  The present article is an attempt to depict three types of government establishment in the process of political philosophy, based on technology, i.e., the field of practical thought and unconscious capability. Government establishment is to adjust communal behavior of humans in a political affair in an acceptable way, to reduce possible threats from it and to increase the occurance of benefit, joy, and pleasure. Accordingly, the three ideal types of political consciousness-metaphysics, physics, and information- form three eras. The present article studies the process of theoretical and practical politics as its negative and positive aspects, and introduces the theory of chance studying crises and transitions. It discusses what different types of government establishment are. Is any regularity in them when the history of political philosophy is involved? What is the realization of government establishment in three eras of consciousness? The purpose here is to offer government establishment in an unbiased theory, which can move from its state as a negative constituent in the era of information to cover all the area of political thought.   In this paper, a new method for probabilistic congestion management considering power system uncertainties is proposed. Chance constrained programming (CCP) is used to formulate the probabilistic congestion management as an efficient approach for stochastic optimization problems. The CCP based probabilistic congestion management is solved utilizing a numerical approach by applying the Monte-Carlo technique into the real-coded genetic algorithm. The effectiveness of the proposed method is evaluated applying the method to the modified IEEE 9-bus test system. The results of the proposed approach are compared with those of the expected method to have a comprehensive study. The simulation results reflect the flexibility of the proposed approach in transmission congestion management. Manuscript profile

  Aristotle holds a dual approach to the relationship between techne and tyche (chance). On the one hand, he uses the two terms in the same meaning with the same subject in his Nichomacean Ethics, and in Rhetoric introduces chance as the cause of attaining a limited number of good things through techne. On the other hand, he connects techne and experience with chance and lack of experience and introduces techne and chance as two opposing concepts. This is because he believes that experience creates techne, and lack of experience exposes Man to chance and accident. A study of Aristotle’s thoughts reveals the reality that techne cannot originate in chance because it demands the knowledge of cause, while chance or luck is an accidental, indeterminate, and unstable cause. Moreover, a study of the relation of techne to aletheia or unconcealedness and disclosure indicates that techne cannot emerge from chance. The reason is that, in Aristotle’s view, techne is a rational virtue that results in revealing the truth, which is itself the result of artists’ knowledge and awareness of the outcome of their craft. Similar to Aristotle, Plutarch accepts chance as a cause; however, he maintains that the existence of techne renders chance meaningless. He believes that techne is rooted in human wisdom and cannot arise from chance. Manuscript profile
