and key factors in its development. In this regard, in the present research; Effective policies in cultural economy in Moradab-Karaj neighborhood (Islam-Abad) have been compiled with a neighborhood-based approach with a descriptive-analytical method based on documentary and survey sources. First, we will examine and explain the nature of the cultural economy and the role of creative industries and effective policies on the cultural economy, and finally, strategic-executive solutions are presented in order to achieve the development of the neighborhood. The data used in this research is a combined method (quantitative and qualitative). Data analysis has been done according to the analytical descriptive method and according to theoretical inferences. The statistical community of this research is made up of experts and experts in the field of urban planning and some of them are native people of the neighborhood. In order to get a deeper understanding of issues and problems, especially social and economic characteristics, information was collected using a survey method and a questionnaire tool. After the comments and answers were counted, the content analysis method was used, and in particular, the software (MAXQDA) was used, through which the data of the answers to the interviews and questionnaires were summarized and coded. The results show that the neighborhood council and city-management can contribute to the ecological, economic, social, political and cultural sustainability of the neighborhood in the direction of sustainable neighborhood development by fundamentally changing the neighborhood's planning structures. Finally, it can be said that coherent neighborhood management plays a significant role in shaping the neighborhood and maintaining the economic structure of the neighborhood as well as creative industries.
